Israeli forces demolish 7 agricultural structures in Barta’a and 2 agricultural structures in Qabalan. Israeli forces also deliver a stop-work notice for a Swiss-funded sports field in Qalandia and seize a vehicle and equipment. Elsewhere, Israeli forces set up 2 iron gates on roads leading to Huwwara. Israeli forces also arrest 20 Palestinians during late-night raids in and around Hebron, Jericho, Qalqilya, and Bethlehem. In East Jerusalem, Israeli forces raid al-Qibli Mosque at the Haram al-Sharif compound, forcibly removing worshippers. Israeli forces also erect iron barriers at the King Faisal, al-Ghawanmeh, and al-Hadid gates to the compound. In Gaza, Israeli forces bomb al-Bureij refugee camp, Nuseirat refugee camp, Jabalia refugee camp, Khan Yunis, Gaza City, and Rafah, killing at least 69 people. Israeli forces also open fire at Palestinians waiting to receive aid at the Kuwait Roundabout in Gaza City, killing at least 21 people and injuring 155. In Beit Kama, a Palestinian citizen of Israel stabs and kills an Israeli soldier before he is shot and killed. In Lebanon, Israeli forces bomb a home in Naqoura. Israeli forces also bomb Tayr Harfa, Kunin, and Hamul. Hezbollah attacks Israeli soldiers in al-Abad. In Yemen, U.S. forces bomb 9 anti-ship missiles and 2 drones at different sites, saying Houthis fired 4 anti-ship missiles at vessels in the Gulf of Aden and the Red Sea. More than 31,341 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 73,134 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 425 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. PA president Mahmoud Abbas appoints the current chairperson of the Palestine Investment Fund and former deputy prime minister and minister of national economy, Mohammed Mustafa, as the new PA prime minister. Abbas says in a statement that he asked Mustafa to create a plan to re-unify the administration of Gaza and the West Bank, lead reforms in the PA government, security services, and economy, and fight corruption. The U.S. National Security Council welcomes the appointment of Mustafa. UK foreign secretary David Cameron also welcomes the appointment. According to Axios, State Department and White House officials have met with Mustafa and heard his plans for post-war Gaza and rehabilitating the PA economy. The PA condemns Israel for setting up barriers and gates around the Haram al-Sharif compound ahead of Friday prayers. The PA also calls on the ICC to summon Israeli national security minister Itamar Ben-Gvir for incitement to kill Palestinians, citing his statement in support of the killing of a Palestinian child in East Jerusalem on 3/12. Reuters reports that Hamas has submitted a 2-stage ceasefire proposal where the first stage would see Israeli women, children, elderly, and ill captives, including female soldiers, exchanged for 700-1,000 Palestinian prisoners. During the first stage a date for a permanent ceasefire and a deadline for Israeli withdrawal from Gaza would be set. The remaining captives would be released in another prisoner exchange. The Israeli prime minister’s office calls Hamas’s terms “unrealistic” but says the war and security cabinets will discuss the proposal on 3/15. The U.S. circulates a draft resolution at the UN Security Council, supporting efforts to establish an immediate and sustained ceasefire. It is unclear when the draft will be put to a vote. (REU 3/14; AP 3/15)

Senate Majority Leader Chuck Schumer (D-NY) calls for new elections in Israel, calling Israeli prime minister Benjamin Netanyahu 1 of 4 major obstacles for peace, along with “radical right-wing Israelis in government and society,” Hamas, and PA president Abbas. Schumer also says that if Netanyahu remains in power then the U.S. should “play a more active role in shaping Israeli policy by using our leverage to change the present course.” House speaker Mike Johnson (R-LA) says he may introduce a standalone bill for aid to Israel, saying Schumer’s comment “made the situation even more urgent.” The House has already passed 2 Israel funding bills, which Schumer has rejected as Senate Democrats want to tie Israel funding to Ukraine funding. Leader of the Houthi movement Abdul-Malik al-Houthi says Houthi forces will attack Israeli-linked ships in the Indian Ocean that are circumventing the blockade of the Red Sea by going south of the African continent. Al-Houthi also says that 34 members of the Houthi movement have been killed since the U.S.-led anti-Houthi coalition began attacking its forces. (AJ, REU 3/14; AJ, HA 3/15)

The Toronto Star and Reuters report that Canada has stopped shipments of non-lethal military equipment, such as night vision goggles, to Israel due to concerns over human rights violations. (AJ 3/14)

The European Parliament pass a resolution denouncing the “catastrophic humanitarian situation in Gaza, including the risk of imminent starvation.” EU commissioner for crisis management Janez Lenarcic says that neither the EU, nor to his knowledge any other UNRWA donor, has been presented with any evidence against UNRWA employees by Israel. In the West Bank, Israeli forces shoot and kill 3 Palestinians and injure 3 others during raids in al-Fara’a refugee camp and Tubas. Israeli forces also shoot and kill a Palestinian man near al-Muntar. Elsewhere, Israeli forces shoot and injure a Palestinian man during a raid in Beit Furik. Israeli forces also seize a bulldozer during a raid in Bidya. Meanwhile, Israeli forces also arrest 30 Palestinians from Gaza in Barta’a and 5 others in Nablus, Beit Furik, Jalazone, Jericho, and Tubas, including a Palestinian child in Jericho who was released as part of the ceasefire prisoner swap in November 2023. 9 Palestinians prisoners released as part of the deal have been arrested again. In Gaza, Israeli forces bomb Khan Yunis, Gaza City, Dayr al-Balah, and Rafah, killing at least 96 people. 2 babies die at the Kamal Adwan Hospital due to dehydration. 2 rockets are fired at Ashkelon, both are intercepted. 2 Israeli soldiers die in combat. In Lebanon, Israeli forces bomb Ayta ash Shab, Sidon, and Tyre. Hezbollah fires anti-tank missiles at an Israeli airbase in the Mount Meron area, causing damage. The Israeli military’s Central Command commander Yehuda Fuchs signs an order to allow the Mitzpeh Yehuda settlement outpost to be turned into a new settlement called Mishmar Yehuda that initially would have 3,600 housing units and later expand to 13,600 housing units. Hamas official Basem Naim says Hamas has not received the U.S., Israeli, Egyptian, and Qatari ceasefire counterproposal. Reuters reports that the proposal’s first stage includes a 40-day ceasefire, a prisoner exchange ratio of 1 Israeli to 10 Palestinians, that both parties end military operations, a halt to Israeli arial reconnaissance operations for 8 hours a day, and a gradual return of Palestinians to northern Gaza except for men of military age. The second stage would see Israeli forces leave densely populated areas, at least 500 trucks carrying aid enter daily, 200,000 tents and 60,000 caravans enter Gaza, and Israel allow the rebuilding of hospitals and bakeries and allow heavy machinery to enter Gaza to remove rubble. PA foreign minister Riyad al-Maliki meets with WHO director-general Tedros Ghebreyesus in Geneva, Switzerland, discussing the humanitarian situation in Gaza. Al-Maliki also briefs the UN Human Rights Council on the situation in Gaza. President Mahmoud Abbas and Prime Minister Mohammed Shtayyeh meet with Japanese foreign minister Tsuji Kiyoto in Ramallah. Israeli economy minister Nir Barakat tells reporters at the World Trade Organization conference in Abu Dhabi that “in the wars Israel had we had a dip in the economy but immediately after we had a huge spike in innovation. And the knowledge and the experience Israel is gathering in this round of violence is second to none . . . U.S. treasury secretary Janet Yellen says Israel has started transferring the PA’s tax revenue to the PA upon request from the U.S. and that she urged Prime Minister Netanyahu to reverse the ban on Palestinians from the West Bank working in Israel. President Joe Biden meets with House speaker Mike Johnson (R-LA) at the White House, urging him to pass the Senate supplemental funding bill providing aid to Israel and Ukraine. Secretary of State Antony Blinken speaks with Saudi foreign minister Faisal bin Farhan Al Saud and UAE foreign minister Abdullah bin Zayed Al Nahyan, discussing the situation in Gaza and the establishment of a Palestinian state. USAID administrator Samantha Power says the U.S. will provide an additional $53 million in humanitarian assistance to Palestinians in Gaza and the West Bank. A poll released by Data for Progress shows 67% of U.S. voters support a permanent ceasefire in Gaza, including 77% of Democrats and 56% of Republicans. (AJ 2/27)

At the Michigan presidential primaries, an effort to challenge President Biden’s Gaza policy gains support as more than 100,000 voters vote “uncommitted” which organizers had urged people who are angry with Biden’s approach to do in the Democratic primary. In the West Bank, Israeli settlers stabbed and injured 2 Palestinians near Bethlehem. Israeli settlers also uprooted dozens of olive trees in Qusra. Israeli forces shot and injured 2 Palestinians in Barta’a while 1 of them tried to move his car after the Israeli soldiers said it was not legally registered. Israeli forces also demolished water pipes in al-Minya. In East Jerusalem, Israeli forces violently dispersed Palestinians trying to reach the Haram al-Sharif compound, beating and injuring 2. In Gaza, Israeli forces bombed Khan Yunis, Rafah, Dayr al-Balah, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and Bureij refugee camp, killing dozens of people, including 76 from the same family in an airstrike in Gaza City and 40 in airstrikes on 8 buildings in Jabalia refugee camp. Israeli forces also bombed the only water desalination plant in northern Gaza. 5 Israeli soldiers were killed in combat. In Lebanon, rockets were fired toward Israel, killing an Israeli soldier. The UN Security Council passed a resolution calling on the parties to “create the conditions for a sustainable cessation of hostilities . . . facilitate and enable the immediate, safe and unhindered delivery of humanitarian assistance at scale,” and demanding parties “facilitate the use of all available routes to and throughout the entire Gaza Strip” for aid deliveries. It also requested a UN chief of aid disbursement and a UN official for accelerating aid, demanded the release of the captives, and demanded that enough fuel is allowed into Gaza to meet the humanitarian needs. 13 members voted in favor while the U.S. and Russia abstained. Previous versions called for an end to the fighting and later a suspension, but the U.S. rejected these two suggestions. After the vote, PA ambassador to the UN Riyad Mansour called the resolution a step in the right direction and said that Palestine, the Arab Group, and the OIC had 3 objectives: an immediate ceasefire, humanitarian assistance at scale, and no forced displacement. Hamas called the resolution insufficient. Israeli foreign minister Eli Cohen said Israel would continue its war on Gaza until all captives were released and Hamas was eliminated and said Israel would continue to screen all aid going to Gaza. UN secretary-general Antonio Guterres appointed James Eugene McGoldrick to replace Deputy Special Coordinator and Resident Coordinator Lynn Hasting in the office of the UN special coordinator for the Middle East Peace Process. The New York Times reported that an Israeli brigadier general ordered a tank commander to shell a house where he knew Israeli hostages were being held by Palestinian militants in Kibbutz Be’eri, killing 12 Israelis and the Palestinian militants. (HA 12/13; NYT 12/22; HA 12/25; NYT 12/27)

In the West Bank, Israeli settlers attacked Palestinian herders in Kisan with sticks, injuring 2, including a child. Israeli forces killed 14 Palestinians, including a PA officer, during a raid in Jenin and Jenin refugee camp. During the raid Israeli forces opened fire at ambulances, used drones to attack buildings with airstrikes, and used 4 bulldozers to raze paved streets. Israeli forces also shot and killed 4 Palestinians during raids in al-Am’ari refugee camp, Balata refugee camp, Hebron, and Bethlehem. Meanwhile, Israeli forces shot and injured 69 Palestinians during raids in Bethlehem, Beit Furik, Aqraba, Ni’lin, Jenin, Balata refugee camp, and al-Bireh. Israeli forces also displaced 20 Palestinian families from their homes in Khirbet Tana, demolishing homes and destroying beehives. 50 Palestinians, mostly people from Gaza working in Israel before 10/7, were arrested in Barta’a. In Gaza, Israeli airstrikes killed 243 Palestinians and injured around 430 others. Israeli airstrikes targeted the vicinity of al-Nasr Hospital, al-Awda Hospital, the Indonesian Hospital, and al-Shifa Hospital, killing at least 3 people and causing significant damage to the hospitals and 2 ambulances.  Israeli said it assassinated Hamas member Ibrahim Abu-Ma’asiv in an airstrike. 2 Israeli soldiers were killed in Gaza. In South Lebanon, anti-tank missiles were fired at Israel and Israel attacked Lebanon. In Eilat, Israel said a drone launched from Syria damaged a school in Eilat. Israel also said it deployed its Arrow 3 missile defense system for the first time to intercept a surface-to-surface missile fired at Eilat, reportedly from Yemen. Around 50,000 people fled north Gaza to the south, bringing the total number to 122,000 since 11/5. Israel arrested High Follow-Up Committee for Arab Citizens of Israel chairperson Mohammed Barakeh and former MKs Haneen Zoabi, Sami Abou Shehadeh, and Mtanes Shehadeh who were planning to attend a small anti-war protest in Nazareth. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. After the Palestinian leaders were released, Abou Shahadeh said he was arrested for “being a Palestinian citizen calling to end the war. U.S. president Joe Biden said Israel had agreed to daily 4-hour pauses in its attacks on Gaza to allow Palestinians in the north to flee south, saying it had taken longer for Prime Minister Benjamin Netanyahu to agree to the pauses than he had hoped. Biden also said had asked for longer pauses that would help facilitate the release of captives. State Department deputy spokesperson Vedant Patel said Palestinians fleeing the north of Gaza should be able to return. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. Israel delivered 2,000 COVID-19 vaccination doses to the PA intended for medical staff. Israel said it intends on sending the PA 5,000 doses. PA prime minister Mohammed Shtayyeh said the PA expects to have received 50,000 COVID-19 doses from 4 different companies by the middle of February. Prime Minister Shtayyeh also announced that the COVID-19-related lockdown of the West Bank was extended by 2 weeks. The WHO announced that Palestine will start receiving 37,000 doses of the Pfizer/BioNTech vaccine around the middle of February though the COVAX program. The U.S. Joe Biden administration made its 1st official contact with Palestinian officials. The newly appointed deputy assistant secretary for Israel-Palestine Hady Amr spoke to several Palestinian officials. A Biden administration official also said the administration is using and supporting the International Holocaust Remembrance Alliance’s (IHRA) working definition of anti-Semitism, which has been widely critiqued for conflating criticism of Israel with anti-Semitism. Kosovo’s foreign minister Meliza Haradinaj and Israeli foreign minister Gabi Ashkenazi signed an agreement between the 2 countries, which include Kosovo opening an embassy to Israel in Jerusalem and designating Hezbollah as a terrorist organization. In September, Kosovo, Serbia, the U.S., and Israel signed an agreement to have the 2 Balkan countries open embassies to Israel in Jerusalem in return for financial incentives. Serbia’s foreign minister said Serbia has “invested serious efforts in our relations with Israel in recent years and we are not happy with this decision.” Serbia is displeased that Israel as part of the agreement recognized Kosovo as an independent state. The PA, Turkey, the Arab League, and the Organisation for Islamic Cooperation also publicly criticized Kosovo because of the country’s decision to open an embassy in Jerusalem. In the West Bank, Israeli settlers attacked 2 Palestinians near al-Walaja, causing both to be hospitalized. Israeli settlers also chopped down 50 olive trees in al-Sawiya. Israeli forces injured 4 Palestinians using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum; others suffered tear-gas related injuries. 1 Palestinian man, aged 54, died of a heart attack after a stun grenade fired by Israeli forces landed in close proximity to him near the Barta‘a checkpoint. Israeli forces clashed with Palestinians in Hebron, leading to tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid near Bethlehem and 1 at a checkpoint southeast of Jenin. In East Jerusalem, 7 Palestinians were arrested while leaving the Haram al-Sharif compound. A Hamas senior official denied reports that the Egyptian delegation had made a breakthrough in brokering a prisoner exchange deal between Hamas and Israel. According to the official, the 2 parties are still far from each other as many obstacles remain. (HA 9/18)

U.S. president Donald Trump said at a press briefing after meeting a Kuwaiti official that he thinks Kuwait will soon follow the UAE and Bahrain in normalizing ties with Israel. Kuwaiti officials said earlier this month that the country would be the last to join a normalization agreement with Israel. (HA 9/18)

In the West Bank, Israeli settlers stole olive harvests from Palestinian farmers near Awarta. Elsewhere, in Rujib, Israeli settlers threw stones at Palestinians harvesting olives. Israeli settlers also flooded Palestinian-owned farmland with sewage discharge in Dayr al-Hatab. Israeli forces detained 12 Palestinians on their way to work in Israel at the Barta‘a crossing. Israeli forces also prevented Palestinian farmers access to their land on the other side of the separation wall near Salfit. U.S. ambassador to Israel David Friedman attended the opening of the Ariel settlement’s new medical school partly financed by American casino magnate Sheldon Adelson. Ambassador Friedman said at the opening, “A new medical school has opened in Samaria [the West Bank] . . . How many people had ever thought that those words would ever be spoken? The Palestinian driver is arrested. Later, IDF troops conduct raids in the alleged attacker’s hometown, Barta‘a, near Jenin, arresting his brother and ransacking several homes. The Israeli authorities also revoke the work permits of approximately 100 of the alleged attacker’s relatives. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s separation wall, settlements, and occupation, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital in Bethlehem, al-Bireh, 4 villages near Ramallah (Budrus, Nabi Salih, Ni‘lin, and Bil‘in), Kafr Qaddum near Qalqilya, Luban al-Sharqiyya near Nablus, and along Gaza’s border near Gaza City, Khan Yunis, and Jabaliya refugee camp. At least 30 Palestinians are injured, including 2 journalists. A Syrian army helicopter opens fire on a Lebanese border town in the e. Bekaa Valley, wounding 2. State news agency SANA says that the helicopter was chasing “terrorist groups.” In response, the Lebanese army says it will immediately respond to any further such cross-border attacks. Gaza border fire warning shots and tear gas at Palestinians and international activists staging a nonviolent march towards the Erez crossing to protest Israel’s imposition of a no-go zone, causing no serious injuries. The IDF raids several auto repair shops in Barta’a village nr. Jenin, confiscating 17 cars with Israeli license plates. Nr.
