The man’s family says the soldiers opened fire on the man after he shouted at them, thinking they were petty thieves. An IDF spokesperson says that the soldiers opened fire because the man was approaching them with a knife. Elsewhere in the West Bank, Israeli forces demolish a water pipeline serving bedouin communities nr. Tubas. IDF troops arrest a Palestinian who allegedly attempts to stab them at an intersection nr. Hebron, and assault an elderly Palestinian woman during a raid in Kafr Qaddum nr. Qalqilya. They also arrest 5 Palestinians during late-night raids in Jenin and nr. Nablus and Hebron, and patrol during the day nr. Nablus and Hebron. In East Jerusalem, Israeli forces conduct raids in Jabal Mukabir, notifying 13 mbrs. of the family of al-Qunbar, the Palestinian driver who rammed a group of Israelis on 1/8, that their residency status has been revoked. Meanwhile, Israeli forces arrest 9 Palestinians during raids in Issawiyya and elsewhere in Jabal Mukabir. Along Gaza’s border, IDF troops open fire on Palestinian agricultural areas nr. al-Maghazi r.c., causing no serious damage. In Israel, Israeli forces demolish 11 Palestinian homes in Qalanswa because they lacked proper building permits, sparking minor clashes with residents of the area; 1 Palestinian is arrested. Hamas, the PLO, and Islamic Jihad Movement in Palestine (PIJ) officials meet in Beirut to discuss the possibility of holding a meeting of the Palestine National Council (PNC), which has not convened since 2009. They conclude that it is necessary for them to hold a PNC meeting with all factions represented and to implement existing reconciliation agreements. (JP 1/10; JP 1/18)

In the West Bank, IDF troops violently disperse tens of Palestinians protesting settlement expansion nr. Tubas; 1 Palestinian photojournalist is assaulted and injured. They also conduct raids in Bayt Umar village nr. Hebron, sparking minor clashes with stonethrowing Palestinians; there are no serious injuries. The IDF issues 1 Palestinian an arrest summons during a late-night raid nr. Hebron, and patrols nr. Hebron during the day. Israeli forces deliver stop-work orders to a Palestinian building a home nr. Hebron. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Gaza City, causing no damage or injuries. Later, Israeli settlers gather between Nablus and Ramallah to throw rocks at Palestinians’ cars. Also, IDF troops deploy heavily in the area, arresting 1 Palestinian at a mobile checkpoint and a relative of the deceased Palestinian on a raid in Burin village. The IDF conducts house searches and arrest raids in Hebron and nr. Salfit; patrols nr. Ramallah, Jericho, Qalqilya, and Jenin. Israeli settlers cut down a number of olive and almond trees outside Yatta nr. Hebron. PA security forces conduct house searches and raids in Nablus and nearby Balata r.c. In the Gaza Strip, IDF troops e. of Khan Yunis open fire on agricultural land nr. the border fence, causing damage. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In East Jerusalem, Israeli police arrest 1 Palestinian youth for allegedly shooting fireworks at them while they patrol in al-Tur and, later, 2 other Palestinians on arrest raids in the neighborhood. Egypt’s Court of Urgent Matters designates Hamas’s armed wing, Izzeddin al-Qassam Brigades, as a terrorist organization. The court’s ruling cites the armed wing’s role in the 10/24 attack on Egyptian security forces in Sinai that was claimed by the group now known as the Sinai Province of the Islamic State. Off the coast of the Gaza Strip nr. Rafah, Israeli naval vessels open fire on Palestinian fishermen, causing damage but no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 4 villages nr. Hebron and 1 village nr. Qalqilya at night; patrols in 3 villages nr. Hebron at night. Jewish settlers attack Burin village nr. Nablus, throwing stones at schoolchildren, and assaulting a Palestinian man. Israeli forces arrive and fire rubber-coated metal bullets at villagers, causing no injuries. Meanwhile, Jewish settlers destroy 700 newly planted olive tree saplings nr. Ramallah, and in another incident, Jewish settlers demolish a Palestinian-owned agricultural shed nr. Bethlehem. In East Jerusalem, 30 Palestinian-owned vehicles nr. U.S. Secy. of State Kerry meets with PA Pres. Abbas in Paris to discuss the ongoing peace negotiations. The meeting was attended by Palestinian chief negotiator Saeb Erakat, PA spokesperson Nabil Abu Rudayna, and PLO Amb. to France Hayel Fahoum. State Dept. spokesperson Jen Psaki says that the “few hours” spent together were focused on “narrowing the gaps between the parties on a framework for negotiations.” State Dept. dep. spokesperson Marie Harf also says that Kerry expresses concern in the meeting about recent remarks made by Erakat about a potential boycott of Israel. Both before and after the meeting, Palestinian officials sound pessimistic about the prospects for a breakthrough, with an unnamed official describing the talks as facing a “real crisis.” While in Paris, Kerry also meets with Jordanian FM Nasser Judeh. On the 2d day of talks in Vienna, Dep. FM Abbas Araghchi tells Iranian media that representatives of Iran and the P5+1 countries have agreed on an agenda for negotiations and will meet again in Vienna at some point during the 2d half of 3/2014. Earlier, the U.S. State Dept. describes the 2d day of talks as “constructive and useful.” Meanwhile, Israeli media reports that a U.S. delegation will visit Israel to brief the Israeli govt. on the ongoing talks with Iran. Two suicide bombers attack the Iranian cultural center in Beirut, killing 8 and wounding dozens more. The attack is claimed by the al-Qa‘ida-linked Abdullah Azzam Brigades, which says the bombing was a response to Hizballah’s involvement in the Syrian conflict on the side of the govt. In the Gaza Strip, Palestinians fire 3 shells into s. Israel, causing no damage or injuries. Separately, Palestinians detonate a small bomb on the border with Israel, causing no injuries. In the West Bank, the IDF shoots and wounds 1 Palestinian with a rubber-coated metal bullet during clashes in Aida r.c. nr. Bethlehem. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin). There are no serious injuries, except in Bil‘in where 1 is wounded by a bullet and Nabi Salih where 2 are wounded by rubber-coated metal bullets. A car bomb in Beirut kills 7 people and wounds more than 50, including Mohammad Chatah, former minister and mbr. of the March 14 coalition. Former PM Saad Hariri hints that Hizballah is behind the attack and Fares Souaid, secy.-gen. of March 14, calls for the creation of a govt. that excludes Hizballah. (AFP, DS, REU 12/27)

Clashes break out across Egypt between supporters of the Muslim Brotherhood and security forces, 3 are killed and 87 wounded, with more than 250 arrested. The group’s supporters had gathered to protest the govt.’s classification of the Brotherhood as a terrorist organization on 12/24. (AFP, AP, REU 12/27)

Ali Akbar Velayati, senior adviser to Iranian Supreme Leader Ayatollah Ali Khamenei, calls for new direct talks with the U.S. over Tehran’s nuclear program. Separately, the head of Iran’s Atomic Energy Organization, Ali Akbar Salehi, says that the country is building a new generation of centrifuges for uranium enrichment, in what is seen as a gesture toward hard-liners unhappy with the ongoing negotiations with reps. of the P5+1 in Geneva. Israeli media reports that the Ministry of Defense is preparing to hand over 20,000 dunams of land in Area C to the PA, to be used for agricultural and commercial projects. (MNA 12/4)

Hizballah commander Hassan al-Laqqis is shot and killed outside his home in Beirut by unknown assailants. Laqqis had fought in Syria’s civil war. A previously unknown group, Ahrar al-Sunna Baalbek Brigade, claimed responsibility for the assassination on Twitter, but the claim could not be verified. In a statement broadcast on al-Manar TV, Hizballah accuses Israel of being behind the killing. Israel’s Ministry of Foreign Affairs then issues a denial. (AFP, DS, REU 12/4)

Israeli television reports that construction of the 245-km (152-mi.) border fence between Israel and Egypt’s Sinai Peninsula has been completed, 3.5 years after work began. (JP 12/4)

Israel’s Environmental Affairs Minister Amir Peretz flies to Istanbul to attend a 4-day UN-sponsored conference on Mediterranean marine and coastal environment issues. He is the 1st Israeli cabinet minister to visit Turkey since the Mavi Marmara raid in 2010. (REU 12/4)

In a televised interview, Hizballah leader Shaykh Hasan Nasrallah accuses Saudi Arabia of being behind the suicide bombing attacks that targeted the Iranian Embassy in Beirut on 11/19. He dismisses claims that differences between Saudi Arabia and Iran are sectarian, saying that they are based on Riyadh’s desire to be the dominant regional influence. (AP, DS, REU 12/3)

Israel officially acknowledges for the 1st time that it is providing humanitarian aid along the border fence for victims of Syria’s civil war, an announcement made by DM Ya’alon during a visit to the occupied Golan Heights. (AP 12/3)

In the Gaza Strip, Israeli forces launch air strikes targeting 2 chicken farms, a border fence tunnel, and an Islamic Jihad training site nr. Khan Yunis. There are no injuries reported in any of the attacks. IDF troops also conduct a limited incursion in s. Gaza to level land nr. the border fence. The IDF also shells agricultural land nr. Gaza City, with no damage or casualties. Separately, a Palestinian fighter is killed in an accidental explosion in Gaza City. Following the 11/16 decision by Hamas officials, Ma’an News Agency’s office in Gaza City reopens, following 4 mos. of closure, with the authorities also announcing that Al-Arabiya TV’s offices would also reopen. Hamas closed the 2 news organizations on 7/25 after they reported that Muslim Brotherhood officials who had fled Egypt were being sheltered in the Gaza Strip. (MNA 11/19)

UNRWA Under Secy.-Gen. Jeffrey Feltman tells the UN Security Council (UNSC) that the agency will be unable to pay salaries to roughly 30,000 employees in 12/2013, including teachers and medical personnel, due to a $36 m. deficit. Meanwhile, hundreds of teachers gathered outside the High Court of Justice in Ramallah after the PA appealed to the court with the claim that the limited strike launched on 11/17 was in contravention of labor laws. A double suicide bombing kills 23 outside the Iranian embassy in Beirut, including an Iranian diplomat. The attack was claimed by al-Qa‘ida linked group Abdullah Azzam Brigades that, in a statement, said their demands were the withdrawal of Hizballah forces from Syria and the release of Salafist jihadists from Lebanese jails. Following the bombings, Hizballah’s dep. leader Naim Kassem says that the group will not be swayed from its course of support for the Syrian govt. Saudi Arabia condemns the attack as “cowardly.” (AFP 11/19; AP, REU 11/20)

Egyptian security forces storm Tahrir Square in Cairo, clashing with protesters who had gathered to mark the anniversary of deadly 2011 demonstrations. One person is killed in the confrontation. (AFP 11/19)

The IDF conducts an air strike against a base of the Popular Front for the Liberation of Palestine-General Command (PFLP-GC) s. of Beirut, in response to the rocket launch the previous day—despite that attack being claimed by and attributed to another group entirely. A Lebanese security source claims that the site is also used by Islamist militants. The air raid causes no casualties or serious damage. Lebanese pres. Michel Suleiman condemns the Israeli strike and orders his diplomats to file a complaint about the attack with the UNSC. Israeli DM Moshe Ya’alon says that the Israeli govt. holds their Lebanese counterparts responsible for the rocket fire emanating from its territory. Outside of 2 Sunni mosques, twin bombs kill at least 42 people in Tripoli; no one claims responsibility for the attack. (AFP, AP, DS, HA, JP, REU, WP 8/23)

UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Meanwhile, the British govt. adds its voice to those ascribing responsibility for the attack to govt. forces. Moscow publishes a statement calling for an independent investigation and saying that FM Sergey Lavrov and U.S. Secy. of State John Kerry had spoken about the situation and that both parties had a “mutual interest” in calling for a UN investigation. In an interview on CNN, U.S. pres. Barack Obama plays down the possibility of a rapid military intervention by the U.S. in Syria, saying how important a legal mandate from the UN and international coalition of support would be. Protests take place across Egypt by Muslim Brotherhood supporters and other opponents of the coup, though rallies were small and scattered. One person is killed by security forces in the Nile Delta town of Tanta, with official Health Ministry reports saying 54 people are wounded in Cairo and 2 Delta provinces. Meanwhile, speaking on CNN, U.S. pres. Barack Obama says that cutting off aid to Egypt “may not reverse what the interim govt. does.” (AP, REU 8/23)

Muslim Brotherhood supporters take to the streets to protest against the previous day’s protest camp massacre. Arab leaders are divided in their response to the bloody developments in Egypt, with Turkey, Iran, and Qatar condemning the violent crackdown, while Saudi Arabia and the UAE back the military’s position. Meanwhile, gunmen in the Sinai shoot and kill 7 Egyptian soldiers at a checkpoint. (JP, MNA, REU 8/15)

A car bomb explodes in s. Beirut, killing 20 people and wounding 120. The attack is claimed by a group called Brigades of Aisha, which it says was as retaliation for Hizballah’s intervention in Syria on the side of Pres. Asad. (AP 8/15)

In the Gaza Strip, the IDF conducts 2 brief incursions nr. Khan Yunis, in both cases levelling land before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in 2 villages nr. Hebron, one village each nr. U.S. Secy. of State John Kerry reveals a $4 billion plan to boost the Palestinian economy, speaking at the World Economic Forum at the Dead Sea in Jordan (see document D1 in JPS 169 for more). Kerry also urges Israelis and Palestinians to reach a political agreement, saying that a failure to do so would mean living with “a permanent intifada.” Israeli pres. Shimon Peres and PA Pres. Mahmoud Abbas both address the gathering, with Abbas using his speech to refuse any solution involving “temporary borders.” (HA, JP, REU 5/26)

There are reports of rockets fired from s. Lebanon into n. Israel, yet this is subsequently denied by the IDF, whose soldiers also fail to find any impact site or evidence of a projectile landing in Israeli territory. Meanwhile, 2 rockets are fired into a Shi‘i district of Beirut, in an apparent response to Hizballah chief Hassan Nasrallah’s promise to keep fighting in Syria alongside Asad. Hamas and Islamic Jihad declare a cease-fire in Gaza, after reported mediation by Egyptian intelligence officials. Despite the cease-fire, Palestinian fighters fire 6 rockets from Gaza into Israel, causing no injuries—but this marks a huge reduction from the estimated 100 projectiles the previous day. The attacks are claimed by the PFLP, the DFLP, and the PRCs. Israel does not acknowledge the statement by the Palestinian factions. The Israeli newspaper Ha’Aretz reports that Israeli DM Barak has approved a plan to expand the Itamar settlement to 5 times its size by adding 538 homes. Meanwhile, Israeli authorities demolish a home in the East Jerusalem neighborhood of the Mount of Olives, making 8 people homeless. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning and 1 village nr. Ramallah at night; conducts house searches and arrest raids in 2 villages nr. Hebron, 1 village nr. Tulkarm, and 1 village nr. Jenin at night. Senior IDF commander Col. Amir Baram tells Israeli television that the army may soon need to enter the Gaza Strip, potentially going ‘‘house to house,’’ in order to ‘‘maintain deterrence.’’ (ToI 10/22)

The IDF kills 3 armed Palestinians (including at least 1 Hamas mbr. and 1 PRC mbr.) during an incursion into the Gaza Strip. Armed Palestinians initially fired mortars at the IDF troops when they entered Gaza, and the IDF responded with air strikes. The IDF also opens fire nr. Bayt Hanun in the morning (causing no injuries) and makes brief incursions into areas nr. Bayt Lahiya and Jabaliya (opening fire but causing no injuries). Lebanese PM Najib Mikati says he suspects the killing was linked to al-Hassan’s role in uncovering Syrian involvement in the 2005 assassination of former Lebanese PM Rafiq Hariri. Bashar al-Asad if foreign forces intervene in Syria. Jibril claims to have discussed the matter with Hizballah leader Hasan Nasrallah, but Hizballah does not comment. (WT 7/4)

Al-Jazeera satellite TV airs a special investigative report in which it claims to have uncovered new evidence that Palestinian leader Yasir Arafat did not die of natural causes in 11/2004 but was assassinated. The station funded scientific tests of Arafat’s clothing (kept by his widow, Suha Arafat) by a Swiss forensic institute that found unusually high traces of the radioactive substance polonium21. Suha Arafat immediately calls for Arafat’s body to be exhumed and tested. The PA says only that it would not ‘‘stand in the way of an exhumation.’’ (JAZ 7/3; NYT, WP 7/5)

Israeli border police respond to the scene and exchanges fire with the infiltrators, leaving 2 assailants dead and 4 policemen injured. Romney advisers accuse Obama of failing to support Israel and of being more concerned with preventing Israel from attacking Iran than halting Iran’s nuclear program. Israel seals the West Bank through 9/18 for the Yom Kippur holiday. Overnight in the West Bank, an IDF special forces unit raids the home of local IQB cmdr. Iyad Abu Shilbaya in Nur Shams r.c. nr. Tulkarm, fatally shooting him at close range in his bedroom, in what Hamas and the PA both call an assassination. The IDF says it received intelligence that Abu Shilbaya might be armed and fired on him “when they felt their lives were threatened.” Hamas vows revenge against Israel and the PA, accusing the PASF of collusion, noting that they arrested Abu Shilbaya just days before. Simultaneously with the assassination, the IDF conducts arrest sweeps in Nur Shams, detaining 11 suspected Hamas mbrs. During the day, Palestinians (accompanied by Israeli and international activists in some locations) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. In the West Bank, IDF undercover units raid the Nablus homes of 3 AMB mbrs. (Nadir al-Sarkaji, Ghassan Abu Sharikh, and ‘Anan Sobeh) allegedly behind the fatal shooting of a settler on 12/24, killing all 3 and wounding 1 bystander. The deaths constitute assassinations, as the men could have been detained: 2 of them are called to surrender and are fatally shot as they leave their homes unarmed; in the 3d case, soldiers enter the home, and when the wanted man refuses to exit a closet and surrender, soldiers rig the closet door with explosives and detonate the charge, killing him. IDF soldiers surrounding the buildings fire tear gas to disperse stone-throwing Palestinian youths who confront them, hitting 2 (ages 12 and 19) with tear gas canisters, injuring them. Hizballah leader Hasan Nasrallah makes a speech accusing Lebanese PM Fuad Siniora’s government of launching a war against Hizballah, warning of increased conflict if the 5/6 decisions are not reversed.
