In the West Bank, armed Israeli settlers harass and intimidate Palestinians in Hebron. Israeli settlers also bring livestock to graze on Palestinian crops in the Masafer Yatta area. Elsewhere, Israeli settlers set up mobile homes near Tuqu’. Israeli forces shoot and injure 11 Palestinians during raids in Qatanna, Sabastia, Anabta, Zeita, and Tulkarm. Israeli forces also seize printing equipment and a vehicle from a printing shop in Nablus. In Gaza, Israeli forces bomb Khan Yunis, Maghazi, Beit Lahiya, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and Dayr al-Balah, killing more than 150 people, including 70 in a residential building in Jabalia refugee camp, 43 in 2 homes in Khan Yunis, 27 in 2 homes in Dayr al-Balah, and 4 in an UNRWA school sheltering internally displaced people. Israeli snipers also shoot a Palestinian outside of al-Amal Hospital in Khan Yunis. Doctors Without Borders says it will evacuate staff and patients from al-Aqsa Hospital in Dayr al-Balah after Israel orders the evacuation of the area in which the hospital is located, noting that Israel has attacked the area around the hospital for several days. Israel claims it forces have assassinated the commander of the al-Qassam Brigades Nuseirat battalion Ismail Sirah and his deputy Ahmed Wahba. In Lebanon, Israeli forces bomb a home in Kawthariyat al-Siyad 25 miles north of the Blue Line and several places south of Tyre. Hezbollah attacks a group of Israeli soldiers in Avivim and fires 62 missiles at the Meron air base. In the Red Sea, the U.S. says it shot down a drone launched from Yemen. More than 22,750 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 57,910 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 319 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 81 children. More than 3,949 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7, including Israeli soldiers. In addition, 173 Israeli soldiers have been killed and 1,020 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. Israeli forces also withdraw from the Gaza City neighborhoods of Daraj and Tuffah after spending 10 days demolishing homes and cemeteries. Israel says it attacked more than 100 targets in Gaza overnight. Rockets fired from Gaza cause damage in Sderot. In Lebanon, 8 rockets are fired at Kiryat Shimona, no damage was reported. Blinken arrives in Turkey, the first stop on his Middle East visit where according to the State Department he will work toward the protection of civilians in Israel, Gaza, and the West Bank, freeing more captives, getting more aid into Gaza, ensuring Palestinians in Gaza are not forcibly displaced, deter Houthi attacks in the Red Sea, reduce tensions at the Blue Line, and takes steps toward creating a Palestinian state. PA foreign minister Riyad al-Maliki speaks with UK foreign secretary David Cameron. According to a PA statement, Cameron condemns comments made by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir in favor of the displacement of Palestinians in Gaza. Hezbollah secretary-general Hassan Nasrallah gives a speech warning that if Hezbollah does not respond to the assassination of Hamas deputy political leader Saleh al-Arouri in Beirut then all of Lebanon will be exposed to Israeli attacks. Family members of 6 Israelis held captive in Gaza meet with Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani in Doha, discussing the lack of progress in negotiating their release. According to Axios, Al Thani tells the families that Israel’s assassination of Saleh al-Arouri has made the negotiations harder. In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Tulkarm on 11/14. Israeli forces shot and injured 6 Palestinians during raids in Qiffin and al-Khader. Israeli forces also assaulted a Palestinian man in Huwwara. Elsewhere, Israeli forces raided a printing shop in Ramallah, sealing the shop, and closed and sealed the offices of an orphanage in Beit Umar, seizing files and computers. Israeli forces also issued notices that it will seize 501 dunams of land in Jaba’a and 12 dunams in Wadi Rahal. 44 Palestinians were arrested during late-night raids in and around Far’un, Qusin, Dheisheh refugee camp, Hebron, Bethlehem, and Nablus. In East Jerusalem, Israeli police dispersed a march by Israeli extremists who called for full Israeli control over the Haram al-Sharif compound. The march was dispersed after marchers violated the agreement with Israeli police. 6 Palestinians were arrested in Sur Baher and at the Haram al-Sharif compound. In Gaza, Israeli forces bombed Gaza City, Beit Lahiya, Khan Yunis, Jabalia refugee camp, and Rafah, killing around 350 people. Israeli airstrikes also destroyed the 13th century Othman bin Qashqar Mosque in Gaza City and put al-Awda Hospital under siege, opening fire at the hospital. Hamas said it had destroyed 135 military vehicles in the past 72 hours. 2 Israeli soldiers were killed, including the son of Israeli war cabinet member Gadi Eizenkot. In Lebanon, an Israeli airstrike on Majdal Zoun injured several people. Islamic Jihad said 2 of its members were killed by Israel near the Blue Line. 1 Israeli was killed and 2 Israeli soldiers were lightly injured by an anti-tank missile in Matat and near Shtula. Israel said it attacked Syria after 2 missiles were launched toward Israel. The Jordanian military air dropped medical supplies at its field hospital in Gaza. 69 trucks carrying aid, including 13 gallons of fuel, entered Gaza. Rafah remained the only place where aid was delivered to, except for the delivery of medical supplies to 2 hospitals in Khan Yunis. 121 wounded Palestinians and 491 foreign nationals were evacuated to Egypt. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. Israeli national security minister Itamar Ben-Gvir ordered the Israel Prison Service to move members of Hamas’ Qassam Brigades to an underground wing of the Nitzan Prison. The underground wing was said to have not been used for years. (AJ 12/8)

UN under-secretary-general for humanitarian affairs and emergency relief coordinator Martin Griffiths said the current humanitarian mission in Gaza could not be described as an “humanitarian operation” given the pace of the Israeli attacks on southern Gaza, which prevent the UN from delivering aid. Human Rights Watch and Amnesty International said their investigation into the Israeli killing of Lebanese Reuters journalist Issam Abdallah on 10/13 revealed the killing was likely deliberate and should be investigated as a war crime. U.S. secretary of state Antony Blinken said the killing should be investigated, noting that he believed Israel was already doing so. Lebanon said it would add the investigation to its complaint it has filed with the UN over Israeli attacks. PA prime minister Mohammed Shtayyeh told Bloomberg News that the PA was working with the U.S. to plan for the political situation in Gaza once Israel’s war is over. Shtayyeh said Hamas could become a partner under the PLO umbrella if it accepts the PLO’s political platform. The Times reported that a team of UK advisors were in Ramallah to help the PA prepare for governing Gaza. Egyptian foreign minister Sameh Shoukry expressed support for the PA governing Gaza. U.S. president Joe Biden spoke with Prime Minister Netanyahu. According to the White House, Biden told Netanyahu that more aid is required to enter Gaza, Israel needed to do more to protect civilians, and expressed concern over settler violence in the West Bank. Biden also spoke with Jordanian king Abdullah II, who demanded he call for an immediate ceasefire. In Gaza, it was unclear how many Palestinians were killed and injured by Israeli airstrikes due to a collapse in services and communications at hospitals in the north. At least 13 were killed and 15 wounded in an airstrike on Rafah. Doctors Without Borders said people fleeing al-Shifa Hospital were being shot at as the hospital was surrounded by Israeli forces. Israeli attacks on al-Shifa Hospital killed 3 nurses and caused damage to several facilities including water tanks, a well, and the oxygen station. 5 Israeli soldiers were killed by Palestinian militants. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. Thousands of Palestinians fled from northern Gaza to the south. No one was evacuated from Gaza to Egypt. 53 trucks carrying aid entered Gaza via the Rafah crossing. PA health minister Mai al-Kaila said 20 out of 30 hospitals in Gaza had shut down and that 37 premature babies were at risk of death due to the lack of oxygen at al-Shifa Hospital, noting that 2 babies died early today. Al-Shifa Hospital director Muhammad Abu Salmiya said the hospital was without power, internet, water, and medical supplies, saying it completely ran out of fuel. Abu Salmiya also said Israel had attacked the hospital, preventing people from leaving. Jordan air-dropped medical aid to the Jordanian field hospital in Gaza for the second time. Israeli prime minister Benjamin Netanyahu said he did not support resettling Gaza, saying it is not a “realistic goal,” and said the PA should not govern Gaza. Arab League and OIC leaders met for a joint session of the 2 organizations in Riyadh. In a joint statement, the members said Israel must end its “aggression against Gaza,” rejected the notion that Israel was acting in self-defense, and called for a halt to arms exports to Israel. PA president Mahmoud Abbas called on the UN Security Council and the U.S. to quickly intervene to end the Israeli attacks and to end Israel’s expulsion of Palestinians in the West Bank and Gaza. Iranian president Ebrahim Raisi told the joint session that the U.S. bears full responsibility for the Israeli actions in Gaza and called on the groups to designate the Israeli government and military a terrorist organization. It was the first time Raisi visited Saudi Arabia and the first visit by an Iranian president since 2012. Turkish president Recep Tayyip Erdoğan called on the IAEA to investigate Israel’s possession of nuclear weapons and for an international peace conference to solve the overall conflict. Qatari emir Tamim bin Hamad Al Thani said Israel was using humanitarian aid as political blackmail and said the international community had failed in stopping Israeli war crimes. Hamas representative Osama Hamdan criticized the summit for failing to outline concrete steps to stop the Israeli attacks. The bill will be in effect for 3 months. Israel prisons have received 500 new Palestinian prisoners since 10/7, including 118 who crossed from Gaza to Israel in relation to Operation Al-Aqsa Flood. The Israeli High Court of Justice ruled in 2017 that prisoners must be given at least 37.7 square feet of space. U.S. president Joe Biden landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, President Isaac Herzog, and the war cabinet. Biden was supposed to travel to Amman for meetings with President Abbas, Jordanian king Abdullah II, and Egyptian president Abdel-Fattah el-Sisi, but the meetings were cancelled by the 3 leaders after Israel bombed al-Ahli Arab Hospital in Gaza, killing 471 people. Biden told Netanyahu during a meeting that “it appears as though it was done by the other team, not you” in reference to the hospital bombing. Biden cautioned Israel not to be consumed by rage, saying the U.S. made mistakes after 9/11. Biden also announced $100 million in humanitarian aid to Palestinians as the Senate was working on passing a bill providing $10 billion in extra military aid to Israel. Biden said aid to Gaza could start arriving on 10/20, as Egypt needs to “patch the road” to the crossing. Senator Bernie Sanders (D-VT) blocked an attempt by Senator Rick Scott (R-FL) to prevent the Biden administration from dispersing the $100 million in aid to Palestinians. 33 Democratic senators urged Secretary of State Antony Blinken to lead efforts to provide humanitarian aid to Gaza. The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. U.S. secretary of state Mike Pompeo announced that the U.S. administration had sanctioned ICC prosecutor Fatou Bensouda and head of the ICC’s Jurisdiction, Complementarity, and Cooperation Division Phakiso Mochochoko. Secretary Pompeo said that the U.S. had made the move “because the ICC continues to target Americans.” The UN secretary-general António Guterres expressed concern about the U.S.’s renewed attack on the ICC. In Lebanon, a massive explosion causing widespread destruction in Beirut killed at least 135 people, wounded more than 5,000, and left more than 200,000 people homeless. The explosion happened at the Beirut port and it is unclear what caused the explosion, but most sources attribute it to a fire at a fireworks warehouse which spread to an adjacent warehouse storing a large amount of ammonium nitrate fertilizer confiscated several years ago. U.S. Secy. of State John Kerry reveals a $4 billion plan to boost the Palestinian economy, speaking at the World Economic Forum at the Dead Sea in Jordan (see document D1 in JPS 169 for more). Kerry also urges Israelis and Palestinians to reach a political agreement, saying that a failure to do so would mean living with “a permanent intifada.” Israeli pres. Shimon Peres and PA Pres. Ras al-Naqura, alleging that he was sent “to photograph and report where rockets have landed in Israel,” noting that he visited Beirut, Tehran within the last 2 yrs.; Falah, who was arrested before Hizballah’s 7/12 cross-border raid and the firing of rockets into Israel, said the photos were for academic purposes, he did not know the antenna was military, and his trips to Lebanon, Iran were public knowledge. In Anjar nr. the Syrian border, a truck carrying emergency food, medical supplies donated by the UAE (see 7/18) is hit, killing the Syrian driver. Hizballah fires around 150 rockets into Israel, striking Carmiel, Haifa, Jish, Safad, Tiberias. Israel allows 2 Jordanian military transports carrying humanitarian aid to land at Beirut airport, though it still will not provide safety guarantees for trucks transporting the supplies southward on the coastal highway or across the border fr. Syria, where relief goods for 20,000 people have been stockpiled. Gaza into Israel, causing no damage or injuries; also fire on an IDF post at Erez crossing, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. Bethlehem, Hebron, Jenin. Just after dawn, 3 armed Jewish settlers break into a Palestinian home in Haris nr. Salfit, threaten residents; the IDF intervenes, stating that the Palestinians had “threatened the security of settlers.” The PA makes payments of $330 to each of 165,000 civil servants who have not received salaries since 3/06. During the day, the IDF extends the naval blockade northwards to Tripoli; shells numerous bridges, roads, other civilian infrastructure, especially in s. Beirut; makes air strikes on the building serving as Hizballah’s headquarters and Nasrallah’s residence (destroying it), its al-Nur radio station (missing and hitting an apartment building), and the Beirut airport, a major power plant and a bridge s. of the capital, a PFLP base nr. the Syrian border. At least 8 Lebanese civilians are reported killed (3 in Beirut, 5 in the south), 55 injured during the day, raising the estimated death toll since the start of operations to 66 Lebanese (overwhelmingly civilians), more than 200 wounded. Hizballah continues to fire Katyushas at n. Israel, hitting a home in Nahariya (killing 1 Israeli woman, wounding 29), wounding 11 in Safad, and hitting the northern towns of Carmiel, Majdal Qrum, Zarit. During the day, the IDF intensifies its attacks on Lebanon to cut Hizballah supply lines and prevent internal transportation of weapons and fighters, imposing a naval blockade on Lebanese ports north to Beirut and making air strikes on Beirut International Airport, the Lebanese army’s main Rayak air base nr. the Syrian border, a small military airport in Qulayat in n. Lebanon, Hizballah’s al-Manar TV station outside Beirut (wounding 6) and a relay tower in Baalbek (killing 1 Lebanese, wounding 4), a major oil depot in Jiyeh, numerous roads and bridges. AfterIsrael warns Lebanese to evacuate Hizballah-dominated areas of s. Beirut, Hizballah threatens to strike Haifa if Beirut is targeted. When the IDF conducts overflights of Beirut shortly afterward, Hizballah fires 2 Katyushas at Haifa, damaging a hotel but causing no injuries. Israeli-Hizballah exchanges continue late into the evening, with Hizballah firing around 90 rockets and mortars into Israel, hitting some 20 northern towns and killing a 2d Israeli, whileIsrael attacks 100s of targets across Lebanon (mostly in the south, but including hitting Beirut airport a 2d time, with artillery reportedly fired at a rate of 1 shell per minute throughout the day), killing at least another 10 Lebanese. Total casualties for the day are estimated at 54 Lebanese (overwhelmingly civilians) killed and 103 wounded, and 2 Israelis killed and 90 injured (1 seriously, two-thirds being treated for shock). Israel also warns UNIFIL that the IDF will target anyone moving nr. the Blue Line, including UNIFIL observers, prompting UNIFIL to confine its 2,500 troops (who are either unarmed or lightly armed for personal defense only) to barracks. Overnight, the IDF drops 2 quarter-ton bombs on a 3-story building in Gaza City in an attempt to assassinate chief Hamas bomb-maker Muhammad Dayif, 4 times previously the target of Israeli assassination since 2000, wounding Dayif, killing senior Hamas mbr. Nabil al-Salima,his wife and 7 children, wounding Izzeddin al-Qassam Brigades n. Gaza cmdr. Ahmad al-Gander and at least 33 bystanders, seriously damaging 15 surrounding homes. At the same time, the IDF also expands Operation Summer Rains with a major incursion into central Gaza, sending 10s of tanks, APCs, armored bulldozers across the Kissufim crossing under helicopter and drone escort and moving troops north fr. positions nr. Abasan, cutting the Strip in half, ordering PA security forces to leave the area, shelling and bulldozing surrounding areas. Before dawn, Hizballah launches a crossborder attack on Israel, dubbed Operation True Promise, firing rockets across the Blue Line into n. Israel as a diversion; sending fighters in to n. Israel to attack an IDF patrol btwn. Zarit and Shetula, capturing 2 IDF soldiers, killing 3 soldiers, wounding 2. The IDF sends troops into Lebanon to search for the missing soldiers, where an IDF tank hits a mine, killing 4 IDF soldiers and marking Israel’s 1st ground incursion into Lebanon since its 5/00 withdrawal. (An 8th IDF soldier is killed, 2 others are wounded in Lebanon late in the evening as they try to recover the remains of the 4 tank occupants.) The IDF also launches air strikes and directs heavy artillery, tank fire on some 40 Hizballah positions, roads, bridges, power stations in s. The Lebanese government requests that UNIFIL broker a cease-fire, but Israel says a cease-fire would be contingent upon return of the captured soldiers.
