In the West Bank, Palestinians protest outside the UNRWA headquarters in Ramallah against the countries that have suspended funding to the agency. Israeli settlers assault Palestinians in Khillet al-Farra in the Masafer Yatta area. Israeli forces raid Nur Shams refugee camp, killing 3 Palestinians and injuring 1, uprooting streets, and destroying property. Israeli forces also shoot and injure a Palestinian during a raid in Wadi al-Fara’a. Elsewhere, Israeli forces demolish a home under construction in Bayt Jala. Israeli forces also arrest 25 Palestinians during raids in Jenin, Hebron, Qalqilya, Bethlehem, Ramallah, and Tulkarm. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Khan Yunis, and Gaza City, killing at least 123 people, including 13 people collecting water from a truck distributing aid in Gaza City. Israeli forces also shoot and kill a paramedic and injure 2 others while they are evacuating injured people in Gaza City and open fire at al-Amal Hospital in Khan Yunis, injuring 2. Elsewhere, Israeli forces shoot and kill a woman trying to collect water for the Nasser Hospital. Off the coast of Gaza, Israeli forces kill 2 Palestinian fishermen northwest of Rafah. In Lebanon, Israeli forces bomb Khiam, killing 1 civilian and wounding 2 others. Israeli forces also bomb Marwahin and Bani Haiyyan. In Iraq, U.S. forces kill at least 3 people, including a senior member of Kataib Hezbollah, in an airstrike on Baghdad. More than 27,708 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 67,147 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 379 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 96 children. More than 4,426 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 225 Israeli soldiers have been killed and 1,304 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 169 trucks carrying aid enter Gaza. The Gaza Ministry of Health says 11,000 sick and wounded Palestinians need evacuation for treatment. The Gaza Media Office says Israeli has burned 3,000 housing units in Gaza during its ground invasion. The UN says Israel has prevented 51 out of 61 planned aid missions to northern Gaza. Details of Hamas’s counterproposal to the Israeli, U.S., Qatari, and Egyptian ceasefire proposal are unveiled. The Hamas proposal includes 3 stages of 45 days. In the first stage, Israel and Hamas would exchange the remaining female, child, and elderly Israeli captives for 1,500 Palestinian prisoners, see 500 trucks of aid enter Gaza daily, allow Palestinians to return to their homes in Gaza, allow the entry of 60,000 temporary homes and 200,000 tents, and stop Israeli settlers from entering the Haram al-Sharif compound. In the second stage, male captives would be exchanged for more Palestinian prisoners. In the third phase, the bodies of those killed would be exchanged. The proposal also calls for securing the reconstruction of Gaza and the complete withdrawal of Israeli forces. Hamas political bureau member Mohammad Nazzal says the Hamas proposal has clear deadlines which the original proposal lacked, that Qatar, Egypt, Russia, Turkey, and the UN will be guarantors for maintaining the ceasefire, and that the proposal is final. U.S. secretary of state Antony Blinken meets with PA president Mahmoud Abbas in Ramallah, discussing negotiations for a ceasefire in Gaza, Israel’s withholding of PA tax funds, and settler violence. Abbas also expresses the importance of the U.S. recognizing the state of Palestine. Blinken also meets with Prime Minister Netanyahu, military Chief of Staff Herzi Halevi, Defense Minister Yoav Gallant, and President Issac Herzog. The Israeli Broadcasting Corporation reports that Netanyahu promises Blinken that Israel will not invade Egypt at the Philadelphi Corridor without coordination with Egypt. Blinken says at a press conference that Hamas will not play a role in the future governance of Gaza, that the death toll in Gaza remains too high, and that Israel should open the Beit Hanun (Erez) crossing to allow more aid to enter Gaza. Blinken also says that the Hamas response to the ceasefire deal has “clear non-starters,” but that he thinks there is space for an agreement to be reached. PA health minister Mai al-Kaila sends a letter to UN secretary-general Antonio Guterres, calling on him to ensure that medical personnel in Gaza are protected as 340 doctors and health workers have been killed by Israeli forces. Al-Mezan says in a letter to Guterres that the UN Office on Genocide Prevention has failed in its mandate, calling it “double standards.” (AJ, WAFA 2/7)

The Saudi Arabian Foreign Ministry issues a statement saying “in light of what has been attributed to the U.S. National Security Spokesperson, the Ministry of Foreign Affairs affirms that the position of the Kingdom of Saudi Arabia has always been steadfast on the Palestinian issue . . . The Kingdom has communicated its formal position to the U.S. administration that there will be no diplomatic relations with Israel unless an independent Palestinian state is recognized on the 1967 borders with East Jerusalem as its capital, and that the Israeli aggression on the Gaza Strip stops and all Israeli occupation forces withdraw from the Gaza Strip.” In the statement, Saudi Arabia also calls on UN Security Council members to recognize the state of Palestine. Argentinian president Javier Milei meets with Prime Minister Netanyahu in Jerusalem, saying Argentina will designate Hamas as a terrorist organization. The U.S. Senate rejects a $118 billion bill that would fund Israel’s war on Gaza, send military aid to Ukraine, and fund the U.S.-Mexico border. Senator Bernie Sanders (D-VA) says he voted against the bill because the military aid to Israel is “unconscionable” given the Israel’s “horrific war against the Palestinian people,” and because of the provisions in the bill that would prevent UNRWA funding. The American Civil Liberties Union writes a letter to U.S. secretary of education Miguel Cardona, calling on him to reject the International Holocaust Remembrance Association’s working definition of anti-Semitism, saying it conflates anti-Semitism with political speech. (AJ 2/7)

Canadian immigration minister Marc Miller says Egyptian and Israeli authorities have not allowed 1,000 Palestinians who have been granted permission to come to Canada to be evacuated. (AJ 2/7)

In the West Bank, Israeli settlers set fire to a Palestinian-owned vehicle in al-Zawiya. An Israeli settler also rams a flock of sheep with his car in Kisan, killing 1 and injuring others. Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Qusra. Israeli forces also open fire at a Palestinian vehicle traveling in Hebron before arresting the driver. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Baqa al-Hatab, Jenin, Hebron, Tubas, and Tulkarm. In East Jerusalem, Israeli forces prevent the movement of Palestinian worshippers to the Haram al-Sharif compound, limiting the entry to 13,000 worshippers for Friday prayers. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Beit Lahiya, killing at least 112 people. Israeli forces shoot and kill 4 Palestinians at al-Amal Hospital, including the Palestine Red Crescent Society’s director of the youth and volunteers department Hedaya Hamad. Israeli defense minister Yoav Gallant says Israel will not stop attacking Lebanon if a ceasefire deal is reached in Gaza. MK and former defense minister Avigdor Liberman tells the Jerusalem Post that Egypt should control Gaza, Jordan should control Area A and parts of Area B of the West Bank, while Israel annexes Area C and parts of Area B. U.S. ambassador to the UN Linda Thomas-Greenfield says an Algerian-circulated draft resolution calling for a ceasefire in Gaza could jeopardize “sensitive negotiations” for a temporary ceasefire. (REU 2/2)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Bruqin. Armed Israeli settlers also threatened Palestinian shepherds in the Jordan Valley. Israeli forces attempted to assassinate 3 Palestinians traveling in a vehicle near Balata refugee camp, firing a missile at their car; no injuries were reported. Israeli forces also shot and injured 4 Palestinians, including 2 children, during raids in Tuqu’, al-‘Ayn, and Shuweika. Elsewhere, Israeli forces assaulted a Palestinian in Hebron. Israeli forces also punitively demolished the family homes of 2 Palestinians prisoners in ‘Urif. In East Jerusalem, Israeli forces severely assaulted a journalist, hospitalizing him in Wadi al-Juz. Israeli forces also violently dispersed Palestinians heading to the Haram al-Sharif compound. In Gaza, telecommunications remained cut off for the second day in a row, obfuscating reporting on the number of casualties. Israeli forces bombed Khan Yunis, Rafah, Dayr al-Balah, Gaza City, Jabalia refugee camp, Beit Lahiya, and Nuseirat refugee camp, killing at least 100 Palestinians, including Al Jazeera journalist Samer Abudaqa and Palestinian New Press journalist Ramy Budair and 3 civil defense workers during an airstrike that also wounded Al Jazeera Gaza bureau chief Wael al-Dahdouh in Khan Yunis. Abudaqa was reportedly left to bleed out for 5 and half hours while rescue teams tried to secure safe passage during Israeli shelling of the area. Several members of al-Dahdouh’s immediate family were killed in an Israeli air strike on 10/25. Israeli forces also shot and killed 3 Israeli captives that had either been freed or escaped captivity in the Shuja‘iya neighborhood of Gaza City, mistaking them for Palestinians. The 3 were shirtless and holding up a white flag. The Israeli military called the incident “a tragic error.” Separately, 2 Israeli soldiers were killed in combat. Rockets were fired at Israel, causing damage near Jerusalem. In Lebanon, Israeli forces attacked Ramiya, Beit Lif, and near Alma al-Chaab, saying shots were fired toward Israel. Israel also dropped leaflets in Kfar Shuba, threatening residents to stop Hezbollah from operating in the area for their own safety. In the Red Sea, projectiles fired from Yemen hit 2 cargo ships. The UN Office for the Coordination of Humanitarian Affairs released a report, saying 476 Palestinians, including 112 children, have been killed by Israeli forces and settlers in 2023. Of the 476, 276 have been killed since 10/7. 12,566 have been injured, including 1,841 children. Israeli forces have also demolished 1,010 structures since 1/1, displacing 1,884 people while settler violence has displaced 1,442. (UNOCHA 12/15)

Israel said it found the bodies of 3 Israeli captives in Gaza, including 2 soldiers and a civilian. The Palestinian Prisoner’s Society said 4,420 Palestinians have been arrested in the West Bank and East Jerusalem since 10/7. (HA, NYT, REU 12/15)

The Israeli security cabinet approved the reopening of the Karem Abu Salem (Kerem Shalom) crossing for humanitarian aid after U.S. pressure. Haaretz reported that the Israeli military, with approval from Religious Zionism leader Bezalel Smotrich and Otzma Yehudit leader  Itamar Ben-Gvir, had allowed 10,000 Palestinians from the West Bank to work in Israeli settlements upon request from settlement leaders. The Foreign Press Association and Al Jazeera condemned the Israeli killing of Al Jazeera journalist Samer Abudaqa. Al Jazeera said it would refer the killing of Abudaqa to the ICC. U.S. national security advisor Jake Sullivan met with PA president Mahmoud Abbas in Ramallah. National Security Council spokesperson John Kirby said the 2 discussed “governance possibilities” for after Israel’s war. Abbas told Sullivan that the U.S. must intervene to prevent the forceful displacement of Palestinians in Gaza and the West Bank and to stop the bombing of Gaza. (AJ, AJ, HA, NYT, REU, WAFA 12/15)

Israeli heritage minister Amichai Eliyahu said Gaza must be “fully occupied.” (AJ, HA 12/15)

National Security Advisor Sullivan also met with Israeli officials for the second day in a row, including Defense Minister Yoav Gallant and Mossad director David Barnea. Sullivan told the press that the U.S. expects the Israeli war to transition to a phase that is “focused on targeting the [Hamas] leadership, on intelligence operations.” The U.S. also criticized Israel for attacking the Lebanese army 34 times since 10/7. The UK, Belgium, Denmark, Finland, France, Ireland, Luxemburg, the Netherlands, Norway, Spain, Sweden, Switzerland, the EU, Australia, and Canada issued a joint statement calling on Israel to take steps to end settler violence in the West Bank, calling the violence against Palestinians unacceptable. In the West Bank, a Palestinian man succumbed to injuries sustained during the airstrikes on Tulkarm refugee camp on 11/17. Israeli settlers attacked and wounded several Palestinian farmers in Ramin and vandalized their cars. Israeli forces shot and killed a Palestinian during a raid in Aqrabat Jaber refugee camp. Israeli forces also violently dispersed Palestinians celebrating the release of prisoners near the Ofer Prison, injuring 3 with live ammunition, 4 with baton rounds, and 22 with tear gas. Meanwhile, Israeli forces shot and injured 5 Palestinian during raids in Nablus, Deir al-Ghusun, and Tuqu’. Israeli forces also punitively demolished the family home in Rumana of a Palestinian who was shot dead by Israeli police in Tel Aviv earlier this year after he allegedly shot and killed several Israelis. Elsewhere, Israeli forces assaulted 5 Palestinians, arresting them and seizing their vehicles at a flying checkpoint near Aqraba. Israeli forces also assaulted 2 Palestinians during a raid in Taqqou. In East Jerusalem, Israeli forces violently dispersed Palestinians trying to reach the Haram al-Sharif compound from Wadi al-Juz, causing injuries from beatings and tear gas. Israeli forces also raided the homes of 3 Palestinian prisoners in Jabel Mukaber and Bayt Hanina, warning their families not to celebrate their release. In Gaza, before the ceasefire took effect (see below), Israeli forces raided the Indonesian Hospital, killing a wounded woman and injuring 3 others after shelling and destroying the first floor of the hospital. Israeli forces also bombed Nuseirat refugee camp, killing at least 27 people. After the ceasefire took effect, Israeli forces shot and killed 2 Palestinians and wounded 15 others who were trying to return to northern Gaza from the south. Israel said it would not allow Palestinians to return to the north. Israel also said it had completed its operation at al-Shifa Hospital, claiming it had destroyed tunnels. It was also reported that Israeli forces destroyed oxygen pipes and generators at the hospital. Rockets were fired at Israel prior to the ceasefire; no injuries were reported. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 2 ambulances, 4 trucks carrying diesel, 4 trucks carrying cooking oil, and 137 trucks carrying aid entered Gaza via the Rafah crossing. The UN delivered flour to 2 UNRWA facilities in the north of Gaza, the first delivery of aid the north in more than 1 month. 40 people were evacuated from al-Ahli Baptist Hospital in Gaza City to a hospital in Khan Yunis. Fewer than 400 people fled the northern part of Gaza to the south. 44 wounded Palestinians and their companions were evacuated to Egypt. 39 Palestinians were released from the Ofer Prison as part of the prisoner exchange, including 24 women and 15 children. 33 were released to the Beitunia checkpoint, while 6 were released to East Jerusalem. 13 Israelis, 10 Thai nationals, and 1 Filipino national held captive by Hamas were released to Israel via Egypt. Germany said 4 of the Israelis were also German nationals. The Thai and Filipino captives were released in a separate deal made between Hamas and Thailand, brokered by Iran. The director of the Schneider Children’s Medical center in Israel said the captives the hospital had received were in good physical condition. Hamas published videos of its militants handing over captives to the Red Cross. Hamas political leader Ismail Haniyeh said Hamas was committed to the ceasefire as long as Israel abides by the terms. Head of the Palestinian Prisoners’ Club Qadura Fares said Israel had violated the prisoner exchange terms by releasing 7 people who were arrested within the past year instead of prisoners who had been in prison for longer. The Prisoner’s Club also said Israel had imposed a ban on celebrating the release of Palestinian prisoners, imposing fines of $18,700 for public celebrations. UK foreign secretary David Cameron visited Ramallah, saying the UK has committed an additional $37.8 million in aid to Gaza. Cameron also said that Israel will not have long-term safety and security unless Palestinians have the same, calling settler violence “completely unacceptable” and urging Israel to prosecute the perpetrators. Cameron met with PA president Mahmoud Abbas, who called on the UK to help ensure that Israel will not succeed in separating the West Bank and Gaza or reoccupy it. At a press conference held at the Rafah crossing, Spanish prime minister Pedro Sanchez said that a permanent ceasefire was required and said Spain may unilaterally recognize Palestine even if the EU does not. At the press conference, Belgian prime minister Alexander de Croo said “[w]ay too many people have died. The destruction of Gaza is unacceptable.” Israel subsequently summoned the Spanish and Belgian representatives in Israel for a reprimand, prompting Spain to do the same to the Israeli ambassador to Spain. Later in a meeting with de Croo and Sanchez in Cairo, Egyptian president Abdel Fattah el-Sisi called for the establishment of a demilitarized Palestinian state with UN, Arab, or NATO forces guaranteeing the peace. U.S. president Joe Biden welcomed the release of the 24 captives from Gaza, saying that there was a chance that the temporary ceasefire could facilitate a longer ceasefire. (NYT 11/24)

European Commission president Ursula von der Leyen said at a press conference with Canadian prime minister Justin Trudeau that there should be no forced displacement from occupied Palestine and that a reformed PA should govern Gaza and the West Bank.
