In the West Bank, Israeli settlers attacked Palestinian vehicles traveling near Sinjil. Israeli forces violently dispersed a protest in Kafr Qaddum, causing tear-gas related injuries. Israeli forces also clashed with Palestinians in Jaba‘, causing tear-gas related injuries. PA forces arrested a number of attendants at a party held in the Nabi Musa mosque near Jericho; it was later revealed that the PA had approved the party as part of a promotional video intended to increase tourism. However, several attendees, including famous Palestinian DJ Sama Abdulhadi, were still detained days later. 1 Palestinian was arrested at a checkpoint near Tubas. In East Jerusalem, Israeli settlers clashed with Israeli police and attacked Palestinian passersby during a demonstration against the police because of the death of an Israeli settler during a police pursuit on 12/21; chants of “Death to Arabs” were filmed during the protest. In Gaza, 3 Palestinians, including a minor, were wounded by Israeli forces during air attacks in Gaza City and substantial damage was reported in al-Bureij refugee camp and Dayr al-Balah, including to a mosque, a children’s hospital, a sports club, and a warehouse; Israel said it had intercepted 1 missile from Gaza prior to its attack. Israeli forces also opened fire at agricultural lands east of Dayr al-Balah and al-Bureij refugee camp; no injuries were reported. In Israel, 2 Christmas trees belonging to Catholic and Orthodox churches in Sakhnin were set on fire. Israeli protesters demonstrated against Israeli prime minister Benjamin Netanyahu for the 27th Saturday in a row in Jerusalem and Tel Aviv. The protesters are demanding that Prime Minister Netanyahu resign due to his COVID-19 response, the Israeli economy, and the corruption cases against him. (HA 12/26; WAFA 12/27)

According to reports in Le Monde, UAE and Israeli officials are working to eliminate the UNRWA and have been working toward that goal since the 2 countries’ normalization agreement in August. (JP, MEE, YNET 12/27)

Approximately 8,000 Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Rafah, Khan Yunis, al-Bureij refugee camp, Jabaliya refugee camp, and Gaza City; 2 Palestinian minors are killed and at least 17 are injured. This brings the death toll stemming from the Great March of Return to 203. Also along Gaza’s border, IDF troops open fire on Palestinian farmers working near Khan Yunis, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, after Israeli settlers confront Palestinian farmers working outside Bayt Fajjar near Bethlehem, IDF troops violently disperse the Palestinians with tear gas; no serious injuries are reported. Israeli settlers open fire on Palestinians outside al-Mughayyir near Ramallah; there are no reports of serious injuries. Near Hebron, settlers claim ownership of a Palestinian home outside al-Arub refugee camp, sparking a violent confrontation between their IDF escort and the Palestinian family that lives there; 1 Palestinian is arrested. Meanwhile, IDF troops conduct raids in al-Bireh, damaging a mosque and sparking clashes with stone-throwing Palestinians; 2 Palestinians are injured. They also arrest 1 Palestinian during a raid near Hebron; and patrol near Hebron and Ramallah. In East Jerusalem, Israeli forces remove a Palestinian flag and the photo of a Palestinian prisoner from a mosque in Issawiyya. A Palestinian prisoner in Israel is found dead in his cell, according to the Palestinian Prisoner’s Society. The circumstances surrounding his death are unclear. (WAFA 2/8)

PLO secretary general Saeb Erakat says that Polish officials recently invited the Palestinians to attend the upcoming security conference in Warsaw, where U.S. officials are reportedly set to unveil some details about their long-awaited Palestinian-Israeli peace plan. “Our position remains clear,” he says. “We are not going to attend this conference and reiterate that we have not mandated anyone to talk on behalf of Palestine.” (TOI 2/8; MNA 2/10)

A senior Dutch official says that his government has decided to allow Palestinians living in the Netherlands to register the West Bank or Gaza as their birthplace on official documents. “The Dutch viewpoint that Israel has no sovereignty over these areas,” he says. (HA 2/8; YA 2/11)

In the West Bank, dozens of Israeli settlers approach a water tank outside ‘Urif village near Nablus, sparking clashes between their IDF escort and Palestinian residents; 1 Palestinian is killed and another is seriously injured. Later, approximately 30 Israeli settlers throw stones at Palestinian homes and attempt to set fire to a mosque in al-Twana village near Hebron. Residents of the village challenge the settlers and their IDF escort, leading to a nonviolent confrontation. Israeli settlers also cut down approximately 30 olive trees near Nablus. Israeli forces order a Palestinian farmer to leave his land near Bethlehem, alleging that he lacks permission from the guards at nearby Efrat settlement. IDF troops conduct raids in ‘Azun village near Qalqilya, sparking minor clashes; there are no serious injuries. They also patrol near Qalqilya and Hebron. In East Jerusalem, Israeli settlers assault a number of Palestinian children in Silwan, sparking minor clashes between Israeli border guards and residents of the area; there are no serious injuries. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries. A spokesperson for the Hamas-run Health Ministry in Gaza announces that a PIJ fighter died in an “accidental explosion” this morning. Two other Palestinians were reportedly injured in the accident. (TOI 3/10; JP 3/11)

A Palestinian dies in a smuggling tunnel between Gaza and Egypt after being accidentally electrocuted. In the West Bank, IDF troops shoot and injure 2 Palestinians nr. Bethlehem in unclear circumstances. Meanwhile, Israeli troops deploy nr. a mosque n. of Bethlehem, sparking clashes with stone-throwing Palestinians; 3 Palestinians are injured and 10 are arrested. The IDF arrests 12 Palestinians during raids and house searches nr. Salfit and in and around Jenin; and patrols nr. Hebron during the day. Israeli forces demolish a small tool shop outside Yatta village nr. Hebron. Israeli settlers assault Palestinians harvesting olives nr. Nablus, causing no serious injuries, before smashing the windows and slashing the tires of their car. In East Jerusalem, Israeli forces raid a school in the Old City, accusing several students of throwing glass at them from the school’s windows. Teachers and administrators block the Israeli troops from arresting their students. Along Gaza’s border, IDF troops open fire on Palestinian shepherds working nr. al-Bureij r.c., causing no injuries. For the 2d day in a row, IDF troops open fire on Palestinians protesting along Gaza’s border nr. al-Bureij r.c., injuring 1. The violence in the West Bank continues to center on Hebron as Israeli forces deny several Palestinians access to al-Ibrahimi Mosque in the morning and raid several Palestinian homes throughout the day. Meanwhile, Israeli settlers visit the mosque; throw stones at Palestinian homes in the area. IDF troops clash with and violently disperse Palestinians protesting in 2 villages nr. Nablus and in Hebron; there are no serious injuries. The IDF patrols in 2 villages nr. Hebron and 1 nr. Ramallah; conducts late-night raids and house searches in Hebron and 5 villages, al-Fawar r.c., and al-‘Arub r.c. nearby, as well as 2 villages nr. Ramallah and Dahaysha r.c. nr. Israeli pres. Shimon Peres says he has met with Palestinian pres. Mahmud Abbas and other Palestinian officials several times in recent months to discuss resuming peace talks. The Palestinians do not comment. (WT 6/20) A previously unknown group calling itself the Mujahiddin Shura Council of Jerusalem (which claims ties to alQa‘ida) releases a video claiming responsibility for the 6/18 cross-border attack on Israel from Egypt. The video shows the 2 assailants killed by the IDF, identifying them as an Egyptian and a Saudi. (WP 6/20; NYT 6/21)

Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. Expecting retaliation, Hamas security officials vacate their bases. Israel initially issues a stern warning and carries out 1 air strike on a Palestinian rocketlaunching team nr. Dayr al-Balah, wounding 1 armed Palestinian. Late at night, however, Israeli warplanes and drones carry out 7 air strikes on Hamas targets across Gaza, seriously wounding 1 IQB mbr. The targets include a garage and a group of armed Palestinians in Gaza City, a vacant house in al-Bureij r.c., and 2 IQB training camps nr. Bayt Lahiya and Rafah. In the West Bank, Jewish settlers set fire to a mosque in the village of Jaba nr. Bethlehem and spray graffiti on its walls warning the Israeli government against evacuating the unauthorized settlement outpost of Ulpana (5 buildings, 30 families). This is the 12th mosque vandalized by Jewish settlers since 1/2011. Jewish settlers also vandalize the car of the settler leader negotiating the terms of Ulpana’s evacuation with the Israeli government. OCHA reports that in the previous week, the IDF carried out several significant demolitions in Israelicontrolled Area C: 14 residential structures and 11 animal pens in the al-Hirma bedouin community near Bethlehem (64 displaced, including 37 children); 6 seasonal residential structures in the Jordan Valley (20 displaced); 1 residential structure nr. Qalqilya; and 2 animal pens nr. East Jerusalem. (NYT, PCHR, WP, WT 6/20; OCHA 6/22)

The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Meanwhile, the next round of EU and U.S. sanctions are scheduled to go into effect as scheduled on 7/1. (NYT 6/19; NYT, WP 6/20; NYT 7/2; WT 7/4; NYT 7/5)

Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)

Lebanon releases 9 Islamists (7 Lebanese, 1 Palestinian, 1 Saudi) tied to Fatah al-Islam who were among the approximate 180 people detained during the 2007 clashes between Fatah al-Islam and the Lebanese army in Nahr al-Barid r.c. in n. Lebanon (see QU in JPS 145–46). (WT 6/20)

Quartet officials open 2 days of meetings in Israel and Ramallah aimed at reviving peace talks. Palestinian advocacy groups note “a growing disconnect between the Quartet talks and the situation on the ground.” (NYT 12/14)

Jewish settlers take over several abandoned churches in a closed military zone nr. the Jordanian border to protest Jordan’s efforts to intervene with the Israeli government over its 12/12 closure of a footbridge used by nonMuslims to reach the Haram al-Sharif/ Temple Mount; IDF troops remove them and arrest 17. Other settlers block a main West Bank road and stone passing Palestinian vehicles. Later, about 50 Jewish settlers with inside information of IDF plans to remove the Mitzpe Yitzhar settlement outpost nr. Nablus that evening attempt to prevent the evacuation by breaking into an IDF base in the West Bank, setting fires, vandalizing vehicles, clashing with troops, and stoning a senior officer; troops detain 2. PM Netanyahu vows to “act aggressively against those harming Israeli soldiers and their commanders”; DM Ehud Barak condemns both incidents as “home-grown terror.” Late at night, Jewish settler youths enter Nablus to pray at Joseph’s Tomb, but they do so without the usual coordination with and escort of the IDF and deface a mosque. Meanwhile, IDF troops make a brief incursion into c. Gaza to level land and clear lines of sight along the border fence e. of Bureij r.c., firing on surrounding areas to keep Palestinians away, wounding a farmer working his field nearby. IDF troops on the n. Gaza border fire warning shots at Palestinian and international activists staging a nonviolent protest march to the border nr. Bayt Hanun to protests Israel’s imposition of a no-go zone, causing no injuries; also fire warning shots at Palestinians scavenging for construction material in the demolished Erez industrial zone, wounding a 14-yr.-old boy. In the West Bank, the IDF makes a latenight raid on the home of Change and Reform PC mbr. Ayman Daraghmeh, arresting him (making him the 24th Hamas-affiliated PC mbr. now in detention); conducts late-night arrest raids, house searches nr. Salfit. The PA Tourism Min. launches a campaign in Bethlehem coinciding with Christmas called “Palestine Celebrating Hope.” Tourism M Kholoud Daibes says the intention is to convey to the estimated 50,000 foreigners visiting Bethlehem for Christmas “that we have hope of having our own independent state, and we need international support for that.” The initiative includes special tours of the separation wall around Bethlehem and free postcards of the Church of the Nativity, which tourists can mail at the Manger Square post office with Palestinian stamps. The White House abandons efforts to persuade Israel to impose a 90-day settlement construction freeze and takes its generous package of diplomatic and security incentives off the table. The message comes days before senior Israeli and Palestinian negotiators plan to meet in Washington for further talks on the peace process and before U.S. Secy. of State Hillary Clinton is scheduled to make a major Middle East policy statement on 12/10. (NYT, WP, WT 12/8)

The IDF makes a brief incursion e. of al-Bureij r.c. in c. Gaza to level lands along the border fence, firing on surrounding areas, causing no reported injuries. Unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF responds with air strikes on a poultry farm nr. Khan Yunis (an alleged arms cache) and at a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, IDF escorts plain-clothed individuals into Rafat village nr. Salfit in the morning; the group pauses outside the local mosque, pointing at it and taking notes. The IDF also conducts late-night arrest raids, house searches in Hebron and nr. Nablus, and patrols in Anabta village nr. Tulkarm. In Israel, 47 state-employed Israeli rabbis issue an open letter distributed in synagogues and religious journals saying that it is prohibited by the Torah to sell or rent a house or a field in the land of Israel to non-Jews. The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip. Israel seals the West Bank through 1/10 citing unspecified security concerns. The IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinians demonstrating against OCL after Friday prayers in Bayt Umar nr. Hebron (injuring 2), Hawara s. of Nablus, Hebron (injuring 4), Issawiyya, Ras al-Amud in East Jerusalem; also fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists attending weekly nonviolent demonstrations against the separation wall in Bil‘in (injuring 3 Palestinians, arresting 5), Jayyus (injuring 9, including 2 wounded by live ammunition, which is not used at the other rallies), Ni‘lin (injuring 5 Palestinians); conducts late-night house searches in Azmut nr. Nablus. Jewish settlers fr. Shilo nr. Ramallah beat and fire on 2 Palestinians collecting water at a well nr. the settlement, wounding 1. (IDF 1/9; PCHR 1/15)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The UN estimates that 20,000 Gazans have been internally displaced by the fighting. The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. International diplomacy to end OCL clicks into gear with France proposing that Israel and Hamas impose a 48-hr. humanitarian truce to try to defuse the violence and restore the Gaza cease-fire, with humanitarian groups, Egypt, the EU, the Quartet, and the U.S. opening mediation channels (see Quarterly Update). Israel’s security cabinet meets to discuss the French proposal but does not formally respond.

Israeli actions: The IDF conducts 70 air strikes on Gaza, while the Israeli navy continues shelling from the sea, killing at least 10 Palestinians and wounding 40, bringing the death toll to about 370. The IDF reports hitting 110 individual sites, with primary targets being tunnels on the Rafah border, suspected weapons factories and rocket-launching sites, civil and naval police stations, and groups of resistance mbrs. In Gaza City, at least 20 air strikes hit Haniyeh’s offices, PA Interior Min., and main PA government complex in Gaza City, all of which had been targeted previously; 1 air strike hits an ambulance, killing 1 paramedic, seriously wounding a doctor and the driver. Part of Gaza’s main power grid is also hit, cutting all power to Gaza City. A fuel depot in Rafah is destroyed. In al-Bureij r.c., a mosque and health clinic are hit. In Khan Yunis, a money exchange is destroyed. At least 7 homes across the Strip are targeted. Target locations include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City, Jabaliya town and r.c., Khan Yunis, al-Maghazi (c. Gaza), al-Mughraqa, al-Qarara, Rafah. The IDF launches a YouTube channel to broadcast declassified videos of its operations in Gaza, “other footage of interest to the international community” (JPI 1/8) and begins regular briefings for Internet bloggers worldwide.

Palestinian actions: Palestinians fire 41 rockets, 10 mortars into Israel, damaging 1 home in Sederot and causing several light injuries (excluding shock); 1 rocket lands in Beersheba, 25 mi. fr. the Gaza border, marking the farthest strike to date; 2 other long-range rockets land in Ashdod. Humanitarian notes: Israel allows 93 trucks into Gaza (50 carrying medical supplies and food donated by aid groups; 43 carrying commercial goods), but Gaza City’s Shifa Hospital says it is out of 150 kinds of medicine and 230 other medical supplies, including gloves, scissors, sterilization equipment, nitrogen for anesthesia. Fuel shipments are still cut off; Gaza’s power plant shuts down for lack of fuel. In the West Bank, a Palestinian worker in Mod’in Ilit settlement, angry over Israel’s war on Gaza, stabs, wounds 4 Jewish settlers before being shot and wounded by a paramedic who arrives on the scene. The IDF fires live ammunition, rubber-coated steel bullets, percussion grenades, tear gas at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, wounding 3 (including teenagers ages 13, 14); makes simultaneous afternoon incursions into Beita and Hawara villages nr. Nablus, imposing curfews through 12/31; conducts simultaneous late-night raids, house searches on 4 villages nr. Jenin, firing on residential areas in all cases, causing no injuries and arresting only 1 teenager; conducts late-night arrest raids, house searches in Abu Dis and Jalazun r.c. nr. Ramallah, and nr. As Israel continues widespread air and naval bombardment of Gaza for a 3d day, Israeli DM Barak declares “all-out war” on Hamas. The IDF declares a 2-mi. buffer zone around the Strip a closed military zone and continues amassing tanks and troops there, indicating further preparations for a ground invasion. Israeli military officials speaking anonymously say they have expanded the IDF’s target list to include Hamas’s support network and symbols of Hamas power, stating that “there are many aspects of Hamas, and we are trying to hit the whole spectrum, because everything is connected and everything supports terrorists against Israel” and that “anything affiliated with Hamas is a legitimate target.”

Israeli actions: The IDF reports hitting 100 sites today, including more Islamic University buildings (including the engineering dept., library); homes and offices of Hamas leaders; PA government buildings (including the Interior Min., Finance Min., Foreign Min., Labor Min., Construction and Housing Min., and a PA presidential guest house); Bani Suhayla’s municipal building; the alZawiyya Mosque in Jabaliya r.c. and Omar Bin al-Khattab Mosque in al-Bureij r.c.; more civil and naval police stations; more tunnels along the Rafah border; the headquarters of Hamas’s al-Aqsa TV; Gaza’s port (for a 2d day); and 1 Izzeddin al-Qassam Brigades training site. Just before strikes on Rafah, Israeli Military Intelligence makes 10,000 automated calls to Rafah residents warning of pending air strikes, breaks into Palestinian radio broadcasts to urge residents across Gaza to move to city centers. Palestinian medical officials report at least 364 Palestinians dead, 1,500 wounded since 12/27.

Palestinian actions: Palestinians fire 66 rockets, 14 mortars into Israel (twice as many as in the previous 24 hrs.), killing 3 Israeli civilians (1 each in Nahal Oz, Ashdod, Ashqelon; 1 of them an Israeli Palestinian) and wounding 5 (3 of them Israeli Palestinians), with 2 rockets hitting 23 mi. north in Gan Yavne/Ashdod. A Palestinian mortar hits an IDF base in Netivot, s. and e. of the Nahal Oz crossing, killing 1 IDF soldier (a Druze), seriously wounding 1, lightly injuring 4. The Israeli toll stands at 4–5 dead, about 20 injured. Reports circulate (e.g., NYT 12/30) of Hamas gunmen executing at least 5 accused collaborators with Israel inside hospitals; the 5 had been jailed for collaboration and transferred to hospitals after being wounded in IDF air strikes on jails.

Humanitarian notes: Israel allows 40 truckloads of humanitarian aid into Gaza; Egypt allows 23 truckloads of emergency goods in, some wounded out through Rafah. International aid groups (including Amnesty International, the UN) say aid transfers are insufficient, warn that the death toll is rising in part because of lack of medicines and medical supplies, food, and fuel.

Of note: One Israeli air strike heavily damages the UN Special Coordinator’s Office (UNSCO) headquarters in Gaza City, prompting the UN to issue a formal complaint. Egyptian TV reports that captured IDF Cpl. Gilad Shalit has been wounded in an Israeli air strike in recent days; Hamas does not comment. IDF troops on the Gaza border e. of al-Bureij r.c. fire on Hamas mbrs. along the border fence, killing 1 Hamas mbr., then fire on Palestinians who attempt to evacuate his body, wounding 2 civilians; fatally shoot an unarmed Palestinian who strays nr. the border fence nr. Bayt Hanun. The IDF also sends tanks, armored vehicles, bulldozers into the Erez industrial zone and into Gaza nr. the Kerem Shalom crossing to level land. In the West Bank, the IDF raids, searches a school in Hebron, making no arrests; conducts arrest raids, house searches in al-Arub r.c. and nr. Hebron, Tulkarm. Israel’s Internal Security Min. bans the East Jerusalem–based National Commission Against Social Problems fr. holding its annual mtg. on the grounds that it is affiliated with the PA, which is barred fr. conducting official business in the city. Jewish settlers fr. Efrat and El Azara set fire to a 700-yr.-old mosque in nearby al-Khadir. Jewish settlers place 2 mobile homes on Palestinian land in Bil‘in that the Israeli High Court ruled on 9/4/07 should be returned to the village, attack local Palestinians who attempt to stage a sit-in to block them; Israeli police remove the settlers. In Gaza, Fatah-Hamas clashes continue overnight, leaving at least another 3 Palestinians dead and 30 injured. IDF troops on the Gaza border fire on Palestinian agricultural areas e. of Khan Yunis, sparking a fire that destroys a wheat field; discover, disarm a roadside bomb nr. the former Kissufim crossing e. of Khan Yunis. The Israeli navy fires on Palestinian fishing boats off the Bayt Lahiya coast, forcing them to return to shore. In the West Bank, the IDF makes a predawn raid on Nablus, firing on residential areas and exchanging fire with Palestinian gunmen who confront them, shooting and wounding a pregnant Palestinian woman inside her home, causing her to lose her baby; 2 armed Palestinians, 1 IDF soldier are also wounded. The IDF also conducts arrest raids, house searches nr. Bethlehem (targeting the AMB) and in Balata r.c., Tulkarm; issues stop-work orders for 10 Palestinian homes, a mosque in villages nr. Israel’s Jerusalem Construction and Planning Comm. approves plans to build 3 new ultra-Orthodox settlements on the outskirts of occupied East Jerusalem to create territorial unity btwn. Jerusalem and Gush Etzion s. of Bethlehem and btwn. Jerusalem and Beit El n. of Ramallah; the plans call for 20,000 housing units in the new settlements, plus 500 new units for settlers in Abu Dis. Israel allows the Rafah crossing to Egypt to open for departures for the 1st time since 3/6, sparking a surge by 100s of Palestinians seeking to exit that leaves a 61-yr.-old Palestinian dead; PA presidential guardsmen controlling the exit use clubs, fire at the ground to push back travelers seeking to exit, wounding 7 and prompting the European Union (EU) observers to close the crossing. The IDF also sends bulldozers into Gaza e. of Bureij r.c. to level land. Palestinians shut the Sufa crossing to protest the attack today on the Palestinian director of the crossing by unknown gunmen (no injuries reported). In the West Bank, the IDF storms a mosque, several houses in Hebron nr. the settler-only bypass road Route 60, threatening to demolish the mosque if there were any more stone-throwing from the area (the IDF cmdr. involved is later suspended for his actions); fires on stone-throwing Palestinians in Tubas nr.
