In the West Bank, Israeli settlers raided Jalud, setting fire to vehicles and throwing stones at homes. Israeli settlers also assaulted Palestinians and stole olive harvest in Khirbet Yanun. Elsewhere, Israeli settlers raided a store in al-Zawiya, vandalizing it and steal items. Israeli settlers also threatened Palestinians in the al-Ka’abneh community near Jericho with death if they did not flee their village; the settlers threw stones at Palestinians, vandalized a vehicle and stole another. Meanwhile, Israeli settlers with military escort also attacked Palestinians in Qarawat Bani Hassan, stealing cash and vandalizing property. Israeli settlers also attacked Palestinian shepherds in the Masafer Yatta area and vandalized 50 olive trees in Qusra. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with live ammunition and others with tear gas. Israeli forces also shot and injured 1 child during a riad in Sa’ir. East Jerusalem, Israeli forces sealed off the family homes in Sur Baher of 2 Palestinians who were killed after they shot and killed 3 Israelis in West Jerusalem on 11/30 in preparation for punitive demolitions. In Gaza, Israeli forces killed at least 180 Palestinians and injured more than 589 after the ceasefire expired at 7 a.m, including a family of 5 fleeing northern Gaza to the south on Salah al-Din Street and in bombardments on Rafah, al-Maghazi refugee camp. Israeli forces also bombed an ambulance outside of al-Shifa hospital, killing 2 paramedics. Elsewhere, Israeli forces attacked al-Awda Hostpial, causing damage and dropped leaflets in al-Qarara, Khuza’a, Abasan, and Bani Suheila, telling Palestinians to flee to Rafah. Rockets and mortar shells were fired at Israel, injuring 5 soldiers in Nirim. In Lebanon, Israeli forces shelled Hula, killing 2 civilians and 1 member of Hezbollah. Rockets were fired from Lebanon at Israel. In Yemen, Israeli forces reportedly attacked a missile warehouse in Saana. More than 15,180 Palestinians have been killed by Israeli forces in Gaza, including at least 6,150 children and 4,000 women, and around 37,000 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 242 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 63 children. More than 3,200 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The Red Crescent said Israeli forces prevented aid trucks from entering Gaza via the Rafah crossing. The Palestinian Journalists Syndicate said 67 Palestinian journalists had been killed by Israel since 10/7. UNRWA reported a Hepatitis A outbreak at 1 of its shelters. Qatar, Egypt, and the U.S. said they were working on reinstating the ceasefire which expired at 7 a.m. Israel confirmed that 4 captives held by Hamas had died. The U.S. parroted Israel’s explanation for the not extending the ceasefire, saying that Hamas did not produce a list of captives for exchange. Israeli finance minister Bezalel Smotrich said he told Prime Minister Benjamin Netanyahu to announce that Israel will not negotiate another ceasefire until all captives are released from Gaza. Hamas said it was Israel who undermined extending the ceasefire by rejecting 3 separate options presented to them by mediators, but that Israel had already decided to resume its attacks. The PA said it held the U.S. responsible for the resumption of Israeli attacks on Gaza. Israel said that Hamas still holds 137 captives, including 4 from before 10/7. During the temporary ceasefire 240 Palestinians, 107 children and 133 adults, including 65 18-year-olds and 68 women, were exchanged for 105 captives held by Hamas. 75% of the Palestinians were not convicted of a crime, most were arrested within the past year with 37 since 10/7. Israel published a map of Gaza dividing it into hundreds of small parcels, saying it will notify Palestinian civilians to leave the parcels when Israel intends to attack them. (AJ, UNOCHA 12/1)

Addameer said conditions in Israeli prisons had deteriorated significantly since 10/7, noting that 6 Palestinians had died and that prisoners are denied medical care, electricity, family and lawyer visits, and sufficient food and water. The UN Human Rights Office in the occupied Palestinian territories expressed concern over the “massive rise in the number of Palestinians arrested and detained, the number of reports of ill-treatment and humiliations suffered by those in custody, and the reported failure to adhere to basic due process.” (AJ, HA, REU, UNOCHA 12/1)

Israeli national security minister Itamar Ben-Gvir said Israel “must return to and crush Gaza with all our might.” (AJ 12/1)

U.S. secretary of state Antony Blinken claimed that Israel had taken steps to minimize civilian causalities by telling Palestinians in Gaza where they can go to safe zones. Blinken also spoke with Israeli strategic affairs minister Ron Dermer calling on Israel to allow the same amount of aid into Gaza as during the ceasefire period. (HA 12/1; AX 12/2)

Reuters said Israel had informed Egypt, Jordan, the UAE, and Saudi Arabia that it intends to create a buffer zone in Gaza. The 4 countries reportedly opposed Israel’s plans. 1 person self-immolated outside of the Israeli consulate in Atlanta. Authorities said a Palestinian flag was recovered at the scene. The individual was said to be in critical condition. The Israeli consul general in Atlanta Anat Sultan-Dadon called the self-immolation an act of hate towards Israel. (AJ, HA, NYT 12/1; AJ 12/2)

The UN said Deputy Special Coordinator for the Middle East peace process Lynn Hastings would be replaced after Israel refused to renew her visa. UN secretary-general spokesperson Stephane Dujarric said “[w]e need to make sure that there’s agreement and everybody is ok with the people we send,” calling Israeli slander against Hastings “unacceptable.”  (AJ, HA 12/1)

Spanish prime minister Pedro Sanchez spoke with Israeli war cabinet member Benny Gantz, saying Israel had a right to defend itself but said they civilian death toll in Gaza was unbearable. (AJ 12/1)

The Wall Street Journal reported that U.S. had provided Israel with BLU-09 bunker busting bombs weighing 2,000 pounds each. The Journal said the U.S. had provided Israel with 15,000 bombs and 57,000 artillery shells since 10/7. (AJ 12/1; AJ 12/2)

The United Auto Workers union in the U.S., representing 400,000 people, called for the U.S. to pressure Israel to end its war in Gaza. (AJ, HA 12/1)

The New York Times reported that staff at the World Food Programme were angered at Executive Director Cindy McCain’s timid response to the situation in Gaza and that she had compromised the neutrality of the organization by sharing a stage on 11/18 with former Israeli prime minister Ehud Barak as a prize named after her late husband John McCain was awarded to the “People of Israel.” (NYT 12/1)

Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Gaza City, al-Bureij refugee camp, Jabaliya refugee camp, Rafah, and Khan Yunis; more than 120 Palestinians are injured. Amid the protests, Hamas snipers shoot and kill an Israeli soldier on the other side of the border fence. After the killing, Israeli forces carry out extensive air strikes and artillery shelling across Gaza; 3 Hamas fighters are killed in strikes near Khan Yunis and 1 more Palestinian is killed in Rafah. An IDF spokesperson says that 68 Hamas targets were hit and the attacks “eliminated about 60 buildings and infrastructures and revoked significant military and command and control capabilities.” Amid the attack, unidentified Palestinians launch 3 rockets into Israel; 2 are intercepted by Israel’s Iron Dome missile defense system, and 1 lands in an open area, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. In the West Bank, IDF troops violently disperse Palestinians at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 3 Palestinians are injured. They also arrest 1 Palestinian during raids near Bethlehem, and patrol near Hebron. In East Jerusalem, unidentified persons attach an incendiary device to a balloon and fly it from Bayt Jala into the Har Gilo settlement, marking the first use of such devices in the city, but causing no damage or injuries. Following the extensive Israeli strikes in Gaza, Hamas and Israel agree to a cease-fire mediated by Egyptian and UN officials. A senior Hamas official says that the agreement provides for the “cessation of all forms of military escalation,” including air strikes, mortars, and rockets. However, he says that incendiary balloons and kites are not part of the agreement (a senior Israeli official will dispute this on 7/21). The Egyptians reportedly threatened to impose their own restrictions on Gaza should Hamas not end the incendiary kite and balloon attacks on Israel. (HA, MNA, TOI, YA 7/21)

Breaking the hours-old cease-fire in Gaza, the IAF conducts air strikes on a number of sites across Gaza reportedly used as staging areas for incendiary kite and balloon attacks; 6 Palestinians are injured. The IDF says that it detected mortar fire from Gaza overnight, and that the renewed air strikes were a response to Palestinians breaking the cease-fire. Israeli drones strike 3 more sites in near Bayt Hanun and Rafah later in the day, injuring 3 Palestinians. Throughout the day, unidentified Palestinians fly incendiary kites and balloons across the border fence into Israel, sparking at least 17 fires. Meanwhile, an explosion in Gaza City kills 2 Palestinians and injures 3 others. One of the deceased was the commander of a rocket unit in al-Aqsa Martyrs Brigade, an armed group affiliated with Fatah, sparking rumors that Israel was responsible for the explosion. The Palestinian press reports the explosion as a “work accident.” Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Dayr al-Balah and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces place two new iron gates at the entrances to Khan al-Ahmar, the Bedouin village near Jerusalem slated for evacuation and demolition. They also demolish 2 rooms in Palestinian-owned buildings near Nablus. IDF troops arrest 7 Palestinians during morning raids in Jalazun refugee camp near Ramallah, sparking clashes with stone-throwing Palestinians (4 Palestinians are injured). They also arrest 6 Palestinians during late-night raids near Bethlehem, Jenin, and Salfit; and patrol near Hebron. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Hizma and clash with stone-throwing Palestinian minors during a raid in al-Ram. Israeli sources say that the cease-fire reached on 7/14 includes a stipulation that Hamas and PIJ will gradually stop the incendiary kite and balloon attacks. “If in the past, 50 balloons were flown every time, for example, then now 20 balloons will be flown, tomorrow 10, and the next day less,” the source says. “That’s the agreement, and that is what has been decided between the sides.” Later, Netanyahu denies the report. “I heard it being said that Israel has agreed to a cease-fire that would allow the continuation of terrorism by incendiary kites and balloons; this is incorrect,” he says. “We are not prepared to accept any attacks against us, and we will respond appropriately.” Hamas officials say that the cease-fire covers rockets and mortars, but not incendiary kites and balloons. In the Gaza Strip, Israeli forces kill 3 Palestinians from the Saraya al-Quds Brigades (the armed wing of Islamic Jihad) in an air strike nr. Khan Yunis, shortly after they had fired a mortar shell toward IDF troops. Later in the day, Palestinians fire 1 rocket into s. Israel, causing no damage or injuries. IDF troops conduct 2 separate limited incursions nr. Khan Yunis and nr. Rafah alongside the border fence to level land. Israeli naval vessels open fire on Palestinian fishermen working off the coast nr. Gaza City, and arrest 2, before releasing them later. In the West Bank, IDF troops wound an unspecified number of Palestinian youth during clashes nr. al-Azza r.c. in Bethlehem, at a rally organized to protest Israel’s recent killing of Palestinians. Separately, IDF troops wound 2 Palestinians with rubber-coated metal bullets in clashes in Jalazun r.c. nr. Ramallah, after locals throw stones at soldiers conducting a raid. The IDF conducts house searches and arrest raids in Nablus and 2 villages and ‘Ayn Bayt al-Ma’ r.c. nearby, and 1 village each nr. Hebron and Salfit at night; patrols in 1 village each nr. The Knesset passes a new law that raises the threshold for entering the parliament from 2% to 3.25% of the vote in a general election. (The bill was previously approved by the cmte. on 3/3.) The bill passes with 67 yeas, though the vote is boycotted by all the opposition parties, including Labor, Shas, and United Arab List Ta’al. (HA 3/11)

In the Gaza Strip, Israeli forces also conduct a limited incursion nr. Khan Yunis to level land. In response, Palestinians from Abu Ali Mustafa Brigades, the military wing of the PFLP, fire 2 mortar shells at the tanks, causing no damage or injuries. Separately, the military wing of the DFLP, the National Resistance Brigades, claims responsibility for firing 2 mortar shells at an Israeli military position nr. Dayr al-Balah. Later, 3 Palestinians are wounded by an Israeli air strike nr. Khan Yunis, and 1 child sustains minor injuries. An Israeli air strike also targets a training site for Islamic Jihad’s al-Quds Brigades nr. Rafah, causing no injuries. In the West Bank, the IDF shoots and injures 3 Palestinians in Dahaysha r.c. in Bethlehem during clashes sparked by an arrest raid. The IDF conducts house searches and arrest raids in Tulkarm in the morning, and in 1 village nr. Hebron at night; patrols in 2 villages nr. Reps. from Iran and the P5+1 meet in Geneva to discuss implementation of the 6-mo. interim deal they agreed to on 11/24, 2 weeks before the deal is due to take effect (on 1/20). Kadima head Shaul Mofaz arrives in Washington for his 1st official visit as Israel’s vice PM in charge of overseeing peace process issues. He meets with U.S. secy. of state Hillary Clinton and U.S. security officials and urges the U.S. to support reviving peace talks with the Palestinians, stating that the greatest threat to Israel is not Iran but a Palestinian demographic majority. He presents his own peace plan (1st unveiled in 2009 and not endorsed by Netanyahu), which calls for the creation of an interim Palestinian state with temporary borders on 60% of the West Bank, land swaps making up for the other 40%, and Israel’s permanent control over most settlement areas. Israeli drones and warplanes carry out another 5 air strikes across Gaza, leaving at least 2 armed Palestinians and 1 Palestinian child dead and 10 Palestinians (2 armed, 8 civilian) wounded. The strikes include (1) an air strike on Gaza City targeting 2 members of the Salafist Tawhid and Jihad (TAJ) group whom Israel now alleges were involved in the 6/18 attack on Israel from the Sinai (1 TAJ member is killed, 1 is wounded; a family picnicking nearby is also hit, leaving a 13-yr.-old Palestinian boy dead, and 4 mbrs. of his family, including 3 children, seriously injured); (2) 2 missiles fired at a rocket-launching team in Rafah (1 armed Palestinian killed, 1 wounded); (3) air strikes on 2 IQB training camps in Jabaliya r.c. and Nussayrat r.c. (injuring 5 bystanders in nearby homes). Meanwhile, Palestinians fire more rockets fr. Gaza into Israel, damaging a house but causing no injuries. Since 6/17, Israel has carried out at least 17 air strikes on Gaza, and Palestinians have fired more than 100 rockets and mortars. By late evening, Hamas officials in Gaza say that Gaza’s factions have agreed to an Egyptian-brokered cease-fire with Israel to end 3 days of cross-border violence. In addition, Israeli naval vessels fire on and detain 3 Palestinian fishing boats off the n. Gaza shore, questioning 6 fishermen (all released on 6/21). In the West Bank, the IDF conducts late-night arrest raids, house searches in Salfit, and nr. Hebron and Jenin; conducts late-night patrols in Jericho. Overnight, the YESHA settlers’ council reaches a deal with the Israeli government to peacefully evacuate Ulpana outpost in exchange for a promises that 300 new housing units will be built in neighboring Beit El settlement and that the deal would not be used as a precedent for deciding the fate of other unauthorized settlement outposts. Meanwhile, some 1,000 Israeli police officers undergo special training to prevent violence and injuries during the Ulpana evacuation. (NYT 6/20)

Several U.S. representatives from both parties testifying before the House Armed Services Comm. recommend that the Pentagon begin preparing for military action against Iran, including expediting deployment of bunker-busting munitions that could target Iran’s underground facilities. (WP 6/21)

Unidentified Palestinians fire 1 mortar fr. Gaza into Israel, causing no damage or injuries. In the afternoon, Israeli warplanes carry out 3 air strikes n. of Rafah in s. Gaza, targeting a poultry farm and damaging a nearby greenhouse; no injuries are reported. Late at night, an Israeli warplane makes an air strike on a group of Izzeddin al-Qassam Brigades (IQB) mbrs. operating nr. the border n. of Bayt Lahiya, wounding 2 IQB mbrs. and damaging a nearby home. Also late at night, Israeli naval vessels halt and seize 3 Palestinian fishing boats off the s. Gaza coast, detaining 3 fishermen (released 6/6). In the West Bank, the IDF patrols in 2 villages nr. Overnight, Palestinians fire about 20 rockets fr. Gaza into Israel in retaliation for the Qaissi assassination on 3/9, injuring 3 Israelis (1 seriously); and Israel responds with at least 10 air strikes on 6 targets (1 each in Dayr al-Balah, Gaza City, and Rafah; 3 in Bayt Lahiya), killing 6 Islamic Jihad mbrs. and wounding 6. During the day, at least another 4 Palestinians (all PRC mbrs.) are killed, 18 Palestinians are wounded (2 militants and 16 civilians, including 1 child), and 1 Israeli is injured by cross-border fire. These attacks include 9 Israel air strikes on 5 targets (1 in Abassan, 2 in Gaza City, 2 in Rafah), IDF cross-border gunfire on unarmed civilian protesters, and another 80 Palestinian rockets and mortars fired into Israel (exclusively by Islamic Jihad and the PRCs). Netanyahu warns Hamas that Israel will retaliate if rocket and mortar fire fr. Gaza resumes. Though no rocket or mortar fire is reported during the day, the IDF makes a late-night air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF patrols in 4 villages nr. Jenin, Ramallah, and Tulkarm during the day and 1 nr. Jericho late at night; raids 2 villages nr Qalqilya late in the evening, searching homes for Palestinian youths who allegedly threw stones at troops earlier in the day, arresting 1 teenager. The Knesset passes (37-11, with 72 abstaining or not voting) into law the “Citizenship Loyalty Law” which allows the court to revoke the citizenship status of anyone found guilty of treason, espionage, terrorism, or assisting a terrorist organization. The law is widely seen as being aimed at Israeli Palestinians. Knesset also votes to strip former Israeli Arab MK Azmi Bishara of his parliamentary benefits, including his pension. Overnight, Israel makes an air strike on Gaza, killing 1 Palestinian preparing to fire a rocket into Israel. Between dawn and mid-morning, Islamic Jihad fires 3 manufactured Grad rockets fr. Gaza into Israel, causing light damage and slightly injuring 1 Israeli. Later, unidentified Palestinians fire 7 mortars fr. Gaza into Israel, some of which allegedly contain white phosphorous, causing no damage or injuries. Late in the evening, the IDF carries out several air strikes on training sites, rocket launching sites, and smuggling tunnels on the Rafah border, causing no reported injuries. In the afternoon, suspected Palestinian assailants leave a bomb nr. Jerusalem’s central bus station and convention center that detonates, killing 1 British woman, injuring 38 Israelis; the PA immediately condemns the incident; no group claims responsibility. In the West Bank, the IDF blocks a funeral procession fr. using a main road in Bayt Umar village nr. Hebron, sparking a clash in which 2 Palestinian mourners are wounded by live ammunition and 4 are arrested. Hours later, the IDF sends undercover units into Bayt Umar to raid and search a gas station, beating the owners and confiscating a computer. Several hours after that, the IDF returns to block the main entrance of the village with cement blocks and sand barriers. The IDF also patrols in Jericho (photographing the Intercontinental Hotel) and 3 villages nr. Ramallah; conducts late-night arrest raids, house searches in and around Hebron and in Tulkarm. In Syria, security forces make a predawn assault on the main mosque in Dara‘a, where antigovernment protesters have taken refuge, killing 15. Clashes last throughout the day and spread to 4 nearby villages. Egyptian demonstrators hold the largest rally in Tahrir Square to date and surround the parliament building, rejecting government proposals for an extended transition and demanding Mubarak’s immediate removal and dissolution of parliament. Huge demonstrations are also held in Alexandria, Suez, and other cities. Egyptian labor unions begin a nationwide general strike to observe a “Week of Steadfastness” with demonstrators. Since 2/4, Mubarak has released some activists arrested since 1/25, allowed government contact with the Muslim Brotherhood for the first time, agreed in principle to lift emergency regulations and allow a free press, formed a legal panel (all Mubarak loyalists) to explore constitutional changes demanded by protesters, announced 15% raises for civil servants and pensioners, and vowed to open corruption investigations of senior government and NDP party officials. Some opposition figures note (e.g., WP 2/7) that some of these steps were significant and might have been enough to appease protesters 2 wks. ago, but that the mood has shifted significantly since then and these steps are now seen as far too little. Palestinians fire at least 4 rockets and several mortars fr. Gaza into Israel, lightly injuring 2 IDF soldiers and 1 Israeli civilian nr. Nahal Oz. For a 3d day, the IDF relays automated phone messages to Rafah residents ordering them to evacuate houses nr. the border. The Israeli cabinet discusses the recent rocket fire at its regular weekly session, stating afterward that while Israel believes small Palestinian factions (including the AMB) are responsible for the fire, Israel would hold Hamas responsible and would respond “disproportionately” to each attack. After the cabinet session, Israeli warplanes fly over Gaza, setting off sonic bombs as a warning. Soon after, the IDF makes massive air strikes (apparently using GBU-39 bunker-busting munitions) on 6 smuggling tunnels on the Rafah border, and a smaller air strike on a Hamas-affiliated police station in c. Gaza (targeted previously); no injuries were reported. During the day, Israel allows 193 truckloads of goods (much of it seed and fodder) and 45 tons of medicine and medical equipment into Gaza during the day. With the 1/16 MOU in hand, along with a letter from European heads of state pledging to support the U.S.-led efforts outlined therein and a private message from Mubarak to the Israeli security cabinet received today, Olmert formally declares a unilateral cease-fire in Gaza effective 2:00 A.M. local time on 1/18 (7:00 P.M. 1/17 EST). Stressing that Hamas was not party to any of the pledges secured by Israel, Olmert states: “If [the Palestinians] stop firing, we will consider leaving Gaza at a time that is suitable to us,” but if they continue rocket fire (NYT 1/17), “the Israeli army will regard itself as free to respond with force.” Hamas denounces Israel for ignoring Egyptian efforts to broker an agreed upon truce.

Combat notes: Olmert’s announcement comes at the end of a day of “sporadic and intensive” fighting in Gaza. The IDF reports hitting more than 120 targets, mostly comprising a final massive bombardment of more than 100 tunnels along the Rafah border that lasts 10 hrs., but also including strikes on at least 10 rocket-launching sites, 5 groups of armed Palestinians, 3 Hamas outposts. In addition to Rafah, air strike target areas include Bayt Hanun, Gaza City (city center), Jabaliya, Khan Yunis. Heavy artillery and tank fire are reported in: Bayt Lahiya, Jabaliya, al-Nasser (n. of Rafah). In Bayt Lahiya, IDF shells (possibly including white phosphorous) hit an UNRWA school sheltering 1,600 Gazans, killing 2 Palestinian brothers (ages 4, 5) and wounding 36 Palestinians (including the boys’ mother, who loses both legs. Naval bombardments center on Khan Yunis. Ground engagements are reported in al-Bureij r.c., al-Mughraqa, Nussayrat r.c., al-Zahra’. Late in the evening, IDF troops pull out of al-Shuka (where troops seized positions on 1/14), with residents reporting many houses demolished and damaged, wide areas of agricultural land razed, and significant damage to the village infrastructure (water systems, etc.).

Palestinians fire 19 rockets and 5 mortars into Israel, lightly injuring 5 Israelis (possibly all shock). The IDF reports 4 IDF soldiers seriously wounded in a friendly fire incident involving Israeli mortar fire, plus another 13 soldiers injured (3 seriously, 3 moderately, 7 lightly) in clashes with Palestinian gunmen over the previous 24 hrs., including 5 soldiers wounded by a Palestinian antitank round today.

With the truce ordered, the IDF put Israel’s comprehensive casualty toll for OCL at 3 (perhaps 4; see casualties chart in special document section for details) civilians and 10 soldiers dead, more than 100 soldiers and an unstated number of civilians injured. (This marks the 1st time the IDF has given estimates for comprehensive IDF casualties inside Gaza.) Gazan health officials estimate the Palestinian toll to be at least 1,200 killed and more than 5,000 wounded, though numbers are expected to change as rescue workers gain access to damaged areas.

Humanitarian notes: The IDF allows 62 truckloads of humanitarian aid into Gaza. Israel gives no indication whether or how quickly it will ease restrictions on imports once the cease-fire goes into effect. The 20th day of OCL is marked by serious diplomatic steps toward a cease-fire but also by Israel’s heaviest attacks on Gaza since operations began. Israel’s envoy receives the Egyptian-Hamas cease-fire offer in Cairo, returns to Israel to brief the security cabinet. Olmert dispatches Livni to Washington to finalize a bilateral “memorandum of understanding” (MOU) regarding U.S.-led international efforts to halt arms smuggling into Gaza.

Combat notes: The IDF sharply escalates air, naval, and ground attacks across Gaza. IDF ground forces push deep into Gaza City under cover of air strikes and heavy tank and artillery fire. Residents report almost constant air, naval, artillery bombardment from 1:00 A.M. to 1:00 P.M. local time, and particularly heavy ground engagements in al-Atatra n. of the city and Tal al-Hawa neighborhood on the southern outskirts, as well as in Jabaliya r.c. Thousands of Gaza City residents attempt to flee the fighting, but many cannot leave their homes because of the intensity of Israeli fire. During the operations, Israeli troops surround the home of Hamas’s Mahmud Zahhar (in hiding), killing his security guards. Gaza City fighting eases slightly in the afternoon, but IDF troops remain in the city overnight. The IDF also takes up new positions in Bayt Hanun’s alFarta and al-Nazzaza quarters under cover of heavy shelling and gunfire, ordering residents of the 2 areas (some 20 families) to evacuate.

The IDF reports carrying out more than 80 air strikes today, hitting at least 23 rocket and mortar launching sites, 19 groups of armed Palestinians, 6 suspected weapons depots (including 2 mosques in Gaza City, 1 in Rafah), 4 tunnels, 1 radio station in Gaza City. Air strike target areas include al-Atatra, Bayt Hanun, Bayt Lahiya, Dayr al-Balah, Gaza City (al-Rimal, al-Sabra, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat r.c., Rafah, Yibna r.c. Heavy tank and artillery fire are reported in Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Sabra, Tal al-Hawa, al-Tuffah), Jabaliya, Khuza, al-Mughraqa, al-Nasser (n. of Rafah), Nussayrat r.c., al-Qarara, Rafah. UNRWA reports 100s of Palestinians fleeing areas of northeastern Rafah to escape heavy bombardments. Reports of Israel using white phosphorous munitions spike sharply, with confirmed use in 3 areas (Abasan, Khuza, al-Qarara) and suspected use in 5 areas (Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Khan Yunis, Nussayrat r.c.). In a major air strike on Jabaliya, the IDF assassinates Gaza’s acting Interior M Said Siyam in his brother’s home, along with his brother and nephew, Hamas internal security head for Gaza Salah Abu Sharah, 4 Palestinians in an adjacent home. In addition, IDF air strikes hit buildings in Gaza City housing UNRWA’s main food depot (3 white phosphorous missiles incinerate tons of food and medicine brought in during the humanitarian lulls); Palestinian Red Crescent Society offices and the adjacent al-Quds Hospital (both hit repeatedly over a 5-hr. period; the patient wing of the hospital is not targeted); and the shared media offices of Abu Dhabi TV, al-Arabiyya TV, Reuters, and the Russian TV channel Rusiya al-Yaum, causing serious damage and injuring 2 journalists. A number of other hospitals in Gaza City are damaged by Israeli mortar fire. Palestinian medical workers say the Palestinian toll is at least 1,090 dead (including 375 children, 150 women, 14 medical workers), more than 5,000 wounded.

Palestinians fire 15 rockets and 8 mortars into Israel, seriously injuring a 7-yr.-old Israeli boy in Beersheba and causing significant damage in 2 instances (both by Qassams in Sederot); at least 3 of the rockets are Grads (2 in and nr. Beersheba, 1 in Gadera).

Humanitarian notes: With diplomacy toward a cease-fire showing progress, Israel extends the daily humanitarian lull to 4 hrs./day, allowing in up to 170 truckloads of humanitarian aid; permits the Qarni crossing conveyor belt to resume operation for the 1st time since 12/27 for the import of grain. Israel also allows the ICRC and Palestinian Energy Authority to begin repairs to part of Gaza’s electricity network. Combat notes: Under cover of air strikes and heavy shelling, IDF troops take up new positions in s. Gaza’s al-Fukhari area nr. the Sufa crossing (occupying several homes and expelling the residents) and al-Shuka village; Israeli fire is so intense that rescuers cannot reach the wounded or retrieve the dead. The IDF significantly increases attacks on Gaza for the 2d straight day, as international mediation efforts led by Egypt to secure a cease-fire also intensify.

Combat notes: The IDF tightens the cordon around Gaza City (focusing attacks on the outlying neighborhoods of Shaykh Ajlin, Tal al-Hawa, and al-Zaytun and open areas n. of the city), with troops reportedly taking fire from Palestinian rocket-propelled grenade antitank missiles and mortars. The IDF also launches a major incursion into Jabaliya under heavy shelling, engaging in heavy exchanges of fire with Palestinian gunmen, killing at least 13. In s. Palestinians report around 70 Gazans killed today, putting the estimated Palestinian toll at 971 dead and 4,400 wounded. The Israeli toll stands at 13–14 dead, more than 125 injured. The IDF launches its deepest ground incursions into Gaza City since OCL began, conducting a 2-front assault from the north and the south; troops pull back to the outskirts of Gaza City by nightfall. To accommodate expanded operations, the IDF commits its first significant influx of reservists into Gaza, numbering in the 1,000s, using them to hold IDF positions, freeing up regular combat troops to thrust deeper into Gaza City.

Combat notes: The intensified IDF assault on Gaza City begins before dawn, with tanks and troops based in the fmr. Netzarim settlement advancing fr. the southwest, supported by helicopter gunships and F16s, resulting in some of the heaviest fighting since OCL began, especially in Shaykh Ajlin. Simultaneously, the IDF steps up attacks on the northern outskirts of the city. The IDF reports (IDF 1/11) finding 10s of booby-trapped houses, buildings, and tunnels, accusing Hamas of booby-trapping 30 homes in one neighborhood (location not given). In Khan Yunis, an air strike destroys Gaza European Hospital’s fuel depot, electricity generator, and water supply system. Of note: The IDF reports that ground troops have been facing extensive tunnel networks inside the Strip, especially in Gaza City, which the Palestinian factions are using to try to ambush soldiers. The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Israel agrees in principle to the 1/6 Egyptian-French cease-fire proposal, agreeing to send an envoy to Cairo on 1/8 to discuss details with Egyptian officials. On the ground, Israeli air, naval, and ground attacks continue across the Strip, “tightening the noose” around Gaza’s population centers. IDF reservists begin to complete their training and deploy to staging areas on the Gaza border. IDF officials say that since Israeli troops entered Gaza on 1/3, Hamas and other Palestinian fighters have largely pulled back into the cities and refugee camps, sniping and engaging IDF troops on the edges of densely populated areas but not coming out to engage directly.

Palestinians fire 17 rockets and 5 mortars into Israel, lightly injuring 2 Israelis; around a dozen are Grads that land in Ashdod and Ashqelon, the rest are Qassams that land closer to the Gaza border. With IDF troops now in control of open areas around Bayt Hanun and Bayt Lahiya, most rocket and mortar fire is coming from densely populated urban areas.

At least 29 Palestinians are killed today, bringing the estimated Palestinian toll to at least 682 dead and 3,085 injured. One IDF soldier is moderately wounded, 8 are lightly wounded in exchanges with Palestinians inside Gaza.

Humanitarian notes: In the afternoon, the IDF observes a 3-hr. cease-fire nr. Gaza City to allow 80 truckloads of humanitarian aid to enter the Strip and to give Gazans an opportunity to seek food, fuel, and medical care. Some Israeli gunfire is reported (WP 1/22) during the lull, leaving at least 2 Palestinian girls (ages 2, 7) dead and their father and sister wounded. Aid groups say the imports do not come close to relieving the dire crisis. Moreover, Palestinians are reportedly (NYT 1/8) running low on cash to buy supplies because Israel has barred the import of currency; banks are closed because of the fighting; and ATMs do not work because of the lack of electricity.

The ICRC reports finding 16 bodies (7 women, 6 children, 3 men) and 18 seriously wounded Palestinians (including 4 emaciated children too weak to stand) in a cluster of destroyed houses in Gaza City’s al-Zaytun neighborhood. The ICRC received specific reports of these casualties on 1/3, but the IDF had barred ambulances and rescue workers fr. reaching the site; international aid workers finally enter the area with donkey carts to evacuate the wounded, ignoring IDF efforts to chase them away. The ICRC later attempts to return to the area to remove the bodies and check reports of additional casualties but is blocked by the IDF. IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

In the West Bank, the IDF fatally shoots 1 Palestinian demonstrator who attempts to climb the separation wall nr. Qalqilya; conducts late-night arrest raids, house searches in al-Arub r.c. nr. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family. As Israel continues widespread air and naval bombardment of Gaza for a 3d day, Israeli DM Barak declares “all-out war” on Hamas. The IDF declares a 2-mi. buffer zone around the Strip a closed military zone and continues amassing tanks and troops there, indicating further preparations for a ground invasion. Israeli military officials speaking anonymously say they have expanded the IDF’s target list to include Hamas’s support network and symbols of Hamas power, stating that “there are many aspects of Hamas, and we are trying to hit the whole spectrum, because everything is connected and everything supports terrorists against Israel” and that “anything affiliated with Hamas is a legitimate target.”
