In the West Bank, Israeli settlers threw stones at Palestinians harvesting olives in the Masafer Yatta area, injuring 2. Israeli settlers also attempted to kidnap a child in Khirbet al-Farisiyya. Elsewhere, armed Israeli settlers posing as soldiers vandalized a mosque in Menizel. Israeli forces raided Nur Shams refugee camp and attacked it with drones, killing 13 Palestinians, including 5 children, banned movement in and out of the refugee camp, and uprooted pavement with bulldozers. An Israeli soldier was killed in an IED explosion and 9 others were wounded. Israeli forces also shot and killed 3 Palestinians, including 2 minors, during raids in Budrus, Tulkarm, and Dheisheh refugee camp. Elsewhere, Israeli forces shot and injured 16 others during a raid in Budrus and al-Arroub refugee camp. Israeli forces also demolished the family home in Qibya of a Palestinian alleged to have killed a settler before he was shot and killed by Israeli forces near Kafr Qaddum on 7/6. Around 184 Palestinians were arrested during late-night raids in Hebron, Ramallah, Dheisheh refugee camp, Tubas, Beita, Qalqilya, al-Eizeriya, Umm Safa, and Aqabat Jaber refugee camp, including 50 Palestinians workers from Gaza staying in Dheisheh refugee camp who had been expelled to the West Bank. In Gaza, around 285 Palestinians were killed in Israeli airstrikes. Israeli forces also assassinated the first female member of the Hamas political bureau Jamila al-Shanti, the head of the military wing of the Popular Resistance Committee Rafat Harb Hussein Abu Halal, and Hamas’ Jehad Mheisen. Israeli airstrikes also bombed the 12th century Church of Saint Porphyrius, killing at least 8 people sheltering in it and targeted 5 bakeries, killing many people waiting to purchase bread. Rockets were fired at Israel; no fatalities were reported. In Lebanon, Israeli forces shot and killed a journalist and injured 1 other in Hula. Israeli forces also attacked parts of South Lebanon with combat helicopters and killed 3 people it claimed were firing anti-tank missiles at Israel. Israel said 30 rockets were fired at Israel. The Gaza Ministry of Health said as of 5 p.m. at least 3,785 Palestinians had been killed, including at least 1,524 children, and 12,500 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 81 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 22 children. More than 1,434 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,562 have been injured since 10/7. The number of Israelis killed rose from 10/18 as Israel released the names of Israelis killed on 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 21,900 housing units have been destroyed and 121,000 have been damaged in Israeli airstrikes since 10/7, constituting around 30% of all homes in Gaza. The UN reported that 74 Palestinian households, comprised of 545 people, have been displaced from Bedouin communities in Area C of the West Bank due to settler violence and access restrictions. (BTselem, UNOCHA 10/19)

Haaretz reported that on 10/12 a group of 20-25 Israeli settlers and soldiers abducted 3 Palestinians from the depopulated Wadi al-Seeq community before assaulting, undressing, and urinating on 2 of them, putting 1 of their faces in feces, and attempted to sodomize 1 of them. The 3 Palestinians were abused for 6 hours before they were dropped off at an abandoned building and photographed. The settlers and soldiers also stole their phones, a car, and $544 in cash. Palestinian officials said that Israeli authorities have warned that Israeli forces will target the Gaza Power Plant if it tries to resume operations. (UNOCHA 10/19)

Palestinian officials also said Israel has arrested 4,000 workers from Gaza, holding them in military bases, and have arrested 1,070 Palestinians in the West Bank and Gaza, doubling the total number of Palestinian prisoners held by Israel. (AJ 10/21)

An Al Jazeera investigation into the bombing of al-Ahli Arab Hospital found that evidence presented by Israel misrepresented the event, ruling out that footage used by Israel showed a misfired rocket hit the hospital and saying that no footage from live streams suggest that rockets were fired from Gaza at the moment of the bombing. The U.S. said it had intercepted 3 cruise missiles and several drones fired by Houthi forces in Yemen. The Defense Department said the missiles and drones were heading north in the Red Sea, potentially toward Israel. Rockets and drones also attacked the U.S. Ain al-Asad air base and another compound hosting U.S. military forces near Baghdad International Airport. It was unclear who attacked the bases. Egyptian machinery reportedly entered Gaza to repair roads near the Rafah crossing to facilitate the transfer of humanitarian aid. However, Hamas denied that repairs had begun. Israel has bombed the Rafah crossing at least 4 times since 10/7. At least 100 trucks are waiting to enter Gaza near the crossing while others are waiting at El Arish Airport. UN officials said UN observers will inspect aid to Gaza before it enters through the Rafah crossing (AJ, AP, REU 10/19)

Israel said Hezbollah has granted Hamas permission to fire rockets at Israel and “will bear the consequences.” Defense Minister Yoav Gallant told soldiers near the Gaza fence to get ready for a ground invasion. (AP, HA, REU 10/19)

UK prime minister Rishi Sunak traveled to Israel for meetings with Israeli prime minister Benjamin Netanyahu and President Isaac Herzog. Sunak said upon his arrival that he “stands with Israel” and that the UK is on the forefront of the effort to avoid further escalation of the conflict. 6 UK nationals were killed in Operation Al-Aqsa Flood and 9 are still missing. Sunak also met with Saudi crown prince Mohammed bin Salman in Riyadh, who called Israel’s targeting of civilians in Gaza “a heinous crime and brutal attack.” Sunak will later travel to Egypt, Turkey, and Qatar. In an Oval Office address, U.S. president Joe Biden compared Hamas to Russian president Vladimir Putin and his attack on Ukraine, saying both want to annihilate their neighbors. Biden further claimed that Hamas uses Palestinians as human shields and said he had told President Abbas he supports the Palestinian people. Biden also said he will send an “unprecedented” aid package for Israel to Congress for approval. The package was reportedly worth $14 billion. Israel had asked the U.S. for weapons, including precision-guided munitions, JDAMs, Iron Dome replenishment, and mortar shells. The U.S. Senate unanimously adopted a resolution affirming Israel’s right to self-defense and condemning Hamas and Iran. 10 Republican senators said they will introduce legislation to redirect $100 million in planned humanitarian aid to Palestinians to replenishing the Iron Dome. House minority leader Hakeem Jeffries said he had received a briefing that suggested the al-Ahli Arab Hospital bombing was caused by a rocket misfired by Islamic Jihad. More than 400 U.S. congressional staffers signed a letter saying they were “profoundly disturbed” by the lack of humanity extended to the Palestinian people by the U.S. Congress. The Hilton Houston Post Oak by the Galleria in Texas said it had determined that it cannot host the U.S. Campaign for Palestinian Rights’ (USCPR) national conference, citing security risks to its staff and guests. Texas governor Greg Abbot called USCPR “Hamas supporters.” The Council of American-Islamic Relations canceled a banquet at the Marriott Crystal Gateway hotel in Arlington, Virginia, after receiving bomb threats. In the West Bank, 3 Israeli settlers, including 2 minors, were injured by Palestinians throwing stones at their vehicle near Huwwara. Israeli settlers vandalized 140 olive and almond trees and water tanks in Qaryut. Israeli forces shot and injured 3 Palestinians, including a minor during a raid in Jenin; 1 Palestinian security officer was also arrested during the raid. Israeli forces also demolished 2 agricultural structures in the Masafer Yatta villages of al-Twana and al-Juwaya. Elsewhere, Israeli forces erected a watchtower in Hebron. Israeli forces also demolished 1 mosque under construction in Arab al-Ramadin, leading to a confrontation with Palestinians; 3 were injured with live ammunition and baton rounds, and others suffered tear-gas related injuries. 11 Palestinians were arrested during late-night raids in Abu Dis, Ras Karkar, Harmala, Surif, Dura, and Aqabat Jaber refugee camp. Off the coast of Gaza, Israeli naval forces arrested 2 Palestinian fishermen and confiscated their boats within 6 nautical miles northwest of Rafah; the 2 were released through the Erez crossing on 5/25. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. The Norwegian Refugee Council (NRC) slammed the EU for withholding aid from the PA due to 1 Hungarian Commissioner’s dissatisfaction with PA school textbooks. The NRC said the withholding of aid is jeopardizing the life of more than 500 cancer patients that have been unable to access proper treatment at the Augusta Victoria Hospital in East Jerusalem and have led to salary cuts and cuts in aid to the most vulnerable Palestinians in Gaza and the West Bank. Former Israeli foreign minister and prominent MK of the Likud party Israel Katz boasted that he had threatened Palestinian students in Israel with a 2d Nakba if they continue to wave Palestinian flags at universities. Katz said, “Remember our independence war and your Nakba, don’t stretch the rope too much. [. . .] If you don’t calm down, we’ll teach you a lesson that won’t be forgotten.” (MDW 5/24; HA 5/26)

Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. Çavuşoğlu also met with PA president Mahmoud Abbas. The Turkish and Palestinian officials signed 9 cooperation agreements, including on economics, trade and infrastructure, and for developing an industrial area in Jenin. Politico reported that U.S. president Joe Biden, in a 4/24 phone call to Israeli prime minister Naftali Bennett, had assured him that the U.S. administration would not take Iran’s Revolutionary Guard off the U.S. list of terrorist organizations. President Biden’s decision was seen as an obstruction in finding common ground between the U.S. and Iran with the U.S.’s reentering the Iran Nuclear Deal. In the West Bank, Israeli settlers attacked 1 Palestinian child outside of her home in Madama and threw stones at her family’s house; she was hospitalized for her injuries. Israeli forces demolished 1 school and 1 mosque under construction in the Masafer Yatta area and 11 vending stalls in ‘Anin. Israeli forces also prevented maintenance work to be carried out in al-Ibrahimi Mosque. 1 Palestinian was arrested during a late-night raid in Bethlehem. In East Jerusalem, 4 Palestinians were arrested in the Old City and Jabal Mukabir. In Gaza, Israeli forces opened fire on Palestinian farmers east of Khan Yunis; no injuries were reported. The Israeli higher planning committee gave the final approval for 365 new settler units and preliminary approval for 415 other settler units in the West Bank as promised by Israeli prime minister Benjamin Netanyahu on 1/11. The decision drew condemnation from the PA, EU, UN, and several Arab countries. PA prime minister Mohammed Shtayyeh said he hoped that U.S. president-elect Joe Biden would work toward curbing Israeli settlement activities. Israeli defense minister Benny Gantz said that Prime Minister Netanyahu tried to stop Gantz’s approval of a small number of Palestinian construction projects in the West Bank. The Israeli minster of education Yoav Gallant instructed his ministry to ban schools from hosting representatives from organizations that “treat the IDF soldiers with contempt and call Israel an apartheid state.” Members of the Knesset have complained about B’Tselem director Hagai El-Ad’s access to speak to high school students. In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. In light of Jewish settler violence against the IDF on 12/12, the Israeli cabinet approves several measures against right-wing Jewish extremists, including permitting their detention without trial (administrative detention) and trial in military courts, allowing soldiers in the West Bank to arrest them, and banning them fr. entering the West Bank; it does not label them “terrorists,” which would have allowed security forces even greater leeway to act against them. Hrs. later, Israeli police raid a Jerusalem apartment and arrest 6 Israelis for involvement in “recent events” targeting Palestinians and the IDF. In apparent “price-tag” attacks to protest the government moves: Jewish extremists set fire to the Nabi Ukasha mosque in West Jerusalem (Israeli authorities have barred Palestinians fr. using the mosque but have allowed Jewish settlers affiliated with the extremist Kach party to use the courtyard as a playground); Jewish settlers fr. Burkan settlement set fire to 2 Palestinian cars in nearby Salfit; and Jewish settlers fr. Yitzhar set fire to 2 Palestinian cars in nearby Douma village nr. Nablus. Under pressure fr. PA and Jordanian officials, Israel reopens the Mughrabi footbridge to the Haram al-Sharif/Temple Mount (closed on 12/12/11), saying it will reinforce rather than rebuild it. Meanwhile, IDF troops on the Gaza border e. of Gaza City fire on a Palestinian who strays too nr. the border fence while hunting birds, moderately wounding him. Addressing 10,000s of Hamas supporters in Gaza City to mark Hamas’s 24th anniversary, Hamas acting PM Ismail Haniyeh says that “Today we say it clearly: Armed resistance and armed struggle are the strategic way to liberate the Palestinian land from the sea to the river,” but that if Israel were to turn over the occupied territories, including East Jerusalem, Hamas could take a “temporary” respite “without Israel being recognized and without any concession being made.” Of note: at the rally, the flags of the Arab states are displayed except for Syria’s. The New York Times runs a long special report on a 6-yr. U.S. investigation of Lebanese Canadian Bank and its suspected role providing financial support to “terrorists.” U.S. officials allege—but refuse to release their evidence—that the investigation revealed that the bank laundered hundreds of millions of dollars fr. Hizballah criminal enterprises and that Hizballah had significant ties to Latin American drug cartels. U.S. investigators say the transactions also revealed a pattern “in which entities tied to Hezbollah have been buying up militarily strategic pieces of property in largely Christian areas” of Lebanon. Hizballah calls the claims “politically motivated propaganda.” U.S. admin. sources say that when the connections first came to their attention in fall 2010, some argued that the Hizballah link should be left unstated, but the admin. changed course (1) after Hizballah forced out Saad Hariri as PM and secured appointment of an ally in his place and (2) when the UN tribunal accused Hizballah of involvement in Rafiq Hariri’s assassination. As of midnight local time, the IDF seals the Gaza Strip in preparation for disengagement implementation beginning on 8/17, making it illegal for Israelis to enter Gaza. During the day, some 7,500 PA security forces, overseen byEgyptian security officers, begin deploying nr. Gaza settlements to prevent Palestinians fr. approaching them. Before dawn, Palestinian gunmen fire on Kefar Darom, causing no damage or injuries; an IDF tank returns fire, accidentally targeting an IDF personnel carrier, wounding 5 IDF soldiers. In the West Bank, the IDF sends troops into Tulkarm, closes the main street, interrogates residents; conducts arrest raids, house searches in villages around Tulkarm; occupies a house nr. Nablus as an observation post. Nr. Qalqilya, a Palestinian dies of heat stroke after being handcuffed by IDF troops, left in the sun for hrs. In light of threats by Jewish extremists to storm the Haram al-Sharif/Temple Mount and destroy the al-Aqsa mosque, 100s of Israeli police, troops deploy in and around the Old City of Jerusalem to prevent possible Israeli-Palestinian clashes; 1,000s of Muslims fr. Jerusalem and Israel attempt to converge to defend the site, but West Bank Palestinians are barred fr. entering Jerusalem, Israeli Palestinians under age 45 are banned fr. accessing the mosque compound.
