In the West Bank, Israeli settlers raid Burin, setting fire to a vehicle and attacking homes. Israeli settlers also seize and occupy dozens of residential caves in Tuqu’, ‘Arab al-Rashayida, Kaysan, Za’atra, and Bayt Ta’mar. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. Israeli forces also fatally shoot a member of the PA security forces during a raid in Nur Shams refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian man and demolish 2 homes and a barbershop, displacing 12 people during a raid in Qalqilya. Israeli forces also shoot and injure 8 Palestinians, including 2 children, at a checkpoint in Qalandia and in Bayt Liqya, Qiffin, and Nablus. Meanwhile, Israeli forces assault 2 Palestinians during raids in Dheisheh refugee camp and Beita. Israeli forces also demolish a greenhouse in al-Jalama. Israeli forces arrest 48 Palestinians during late-night raids in and around Hebron, Bayt Awa, Dura, Bayt Rima, Jalazone refugee camp, Beitin, Zababdeh, and Nablus, including 25 students at an-Najah University in Nablus. In Ra’anana, Israeli police arrest 2 Palestinians from Hebron, saying they rammed and stabbed 13 Israelis, killing 1 of them. Israeli forces subsequently raid the family homes of the 2 Palestinians in Bani Na’im and Bayt ‘Amr, taking measurements for punitive demolitions; tear-gas related injuries are reported in both places as Palestinians resist the raids. In Gaza, telecommunications services are down for the fourth day in a row. Israeli forces bomb Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Maghazi, killing at least 132 people. An Israeli soldier is killed in combat. Rockets are fired at Israel; no damage is reported. In Lebanon, Israeli forces conduct airstrikes on Maroun al-Ras. Rockets are fired at Israel; no damage is reported. In the Red Sea, Houthi forces attack a U.S.-owned container ship, causing damage. In Iraq and Syria, the Iranian Revolutionary Guard Corps attack what it calls a Mossad espionage headquarters near Erbil with ballistic missiles, killing 4 and injuring 6 others and alleged ISIS perpetrators of terrorist operations in Iran in eastern Syria. More than 24,100 Palestinians have been killed by Israeli forces in Gaza, including at least 16,870 women and children, and around 60,834 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 348 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 87 children. More than 4,197 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 186 Israeli soldiers have been killed and 1,113 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 108 trucks carrying aid enter Gaza via the Rafah crossing. Israel’s military says it has withdrawn an army division from Gaza, leaving 3 combat divisions in the area. The military also transfers the Duvdevan unit from Gaza to the West Bank as Israeli military officials say the West Bank is “on the brink of an implosion.” (AJ, HA, HA 1/15)

The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. Israeli opposition leader Yair Lapid claims Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant are not speaking to each other. Gallant reportedly stormed out of a cabinet meeting this weekend after 1 of his aides was refused entry. (AJ, HA 1/15)

In the West Bank, 1 Palestinian man succumbed to injuries sustained from Israeli forces in Tell on 11/1. Israeli settlers shot and injured 1 Palestinian in Shu’fat refugee camp. Israeli settlers also destroyed a water pipeline to Beit Lid, cutting off the town’s access to water. Israeli forces shot and killed 9 Palestinians during raids in Jenin refugee camp, Budrus, Qalandia refugee camp, Hebron, and Fawwar refugee camp, including 1 child and 2 others in a drone strike on Jenin refugee camp. Israeli forces also shot and injured 19 people during raids in Jenin refugee camp, Fawwar refugee camp, and Qalandia refugee camp. In East Jerusalem, Israeli forces used tear gas and water cannons to prevent Palestinians from entering the Haram al-Sharif compound. In Gaza, at least 196 Palestinians were killed and 605 injured in Israeli airstrikes. Israeli forces attacked an ambulance outside of al-Shifa Hospital, killing at least 15 and injuring 60 others. Israel also attacked the Indonesian and al-Quds hospitals and the office of Agence France-Presse in Gaza City, causing significant damage. Israel said it assassinated Hamas member Mustafa Dalul in an airstrike. 4 Israeli soldiers were killed in Gaza. U.S. MQ-9 Reaper drones circled Gaza, reportedly gathering intelligence on the whereabouts of the captives held by Hamas. The New York Times said the U.S. drones have been flying over Gaza since 10/28. Rockets were fired at Israel, causing damage. In Lebanon, Israel killed 1 person it said was a member of Hezbollah and attacked several areas in South Lebanon. 2 Israeli soldiers were injured in a drone attack in the Golan Heights. The Ministry of Health in Gaza said at least 9,257 Palestinians have been killed, including 3,826 children and 2,405 women, and 23,516 have been injured in Israeli airstrikes on Gaza since 10/7. At least 1,800 people, including 940 children, have been reported missing. 144 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 40 children. More than 2,300 people have been injured. Around 1,400 Israelis, including foreign nationals, have been killed and 5,431 injured since 10/7. Over 1.5 million Palestinians, more than half the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. 17 wounded Palestinians were transferred to Egyptian hospitals via the Rafah crossing. Between 300 and 400 foreign passport holders left via the Rafah crossing. The evacuation efforts were halted after the Israeli attack on the ambulance outside of al-Shifa Hospital. 47 truckloads of aid entered Gaza. Israel reconnected 2 water pipelines to Gaza. Israeli prime minister Benjamin Netanyahu continued to invoke biblical history, referring to Palestinians as Amalek and the “sons of darkness,” in a letter to Israeli soldiers. (HA 11/3)

U.S. secretary of state Antony Blinken arrived in Israel, saying he would push the Israeli government to agree to humanitarian pauses to allow aid into Gaza and to facilitate a release of the captives. After the meeting, Netanyahu issued a statement saying Israel will continue to attack Gaza with “all of its power” and not agree to a temporary ceasefire that does not include a return of all of the captives. In the West Bank, Israeli settlers assaulted Palestinian shepherds near Kisan, causing injuries. Israeli settlers from the Mitzpe Yair settlement outpost killed 10 Palestinian-owned sheep in the Masafer Yatta area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near al-Bireh, injuring 4 Palestinians and causing damage. Israeli settlers also raided Deir Balut, throwing stones at Palestinian homes and vehicles, causing damage. Israeli forces shot and killed 1 Palestinian man during a raid in ‘Azzun. Israeli forces also raided al-Arroub refugee camp, injuring 1 with live ammunition and others with tear gas. In Tel Aviv, thousands of Israelis protested against the Israeli government for the fourteenth  Saturday in a row. Israeli defense minister Yoav Gallant extended the closure of West Bank and Gaza crossings until the evening of 4/12, citing the killing of 3 Israelis and 1 foreigner on 4/7. Palestinians with special permits for access to the Haram al-Sharif compound and for work in Israel were also affected by the closure. Gallant also ordered Israeli soldiers to assist Israeli police in central Israel. (HA 4/8)

Lebanese prime minister Najib Mikati said that his government will file a complaint with the UN secretary general and the UN Security Council over the Israeli attacks on Lebanon on 4/6. In the West Bank, Palestinians threw stones at an Israeli settler vehicle, setting it on fire after the settler couple fled the scene. Israeli settlers attacked a Palestinian shepherd near Yatta, injuring his foot. Israeli settlers also set up a mobile home and water tanks near Nabi al-‘Awja. Israeli forces issued orders that it will seize 20 dunams (4.95 acres) of Palestinian-owned land for a military zone near Ni‘lin. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, Kafr Ni‘ma, Beit Liqya, Nablus, and Hebron; 6 were injured during the raids in Dheisheh refugee camp and Kafr Ni‘ma. In East Jerusalem, Israeli police violently removed Palestinian worshipers at the Haram al-Sharif compound, including in al-Aqsa Mosque, injuring 19, including 3 with baton rounds and arresting 450. 397 of the Palestinians detained were released by 4/6 but banned from entering the compound for 1 week, 47 were transferred to the Ofer prison, and 6 continued to be held in Jerusalem. Israeli police also caused damage to property inside of the mosque, including at the health clinic, smashing windows and causing damage from stun, tear gas, and smoke grenades. Israeli police claimed that 1 officer was injured in the leg by a stone thrown at him. Israeli forces also shot and injured 1 Palestinian minor near Silwan. In Israel, 2 Israeli soldiers were stabbed and injured near an army base at the Tzrifin junction, 1 Palestinian man was arrested for the attack. Israel’s Channel 12 reported on a leaked phone call between Israeli national security minister Itamar Ben-Gvir and police commissioner Kobi Shabtai in which Shabtai tells Ben-Gvir that it is in the nature of Palestinian citizens of Israel to kill each other. Shabtai told Ben-Gvir that there is nothing they can do about the high murder rate among Palestinian citizens of Israel, “[t]hey kill each other. That is their nature. That is the mentality of the Arabs.” MK Ayman Odeh, leader of the Hadash party, called on Shabtai to resign while MK Mansour Abbas, leader of the United Arab List, called on him to apologize. In the West Bank, Israeli forces raided the home of Hassan Yousef, a member of the PLC for Hamas, in Beitunia and arrested him. Israeli forces also raided Rummana, dispersing Palestinians protesting the raid with tear gas. Elsewhere, Israeli forces delivered a demolition order for a house under construction in Nahalin. Israeli forces had arrested and severely beaten a man during a late-night house raid in Qalqas; the man was later admitted to a hospital in Beersheba. 2 others were arrested during late-night raids. In East Jerusalem, 20 Israeli settlers vandalized 12 Palestinian-owned vehicles in Bab al-Zahara. 1 Palestinian was arrested in Isawiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Jabalia refugee camp and 6 nautical miles north of Rafah; no injuries were reported. In Lebanon, 4 people were killed and 7 injured during a shootout in the Burj el-Shemali refugee camp. The event unfolded during the funeral procession for 1 person who was killed during an explosion in the camp on 12/10. There were differing reports of the events, including 1 that said the shooting was between Hamas and Fatah members. Hamas claimed that the killings were ordered by the PA. Israeli prime minister Naftali Bennett arrived in the UAE for meetings with UAE foreign minister Abdullah bin Zayed Al Nahyan and later, on 12/13, with Crown Prince Mohammed bin Zayed Al Nahyan. This marked the 1st time an Israeli prime minister visited the UAE, planned since the normalization deal between the 2 countries in 2021 but postponed due to the COVID-19 pandemic. The Washington Post reported that Israel had conducted air strikes in Syria on 3/5/2020 and 6/8/2021, allegedly to counter Syria’s chemical weapons program. (TOI, WP 12/13; HA, MEMO 12/14)

Administrator of USAID Samantha Power said during a speech at a gala hosted by the Alliance for Middle East Peace that aid to Palestinians suffers under politicization, which makes it controversial. Administrator Power said that aid to Palestinians had broad consensus for decades but that that consensus had been waning. (HA 12/12)

In the West Bank, Israeli settlers threw stones at Palestinians driving near Silat ad-Dhahr. Israeli forces delivered stop-work notices for 9 houses in al-Ramadin and Arab Abu Farda near Qalqilya and demolished 2 agricultural structures in Tarqumiyah. Israeli forces also violently dispersed Palestinian protesters in Hebron, causing tear-gas related injuries. 9 Palestinians were arrested during late-night raids in Jalazun refugee camp, Beitunia, Silwad, Rantis, Tulkarm, Jannatah, and Beit ‘Anan; Israeli forces violently dispersed Palestinians protesting the raid in Beit ‘Anan with live ammunition and tear gas and no injuries were reported. In Gaza, Israel said it had downed a drone belonging to Hamas, which crashed into the sea. Islamic Jihad charged the PA with creating division among Palestinians by arresting its members in the West Bank. It was unclear when and how many members of Islamic Jihad the PA had arrested. (MEMO 11/9)

PA prime minister Mohammed Shtayyeh met with a bi-partisan group of senators led by Chris Coons (D-DE) in Ramallah. The group discussed reopening the consulate to Palestinians in Jerusalem and U.S. aid to Palestinians. (WAFA 11/8; TOI 11/10)

In Syria, Israeli forces conducted air strikes in Homs and Tartus, injuring 2 Syrian soldiers and causing damage. (HA 11/8)

Haaretz reported that the Israeli military did not know that AP and Al Jazeera had offices in al-Jalaa high-rise in Gaza before deciding to level it on 5/15. Top officials in the Israeli military, including chief of staff Aviv Kochavi, were alerted to the fact after the decision was made to target the building, but before the strike was carried out, and nevertheless decided to go ahead with the strike. Israel never publicly released any evidence to back its claim that Hamas operated out of al-Jalaa building. (HA, MEMO 11/8)

The Washington Post reported that Israel has a secret program called Blue Wolf that includes a large database of pictures of Palestinians taken by Israeli soldiers incentivized with prizes. The pictures are then used to enhance Israel’s facial recognition technology, allowing the occupation to monitor the movements of Palestinians in the West Bank. The sources told The Post that Israeli soldiers have an app on their phone called Wolf Pack, which contains pictures, family history, education, and a security rating for “virtually every Palestinian in the West Bank.” As part of the surveillance program, Israel has installed face-scanning cameras in Hebron. 1 former Israeli soldier told the Post that in some cases, Israel can see into Palestinian private homes. Front Line Defenders published an investigation showing that the Israeli NSO Group’s Pegasus spyware had been used to spy on 6 Palestinian human rights activists, including 1 field researcher working for Al-Haq, the executive director of Bisan Center for Research and Development—a U.S. citizen—1 Palestinian lawyer who works for Addameer and had his permanent residency in East Jerusalem revoked on 10/18, and 3 unidentified Palestinians. Front Line Defenders investigated 75 iPhones and found 6 were infected with Pegasus spyware, later confirmed by Citizen Lab and Amnesty International. The 3 named victims work for organizations deemed to be terrorist groups by Israel’s defense minister Benny Gantz on 10/22 for alleged connections with the PFLP. NSO Group was blacklisted by the U.S. on 11/3 for facilitating attacks on human rights activists and journalists. In the West Bank, Israeli settlers attacked 2 Israeli soldiers and 1 Palestinian man with tear gas when the 2 soldiers were asking the Palestinian about settler vandalism at al-Mughayyir near the Adei Ad settlement outpost. Israeli settlers from the Ariel settlement also vandalized Palestinian property in Marda, spraying racist graffiti on walls and vehicles and puncturing tires. Elsewhere, Israeli settlers stole olive harvesting equipment in Burin. Israeli forces issued a demolition notice for a newly built road connecting Ya‘bad and Khirbat Emreha. In the West Bank, Israeli settlers vandalized 1 solar panel and 15 olive seedlings near ‘Urif. Israeli forces violently dispersed Palestinian protesters in Dura and Bayt Umar, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 13, including 5 with live ammunition and 8 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. Additionally, damage was sustained in al-Bureij refugee camp, al-Qarara, and Rafah. In Israel, 1 Palestinian citizen of Israel was shot dead and 1 other injured by 1 Jewish-Israeli in Lydda; 3 Jewish-Israelis were arrested. Israeli forces later violently dispersed Palestinian-Israeli protesters at the Lydda city hall. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. Jonathan Pollard, the former U.S. navy intelligence analyst who spied on the U.S. for Israel, arrived in Tel Aviv on a private jet belonging to the mega donor to Israeli settlements and U.S. Republicans, Sheldon Adelson. He was received by Israeli prime minister Benjamin Netanyahu, who handed him and his wife Israeli passports. Pollard, who have been living under strict restrictions in New York City after being granted parole in 2015, was able to move freely when his parole was lifted in November. Pollard received a life sentence after being convicted of spying in 1987; Israel had since that time lobbied consecutive U.S. presidents to have him released to Israel. PA president Mahmoud Abbas met with the King Abdallah II of Jordan in the Jordanian city of Aqaba. In a statement released by Jordan after the meeting, Jordan reaffirmed its commitment to a Palestinian state. President Abbas later traveled to Egypt, meeting with secretary-general of the Arab League Ahmed Aboul Gheit and the Egyptian foreign minister Sameh Shoukry. Abbas is scheduled to meet with his Egyptian counterpart Abdel Fattah al-Sisi on 11/30. This marked the 1st time Abbas left the West Bank in 2020.
