In the West Bank, Israeli settlers threw stones at Palestinians traveling near Nablus and Tulkarm. Israeli forces shot and killed 3 Palestinians after they shot and killed an Israeli soldier and injured 3 Israeli soldiers at the Tunnels checkpoint west of Bethlehem; Hamas took responsibility for the attack. Israeli forces also shot and injured 3 Palestinians, including 2 children during raids in Beita and Deir Nidham. Elsewhere, Israeli forces assaulted 2 Palestinians near Carmel, causing bruises. Israeli forces also demolished 2 homes and a marble factory in Wadi Fukin. 69 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Dura, Jenin, Kafr Ra’i, Qalqilya, Husan, Nablus, Jericho, and al-Fara’a refugee camp. In East Jerusalem, 2 Palestinians were arrested during a late-night raid in Isawiya. In Gaza, telecommunications broke down for the third time, this time due to a lack of fuel. Israeli airstrikes killed at least 19 people in Jabaliya refugee camp, al-Qarara, and al-Maghazi refugee camp. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza and due to the telecommunications breakdown. Israeli forces continued to raid al-Shifa Hospital, stealing bodies of Palestinians who had not yet been buried. Israel also put al-Ahli Hospital under siege, preventing movement in and out of the hospital. Israel said the bodies of 2 of the Israeli captives were found in a building near al-Shifa Hospital. In South Lebanon, Israel attacked several sites and anti-tank missiles were fired at Israel. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza, leaving the death toll at 11,479, including 4,630 children and 3,130 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 190 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,730 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since 10/7. 51 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. No aid entered Gaza due to UNRWA vehicles running out of fuel. Turkey said that 27 cancer patients from Gaza arrived in Turkey for treatment. The director of the Indonesian Hospital said its facilities were “completely out of service,” with 45 patients still awaiting surgery. Israeli interior minister Moshe Arbel informed 2 Palestinians, who he claims are Hamas operatives, that Israel has begun efforts to revoke their Jerusalem residency status. Jordanian foreign minister Ayman Safadi said Jordan will not ratify an agreement with Israel to exchange water for energy due to Israel’s attacks on Gaza. (AJ, HA, REU 11/16)

U.S. State Department spokesperson Matthew Miller said Israel must ensure that food, water, and medical care is available at al-Shifa Hospital. Secretary of State Antony Blinken spoke with Israeli war cabinet member Benny Gantz, urging him to address the rise in settler violence and discussing humanitarian aid to Gaza. Blinken also told ABC News that he has told Prime Minister Benjamin Netanyahu that Israel cannot reoccupy Gaza. In the West Bank, Israeli settlers attacked Israeli activists from Rabbis for Human Rights working with Palestinians in Burin to plant trees; 7 were injured by the settlers with clubs and other improvised weapons and 1 car was set on fire. Rabbis for Human rights posted a video of the incident on Twitter. Israeli settlers also fenced off 4 dunams (1 acre) of Palestinian land in Kafr ad-Dik and planted it with trees. Elsewhere, Israeli settlers vandalized some 300 olive tree saplings in Deir Sharaf. Israeli settlers also vandalized 90 olive trees and olive saplings in Yasuf and Bidya. Meanwhile, Israeli settlers assaulted 1 Palestinian man and attempted to set his car on fire in Deir Istiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, inuring 6 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 9 with rubber-coated bullets and 52 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 17 with tear gas. Israel’s public security minister Omer Bar-Lev called the incident where activists from Rabbis for Human Rights were attacked by Israeli settlers near Burin “actions of a terror organization.” Public Security Minister Bar-Lev further stated that it is difficult to apprehend the attackers. In the West Bank, Israeli settlers blocked the main entrance to al-Naqura. Israeli forces shot and killed 1 Palestinian man, alleging that he had tried to stab a soldier at the Gush Etzion Junction between Bethlehem and Hebron. The PA called it an extrajudicial execution. 9 Palestinians were arrested during late-night raids in Kobar, Kafr Ni‘ma, Ni‘lin, Beita, Izbat al-Tabib, and Qalqilya. In East Jerusalem, Israeli forces evicted the 18-member Salhiya family from their home in Sheikh Jarrah, leading to a standoff where members of the family threatened to blow up a gas container on top of the house if the Israeli forces proceeded to demolish their home. A large crowd protested in support of the family. Several European representatives to Palestine and Israel, with some present at the scene, also condemned the eviction and called on Israel to stop it immediately. 1 Palestinian demolished his own commercial structure in Sheikh Jarrah. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. Israeli media reported that Libyan warlord and presidential contender Khalifa Haftar’s plane landed at Ben Gurion airport for a couple of hours before taking off again. A possible drone attack in the UAE killed 3 Indian and Pakistani nationals and wounded 6 others at an oil facility and started a fire at the airport in Abu Dhabi. The Yemeni Houthi group said it was behind the attack. In a letter by Israeli prime minister Naftali Bennett, Israel offered the UAE “security and intelligence support” after the attack, saying “Israel stands with the UAE.” The UAE has been conducting air strikes with its coalition partner Saudi Arabia for years in Houthi-held areas of Yemen, causing many civilian deaths. The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound. In the West Bank, 25 Israeli settlers posing as soldiers attacked a Palestinian couple in their home in Qaryut, leading to the hospitalization of both Palestinian victims; the settlers also caused significant damage to the interior of their home, their car, and their tractor; Israeli forces did not arrive to investigate the scene until 7 hours after it was reported. Israeli settlers also threw stones at 6 Palestinian homes and set a barn on fire in Burqa; Israeli forces subsequently violently dispersed Palestinians trying to repel the settlers. Meanwhile, Israeli settlers erected a settlement outpost named after the settler killed on 12/16, Nefei Yehuda, near the Kiryat Arba settlement; the Nahala movement financially supported the settlement outpost, as it had the Evyatar settlement outpost in May. Haaretz reported that the Israeli company Candiru’s spyware had been purchased by Saudi Arabia, Spain, Israel (for the Shin Bet), Singapore, the UAE, and Germany, and had been used to target people in Catalonia, Lebanon, Yemen, the occupied Palestinian territories, Singapore, Iran, Armenia, and Turkey. It was also reported by the Guardian that NSO Group’s Pegasus spyware was found on jailed Indian dissident activist Rona Wilson’s phone. (AP, GDN, HA, HA 12/17)

The UN general assembly voted 156 for, 7 against, and 15 abstaining on a draft resolution confirming the rights of Palestinians over their natural resources in the occupied territories and the rights of the native population of their resources in the occupied Golan Heights. The resolution also called on Israel to stop exploiting the resources of the territories it occupies. In the West Bank, Israeli settlers attacked and injured 1 Israeli soldier and damaged 3 vehicles in the Yitzhar settlement as Israeli forces tried to remove 1 settler-erected tent. Israeli settlers also installed water pipes on Palestinian-owned land in Ein al-Sakout. 14 Palestinians were arrested, including 13 during late-night raids in Beita, al-Khader, Umm Salamuna, and Yatta; 1 was arrested at a checkpoint near Jericho. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza using stun grenades and skunk water; 2 Palestinians were arrested. Founder of Rawabi City Bashar Masri announced that he will begin building 400 housing units on land belonging to the Greek Orthodox Church in East Jerusalem near Bayt Hanina. Masri said it had taken him more than 10 years to get the building permits from the Israeli municipality. (WAFA 10/11)

Israel issued permits for 442 undocumented Palestinians living in the West Bank and Gaza, making them official residents. Israel controls the Palestinian population registry so people without Israeli permits cannot receive a valid PA-issued identity card. More than 10,000 Palestinians are estimated to be living in the West Bank without being registered by Israel. Israel is said to register over 5,000 Palestinians in the West Bank and Gaza as part of an agreement made between Israeli defense minister Benny Gantz and PA president Mahmoud Abbas. (HA, TOI 10/11)

The Israeli high court of justice criticized the Israeli military for not protecting Palestinian farmers by enforcing a ban on Israeli settlers in the former Homesh settlement area. Because of the lack of enforcement, Palestinian farmers are frequently attacked by Israeli settlers in the area and Israeli settlers have erected a settlement outpost and a Yeshiva on the land. Israeli prime minister Naftali Bennett said that Israel will never renounce its claim to the Israeli-occupied Golan Heights, even if Syria or its president Bashir al-Assad gains favor with the world. In the West Bank, Israeli settlers opened a settlers-only road near Kisan. Israeli forces shot and injured 1 Palestinian man near the separation barrier west of Jenin; the man was treated at a hospital in Israel for his injuries. Israeli forces also fired tear gas at a wedding celebration in Silat al-Harithiya, causing tear-gas related injuries. Palestinians protested in Ramallah against the killing of PA critic Nizar Banat by PA forces on 6/24. 11 Palestinians were arrested by Israeli forces during raids in and around al-Yamun, Qiffin, Beita, Ni‘lin, Abu Dis, and Jaba‘. In East Jerusalem, 1 Israeli settler shot 1 Palestinian man in the leg in Sheikh Jarrah; Israeli police said the Palestinian man had entered the settler’s home, while Palestinian media said the man was part of a solidarity event for the residents of Sheikh Jarrah threatened by forced eviction. 5 Palestinians were arrested during raids in Sheikh Jarrah and Shu‘fat. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. The PA said that it and Qatar had agreed to a mechanism to transfer Qatari funds to Gaza. More than 100,000 Palestinians in Gaza will receive ATM cards with around $100, which can be withdrawn in Gaza. Hamas had previously agreed to have the PA supervise the transfer of the Qatari funds. Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government. IDF troops conduct raids in Nablus, arresting 3 Palestinians and sparking minor clashes; 2 Palestinians are shot and injured. They also conduct overnight raids in Jenin r.c., arresting 2 Hamas affiliates and sparking a brief firefight; 1 Israeli soldier and 3 Palestinians are injured. Additional IDF raids in Abud village nr. Ramallah spark more clashes. No one is seriously hurt, and the IDF closes the village’s main entrance. After reports of stone-throwing outside Beita village nr. Nablus, the IDF seals the village’s main entrance (they will unseal it on 1/30). The IDF arrests 8 Palestinians on late-night raids nr. International diplomacy to end OCL clicks into gear with France proposing that Israel and Hamas impose a 48-hr. humanitarian truce to try to defuse the violence and restore the Gaza cease-fire, with humanitarian groups, Egypt, the EU, the Quartet, and the U.S. opening mediation channels (see Quarterly Update). Israel’s security cabinet meets to discuss the French proposal but does not formally respond.

Israeli actions: The IDF conducts 70 air strikes on Gaza, while the Israeli navy continues shelling from the sea, killing at least 10 Palestinians and wounding 40, bringing the death toll to about 370. The IDF reports hitting 110 individual sites, with primary targets being tunnels on the Rafah border, suspected weapons factories and rocket-launching sites, civil and naval police stations, and groups of resistance mbrs. In Gaza City, at least 20 air strikes hit Haniyeh’s offices, PA Interior Min., and main PA government complex in Gaza City, all of which had been targeted previously; 1 air strike hits an ambulance, killing 1 paramedic, seriously wounding a doctor and the driver. Part of Gaza’s main power grid is also hit, cutting all power to Gaza City. A fuel depot in Rafah is destroyed. In al-Bureij r.c., a mosque and health clinic are hit. In Khan Yunis, a money exchange is destroyed. At least 7 homes across the Strip are targeted. Target locations include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City, Jabaliya town and r.c., Khan Yunis, al-Maghazi (c. Gaza), al-Mughraqa, al-Qarara, Rafah. The IDF launches a YouTube channel to broadcast declassified videos of its operations in Gaza, “other footage of interest to the international community” (JPI 1/8) and begins regular briefings for Internet bloggers worldwide.

Palestinian actions: Palestinians fire 41 rockets, 10 mortars into Israel, damaging 1 home in Sederot and causing several light injuries (excluding shock); 1 rocket lands in Beersheba, 25 mi. fr. the Gaza border, marking the farthest strike to date; 2 other long-range rockets land in Ashdod. Humanitarian notes: Israel allows 93 trucks into Gaza (50 carrying medical supplies and food donated by aid groups; 43 carrying commercial goods), but Gaza City’s Shifa Hospital says it is out of 150 kinds of medicine and 230 other medical supplies, including gloves, scissors, sterilization equipment, nitrogen for anesthesia. Fuel shipments are still cut off; Gaza’s power plant shuts down for lack of fuel. In the West Bank, a Palestinian worker in Mod’in Ilit settlement, angry over Israel’s war on Gaza, stabs, wounds 4 Jewish settlers before being shot and wounded by a paramedic who arrives on the scene. The IDF fires live ammunition, rubber-coated steel bullets, percussion grenades, tear gas at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, wounding 3 (including teenagers ages 13, 14); makes simultaneous afternoon incursions into Beita and Hawara villages nr. Nablus, imposing curfews through 12/31; conducts simultaneous late-night raids, house searches on 4 villages nr. Jenin, firing on residential areas in all cases, causing no injuries and arresting only 1 teenager; conducts late-night arrest raids, house searches in Abu Dis and Jalazun r.c. nr. Ramallah, and nr.
