In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces during a raid in Ras Karkar last week. Israeli settlers posing as Israeli forces made 3 Palestinian families demolish their residential tents on the outskirts of Hizma. Israeli forces shot and killed 4 Palestinians during a raid in Jenin, 9 were injured, including 1 in a drone strike on a house. Israeli forces also shot and killed a Palestinian during a raid in Yatta. Elsewhere, Israeli forces shot and injured 44 Palestinians during raids in Beita, Hebron, Zawata, Safa, al-Ram, Dura al-Qara’, ‘Anata, and Dheisheh refugee camp. 60 Palestinians were arrested during late-night raids in and around Ramallah, Silwad, Hebron, Nablus, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces shot and killed a Palestinian in Shaykh Jarrah, claiming he had stabbed and injured a police officer. In Gaza, Israeli airstrikes killed at least 304 Palestinians. Israel said it had carried out 600 airstrikes in the past 24 hours. Hamas said it had repelled Israeli advances near Gaza City, forcing Israeli tanks and bulldozers to retreat. Israel hit the Turkish-Palestinian Friendship Hospital, causing extensive damage. Near Lebanon, an Israeli soldier was killed and 2 others injured when an Israeli tank rolled over them. Israel attacked several places in Lebanon; 3 mortar shells were fired at Israel. In Syria, Israeli forces carried out airstrikes, saying they had hit targets that fired rockets toward Israel. The Gaza Ministry of Health said at least 8,309 Palestinians have been killed, including around 5,000 women and children, and 21,048 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 122 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,208 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 10 of its staff have been killed in the past 3 days, bringing the total number of UNRWA staff killed by Israel to 63. 26 trucks carrying aid to Gaza entered via the Rafah crossing. The WHO said it had not been able to resupply al-Shifa and al-Quds hospitals because of the risk of Israeli airstrikes. The Palestinian Red Crescent Society said an Israeli airstrike damaged its warehouse in Gaza City. Israel closed off the water to Gaza again after reopening 2 water lines in the past week. Al Jazeera journalist Youmna ElSayed said her family had received a phone call from Israel warning them to flee south from Gaza City. Al Jazeera condemned the threat against their journalist in a statement, saying “Israel’s actions continue with impunity as they attempt to silence the messenger.” (AJ, AJ 10/30) 

PA foreign minister Riyad al-Maliki met with Cypriot foreign minister Constantinos Kombos, discussing the need for an immediate ceasefire. (WAFA 10/30)

Israeli media reported that Finance Minister Bezalel Smotrich had sent a letter to Prime Minister Benjamin Netanyahu, informing him that monthly payments to the PA delivering the PA’s tax revenue had stopped. (AJ 10/30)

A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. Israeli sources verified the authenticity of the document but said the government is not expected to debate the proposals. (HA 10/30; AP 10/31)

The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The judges said “[t]he assessment of human rights violations in times of war is not comparable to such assessments in peaceful situations.” (HA 10/30)

Al-Haq, al-Mazan, and the Palestinian Centre for Human Rights urged ICC prosecutor Karim Khan to issue arrest warrants for “Israeli authorities and military personnel.” (AJ 10/30; WAFA 10/31)

At the UN Security Council, PA ambassador to the UN Riyad Mansour criticized the international community for not forcing Israel to stop its bombing of Gaza, saying “they are besieged and bombed with nowhere safe to go.” Israeli UN ambassador Gilad Erdan wore a yellow Star of David, resembling the markings forced on Jewish people by Nazi Germany, saying “Never Again.” Dani Dayan, the chairperson of the Israeli Holocaust Remembrance Center, Yad Vashem, said Erdan’s actions “disgraces both Holocaust victims and Israel.” UNRWA commissioner-general Phillippe Lazzarini told the Security Council that a ceasefire was a “matter of life and death for millions,” and charged Israel with collective punishment. Israeli defense minister Yoav Gallant said Hamas will “die fighting” or “surrender without any conditions.” (AJ 10/30)

U.S. National Security Council spokesperson John Kirby said the U.S. does not support a ceasefire, reiterating the White House’s position that a ceasefire would only benefit Hamas. Kirby stated the U.S. position was to support “temporary, localized humanitarian pauses for aid, and for people to get out.” The U.S. also said 4 rockets were launched at the Ain al-Asad air base, causing no injuries or damage. UK foreign secretary James Cleverly said the UK was working to facilitate a temporary ceasefire to allow more aid to enter Gaza. UK parliamentary private secretary Paul Bristow was fired from the Conservative government for writing a letter to Prime Minister Rishi Sunak calling for a ceasefire. Axios reported that Mossad director David Barnea traveled to Qatar over the weekend for meetings with Qatari officials regarding a prisoner exchange with Hamas. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, discussing the humanitarian situation in Gaza and Qatari efforts to mediate a prisoner exchange. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Hamas official Basem Naim speculates that Abbas was caught “off guard” by today’s reports of indirect talks between Hamas and Israel, and they prompted him to make this decision. Israel’s Defense Ministry announces a series of loosened restrictions on Palestinians’ movement during Ramadan this year (the holy mo. begins the evening of 6/17). The Israeli High Court of Justice rules to seal the East Jerusalem room of the man accused of shooting right-wing Jewish activist Yehuda Glick on 10/29/2014. ICC prosecutor Bensouda says that she has not been provided any official information from either the Palestinians or Israel relating to Israel’s assault on the Gaza Strip in 7–8/2014, and that, unless that changes, her decision to launch a full investigation will be based on publicly available materials. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. It also notes that “if an agreement of this kind is reached [with the Palestinians], it will be brought for the approval of the cabinet and Knesset, and if necessary, a national referendum as well.” (AFP, HA 5/13)

In an interview published today, U.S. Pres. Obama says that the U.S. is “taking a hard look” at its positions regarding the Israeli-Palestinian conflict, and that the Palestinians “deserve an end to the occupation and the daily indignities that come with it.” Obama is hosting several leaders of the GCC countries at a summit in Washington today to discuss regional issues. The head of the Palestinian Power and Natural Resources Authority Omar Kittanah announces that the PA cabinet has approved an initiative to connect the electricity grid in the West Bank to Jordan. The PA will begin looking for funding for the project, which is estimated to cost $100 m. It is part of a regional, 3-year initiative to connect the grids of Turkey, Lebanon, Syria, Iraq, Libya, Egypt, Jordan, and the oPt. (MNA 5/13)

Israeli PM Netanyahu says he is “deeply troubled” by the U.S. decision to maintain ties and aid to the PA unity govt. In response, U.S. State Dept. dep. spokesperson Harf says that the unity govt. is not “backed by Hamas” and contains “no mbrs. of Hamas.” Further endorsement of the new PA govt. comes from Russia, China, India, Turkey, France, and the UK. EU foreign affairs chief Ashton calls the formation of the unity govt. “an important step.” UN Secy.-Gen. Ban Ki-moon also welcomes the move. Meanwhile, PLO executive comm. mbr. Hanna Amira says that Israel has notified the PA that it is imposing sanctions in response to the unity govt.’s formation. These include the invalidation of VIP cards of PA officials, reduction of tax revenues, which Israel collects and delivers to the PA, and prevention of visits between the West Bank and the Gaza Strip. A presidential election is held in Syria, and Pres. Bashar al-Asad is expected to win a majority of the vote. Opponents of the pres. dismiss the election because al-Asad’s 2 rival candidates, Hassan al-Nouri and Maher Hajjar, were both approved by a parliament dominated by al-Asad’s supporters. State Dept. dep. spokesperson Harf says the U.S. sees the election as “a disgrace” and that Pres. al-Asad “has no more credibility today than he did yesterday.” French FM Laurent Fabius calls it “a tragic farce.” (AP, REU 6/3)

Palestinian Authority (PA) Pres. Mahmud Abbas tells a group of visiting Israeli students in Ramallah that he does not seek to “flood Israel” with millions of Palestinian refugees or to change the country’s “social composition.” Meanwhile, at an Al Jazeera event in Oxford, UK, Palestinian chief negotiator Saeb Erakat warns that Palestinians will call for a boycott of Israel and turn to international tribunals if the negotiations fail. The Free Syrian Army (FSA) announces that it has replaced its leader, Gen. Selim Idriss, with Col. Abdelilah al-Bashir, a decision prompted by “the ineffectiveness of the command in the past few mos.,” according to an FSA statement issued following a meeting in Gaziantep, Turkey. Meanwhile, Syrian FM Walid Muallem accuses the U.S. of creating a “negative climate” for dialogue at the 2d round of talks in Geneva, as the Syrian delegation returns from Switzerland to Damascus. U.S. Secy. of State Kerry praises the opposition’s “seriousness of purpose,” and criticizes the Syrian govt. for stalling in Geneva and attacking civilians in Syria. On the Syria-Jordan border, 10 gunmen from Syria open fire on Jordanian troops as they patrol, according to a Jordanian military spokesperson. Hizballah commander Hassan al-Laqqis is shot and killed outside his home in Beirut by unknown assailants. Laqqis had fought in Syria’s civil war. A previously unknown group, Ahrar al-Sunna Baalbek Brigade, claimed responsibility for the assassination on Twitter, but the claim could not be verified. In a statement broadcast on al-Manar TV, Hizballah accuses Israel of being behind the killing. Israel’s Ministry of Foreign Affairs then issues a denial. (AFP, DS, REU 12/4)

Israeli television reports that construction of the 245-km (152-mi.) border fence between Israel and Egypt’s Sinai Peninsula has been completed, 3.5 years after work began. (JP 12/4)

Talks between Iran and the P5+1 group end with negotiators sounding positive about a follow-up round set for 11/7–8 in Geneva, and speaking of progress in addressing concerns about Tehran’s nuclear program. However, 1 source of disagreement between the sides, according to U.S. State Dept. spokesperson Jen Psaki, is what sanctions relief might be provided if Iran took concrete steps demanded by the international community regarding the nuclear work. The UN Human Rights Council passes a resolution by a 36-1 vote (Venezuela was the sole opposing vote). Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

Mahmud Abbas in Istanbul to continue discussions about restarting negotiations, particularly a proposal to focus on boosting the Palestinian economy. Palestinian amb. to Turkey Nabil Maarouf says that the meeting fails to make any substantial progress with regards to Palestinian conditions for resuming negotiations. Secy. Kerry says that restored ties between Turkey and Israel can allow both countries to work with Washington on Iran and Syria. The PA’s director of custom taxes and VAT Ahmad al-Hilou says that Israel is still withholding tax revenues from the PA, a step taken in 11/2012 as a response to the successful UN bid (see JPS 167). Egyptian security officials say that a delegation from Cairo will visit Israel for talks on the Gaza cease-fire and border restrictions, and will present a demand for Israel to allow commercial goods to enter Gaza via the Rafah crossing. The visit comes a day after an Israeli delegation visited Cairo. (MNA 2/18)

The Turkish media report that Israel has supplied electronic warfare systems to the Turkish military, the first such exchange since the deadly attack on the Mavi Marama in 5/2010. European Union foreign ministers announce that the sanctions regime against Syria will remain the same, with the addition of an amendment allowing for the supply of ‘‘non-lethal support and technical assistance for the protection of civilians’’—wording intended to further aid rebels, but stopping short of a push by Britain and France to make support for the rebels more explicit. Al-Jazeera satellite TV airs a special investigative report in which it claims to have uncovered new evidence that Palestinian leader Yasir Arafat did not die of natural causes in 11/2004 but was assassinated. The station funded scientific tests of Arafat’s clothing (kept by his widow, Suha Arafat) by a Swiss forensic institute that found unusually high traces of the radioactive substance polonium21.
