In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. Israeli PM Netanyahu holds talks with UN Secy.-Gen. Ban Ki-moon. Netanyahu compares Hamas to ISIS, in reference to the group’s 8/22 execution of collaborators, and blames the group for the latest escalation in violence. (AJ, HA, REU 8/23)

In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. Israeli PM Benjamin Netanyahu arrives in Russia for talks with Pres. Vladimir Putin about the peace process and regional developments, including Syria. Netanyahu asks Putin not to supply S-300 anti-aircraft missiles to Bashar al-Asad’s regime. (HA 5/14)

The International Criminal Court’s prosecutor Fatou Bensouda says she will open a preliminary examination into Israel’s 2010 attack on the Gaza-bound Mavi Marmara aid flotilla, following a referral from Comoros, to which one of the vessels raided was registered. (REU 5/14)

Thousands of Palestinians hold Nakba Day rallies in cities across the West Bank; the IDF violently disperses protesters in al-Khader, causing no serious injuries. The IDF also patrols in al- ‘Arub r.c. nr. Hebron, injuring 1 Palestinian in clashes. Jewish settlers uproot around 150 trees south of Nablus and also set fire to Palestinian agricultural lands in Bayt Furik village nr. Nablus. There is also a ‘‘price tag’’ attack in in Umm al-Qutuf village in Wadi Ara, a Palestinian village inside the Green Line, in which suspected Jewish extremists vandalize a mosque and 3 vehicles. Fatah and Hamas representatives hold reconciliation talks in Cairo. Hamas official Moussa Abu Marzouq says the sides have pledged to complete formation of a long-anticipated unity government within 3 months (see QU 168 for details). (JP, MNA 5/14)

Egypt’s upper house holds a special session to discuss recent clashes (5/7) in al-Aqsa Mosque and demands the immediate expulsion of Israeli ambassador Ya’akov Amitai in protest, but the government takes no immediate action. (ToI 5/14)

Israeli and Palestinian officials issue opposing statements on the content of Israel’s principles on borders presented in the Jordanian-sponsored exploratory talks last quarter. Israeli officials say the principles “effectively means a withdrawal from 90% of the West Bank,” similar to proposals made by Israel at the 2008 Annapolis conference. Palestinian officials counter that Israel never presented maps or discussed percentages, stating “If they wanted to say 90% they should have said 90%.” (WT 2/24)

Jerusalem Post reports that Naftali Bennett, former head of PM Netanyahu’s office and a former head of the YESHA settlers council who has recently launched a new group called One State Israel, has started circulating his proposed solution to the Israel-Palestine conflict to Israel’s political and military elites, who reportedly give it “high praise.” His “Israel Stability Initiative,” which he describes as “a practical plan for managing the . . . conflict,” calls for: (1) Israel unilaterally extending sovereignty over West Bank area C (60% of the West Bank); (2) granting citizenship to the 50,000 (by his estimate; as of 8/2011, OCHA put the figure at 150,000) Palestinians in Area C; (3) full PA “autonomy” in and freedom of movement among West Bank areas A and B; (4) no right of return for Palestinian refugees and no access for Palestinian refugees to areas under PA control; (5) a “full Israeli security umbrella” covering all of the West Bank; (6) the permanent separation of Gaza from the West Bank; and (7) heavy Israeli investment in economic projects in the West Bank that reinforce separation, such as joint industrial zones and separate road networks. Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. In retaliation, Israeli warplanes and IDF troops on the s. Gaza border fire on open areas e. of Khan Yunis, causing no reported injuries. Late at night, after unidentified Palestinians fire another 2 Qassam rockets into Israel (causing no damage or injuries), Israeli warplanes make 3 air strikes on a group of armed Palestinians operating nr. Gaza City and on a Hamas training base in n. Gaza, causing no reported injuries. In the West Bank, IDF troops nr. Hebron uproot 690 trees and bulldoze 22 dunams (d.; 4 d. = 1 acre) of agricultural land, a well and water tank, and 800 meters (m) of fence surrounding the fields, located in Surif village; and demolish a mosque, a school, and 19 shelters in Khirbat Janba bedouin community; conducts daytime patrols in Qalqilya, Tulkarm, 4 villages nr. Ramallah, and 1 nr. Jenin (accidentally damaging 1 home and a water network when an IDF vehicle gets stuck); conducts afternoon and evening patrols in Qalqilya and 1 nearby village, Tulkarm and 3 nearby villages, and 1 village nr. Salfit; conducts late night patrols nr. PA pres. and Fatah head Abbas holds separate meetings in Cairo with Hamas leader Mishal and Hamas’s acting PM in Gaza Ismail Haniyeh (marking their 1st meeting since 2007). Afterward, Fatah officials stated (Jerusalem Post 2/26) that Abbas has agreed to Mishal’s request to suspend talks on implementation of the 5/2011 Fatah-Hamas unity deal until Hamas resolves its internal disputes. Hamas leader Mishal and PA pres. and Fatah head Abbas meet for 2 hrs. in Cairo to hold the 1st detailed talks since 8/2011 on implementing their 5/2011 national unity deal (see QU in JPS 161). They approve a 2-page document (leaked to AFP on 11/24, which publishes excerpts, but not released publicly) reiterating their commitment to the main elements of the 5/2011 accord, agreeing to observe a truce in the West Bank and Gaza Strip (including halting political arrests), vowing to increase “popular resistance” to oppose Israel’s settlement expansion and construction of the separation wall, and pledging that the factions would agree on the “style” of popular resistance and form “a framework to direct it.” In an interview with AFP later in the day, Mishal clarifies that Hamas believes in both armed and popular resistance, stating “armed struggle is our right. How we use it, and when we use it, is something different.” Mishal and Abbas fail, however, to resolve key issues regarding composition of an interim unity government and elections. Though both call the meeting positive, sources say (e.g., WP 11/25) that the meeting “raised new questions about whether the rivals are serious about working together or just going through the motions.” (AFP 11/24; NHR, NYT, WP, WT 11/25; WP 12/22)

IDF troops on the n. Gaza border fire warning shots at Palestinian farmers working their fields nr. the no-go zone, forcing them to flee. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them back to shore. In the West Bank, the IDF troops operating in the Hebron area demolish a mosque, 2 Palestinian homes, a rabbit farm, and a generator and block up a cave used as an agricultural storeroom in Yatta village; demolish 1 Palestinian home, 3 wells, and 3 agricultural storehouses in Ithna village; bulldoze a residential tent and an animal pen in Khirbat Susia. The IDF also patrols in 5 villages nr. Jenin (1 village is entered twice; 3 villages are entered simultaneously) and 3 villages nr. Qalqilya (2 villages are entered simultaneously). Israel announces it has signed a prisoner swap agreement in Cairo with Hamas, which agreed to free IDF soldier Gilad Shalit (captured on the Gaza border in 6/2006). In return, Israel will release around 1,027 Palestinian prisoners in 2 stages: the 1st 450 Palestinians would be exchanged for Shalit within a wk.; the remaining 550 or so Palestinians would be freed within 2 mos. In Gaza, 1,000s pour into the streets to celebrate. (NYT, WP, WT 10/12; NYT, WP 10/13; NYT 10/17, 11/6)

Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, IDF troops in Hebron violently beat a group of Palestinian children and teachers who refuse new IDF demands to submit to searches before crossing a permanent checkpoint in al-Shuhada Street to reach the Cordoba Elementary School, moderately injuring 7 children (ages 10–15). The IDF also demolishes a newly constructed mosque in Khirbat Yazra nr. Tubas; demolishes 2 Palestinian homes and an animal pen belonging to a bedouin family outside Qalqilya; conducts synchronized latenight patrols in 2 villages nr. Qalqilya. In Cairo, reps. of 15 small Palestinian factions initial the national unity deal agreed by Fatah and Hamas on 4/27. Fatah and Hamas plan to sign the text on 5/4. (WP, WT 5/4)

In the West Bank, Jewish settlers illegally enter Nablus to pray at Joseph’s Tomb and refuse to leave, barricading themselves inside the tomb and sparking stone-throwing clashes with Palestinians. The IDF conducts late-night arrest raids, house searches in Hebron, arresting Hamas-affiliated fmr. PC mbr. Issa alJabari. Palestinians report the arson of a mosque in Hawara nr. Nablus, blaming Jewish settlers. OCHA reports that since 4/27, 3 Gazan children have been injured when they accidentally triggered unexploded IDF ordnance (UXO). (WP 5/4; PCHR, WJW 5/5; OCHA 5/6)

In the West Bank, the IDF patrols in Bayt Dajan village nr. Nablus in the morning, photographing several homes, the local council building, and a mosque; patrols in 2 villages nr. Ramallah, firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing youths in 1 incident, causing no serious injuries; patrols in 2 villages nr. Tulkarm in the afternoon, checking Palestinian IDs but making no arrests. (PCHR 2/17; OCHA 2/18)

Early in the day, Egyptian military and ruling party officials announce that Mubarak will make a televised address later in the day and “meet the demands of the protesters.” The statement’s title, “communiqué no. 1 of the army command,” and accompanying TV footage showing DM Field Marshal Hussein Tantawi and military chief of staff Gen. Anan chairing a meeting of senior army officers without Mubarak or Suleiman present spark rumors that the military has staged a coup. Raising expectations, Gen. Anan and Gen. Hassan al-Roueini (military cmdr. of Cairo) separately go to Tahrir Square to tell protesters that “all your demands will be met today.” When Mubarak gives his statement, however, he only turns over powers to Suleiman temporarily and makes some constitutional amendments, but vows again not to step down before his term expires and that he will oversee the reform process. Suleiman follows with a separate speech telling Egyptians to “go back home and to work. Do not listen to foreign[ers] whose aim is to . . . weaken Egypt.” The immediate reaction of protesters listening to the addresses in Tahrir Square is deep anger and frustration, with demonstrators chanting “Leave! Leave! Leave!” as Mubarak’s speech unfolds. Senior military officers soon after tell the Egyptian press that the speeches were not seen in advance by the Supreme Council of the Egyptian Armed Forces and were “in defiance of the armed forces.” (AP, Huffington Post, NYT, WP 2/10; NYT, WP, WT 2/11)

Mbrs. of the Popular Front for the Liberation of Palestine (PFLP) claim responsibility for firing 2 manufactured Grad rockets fr. Gaza into Israel; the missiles hit nr. Netivot, causing no damage or injuries. Egypt allows a token delegation of around 85 international activists to cross into Gaza to demonstrate with Gazans for an end to Israel’s siege, while in Cairo, Egyptian authorities disperse another 1,000 international activists calling on Egypt and Israel to open the Gaza border. Inside Israel, about 1,000 Israeli Palestinian and Jewish peace activists march to the Erez crossing in solidarity with the internationals in Egypt. Israeli police arrest a Jewish settler teenager connected to the outlawed right-wing group Kahane Chai suspected in the 12/11 arson of a mosque in Yasuf. In the West Bank, the IDF demolishes 2 animal shelters on a Palestinian farm located nr. an unauthorized Israeli settlement outpost northeast of Hebron, saying they had been erected illegally; conducts late-night arrest raids, house searches nr. Hebron. Jewish settlers fr. Shavei Shomron and Einav settlements set up an outpost on a hill nr. Nablus overlooking the spot where a settler was ambushed and killed on 12/24. Jewish settlers at another settlement outpost northwest of Hebron raze 1,500 d. of surrounding Palestinian agricultural land, saying they plan to build a park and swimming pools.
