In the West Bank, Israeli settlers with a military escort marched near Fawwar refugee camp and Dura, throwing stones at Palestinian vehicles. Israeli forces closed the entrances to the camp and village to facilitate the march. Israeli settlers also attacked Palestinian shepherds in Khirbet Makhul. 40 Palestinians were arrested during late-night raids in Fawwar refugee camp, Hebron, Bethlehem, Shu’fat, Biddu, Aqabat Jaber refugee camp, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, 1 Palestinian family was forced to demolish their own home in Sur Baher. In Gaza, an explosion at a Hamas military site in Dayr al-Balah killed 1 member of the Qassem Brigades and injured 1 other. Hamas called the explosion an accident. Representatives from the UK, France, Germany, Italy, Spain, Finland, Belgium, Sweden, Canada, and Norway toured Ras al-Tin and Burqa, condemning the demolition of an EU-funded school in Ein Samia and settler violence in the area. (WAFA 8/24)

The Israeli High Court of Justice approved the punitive demolition of the family home of a 13-year-old Palestinian who allegedly stabbed an Israeli police officer at the Shu’fat checkpoint on 2/13. The Palestinian child, whose trial is ongoing, was charged with murder as an Israeli settler opened fire at the child but instead shot and killed the police officer. The court rejected the argument that the family’s home should not be demolished due to the child’s age, saying the punitive demolition would deter other children from attacking Israeli forces. PA finance minister Shukri Bishara said that the Levine case against the PA and PLO had been dropped in a U.S. court. The plaintiff sought damages from the PA and PLO for $1 billion, claiming the PA and PLO were responsible for an attack that took place in Jerusalem in 2014. (WAFA 8/24)

Sierra Leonean president Julius Maada Bio issued a statement saying his country will open an embassy to Israel in Jerusalem. The announcement followed a phone conversation between Maada Bio and Israeli foreign minister Eli Cohen. (JP, TOI 8/25)

The Guardian reported that in a 43-page amicus brief sent to the International Court of Justice (ICJ) in July the UK government opposed the ICJ review of the legality of the Israeli occupation. The UK opinion raised 4 main arguments against the review, saying that the issue is a “bilateral dispute,” that the court is not equipped to examine the issue, that the review would conflict with existing agreements, and that the review is not appropriate as it asks the court to “assume unlawful conduct on part of Israel.” (AN, GDN 8/24)

The Syrian Observatory for Human Rights said in a report that Israel had carried out 25 attacks on Syria in 2023, including 18 air attacks and 7 ground-to-ground attacks, hitting 60 targets and killing 61 people. (HA 8/24)

In the West Bank, an Israeli settler rammed a 4-year-old Palestinian in Kisan, causing life-threatening injuries. Israeli settlers also threw stones at Palestinian vehicles traveling near al-Bireh and Shufa and vandalized a barn in Khirbet Makhul. Israeli forces raided Arrabah, assassinating 3 Palestinians sitting in a car, including a minor. Israeli forces also issued 15 demolition and stop-work orders for homes and 2 demolition notices for walls on agricultural lands in Yatma. 5 Palestinians were arrested during a late-night raid in Burqa; Israel said the arrests were related to the settler attack on Burqa on 8/4. 5 others were arrested during late-night raids in Hebron, Fawwar refugee camp, Bayt Awa, and Rumana. In East Jerusalem, 2 Palestinians were arrested during late-night raids. In the Naqab, Israeli police detained and deported a Palestinian woman to Gaza after stopping her and examining her papers. The woman, who had lived in Israel since 1992 after marrying a Palestinian citizen of Israel, was forced to leave her 12 children behind, including 4 minors. The Israeli organization Retired Police Commissioners and Major Generals’ Forum sent a letter to Police Commissioner Kobi Shabtai and Shin Bet Director Ronen Bar warning that National Security Minister Itamar Ben-Gvir is trying to interfere in the investigation into the settler terror attack on Burqa on 8/4 after he praised 2 of the arrested settlers, saying the suspects should get a “medal of honor.” (JP, TOI, TOI, WAFA 8/6; MEMO 8/7)

The Israeli public broadcaster KAN reported that Israeli finance minister Bezalel Smotrich blocked the funding of a preparatory course that would help Palestinians living in East Jerusalem get admitted to Israeli universities. $54 million had been allocated to the program. (JP, TOI 8/6; JP 8/7)

In the West Bank, Israeli settlers vandalized Palestinian property in Silwad. Israeli settlers also assaulted Palestinian herders in Khirbat Makhul. Israeli forces seized 1 tractor and 1 bulldozer in Jalbun. In East Jerusalem, 3 Palestinians were arrested during raids in Jabel Mukaber, Shu’fat refugee camp, and al-Tur. Residents of Shu‘fat refugee camp, Isawiya, Jabel Mukaber, and ‘Anata went on strike to protest the Israeli “policy of harassment and aggression adopted by the Israeli authorities, including the police.” Residents of the four East Jerusalem neighborhoods said they would barricade entrances and boycott Israeli agencies and the Jerusalem municipality. Israeli prime minister Benjamin Netanyahu announced that national security minister Itamar Ben-Gvir will lead a taskforce against incitement to terrorism on social media. Ben-Gvir was convicted of incitement in 2008. (HA 2/19)

The UAE informed the UN Security Council that it will not call a vote on a draft resolution to demand that Israel ceases its settlement activity. The decision not to call the vote was reportedly the result of intense lobbying by the U.S. targeting the UAE and the PA. Instead the Security Council members are set to vote on a statement condemning Israeli settlement activity. Part of the deal made by the U.S. involved the PA not pursuing action against Israel in international organizations until August while Israel would not expand more settlements and legalize more settlement outposts beyond the 9 settlement outposts that Israel said it would legalize on 2/12. It was also reported that the U.S. had offered the PA meeting with President Joe Biden at the White House, movement on reopening the U.S. consulate in Jerusalem, and aid. Leading Democrat and former presidential candidate senator Bernie Sanders (D-VT) said during an interview “I think we’ve got to put some strings attached to that [U.S. aid to Israel] and say ‘You cannot run a racist government,’ You cannot turn your back on a two-state solution. You cannot demean the Palestinian people there. You just can’t do it and then come to America and ask for money.” Senator Sanders also said he may introduce legislation to condition U.S. aid to Israel. (HA, MDW 2/20)

In the West Bank, 1 Israeli settler was injured in a stabbing incident in Hizma; Israel claimed the man was stabbed by a Palestinian; 1 Palestinian man was arrested on 3/3 for the stabbing and for a different stabbing of an Israeli settler on 3/3. Israeli settlers attacked Palestinians and Israeli soldiers near the Homesh settlement outpost, throwing stones at Palestinian cars and assaulting Israeli soldiers; 8 Israeli settlers were arrested. Israeli settlers also attacked Palestinian farmers near Kisan, threatening Palestinians picking gundelia plants in Khirbat Makhul and forcing them to leave. Israeli forces violently dispersed the funeral procession for 1 Palestinian killed by Israeli forces on 3/1 in al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces also fired a tear gas canister into a schoolyard in Tell, causing tear-gas related injuries. Elsewhere, Israeli forces delivered stop-work orders for 3 houses in al-Juwaya. Israeli forces also demolished 10 commercial structures in Hizma, affecting 13 Palestinian families. 37 Palestinians were arrested during late-night raids in Silat al-Harithiya, Beita, Tell, Qalqilya, Husan, Dura, and Fawwar refugee camp. The PA closed the Christian organization Beit Al Liqa in Bethlehem for a week while it probed an event at the organization where prominent Israeli settler and former MK Yehuda Glick was present. Beit Al Liqa claimed that it was not aware of who Yehuda Glick was when he participated in the event and that he did not introduce himself to the organizers. (MEMO 3/3)

German chancellor Olaf Scholz met with Israeli prime minister Naftali Bennett in Jerusalem, discussing the Iran nuclear deal and Russia’s war in Ukraine. Prime Minister Bennett said that the 2 had agreed to a new strategic partnership, which Bennett called a “big upgrade” in the 2 countries’ relations. Chancellor Scholz was also scheduled to meet with PA and Jordanian representatives in the West Bank and Jordan, but cut his visit to the region short. (AP, HA, HA, REU 3/2)

The Jewish Agency said that that up to 10,000 Ukrainian immigrants could arrive in Israel to seek Israeli citizenship based on their Jewish heritage. The Jewish Agency said that 5,000 Ukrainians had contacted the agency since Russia’s invasion of Ukraine on 2/24. 30,000 Ukrainian Jews immigrated to Israel between 2014 and 2018 after Russia annexed Crimea and fomented insurgencies in eastern Ukraine. The World Zionist Organization said on 2/27 that it wants to erect 1,000 portable structures for Ukrainian immigrants in the West Bank, the Golan Heights, and Israel. Israeli settlers also stole olive harvests from a Palestinian farmer near the Rachelim settlement. Israeli forces delivered demolition notices for 3 agricultural structures, 2 houses, and 1 house under construction in Huwwara and confiscated a caravan east of Yatta. Israeli forces also razed tracts of agricultural land near al-Zawiya and Sabastia. 9 Palestinians were arrested, including 7 during late-night raids in Beit Fajjar, Bayt Awa, Beit Sahour, Yatta, Bani Na‘im, and Nablus; 1 was arrested by undercover forces in Jenin and 1 at a checkpoint near al-Ibrahimi Mosque. In East Jerusalem, Israeli settlers from the Elad settler organization seized 1 Palestinian family’s apartment in Silwan, while Israeli forces assaulted the Palestinian owners trying to enter their property. 7 Palestinian minors were arrested during late-night raids in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Abasan; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of al-Sudaniyya, causing damage to 1 boat. In Gaza, 10,477 applications to work in Israel were submitted at the local chamber of commerce in Jabalia refugee camp. Many of the applications were from Palestinian laborers, but the 7,000 available work permits were earmarked for merchants. According to Israeli officials, the decision to earmark the permits for merchants was made at the request of Hamas. According to Hamas, there are 300,000 Palestinians in Gaza actively trying to find work. (HA 10/7; ALM 10/8)

A judge at the Jerusalem magistrate’s court ruled that Jewish worshippers are allowed to pray in silence at the Haram al-Sharif compound, drawing condemnation from the PA, Hamas, Turkey, and Jordan. The Israeli high court of justice ordered the Israeli government to explain why it is allowing Israeli settlers to work 1,000 dunams (247 acres) of Palestinian-owned land in the Jordan Valley. The land was declared a closed military zone in 1969 and its Palestinian owners have been barred from entering it since then. The court also ordered the state to explain why Palestinians have not been allowed to work the land. The case was opened after 20 of the Palestinian owners petitioned to have the closed military zone designation rescinded in 2018. (HA 10/6; MEMO 10/11)

Israeli media reported that Israeli security officials met with Egyptian mediators in Cairo to discuss expanding the ceasefire between Israel and Hamas, and to discuss a prisoner exchange between the 2 parties. (MEE 10/6)

Axios reported that the U.S. Biden administration has been pressuring the Israeli government to show restraints on expanding Israeli settlements in the West Bank. In the West Bank, Israeli forces seized 3 tractors from Palestinian villages in the Jordan Valley. Elsewhere, Israeli forces demolished 1 house under construction in Bayt Awa. Israeli forces also delivered 36 demolition notices for Palestinian homes in Farasin near Jenin; if carried out, the demolitions would displace some 200 Palestinians. 24 Palestinians were arrested during late-night raids in and around Anata, Nablus, Jenin, Tulkarm, Hebron, and Khirbat Makhul.
