The IDF cuts electricity to Gaza City, Ramallah; sends tanks and F-16s to shell the control tower at Gaza airport, the PA headquarters in Gaza City and Ramallah (Arafat is unharmed), the PA naval police offices in Bayt Lahia, and PSF and Fatah offices nr. Gaza City, Ramallah, and Jinin; blows up the main radio, TV transmitters in Ramallah; bulldozes the Palestinian Media Center offices in Ramallah; occupies the home of Fatah tanzim leader Marwan Barghouti (who is not there at the time); makes incursions into PA-controlled areas of Bayt Hanun, Bayt Lahia, Beitunia, Jinin, Nablus, Ramallah, Sudaniyya, Tulkarm, al-Zahra; bulldozes Palestinian land in Rafah. A total of 4 Palestinians are killed during the day; shells strike the Friends Boys School, damaging 3 classrooms. In Gaza City, 2 Israeli missiles land nr. a mosque while Hamas spiritual leader Shaykh Yasin, Hamas spokesman Mahmud Zahar are inside. Israel declares that the Zinni cease-fire talks are over, though Zinni had already planned to leave on 12/14 for Jordan and Egypt, then return to Washington. Israel resumes attacks on PA targets, with F-16s dropping bombs on a PSF post in Gaza, injuring 18 Palestinians. Under the force of continued Palestinian demonstrations, PSF pulls back fr. Shaykh Yasin's house. The NIHC ultimately brokers an informal agmt. btwn. Hamas and the PA under which Yasin agrees to observe a "voluntary house arrest," leaving only to go attend prayer services at a nearby mosque. Sharon claims PA is not making a serious effort to arrest wanted Palestinians. In Gaza, Palestinians fire 6 mortars at 2 Jewish settlements and toss grenades at an IDF post, causing no injuries. The IDF returns fire killing 1 Palestinian; a 2d Palestinian dies of a heart attack at an IDF checkpoint when soldiers refuse him passage to a hospital. A Palestinian woman gives birth at an IDF checkpoint when soldier refuse to let her ambulance pass. Fatah stages a pro-Arafat rally in Gaza, but only 1,000 Palestinians take part. Egyptian FM Ahmad Maher meets with Sharon, Arafat in a new cease-fire effort, presses Israel to relax its demand for a 7-day quiet period. Instead, Sharon hands Maher a list of demands to transmit to Arafat. U.S. envoy Zinni, still in the region, also meets with Arafat today. U.S. Pres. George W. Bush phones Israeli PM Ariel Sharon to offer his condolences for recent Israeli casualties, to stress the importance of avoiding further escalations. Sharon says he is trying to ease the economic blockade on the Palestinians (see 8/14, 8/15), but adds that Israel will continue to protect its citizens, including via assassinations, which he terms "preventive actions." Meanwhile, the Israel Defense Force (IDF) tightens the closures on Nablus, Qalqilya, Ramallah; bulldozes Palestinian agricultural land around Itamar settlement. Jewish settlers stone a Palestinian taxi passing Shilo settlement nr. Nablus, causing the car to crash, killing the driver, injuring 6 passengers. Elsewhere, settlers take over small West Bank settlement of Sanur, abandoned by residents when the al-Aqsa intifada began, converts an old mosque into a synagogue; fire on Palestinian farmers nr Itamar, injuring 5. In an apparent assassination attempt, Palestinian Ibrahim al-Habisha is critically injured when his cell phone explodes, 5 bystanders are lightly injured. Mbrs. of the Israeli ultranationalist group, Temple Mount Faithful, march on the Temple Mount/Haram al-Sharif to lay a cornerstone for the 3d Temple. Israeli police block the marchers, but Palestinians who gathered at al-Aqsa in anticipation of the group's attempt to enter the mosque compound throw stones at Jewish worshipers praying at the Wailing Wall, injuring 15. 100s of Israeli police enter the compound, disperse the crowd with tear gas, concussion grenades, injuring 35, arresting 31. IDF soldiers assault 7 press photographers, 1 reporter covering the incident, breaking cameras, confiscating film. Palestinians, IDF troops trade gunfire nr. Ramallah, leaving 3 Palestinians, 2 soldiers wounded; shell residential areas of Hebron, Rafah. A car bomb explodes in a parking garage in Pisgat Ze'ev settlement, causing no injuries. Overnight, international leaders press Israel, the PA to show restraint, deescalate tensions in light of the 6/1 suicide bombing. Powell phones Arafat to warn him to declare a cease-fire and immediately arrest Hamas and Islamic Jihad mbrs., or the U.S. would sever all relations with the PLO and would not intervene with Israel to prevent a massive retaliation. German FM Joschka Fischer, in Israel on other matters, races to Ramallah to meet with Arafat, whom he warns to make a statement in is own words calling for a halt to violence or lose all EU political and economic support to the PA. During a heated session, Fischer, UN special coordinator Terje Larsen work with Arafat to draft a statement condemning the bombing and ordering an immediate and unconditional cease-fire, which Arafat reads publicly this morning. Meanwhile, Sharon holds a 7 hr. mtg. with his security cabinet to discuss how to respond to the 6/1 bombing. According to an anonymous U.S. admin. official, they draw up plans to "carry out a massive, full-force invasion" of PA-controlled territory lasting up to a wk. After Arafat reads his cease-fire call, the security cabinet places its strike plan in reserve but declares that the IDF will resume instigating actions against Palestinians (see 5/22). The U.S. ambs. to Egypt, Israel, Jordan send an urgent cable to Powell, appealing to him to come to the region to firmly urge against violence, in favor negotiations. Powell says the time is not right. (NYT 7/5)

Meanwhile, 2 Israelis injured in the 6/1 bombing die, bringing the Israeli toll to 18. Nr. the site of the bombing, 100s of Israeli Jews surround a mosque, chanting "Death to Arabs!" stoning the mosque, breaking windows, trapping some 20 worshipers inside, attacking journalists, setting fire to 2 cars outside. Although the situation builds for hrs., Israeli police look on but do not intervene, saying, "We don't have enough manpower, and we won't use tear gas against Jews." Israelis also gather at the disco where the bombing occurred, carrying signs saying, "Enough passivity. We want war." In Jaffa, a mob of Israeli Jews sets fire to a restaurant owned by Israeli Arabs. The IDF tightens internal closures on PA areas, reports only a handful of incidents of sniping at Jewish settlements. Hamas says it will not abide by Arafat's cease-fire. The largest demonstrations are in Ramallah, where 2,000 Palestinian artists, intellectuals stage a nonviolent protest, and students attempt to open the road to Birzeit University, where spring registration begins today. In the ensuing clash soldiers fatally shoot 1 Palestinian who was standing next to Fatah tanzim leader Marwan Barghouti, raising speculation that Barghouti was the target. The IDF directs shells, heavy machine gun fire at residential areas of Jinin, Rafah (severely damaging a mosque); bulldozes 4 dunams of Palestinian land nr. Rafah. A Palestinian assailant throws a hand grenade at an IDF post in Gaza, causing no injuries. Israel tightens the siege on Ramallah but eases blockades on Bethlehem, Hebron, Qalqilya, Tulkarm. Later in the day, after shooting nr. Qalqilya, the blockade on Qalqilya is reimposed. Palestinians step up attacks on Jewish settlements, with Fatah's Bethlehem branch issuing a leaflet calling on Palestinians to target Gilo specifically, but cause no injuries; Palestinians reportedly fire an antitank missile that causes no damage.
