In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 2 with rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces also violently dispersed a protest in Bayt Dajan, leading to tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Dayr Jarir, injuring the village’s major and 1 other with rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces also raided Qabatiya, leading to clashes with Palestinians; 1 Palestinian was hit with a rubber-coated bullet, others suffered tear-gas related injuries. Meanwhile, Israeli forces took measurements of the house of a Palestinian accused of killing an Israeli settler on 12/21 for a punitive demolition. 4 Palestinians were arrested during raids in Qalqilya and Dayr al-Ghusun. In East Jerusalem, 1 Palestinian was arrested in the Old City. In Gaza, Israeli forces opened fire at agricultural fields east of Dayr al-Balah; no injuries were reported. Israeli prime minister Benjamin Netanyahu and Moroccan king Mohammed VI spoke via phone for the 1st time since the 2 countries’ normalization deal was announced on 12/10. Prime Minister Netanyahu said he had invited King Mohammed VI to Israel and later said that a Moroccan delegation would land in Israel soon. (AJ, HA 12/25; REU 12/26)

Israeli forces attacked the Syrian city of Masyaf near Lebanon, killing 6 people and causing damage. According to the Syrian military, it had intercepted a “barrage of Israeli missiles.” Low-flying Israeli fighters were filmed over Beirut shortly before the attack. (AJ, DT, HA, TOI 12/25)

Turkey’s president Recep Tayyip Erdoğan told reporters in Istanbul that he wants relations with Israel to be better but that “[t]he Palestine policy is our red line. It is impossible for us to accept Israel’s Palestine policies. Their merciless acts that are unacceptable.” (AJ, HA, MEE, REU 12/25)

Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. At one such rally today, IDF soldiers clash with residents in Abu Dis, East Jerusalem, shooting and injuring 1. In the West Bank, Jewish settlers destroy hundreds of almond and olive trees in Bayt Dajan nr. Nablus, while in Dayr Jarir nr. Ramallah, settlers attack Palestinian property and set fire to 10 vehicles. The IDF patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the morning, and in 1 village nr. Hebron, 2 villages nr. Jericho, 3 villages nr. Jenin, 1 village nr. Qalqilya, 1 village nr. Salfit and 1 village nr. Tulkarm at night. U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

In the West Bank, the IDF patrols in 1 village nr. Ramallah and 1 village nr. Hebron (firing tear gas at stone-throwing youths) in the morning, and in 2 villages nr. Jenin, 2 villages nr. Ramallah, and 1 village nr. Qalqilya at night. Officials in Palestinian communities in the Jordan Valley report that 100s of residents have received orders to evacuate their homes for the duration of an IDF training exercise. Palestinians, Israelis, and international protesters block the Gush Etzion junction in the southern West Bank, halting traffic for 15 minutes to protest settlements and their road network; 1 activist is arrested. The IDF opens fire with stun grenades and tear gas on Palestinian, Israeli, and international activists taking part in the weekly nonviolent demonstration against the settlement in Kafr Qaddum; Palestinian youths reply with stones; no serious injuries are reported. PA pres. Mahmud Abbas addresses the UNGA in New York, announcing as expected that his government will seek non-member observer state status for Palestine (see Doc. B4 in JPS 166). Abbas also refers to current Israeli policies as ‘‘ethnic cleansing,’’ singling out settlement construction and home demolition for particular criticism. Hamas and the Popular Front for the Liberation of Palestine (PFLP) criticize the speech for not offering anything new, but Fatah praises it as ‘‘historic.’’ Israeli PM Benjamin Netanyahu also addresses the assembly, notably literally drawing a ‘‘red line’’ on a cartoon of a bomb to illustrate his claim that Iran would be capable of making a nuclear weapon within a year. In contrast, U.S. officials play down the notion that Iran is on the brink of achieving a nuclear weapon. Meanwhile, Reuters reports that Iran is making progress in building a research reactor capable of potential weapon material, and Israeli media describe the Netanyahu government as urging the EU to impose further sanctions on Iran in light of the economic damage achieved by sanctions to date. Israel approves a proposal to allow 5,000 additional entry permits for Palestinian construction and agricultural workers, bringing the total number of work permits issued by Israel to West Bank Palestinians to over 45,000. Israel also allows, for the 1st time since 2007, 3 truckloads of furniture to be exported from the Gaza Strip to the West Bank, destined for PA-run schools. This marks the 3d time in 2012 that Israel permitted the passage of goods from Gaza to the West Bank. Meanwhile Egypt informed Palestinian officials of their intention to ease travel through the Rafah crossing over coming days. (JP, MNA 9/27)

U.S. and Lebanese government officials allege that Hizballah has sent military advisers to help the Asad government in Syria. UNRWA estimates that the total number of refugees fleeing Syria will reach 700,000 by the end of 2012. (REU, WP 9/27)

As of midnight local time, the IDF seals the Gaza Strip in preparation for disengagement implementation beginning on 8/17, making it illegal for Israelis to enter Gaza. During the day, some 7,500 PA security forces, overseen byEgyptian security officers, begin deploying nr. Gaza settlements to prevent Palestinians fr. approaching them. Before dawn, Palestinian gunmen fire on Kefar Darom, causing no damage or injuries; an IDF tank returns fire, accidentally targeting an IDF personnel carrier, wounding 5 IDF soldiers. In the West Bank, the IDF sends troops into Tulkarm, closes the main street, interrogates residents; conducts arrest raids, house searches in villages around Tulkarm; occupies a house nr. Nablus as an observation post. Nr. Qalqilya, a Palestinian dies of heat stroke after being handcuffed by IDF troops, left in the sun for hrs. In light of threats by Jewish extremists to storm the Haram al-Sharif/Temple Mount and destroy the al-Aqsa mosque, 100s of Israeli police, troops deploy in and around the Old City of Jerusalem to prevent possible Israeli-Palestinian clashes; 1,000s of Muslims fr. Jerusalem and Israel attempt to converge to defend the site, but West Bank Palestinians are barred fr. entering Jerusalem, Israeli Palestinians under age 45 are banned fr. accessing the mosque compound. Jewish settlers gather outside Homesh settlement to protest the disengagement, throw stones at passing Palestinian vehicles. In Gaza, Jewish settlers block Palestinian access to roads btwn. Kefar Yam and Shirat Hayam. A French sound technician covering the disengagement in Gaza is kidnapped by unknown Palestinians; Hamas accuses the PA of not doing enough to protect internationals working in Gaza, says targeting foreigners should be a red line.
