The PA denies reports that Pres. Abbas is considering postponing the UN bid and confirmed that he will submit the resolution for a vote later in 11/2012. Israeli fin. min. In the Gaza Strip, armed Palestinians fire an anti-tank missile at an IDF jeep on the border, injuring 4 soldiers. The IDF shells a residential area nr. Gaza City in response, killing 4 Palestinian civilians, including 2 teenagers, and wounding 38 Palestinians (1 of whom subsequently dies of their wounds). The IDF also fires 2 shells at a village nr. Khan Yunis, injuring 11 civilians; makes an air strike on a group of Islamic Jihad mbrs., killing 1. Unidentified Palestinians then fire around 30 rockets and mortars into Israel, causing no injuries. In the West Bank, the IDF patrols in 1 village nr. Hebron, firing tear gas at stonethrowing Palestinians; conducts house search and arrest raids in 1 village nr. Qalqilya in the afternoon and in 1 village nr. Jenin at night. Palestinian newspaper al-Quds alArabi reports that PA pres. Abbas has sent letters to world leaders, including U.S. pres. Obama and the heads of EU mbr. states, to ask that they back the Palestinian bid for non-member status at the UNGA. (JP 10/28)

The Israeli military carries out an air strike nr. Khan Yunis, killing 1 armed Palestinian, wounding another. PRC mbrs. fire a Grad rocket that lands nr. Beersheba, causing no injuries. Unidentified Palestinians fire another 2 rockets into Israel late at night, causing no injuries. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. An estimated 160 Palestinians have died in the tunnels since 2006. In the West Bank, the IDF arrests the secy.-gen. of the Palestinian parliament, Mahmud al-Ramahi, at the Huwwara checkpoint nr. The IDF assassinates 3 Palestinian fighters in 2 separate air strikes on Khan Yunis in the morning and Dayr al-Balah in the afternoon; 2 of those killed are identified as members of the Popular Resistance Comm. (PRC), which vows to retaliate. In the West Bank, the IDF arrests a number of teachers en route to work in 1 village nr. Hebron; patrols in 1 village nr. Ramallah and 1 village nr. Hebron in the afternoon (in the latter’s case confiscating a tractor); arrests a Palestinian working on his land nr. Hebron in the afternoon; conducts house searches and arrest raids in 1 village nr. The UN’s Middle East envoy Robert Serry says that he is alarmed by attacks perpetrated by Jewish settlers against Palestinian farmers and farmland in the West Bank. (ToI 10/14)

Israeli and Palestinian officials issue opposing statements on the content of Israel’s principles on borders presented in the Jordanian-sponsored exploratory talks last quarter. Israeli officials say the principles “effectively means a withdrawal from 90% of the West Bank,” similar to proposals made by Israel at the 2008 Annapolis conference. Palestinian officials counter that Israel never presented maps or discussed percentages, stating “If they wanted to say 90% they should have said 90%.” (WT 2/24)

Jerusalem Post reports that Naftali Bennett, former head of PM Netanyahu’s office and a former head of the YESHA settlers council who has recently launched a new group called One State Israel, has started circulating his proposed solution to the Israel-Palestine conflict to Israel’s political and military elites, who reportedly give it “high praise.” His “Israel Stability Initiative,” which he describes as “a practical plan for managing the . . . conflict,” calls for: (1) Israel unilaterally extending sovereignty over West Bank area C (60% of the West Bank); (2) granting citizenship to the 50,000 (by his estimate; as of 8/2011, OCHA put the figure at 150,000) Palestinians in Area C; (3) full PA “autonomy” in and freedom of movement among West Bank areas A and B; (4) no right of return for Palestinian refugees and no access for Palestinian refugees to areas under PA control; (5) a “full Israeli security umbrella” covering all of the West Bank; (6) the permanent separation of Gaza from the West Bank; and (7) heavy Israeli investment in economic projects in the West Bank that reinforce separation, such as joint industrial zones and separate road networks. Late at night, after unidentified Palestinians fire another 2 Qassam rockets into Israel (causing no damage or injuries), Israeli warplanes make 3 air strikes on a group of armed Palestinians operating nr. Gaza City and on a Hamas training base in n. Gaza, causing no reported injuries. In the West Bank, IDF troops nr. Hebron uproot 690 trees and bulldoze 22 dunams (d.; 4 d. = 1 acre) of agricultural land, a well and water tank, and 800 meters (m) of fence surrounding the fields, located in Surif village; and demolish a mosque, a school, and 19 shelters in Khirbat Janba bedouin community; conducts daytime patrols in Qalqilya, Tulkarm, 4 villages nr. Ramallah, and 1 nr. Jenin (accidentally damaging 1 home and a water network when an IDF vehicle gets stuck); conducts afternoon and evening patrols in Qalqilya and 1 nearby village, Tulkarm and 3 nearby villages, and 1 village nr. Salfit; conducts late night patrols nr. PA pres. and Fatah head Abbas holds separate meetings in Cairo with Hamas leader Mishal and Hamas’s acting PM in Gaza Ismail Haniyeh (marking their 1st meeting since 2007). Afterward, Fatah officials stated (Jerusalem Post 2/26) that Abbas has agreed to Mishal’s request to suspend talks on implementation of the 5/2011 Fatah-Hamas unity deal until Hamas resolves its internal disputes. In the morning, IDF troops on the n. Gaza border w. of the Erez crossing direct gunfire and 1 artillery shell at open areas around the former Nisanit settlement site, causing no reported injuries. IDF troops on the n. Gaza border nr. Bayt Lahiya launch 4 artillery shells at open areas near the border, causing no reported injuries. Late at night, Israeli warplanes make a total of 7 air strikes on greenhouses and open areas nr. the Bayt Lahiya border in the north, a suspected weapons factory in c. Gaza, and a smuggling tunnel on the Rafah border, causing no injuries. A Palestinian civilian dies of injuries sustained in a 11/14/01 IDF air strike on a UNRWA school in Khan Yunis. In the West Bank, the IDF demolishes 9 Palestinian stores in al-Oja village in the Jordan Valley, n. of Jericho; conducts late-night arrest raids, house searches in and around Ramallah (where they target the home of Hamas-affiliated Reform and Change PC mbr. ‘Abd al-Jabir Fuqaha, arresting him, summoning his son for interrogation, and confiscating his computer, phone, and files), in Nablus, and nr. Hebron; conducts late-night patrols in 1 village nr. Qalqilya (summoning 3 Palestinians for interrogation). In East Jerusalem’s Shaykh Jarrah neighborhood, Israeli security forces raid the International Committee of the Red Cross (ICRC) office and a protest tent outside, detaining Hamas-affiliated PC mbrs. Muhammad Toutah and Khalid Abu Arafa, who had been living at the ICRC offices since 6/2010 to protest Israel’s 9/2009 decision to revoke their Jerusalem IDs on the grounds that they are affiliated with a “terrorist organization” (i.e., Hamas); Israeli authorities expel them to the West Bank. Hamasaffiliated PC mbr.
