In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces during a raid in Ras Karkar last week. Israeli settlers posing as Israeli forces made 3 Palestinian families demolish their residential tents on the outskirts of Hizma. Israeli forces shot and killed 4 Palestinians during a raid in Jenin, 9 were injured, including 1 in a drone strike on a house. Israeli forces also shot and killed a Palestinian during a raid in Yatta. Elsewhere, Israeli forces shot and injured 44 Palestinians during raids in Beita, Hebron, Zawata, Safa, al-Ram, Dura al-Qara’, ‘Anata, and Dheisheh refugee camp. 60 Palestinians were arrested during late-night raids in and around Ramallah, Silwad, Hebron, Nablus, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces shot and killed a Palestinian in Shaykh Jarrah, claiming he had stabbed and injured a police officer. In Gaza, Israeli airstrikes killed at least 304 Palestinians. Israel said it had carried out 600 airstrikes in the past 24 hours. Hamas said it had repelled Israeli advances near Gaza City, forcing Israeli tanks and bulldozers to retreat. Israel hit the Turkish-Palestinian Friendship Hospital, causing extensive damage. Near Lebanon, an Israeli soldier was killed and 2 others injured when an Israeli tank rolled over them. Israel attacked several places in Lebanon; 3 mortar shells were fired at Israel. In Syria, Israeli forces carried out airstrikes, saying they had hit targets that fired rockets toward Israel. The Gaza Ministry of Health said at least 8,309 Palestinians have been killed, including around 5,000 women and children, and 21,048 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 122 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,208 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 10 of its staff have been killed in the past 3 days, bringing the total number of UNRWA staff killed by Israel to 63. 26 trucks carrying aid to Gaza entered via the Rafah crossing. The WHO said it had not been able to resupply al-Shifa and al-Quds hospitals because of the risk of Israeli airstrikes. The Palestinian Red Crescent Society said an Israeli airstrike damaged its warehouse in Gaza City. Israel closed off the water to Gaza again after reopening 2 water lines in the past week. Al Jazeera journalist Youmna ElSayed said her family had received a phone call from Israel warning them to flee south from Gaza City. Al Jazeera condemned the threat against their journalist in a statement, saying “Israel’s actions continue with impunity as they attempt to silence the messenger.” (AJ, AJ 10/30) 

PA foreign minister Riyad al-Maliki met with Cypriot foreign minister Constantinos Kombos, discussing the need for an immediate ceasefire. (WAFA 10/30)

Israeli media reported that Finance Minister Bezalel Smotrich had sent a letter to Prime Minister Benjamin Netanyahu, informing him that monthly payments to the PA delivering the PA’s tax revenue had stopped. (AJ 10/30)

A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. Israeli sources verified the authenticity of the document but said the government is not expected to debate the proposals. (HA 10/30; AP 10/31)

The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The judges said “[t]he assessment of human rights violations in times of war is not comparable to such assessments in peaceful situations.” (HA 10/30)

Al-Haq, al-Mazan, and the Palestinian Centre for Human Rights urged ICC prosecutor Karim Khan to issue arrest warrants for “Israeli authorities and military personnel.” (AJ 10/30; WAFA 10/31)

At the UN Security Council, PA ambassador to the UN Riyad Mansour criticized the international community for not forcing Israel to stop its bombing of Gaza, saying “they are besieged and bombed with nowhere safe to go.” Israeli UN ambassador Gilad Erdan wore a yellow Star of David, resembling the markings forced on Jewish people by Nazi Germany, saying “Never Again.” Dani Dayan, the chairperson of the Israeli Holocaust Remembrance Center, Yad Vashem, said Erdan’s actions “disgraces both Holocaust victims and Israel.” UNRWA commissioner-general Phillippe Lazzarini told the Security Council that a ceasefire was a “matter of life and death for millions,” and charged Israel with collective punishment. Israeli defense minister Yoav Gallant said Hamas will “die fighting” or “surrender without any conditions.” (AJ 10/30)

U.S. National Security Council spokesperson John Kirby said the U.S. does not support a ceasefire, reiterating the White House’s position that a ceasefire would only benefit Hamas. Kirby stated the U.S. position was to support “temporary, localized humanitarian pauses for aid, and for people to get out.” The U.S. also said 4 rockets were launched at the Ain al-Asad air base, causing no injuries or damage. UK foreign secretary James Cleverly said the UK was working to facilitate a temporary ceasefire to allow more aid to enter Gaza. UK parliamentary private secretary Paul Bristow was fired from the Conservative government for writing a letter to Prime Minister Rishi Sunak calling for a ceasefire. Axios reported that Mossad director David Barnea traveled to Qatar over the weekend for meetings with Qatari officials regarding a prisoner exchange with Hamas. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, discussing the humanitarian situation in Gaza and Qatari efforts to mediate a prisoner exchange. Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. In the West Bank, Israeli authorities order the demolition of an electricity grid nr. Nablus. Israeli forces deliver demolition orders to a Palestinian agricultural structure and 3 homes nr. Bethlehem; block off all entrances to a nearby village. IDF troops confront a group of 4 Palestinians nr. Nablus, assaulting them and arresting 1. The IDF conducts late-night raids and house searches in Tulkarm, Hebron, 1 village each nr. Nablus and Tubas, and 2 nr. Bethlehem, arresting 10 Palestinians and issuing an arrest summons to 1; patrols in 2 villages nr. Jenin and 1 each nr. Qalqilya and Ramallah. Meanwhile, thousands of Palestinians march through the streets of Ramallah commemorating the 67th anniversary of the Nakba. ICC prosecutor Bensouda says that she has not been provided any official information from either the Palestinians or Israel relating to Israel’s assault on the Gaza Strip in 7–8/2014, and that, unless that changes, her decision to launch a full investigation will be based on publicly available materials. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. It also notes that “if an agreement of this kind is reached [with the Palestinians], it will be brought for the approval of the cabinet and Knesset, and if necessary, a national referendum as well.” (AFP, HA 5/13)

In an interview published today, U.S. Pres. Obama says that the U.S. is “taking a hard look” at its positions regarding the Israeli-Palestinian conflict, and that the Palestinians “deserve an end to the occupation and the daily indignities that come with it.” Obama is hosting several leaders of the GCC countries at a summit in Washington today to discuss regional issues. The head of the Palestinian Power and Natural Resources Authority Omar Kittanah announces that the PA cabinet has approved an initiative to connect the electricity grid in the West Bank to Jordan. The PA will begin looking for funding for the project, which is estimated to cost $100 m. It is part of a regional, 3-year initiative to connect the grids of Turkey, Lebanon, Syria, Iraq, Libya, Egypt, Jordan, and the oPt. (MNA 5/13)

In the Gaza Strip, Israel Defense Forces (IDF) troops open fire on open land nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops conduct house searches and arrest raids in 1 village each nr. Hebron, Jenin, Nablus, and Salfit at night; patrols in 1 village each nr. Hebron and Salfit, and in Qalqilya and 1 nearby village in the afternoon, in 3 villages and al-‘Arub refugee camp (r.c.) nr. Hebron and 2 villages nr. Ramallah at night. (PCHR 2/20)

Palestinian Authority (PA) Pres. Mahmud Abbas tells a group of visiting Israeli students in Ramallah that he does not seek to “flood Israel” with millions of Palestinian refugees or to change the country’s “social composition.” Meanwhile, at an Al Jazeera event in Oxford, UK, Palestinian chief negotiator Saeb Erakat warns that Palestinians will call for a boycott of Israel and turn to international tribunals if the negotiations fail. In Egypt, a bomb explodes on a bus in Sinai, killing 2 South Korean tourists and the local driver, and wounding 12. Ansar Bayt al-Maqdis claims responsibility, and says that a suicide bomber executed the attack. (AP, REU 2/16; JTA 2/17; REU 2/18)

The Free Syrian Army (FSA) announces that it has replaced its leader, Gen. Selim Idriss, with Col. Abdelilah al-Bashir, a decision prompted by “the ineffectiveness of the command in the past few mos.,” according to an FSA statement issued following a meeting in Gaziantep, Turkey. Meanwhile, Syrian FM Walid Muallem accuses the U.S. of creating a “negative climate” for dialogue at the 2d round of talks in Geneva, as the Syrian delegation returns from Switzerland to Damascus. U.S. Secy. of State Kerry praises the opposition’s “seriousness of purpose,” and criticizes the Syrian govt. for stalling in Geneva and attacking civilians in Syria. On the Syria-Jordan border, 10 gunmen from Syria open fire on Jordanian troops as they patrol, according to a Jordanian military spokesperson. The soldiers return fire, wounding 7 and arresting 3, while suffering no injuries. (AP, REU 2/16)

Hizballah’s leader, Shaykh Hasan Nasrallah, says that his group intends to stay and fight in Syria because Lebanon is threatened by Takfiri groups. He also urges Arab nations to help a process of Syrian national reconciliation. (DS 2/16)

Israel’s Interior Min. says it will move forward with plans to build 1,300 new Jewish settlement housing units in East Jerusalem (978 in Har Homa/Jabal Abu Ghunaym, 320 in Ramot). At the same time, Israel issues construction tenders for 800 units in the West Bank settlement of Ariel, which Israel intends to keep under final status. Meanwhile, Israel’s Jerusalem municipal authorities issue a report stating that the municipality is currently building more than 13,500 housing units for Jews in various Arab neighborhoods in East Jerusalem. The UN, U.S., and PA denounce the plans. In the West Bank, the IDF patrols without incident in Zayta village nr. Tulkarm in the morning; patrols in Bayt Liqya late at night, firing rubbercoated steel bullets, tear gas, stun grenades at stone-throwing Palestinian youths who confront them, causing no serious injuries. John Kerry, chairman of the Senate Foreign Relations Committee, on a 3-day regional tour of the Middle East, with stops in Syria (to warn Damascus against interfering in Lebanon), Turkey (to urge Turkey to repair its ties with Israel), Lebanon (to show support for Pres. In Gaza, the IDF sends troops back into s. Gaza to search for a reported tunnel on the Gaza-Egypt border, cuts power to Rafah, makes an air strike on a building in Gaza City that allegedly holds a weapons cache; makes air strikes destroying 2 Palestinian homes in n. Gaza after phoning residents (at least 1 of them an AMB mbr.) to warn them to evacuate, also destroying 1 home nearby; shells residential areas of n. Gaza without warning (hitting 4 Palestinian homes, injuring 3 Palestinians), al-Shuka (wounding 2 Palestinians); temporarily occupies the Erez industrial zone, withdrawing after nightfall; sends bulldozers into southeastern Khan Yunis to raze 100 d. of agricultural land. UNRWA reports that it is housing in its schools some 1,200 Palestinians who have fled n. Gaza to escape IDF shelling. In the West Bank, the IDF sends undercover units into Nablus to assassinate local Islamic Jihad military cmdr. The IDF keeps up intensive air and artillery strikes across Lebanon, targeting the Beirut–Damascus highway (closing the Syrian border crossing for the 1st time since 7/12; though the road is used primarily by civilians trying to flee the country and aid workers bringing in humanitarian assistance, Israel claims it targeted the road to prevent arms smuggling), killing at least 6 Lebanese civilians, wounding 2 UNIFIL monitors. During the day, the IDF withdraws troops fr. Bint Jubayl, claiming to have destroyed Hizballah’s elaborate network of tunnels and storage areas, but continues air and artillery strikes and keeps troops in the area, saying they could be sent back in at any time. Hizballah fires at least 90 rockets into Israel. Israel allows military planes delivering aid fr. Egypt, Jordan, the UAE to land at Beirut airport; a warship fr. Turkey brings medical supplies into Beirut port; a U.S. naval catamaran brings blankets, tarps, medical kits; aid workers in Lebanon complain that it is still too dangerous to transport aid supplies, that the IDF still requires convoy-by-convoy approval to move the aid to hard-hit areas.
