In the West Bank, Israeli forces shot and killed a Palestinian during a raid in Qalandia. Israeli forces also raided Jenin, injuring 7 and uprooting streets. Elsewhere, Israeli forces shot and injured 4, including a disabled man, in Qalqas, al-Arroub refugee camp, and Baqa al-Hatab. Israeli forces also sealed 2 printing facilities in Dawha, claiming they were printing incendiary materials. Meanwhile, Israeli forces uprooted 31 olive trees in Nahalin. Israeli forces also seized a vehicle in Qablan. 38 Palestinians were arrested during raids in and around Bethlehem, Qalandia, Nablus, Ramallah, and Jenin. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished a building in Bayt Hanina, displacing 13 people. In Gaza, at least 300 people were killed in Israeli attacks on Nuseirat refugee camp, Dayr al-Balah, Gaza City, al-Bureij refugee camp, and Khan Yunis. Israel said it had surrounded and invaded Khan Yunis. Israeli troops also laid siege to the Kamal Adwan Hospital in Beit Lahiya. 2 Israeli soldiers were killed in combat. Rockets were fired at Israel, injuring 2 in Ashkelon. In Lebanon, Israeli forces killed a Lebanese soldier and injured 3 others in an attack on a Lebanese military base; Israel later expressing regret, saying it would review the incident. 3 rockets were fired at Kiryat Shmona. More than 16,248 Palestinians have been killed by Israeli forces in Gaza, including at least 6,387 children and 4,257 women, and around 43,616 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 252 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,325 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 87 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.9 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The Gaza Ministry of Health said at least 1,207 Palestinians have been killed since the ceasefire ended on 12/1. UNRWA said 130 of its staff members have been killed by Israeli forces since 10/7. The UN said dozens of trucks carrying aid, including fuel, entered Gaza but did not provide the actual number. Rafah was the only area to receive aid for the third day in a row. At the beginning of the day, PA health minister Mai al-Kaila said at least 15,900 Palestinians have been killed and 40,900 injured in Israeli attacks on Gaza since 10/7, saying the final number of dead will be much higher since many are buried in rubble. (REU, WAFA 12/5)

The PA Ministry of National Economy said 29% of business in the West Bank have been completely or partially closed since 10/7 due to Israeli actions. (WAFA 12/5)

UNICEF spokesperson James Elder said Israeli calls for Palestinians to evacuate do not work, stating the “so-called safe zones . . . are not scientific, they are not rational, there are not possible, and I think the [Israeli] authorities are aware of this.” (AJ 12/5)

The PA warned against reported Israeli plans to flood tunnels in Gaza with seawater, saying it would lead to the collapse of residential buildings and infrastructure and to the mixing of ground, sea, and wastewater. (AJ 12/5)

Israeli police approved the “March of Maccabees” in the Old City of Jerusalem on 12/7, where Israeli right-wingers will march in support of removing the Islamic Waqf in order to replace it with full Israeli control over the Haram al-Sharif compound. (AJ, HA, HA 12/5)

Israeli prime minister Benjamin Netanyahu claimed Israel has killed half of Hamas’ military commanders in Gaza. Netanyahu also said that Israel is the only power that can keep Gaza demilitarized after Israel’s war, rejecting suggestions that an international force be deployed in Gaza. Egyptian foreign minister Sameh Shoukry met with senators Ted Cruz (R-TX), Marco Rubio (R-FL), Lindsey Graham (R-SC), and Chris Coons (D-DE) in Washington D.C., discussing efforts to end Israel’s war on Gaza. (AJ 12/5)

The leaders of the Gulf Cooperation Council called for an end to the Israeli attacks on Gaza at a summit in Doha. Qatari emir Sheikh Tamim bin Hamad Al Thani said at the summit that Israel was committing genocide, called support for Israel’s actions “a disgrace,” and urged the UN Security Council to force Israel back to the negotiations on a ceasefire. U.S. vice president Kamala Harris’s National Security Advisor Phil Gordon met with Israeli president Isaac Herzog, war cabinet members Benny Gantz, Tzachi Hanegbi, Ron Dermer, and Gadi Eisenkot, and opposition leader Yair Lapid, updating them on meetings Harris and Gordon held with Arab leaders in Dubai during the COP28 climate conference. U.S. secretary of state Antony Blinken announced that that the U.S. has put new visa restrictions on violent Israeli settlers, saying Israel is not doing enough to combat settler violence. Israeli defense minister Yoav Gallant later condemned Israeli settler violence, saying only the military, the police, and the Shin Bet have a right to use violence against Palestinians. USAID administrator Samantha Power visited El Arish airport in Egypt where aid to Gaza arrives, saying more “must be done to protect civilians” and for aid to enter Gaza. U.S. president Joe Biden said at a fundraiser that he had heard reports “of women raped, repeatedly raped, and their bodies being mutilated while still alive” by Hamas militants on 10/7. Hamas denied the accusations. (REU 12/5)

The U.S. House of Representatives passed a resolution, H.R. 894, declaring that anti-Zionism is anti-Semitism in a 311-14 vote; 94 Democrats voted present. The resolution also condemned the phrase “from the river to the sea.” (AJ, HA, NYT 12/5; AJ 12/6)

5 U.S. pro-Israel organizations, the American Jewish Committee, the Jewish Federation of North America, the Anti-Defamation League, AIPAC, and the Conference of Presidents of Major American Jewish Organizations, created a joint lobbying arm called The 10/7 Project to promote pro-Israel narratives to journalists and U.S. lawmakers. In the West Bank, Israeli forces shot and injured 2 Palestinians using live ammunition during a raid in Dheisheh refugee camp. 11 Palestinians were arrested during late-night raids in Ramallah, Bayt Rima, Beit Ula, Fawwar refugee camp, Idhna, Jenin, Jericho, and Fari‘ah refugee camp. In East Jerusalem, 4 Palestinians were arrested during raids in Silwan and Shu‘fat refugee camp. Israeli military authorities extended the administrative detention period of 1 Palestinian prisoner by 4 months despite promising to release him at the end of his current detention period after he had been hunger striking for 111 days. Hamas political bureau chief Ismail Haniyeh met with Hezbollah secretary general Hassan Nasrallah in Beirut. There were also reports that Haniyeh was scheduled to meet with Lebanese president Michel Aoun and prime minister Najib Mikati. (HA 6/23)

The PLO executive committee met in Ramallah. During the meeting, the committee discussed the U.S. Biden administration’s failure to fulfil its promises to the Palestinian people and plans to initiate national dialogue to end the intra-Palestinian political division. (WAFA 6/24)

Peace Now released a report marking the first year of the Bennett-Lapid government, detailing how the current Israeli government has accelerated the displacement of Palestinians compared to average numbers during the Netanyahu governments. Compared with the yearly average of the Netanyahu governments, the Bennett-Lapid government has promoted 26% more settlement units, issued tenders for 15% more settlement construction, demolished 35% more Palestinian homes in the West Bank, and 59% more Palestinian homes in East Jerusalem. Additionally, settler violence has risen with 45% and 45 more Palestinians have been killed by Israeli forces compared with the yearly average of the Netanyahu governments. (PCN 6/23)

President of Suriname Chandrikapersad Santokhi told the National Assembly that Suriname would not build an embassy to Israel in Jerusalem, citing budget constraints. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6 with rubber-coated bullets and others with tear gas. 2 Palestinians were arrested, including 1 during a late-night raid in Qalqilya and 1 at a checkpoint in Kafr Qaddum. In East Jerusalem, 5 Palestinians were arrested in the Old City. In the Naqab desert, Palestinians continued to protest, for the 5th day in a row, the forestation project that is seeking to displace Bedouins near Sawa by throwing stones at vehicles, injuring 1 police officer at the Nevatim air base southeast of Beersheba. Hamas official Basem Naim said Hamas and Fatah officials are meeting separately with Algerian mediators in Algiers to reconcile their divisions. Naim said meetings could continue until February and that Hamas has not ruled out direct meetings with Fatah. (MEMO 1/17)

The Israeli Defense and Security Forum, led by 3 former Israeli generals, wrote an op-ed in Haaretz, saying that Israeli leaders need to address the growing issue of Israeli settler violence against Palestinians in the West Bank. (HA 1/14)

In the West Bank, Israeli settlers uprooted 50 olive trees in Tarqumiyah as part of an effort to make a road to the Telem settlement. Israeli forces shot and killed 1 Palestinian man near a checkpoint in the Nablus area; Israel claimed that the man had attempted ramming soldiers with his car; no soldier was injured. Israeli forces demolished a 2-story house in Nahalin; Israeli forces also violently dispersed Palestinians protesting the demolition, causing tear-gas related injuries. 1 Palestinian was arrested during a house raid in Jericho. United Arab List leader Mansour Abbas said during a conference hosted by the Hebrew newspaper Globes that “Israel was born as a Jewish state. And that was the decision of the Jewish people, to establish a Jewish state. The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. UN special coordinator for the Middle East peace process Tor Wennesland called on Israel to cease settlement activities and displacement of Palestinians in East Jerusalem during a UN security council meeting. In the West Bank, 25 Israeli settlers posing as soldiers attacked a Palestinian couple in their home in Qaryut, leading to the hospitalization of both Palestinian victims; the settlers also caused significant damage to the interior of their home, their car, and their tractor; Israeli forces did not arrive to investigate the scene until 7 hours after it was reported. Israeli settlers also threw stones at 6 Palestinian homes and set a barn on fire in Burqa; Israeli forces subsequently violently dispersed Palestinians trying to repel the settlers. Meanwhile, Israeli settlers erected a settlement outpost named after the settler killed on 12/16, Nefei Yehuda, near the Kiryat Arba settlement; the Nahala movement financially supported the settlement outpost, as it had the Evyatar settlement outpost in May. Haaretz reported that the Israeli company Candiru’s spyware had been purchased by Saudi Arabia, Spain, Israel (for the Shin Bet), Singapore, the UAE, and Germany, and had been used to target people in Catalonia, Lebanon, Yemen, the occupied Palestinian territories, Singapore, Iran, Armenia, and Turkey. The UN general assembly voted 156 for, 7 against, and 15 abstaining on a draft resolution confirming the rights of Palestinians over their natural resources in the occupied territories and the rights of the native population of their resources in the occupied Golan Heights. The resolution also called on Israel to stop exploiting the resources of the territories it occupies. In the West Bank, Israeli settlers with military escort attempted to raid a school in al-Lubban ash-Sharqiya before they were repelled by Palestinians protecting the students. Israeli forces razed agricultural lands in Birin, uprooting 120 olive and almond trees and demolishing 1 well in Khillat al-Furn. Israeli forces also raided Birzeit University, injuring 1 student with a rubber-coated bullet who was protesting the raid. 17 Palestinians were arrested during raids in Deir Abu Mash‘al, Deir Nidham, Kafr Ni‘ma, Bethlehem, al-Walaja, Sa‘ir, al-Shuyukh, Tarqumiyah, Tulkarm, Far‘un, and Kafr al-Labad; Israel also said that it had arrested 11 students of An-Najah University in Nablus, saying they were connected to a Hamas student network. In East Jerusalem, Israeli forces demolished the foundations to a house in al-Tur and demolished 1 house near the Old City. 2 Palestinians were arrested during late-night raids in Wadi al-Juz and Isawiya; Israeli forces confiscated 11,500 NIS ($7,300) during a raid in Sur Baher. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles north of Rafah; no injuries were reported. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Channel 13 reported that members of the group meet to learn how to appear like Muslim worshippers. (MEMO, TOI 12/14)

The Palestinian prisoners’ club said Israeli prison guards assaulted at least 3 female prisoners in Damon prison when they refused to leave their cell. The 3 prisoners were also transferred to solitary confinement. (MEMO, WAFA 12/19; MEE, MEMO 12/20)

Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. HRW found that Israeli law enforcement used excessive force when dispersing Palestinians in Lydda while “failing to act even-handedly as Jewish ultra-nationalists attacked Palestinians.” (HRW, MEMO, WAFA 12/14)

Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The officer of the Knesset granted the leader of United Arab List Mansour Abbas a security detail, as he was receiving a growing number of death threats. (MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. Haaretz reported that the Custodian General’s unit in the Israeli Justice Ministry is exploring plans to build 5 Jewish settlements in East Jerusalem: 1 in Sheikh Jarrah, 1 near the Damascus Gate, 1 in Sur Baher, 1 in Bayt Hanina, and 2 in Bayt Safafa. Israel’s public security minister Omer Bar-Lev told Undersecretary Victoria Nuland that he views settler violence “severely” and is taking action against it. Public Security Minister Bar-Lev’s comments drew the ire of Israeli politicians in his coalition and further right, who said that there is no issue with Israeli settler violence toward Palestinians. In the West Bank, Israeli settlers uprooted some 80 olive trees in al-Mughayyir. 1 Palestinian man hit 1 Israeli soldier with his car at the Qalandia checkpoint, injuring the soldier. According to Israeli authorities, the man intentionally rammed the soldier. Both were admitted to hospitals. Israeli forces shot and killed 1 Palestinian minor and injured 1 other, claiming the 2 were throwing Molotov cocktails at cars driving near Bayt Jala. Israeli forces also delivered notifications to Palestinians in Yasuf that Israel will seize 40 dunams (9.9 acres) of land from residents to expand the Taffouh settlement. In Lebanon, 6 protesters were killed and dozens injured in clashes during a demonstration against the judge presiding over the probe into the blast that killed more than 200 people on 8/7/2020. The demonstration was supported by Hezbollah; Amal movement supporters clashed with the Christian Lebanese Forces after being shot at during the protest. The Christian Lebanese Forces said Hezbollah had incited the violence. Videos showed heavily armed people in civilian clothes firing weapons and 1 man in civilian clothes firing an RPG.
