The IDF expels a West Bank Palestinian administrative detainee to Gaza (see 12/4); fires on stone-throwing youths outside Nablus, killing 1 Palestinian; fires on a group of Israeli, Palestinian, foreign peace activists staging a nonviolent protest along the separation wall nr. Budrus, wounding 1 Israeli, 10 Palestinians, and arresting, deporting 4 foreigners; demolishes 5 Palestinian homes in Khan Yunis, 2 fences in Hebron; conducts arrest raids in al-Qarara. The IDF also orders 1 Palestinian family isolated btwn. the separation wall and Green Line nr. Qalqilya to evacuate their home because it “is now located in Israel”; a human rights group secures permission for the family to stay while the case is appealed. The IDF conducts house searches, arrest raids in Hebron, Jenin; bulldozes 14 dunams of land in al-Qarara nr. Khan Yunis; conducts arrest raids in villages around Hebron, Qalqilya. Unidentified gunmen believed to be Palestinian fire on the car of Nablus mayor and PC mbr. In a mtg. in Washington with U.S. National Security Adviser (NSA) Condoleezza Rice, Sharon’s chief of staff Dov Weisglass reportedly lays out a 2- stage plan drafted by Sharon for U.S. Pres. George W. Bush’s approval that ultimately forsees the fall of PA PM Ahmad Qurai‘’s government, the end of the road map, and Israel’s unilateral declaration of borders, taking 60% of the West Bank. The IDF bans until the end of Sukkoth holidays (10/19) all Palestinian vehicular traffic in areas C (full Israel control) of the n. West Bank; fires on Palestinians breaking curfew in Khan Yunis, wounding 3 (ages 2, 12, 22); conducts house-to-house searches in al-Bireh and Ramallah (including dormitories of Birzeit University), also fires on residential areas, wounding 2; conducts arrest raids in Arbuna, Jenin (arresting the wife of wanted Islamic Jihad military cmdr. Amjad Ebeidi in an apparent bid to pressure him toturn himself in), Qalqilya; fires on residential areas of Khan Yunis, Qalqilya, al-Qarara; bulldozes 160 dunams of land n. of Rafah. Palestinians fire on an IDF patrol nr. Nablus, wounding 3 IDF soldiers. Some 50 Jewish settlers attack Palestinian houses in Hebron; the IDF does not intervene. The IDF assassinates wanted Hamas mbr. Akram Abu Sarhana, firing missiles at his taxi as he drives nr. Khan Yunis; of the 4 others in the taxi, 1 Palestinian woman is killed, another wanted Hamas mbr. Muhammad Siyam (possibly the primary target) and 2 other passengers are wounded; around 10 other bystanders are injured; Israel claims the Hamas mbrs. were en route to stage an attack. In Bayt Hanun, 2 Hamas mbrs. are killed, an IDF soldier is wounded in an exchange of gunfire. The IDF also demolishes 5 Palestinian homes in Rafah; conducts arrest raids, house searches in Dayr al-Balah, al-Qarara. Based on an intelligence tip, Israeli police in Kafr Qasim arrest 2 West Bank tanzim mbrs. carrying a 5-lb bomb, apparently on their way to Petah Tikva to stage an attack. Palestinians fire a Qassam rocket at Sederot, fire on a Jewish settler vehicle nr Nablus, fire 5 mortars at settlements in Gaza, causing no damage or injuries. Israel says it will begin having fmr. The IDF conducts overnight raids in Khan Yunis and Rafah areas, fatally shooting Hamas mbr. Muhammad al-Qidra in al-Qarara in an apparent assassination; continues major arrest raids in Jenin, rounding up all men ages 15 to 40 for questioning; assassinates a wanted tanzim mbr., demolishes a Palestinian home; demolishes 8 Palestinian homes in Rafah r.c., 1 in Khan Yunis. Israel’s Jerusalem Municipality submits plans to the Interior Min. for construction of a new Jewish settlement on a hill on the East Jerusalem border with the West Bank, nr. Abu Dis. The settlement, to be called Qidmat Tziyon, would have 230 housing units built by several Jewish donors, primarily AmericanJewish millionaire Irvin Moscowitz, who has been involved in numerous other settlement projects. In his 2d mtg. with Abbas, Sharon agrees to make several gestures easing restrictions on Palestinians. The PA says those steps would mark a “genuine effort” by Israel to improve the lives of Palestinians, but would not take the place of ending the occupation. Off the Gaza coast, a Hamas mbr. in a booby-trapped raft attempts to ram an Israeli naval patrol boat, but soldiers fire on the raft, causing it to explode, killing the Hamas mbr., causing no damage. Nr. Hebron 2 Hamas gunmen attack a lone trailer marking an illegal hilltop outpost, occupied by a single Jewish settler family; 1 Palestinian, 1 Jewish settler (a prominent mbr. of the outlawed Kach movement) die in an exchange of gunfire, 3 settlers are wounded, the other Palestinian escapes. Soon after Jewish settlers attack, vandalize Palestinian homes in Hebron. The IDF erects a sand barrier around the al-Sayafa area in the n. of the Gaza Strip, closing it off fr. its surroundings; bulldozes 1,500 m² of land, a main road in al-Qarara; conducts arrest raids in Tulkarm; erects a new checkpoint e. of Dayr al Balah. Some 3,500 Palestinians attend a Hamas-led rally in Gaza City protesting U.S. plans to attack Iraq. The IDF says that it is concerned over the increase in weapons thefts fr. IDF bases during 2002; claims Jewish underworld figures, Israeli Arabs, Palestinians involved.
