The Israeli raid in Jenin continued from 12/12, 3 Palestinian were killed, 2 in a drone strike including a child, raising the number of Palestinians killed during the raid to 9. Israeli forces also injured 3 others, destroyed 4 homes and a barber shop with anti-tank missiles, and arrested several, including the Jenin Freedom Theatre director Ahmed Tobasi during the raid. Israeli soldiers filmed themselves singing a Hanukkah song using a mosque’s loudspeaker. 5 Israeli soldiers were injured in friendly fire during the raid. Elsewhere, Israeli forces assaulted 4 Palestinians after detaining them in al-‘Azza refugee camp. Israeli forces also demolished a Palestinian home in Susiya in the Masafer Yatta area. In East Jerusalem, Israeli authorities demolished 4 Palestinian homes in Silwan, Ras al-Amud, and Wadi Qaddum, displacing 36 people. In Gaza, Israeli forces bombed Khan Yunis, Nuseirat refugee camp, Dayr al-Balah, Gaza City, and Rafah, killing at least 194 Palestinians and injuring 499. Israeli forces also bombed 2 UNRWA shelters in Jabalia refugee camp and raided the Kamal Adwan Hospital for the second day in a row, arresting several people. Rockets fired from Gaza at Israel damaged a supermarket in Ashdod. In the Red Sea, 2 missiles were fired from Yemen at a commercial tanker, landing in the sea. At least 8,000 people were missing in rubble, including 1,700 children. 277 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 71 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 115 Israeli soldiers have been killed and 600 injured in Gaza since the ground invasion began on 10/27. Palestinian witnesses told Al Jazeera that Israeli forces brought Palestinians to the Shadia Abu Ghazala School in Faluja and executed them, including women, children, and babies. Footage from the building showed dead people lying on the floor of a classroom and hundreds of bullet casings. (AJ 12/13)

Senior Hamas official Mousa Abu Marzouk told Al-Monitor that Hamas could follow the PLO and recognize Israel as a step toward reconciliation with Fatah. In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Tulkarm on 11/14. Israeli forces shot and injured 6 Palestinians during raids in Qiffin and al-Khader. Israeli forces also assaulted a Palestinian man in Huwwara. Elsewhere, Israeli forces raided a printing shop in Ramallah, sealing the shop, and closed and sealed the offices of an orphanage in Beit Umar, seizing files and computers. Israeli forces also issued notices that it will seize 501 dunams of land in Jaba’a and 12 dunams in Wadi Rahal. 44 Palestinians were arrested during late-night raids in and around Far’un, Qusin, Dheisheh refugee camp, Hebron, Bethlehem, and Nablus. In East Jerusalem, Israeli police dispersed a march by Israeli extremists who called for full Israeli control over the Haram al-Sharif compound. The march was dispersed after marchers violated the agreement with Israeli police. 6 Palestinians were arrested in Sur Baher and at the Haram al-Sharif compound. In Gaza, Israeli forces bombed Gaza City, Beit Lahiya, Khan Yunis, Jabalia refugee camp, and Rafah, killing around 350 people. Israeli airstrikes also destroyed the 13th century Othman bin Qashqar Mosque in Gaza City and put al-Awda Hospital under siege, opening fire at the hospital. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. Israeli national security minister Itamar Ben-Gvir ordered the Israel Prison Service to move members of Hamas’ Qassam Brigades to an underground wing of the Nitzan Prison. The underground wing was said to have not been used for years. (AJ 12/8)

UN under-secretary-general for humanitarian affairs and emergency relief coordinator Martin Griffiths said the current humanitarian mission in Gaza could not be described as an “humanitarian operation” given the pace of the Israeli attacks on southern Gaza, which prevent the UN from delivering aid. Human Rights Watch and Amnesty International said their investigation into the Israeli killing of Lebanese Reuters journalist Issam Abdallah on 10/13 revealed the killing was likely deliberate and should be investigated as a war crime. U.S. secretary of state Antony Blinken said the killing should be investigated, noting that he believed Israel was already doing so. Lebanon said it would add the investigation to its complaint it has filed with the UN over Israeli attacks. PA prime minister Mohammed Shtayyeh told Bloomberg News that the PA was working with the U.S. to plan for the political situation in Gaza once Israel’s war is over. The Times reported that a team of UK advisors were in Ramallah to help the PA prepare for governing Gaza. Egyptian foreign minister Sameh Shoukry expressed support for the PA governing Gaza. Israeli settlers also assaulted Al Jazeera journalist Joseph Handal and vandalized his vehicle near Abu Dis. Israeli forces raided Jenin refugee camp, killing 5 Palestinians in a drone strike and injuring 14 others. The soldiers raided the Ibn Sina Hospital, detaining medical staff for interrogation, uprooted streets with bulldozers, and cut the power to several neighborhoods in Jenin during the attack. Israeli forces also shot and killed 2 Palestinians, claiming they had opened fire on them in Hebron. Meanwhile, Israeli forces shot and injured 5 Palestinians during raids in Kafr Dan and Dahariya. 36 Palestinians were arrested during late-night raids in and around Ni’lin, Hebron, Jalqamus, and Tulkarm. In East Jerusalem, Israeli forces prevented Palestinian worshippers from reaching the Haram al-Sharif compound, including by attacking Palestinians and a Turkish news crew in Wadi al-Juz. Israeli forces also arrested journalist Marwat al-Azza, claiming her social media posts encourage terrorism. In Gaza, the internet was partially restored at the end of the day due to a delivery of fuel. Israeli airstrikes killed at least 40 people in Jabalia refugee camp, Khan Yunis, and Nuseirat refugee camp. Israeli airstrikes also killed several at al-Wafa Hospital, including its director. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. The BBC said 1 of its reporters was allowed to tour parts al-Shifa Hospital with the Israeli military, filming some of the same areas that the Israeli military had published footage of previously. The BBC said that it was evident from comparing the 2 sets of footage that by the time their journalist arrived alleged Hamas weaponry had been moved around. For example, an area behind an MRI machine had a bag with 2 rifles in the BBC footage but only 1 in the Israeli military footage. The BBC also pointed out that the Israeli claim that its video was unedited was false and that the purported evidence presented by Israel did not validate the Israeli claim that al-Shifa was a Hamas command center. The Israeli war cabinet approved a U.S. request to allow 2 tanker trucks to enter Gaza each day with fuel, amounting to about 13,000 gallons. UNRWA said that covers about 37% of its daily needs. National Security Adviser Tzachi Hanegbi said the fuel allowed to enter constituted “roughly 2-4% of the normal quantities of fuel that enter Gaza.” Finance Minister Bezalel Smotrich called the decision illegal because it had not been approved by the security cabinet and demanded that Prime Minister Benjamin Netanyahu change the war cabinet. The war cabinet reportedly rejected the latest proposal for a prisoner exchange. Israeli forces punitively demolished the family home in Silwan of a Palestinian killed by Israel forces who allegedly killed 7 Israelis in January. In Gaza, Israeli forces stormed al-Shifa Hospital, assaulting and detaining Palestinians seeking shelter there, holding them blindfolded and naked outside the hospital, demolishing walls, and opening fire inside the hospital. Israel also arrested al-Shifa’s only electric generator mechanic and the technician working on the oxygen stations. 50 people were killed in an airstrike on a mosque in al-Sabrah and 25 were killed in an Israeli airstrike on the Sheikh Radwan neighborhood of Gaza City. In the UK parliament 56 out of 198 Labour Party members broke with the party line to vote in support of a ceasefire. The motion, which failed 293-125, was put forward by the Scottish National Party. The Jerusalem District Planning Committee approved proposed plans to build a new American embassy on a plot of land known as the Allenby complex, which is privately owned by several Palestinian families. It is still undetermined if the U.S. will move ahead with its plans to build the embassy on the plot of land because it was seized by Israel from the Palestinian families after the Nakba. (HA 6/22)

U.S. ambassador to Israel Tom Nides said at a Geneva Initiative event in Tel Aviv that the U.S. does “not stand and watch settler violence. I have been very clear and very specific that we will not stand by, and we are pushing the Israelis to take whatever action they need to take to stop those people.” The Saudi foreign ministry also issued a statement condemning the settler attacks. The annual UN report on the treatment of children in conflict zones left out Israel on the list of shame for the killing and mistreatment of Palestinian children. According to the report, 42 Palestinian children were killed and 933 were injured during 2022. Human Rights Watch and the PA expressed disappointment that Israel was left off the list. The chair and deputy chair of the Elders, Mary Robinson and Ban Ki-moon, issued a statement after visiting Israel and Palestine, warning that the “one-state reality is now rapidly extinguishing the prospect of a two-state solution.” The statement said that Robinson and Ban did not hear a “detailed rebuttal of the evidence of apartheid. The Washington Post published an investigation into the 2/22 raid on Nablus in which 11 Palestinians were killed and 102 were injured, saying that Israeli forces fired at least 14 shots at unarmed Palestinian civilians taking cover outside of a mosque, 2 of whom were killed and 3 of whom were injured. The UN human rights office said it had found that the bullet that killed Al Jazeera journalist Shireen Abu Akleh on 5/11 was fired by Israeli forces and not during crossfire with Palestinian militants as Israel has claimed. A representative of the UN human rights office said that “[i]t is deeply disturbing that Israeli authorities have not conducted a criminal investigation” into the killing of Abu Akleh. The UN representative called the bullets fired by the Israeli forces “well-aimed” at journalists wearing flak jackets with “PRESS” markings. Amnesty International criticized the PA for its response to the killing of PA critic Nizar Banat in June 2021. Hamas’s military judicial authority sentenced 2 Palestinians for spying for Israel. 1 of the Palestinians was sentenced to life in prison while the other received a 7-year sentence. (JP 5/31)

An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. The Palestinian man was not present at the killing, but the court claimed that he had formed a cell that incited the murder of the Israeli man. (HA 5/31)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. An Israeli appeals court overturned a lower magistrate court’s decision from 5/23 to allow 3 Israeli Jews access to the Haram al-Sharif compound after they performed prayers at the compound, effectively upholding that Jews are not allowed to pray at the compound. Turkey’s foreign minister Mevlüt Çavuşoğlu toured East Jerusalem in what was described as a private visit to prevent a chance for the public to see him accompanied by Israeli officials. The Waqf was responsible for his security at the Haram al-Sharif compound. Foreign Minister Çavuşoğlu also met with Israeli foreign minister Yair Lapid and Israel’s tourism minister Yoel Razvozov. Çavuşoğlu said that he believes Israeli Turkish normalization will have a positive impact on finding a peaceful solution to the Palestinian-Israeli conflict. The New York Times reported that 1 Iranian engineer, Ehsun Ghadbeigi, was killed and 1 other person was injured in a suicide drone attack on the Parchin military base near Tehran. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. Haaretz reported that Israeli soldiers are forced to register information about at least 50 Palestinians during their shifts at checkpoints and guard posts, and those who do not fill their quota are not allowed to leave their post until they have registered their quota. The registration of information is used in Israel’s Blue Wolf system, a database with photos and details about random Palestinians living in the West Bank including ID number, age, gender, residence, license plate number, and contacts. The Blue Wolf system was 1st reported by the Washington Post in November 2021. In footage obtained by the Israeli anti-occupation group Breaking the Silence, a security coordinator at an Israeli settlement is also heard telling Israeli soldiers to photograph foreign activists in the West Bank to make sure they will not be allowed to enter Israel at Ben Gurion Airport next time they try to enter. Haaretz reported that Israeli attorney general Avichai Mendelblit authorized establishing an Israeli settlement on the evacuated Evyatar settlement outpost near Beita. Attorney General Mendelblit is leaving office this week. Palestinians have held weekly protests at the site since the outpost was erected in May 2021. The outpost was evacuated in June 2021, but the houses erected remained as the settlers struck a deal with the Israeli government that they could move back if Israel deemed that the land is state-owned. Israeli defense minister Benny Gantz will have to declare the area state-owned, after which there will be a 45-day period to file objections. Several Palestinians have been killed by Israeli forces in the past year while protesting the outpost. In a letter from Israeli foreign minister Yair Lapid to Israeli prime minister Naftali Bennett, Lapid warned that if the Israeli government legalized the Evyatar settlement outpost, it “could have serious diplomatic consequences and damage foreign relations, first and foremost from the United States,” saying that the U.S. has already made this clear to him. The Israeli Jerusalem municipality advanced early-stage plans for a new Israeli settlement in East Jerusalem near Bayt Safafa, to be called Givat Shaked. Israeli defense minister Benny Gantz claimed, in response to a formal query by members of the Meretz party, that the 6 rights organizations he had declared terrorist organizations on 10/22 had PFLP members who did not work for them on their payroll. Lebanon’s labor minister Mustafa Bayram said Lebanon would ease restrictions on what professions Palestinian refugees in the country are allowed to work. Labor Minister Bayram’s office quickly sought to clarify that the changes would be within the confines of the current Lebanese legislation. The legislation does not allow much leeway for substantial changes to the rules banning Palestinians from certain jobs. Bayram, who is from the Amal party, was quickly shunned by Lebanese politicians from other parties, who said he does not have the authority to make any changes on the issue. Gebran Bassil of the Free Patriotic Movement called the comments “‘naturalization in disguise’ of the Palestinians . . . there shouldn’t be any stealing of jobs from Lebanese under the current circumstances.” Bayram eventually completely retracted his initial statement, saying that there will be no changes. The Intercept, +972 Magazine, and Local Call jointly published an article based on a leaked 74-page Israeli-made dossier presented to European countries in May that purport to show evidence that the 6 Palestinian rights organizations deemed terrorist by Israel defense minister Benny Gantz on 10/22 are linked to the PFLP. The reporting was also based on hundreds of pages of leaked summaries from interrogations by the Shin Bet and Israeli police of 2 Palestinian accountants who are the basis of the dossier against the 6 NGOs. The 2 accountants never worked for any of the organizations and allegations against the 6’s connection to the PFLP was based on hearsay and testimony that 1 of the accountants had seen receipts used for PFLP activities like cultural events. The fact that the allegation of financing was for cultural events was omitted by Israel in the dossier. The EU alluded to the dossier in a statement from last week where it said past allegations against the organizations were never substantiated. As part of its COVID-19 vaccination efforts, the PA started offering vaccines to 16-18-year-olds in the West Bank. Only 16% are fully vaccinated and 30% have received 1 shot of vaccine, despite having received a total of 2.8 million doses. In both the West Bank and Gaza, there are mandates for vaccines for public employees and students over 16. Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, 1 Palestinian teen shot by Israeli forces during an anti-settlement protest on 6/16 in Beita succumbed to his injuries. Israeli forces demolished 1 house in Halhul and displaced 8 Palestinians, demolished 1 car wash in Jinsafut, delivered demolition orders for 8 structures in Jawaya, and demolished 1 agricultural structure in Wadi Muhaisen. Israeli forces also shot and injured 4 Palestinians during a late-night raid in Jenin. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 2d day in a row. 7 Palestinians were arrested during late-night raids in and around Jalazun refugee camp, Yatta, Tarqumiyya, and Kafr Dan. In Gaza, Israeli forces conducted air strikes in Khan Yunis and Gaza City, causing damage; no injuries were reported. In Israel, a Palestinian Israeli journalist had large parts of his home blown up by a bomb planted in his house in Taibeh, causing severe damage but no injuries.
