Meanwhile, the E.U. summons Israel’s amb. for a meeting, following similar moves by Britain, Denmark, France, Spain, and Sweden on 12/3. Palestinian pres. Abbas says he is determined to block the proposed settlement construction E1 with all legal and diplomatic means. Hamas-affiliated Reform and Change mbr. Nasser al-Shaer tells Palestinian media that national reconciliation is the PA’s top priority following the successful UN bid. A mortar shell fired during an exchange inside Syria accidentally lands inside the Israeli-occupied Golan Heights, nr. an IDF base, causing no damage or injuries. Israel lodges a formal complaint with the UN. Meanwhile, the UN Disengagement Observer Force, deployed in the Golan since 1974 to monitor the Israel-Syria cease-fire, announces that it will reinforce its security due to threats of cross-border violence posed by Syrian rebels. Armed clashes take place in Tripoli as Syria’s civil war continues to spill over into Lebanon, with gunmen loyal to opposing sides in the Syrian fighting clashing in the city. The fighting has killed 6 people and wounded around 60 since the beginning of the week, sparked by the deaths on 11/30 of over a dozen Lebanese fighting with the rebels. (AP 12/5)

U.S. secy. of state Hillary Clinton criticizes Israel’s 11/30 decision to approve 3,000 new housing units in settlements in East Jerusalem and the West Bank, saying ‘‘these activities set back the cause of a negotiated peace.’’ The British and French governments also condemn the settlement expansion plan, stating that international confidence in Israel’s desire to make peace is at risk. Meanwhile, PLO Executive Comm. mbr. Hanan Ashrawi refers to the decision as a ‘‘war crime,’’ a hint that the PA may consider taking Israel to the ICC. (JP, REU 12/2)

In the Gaza Strip, the IDF opens fire on 3 separate occasions on civilians and farmers in the area nr. the border fence, wounding 1 nr. Bayt Hanun and 2 nr. Jabalya. Israeli naval vessels fire on 3 fishing boats operating between 2.5 and 3 naut. mi. off the coast, in 1 case arresting 5 Palestinian fishermen. Israel’s recent shooting of Palestinians nr. the border fence prompts Hamas to complain about Israeli violations of the cease-fire, with spokesperson Sami Abu Zuhri saying that they are discussing the situation with Egyptian officials. Islamic Jihad’s al-Quds Brigades warns that Israeli cease-fire violations (including shootings along the border, firing on Palestinian fishing boats, and continued use of surveillance aircraft over Gaza) may force a response. In the West Bank, the IDF shoots and wounds a Palestinian man in Dura village nr. Hebron, after a military patrol is attacked by stone-throwing youths. Fatah Central Comm. mbr. Nabil Shaath announces that the PA will release Hamas-affiliated detainees as a gesture to boost reconciliation efforts. Hamas officials say they will move to release Fatah prisoners in the Gaza Strip. The leader of the Democratic Front for the Liberation of Palestine Saleh Zeidan reports that Pres. Mahmud Abbas will call a meeting of the PLO Reform Comm. in Cairo after returning from the UN to revive talks of expanding the PLO to include Hamas and Islamic Jihad as part of a national reconciliation deal. Meanwhile, Hamas officials in Gaza announce plans for Hamas leader Khalid Mishal to visit the Gaza Strip for the 1st time on 12/5, timed to coincide with the 25th anniversary of Hamas’s founding. As Operation Pillar of Defense continues, the IDF carries out air strikes on 133 targets across Gaza, killing 31 Palestinians, including several children, bringing the Palestinian death toll to 146. The IDF says that those killed include 18 Islamic Jihad and Hamas fighters. IDF air strikes kill 3 Palestinian journalists, attacks condemned by Reporters Without Borders. Palestinian armed groups fire 140 rockets into Israel, killing 1 IDF soldier and 1 Israeli Defense Ministry contractor, bringing the Israeli death toll to 5. In addition, 2 Israelis are wounded by a rocket strike on a building in s. Israel. The Iron Dome intercepts 51 rockets. Meanwhile, Hamas’s Izzedin al-Qassam Brigades (IQB) claim responsibility for the killing of 6 alleged Palestinian collaborators with Israel in the streets of Gaza City. (AP, HA, MNA, REU 11/20)

U.S. secy. of state Hillary Clinton meets with Israeli PM Netanyahu in Jerusalem to urge Israel to deescalate the situation in Gaza. At the press conference afterward, she says that the U.S. is pleased with the success of the Iron Dome defense system. In Cairo, Hamas chief Mishal and Islamic Jihad chief Shalah meet with Egyptian intelligence chief Raafat Shehata in an effort to finalize details of a cease-fire agreement with Israel. Egyptian sources hope that a deal will be signed in Cairo on 11/21 and will include not only an immediate cease-fire, but more long-term negotiation of an easing of Israel’s Gaza blockade. The UN Security Council (UNSC) convenes to discuss the situation in Gaza and Israel but does not come to any conclusions. Arab League secy.-gen. Jordanian protesters hold rallies across the country and issue a call for a ‘‘popular uprising’’ against the government in light of rising fuel prices and unpopular economic policies. This is the 7th consecutive day of demonstrations. (HA 11/20)

The IDF’s attacks on the Gaza Strip continue, with reports indicating nearly 20 more Palestinians killed and as many as 300 Israeli air strikes during the day. As the Palestinian death toll approaches 50, with scores more wounded, Gaza’s hospitals feel the strain. IDF targets include the private homes of Hamas officials, police buildings, government buildings, and smuggling tunnels. Israel’s interior min. Eli Yishai says that the goal of the operation is to ‘‘send Gaza back to the Middle Ages.’’ Palestinian armed groups fire over 70 rockets into Israel, with Israel’s Iron Dome defense system intercepting 57 rockets, bringing the total of intercepted projectiles since the start of Operation Pillar of Defense to over 250. Tunisian FM Rafik Abdesslem makes a solidarity visit to the Gaza Strip, vowing that his government will take steps in the Arab League and UN to stop Israeli aggression. Most of the diplomatic focus is on tentative Egyptian efforts to mediate a cease-fire. In Cairo, Egyptian pres. Morsi holds talks with Turkish PM Recep Tayyip Erdogan, Qatar’s Emir Shaykh Hamad Bin-Khalifa al-Thani, Hamas leader Khalid Mishal, and Islamic Jihad leader Ramadan ‘Abdallah Shalah. Dep. head of Hamas’s politbureau Musa Abu Marzuq says despite efforts to secure a temporary cease-fire, Israel and Hamas are both far from reaching an agreement. The IDF assassinates Hamas commander Ahmad Jabari and his bodyguard and separately kills 7 other Palestinians in a number of air strikes on military and civilian targets across the Gaza Strip, leaving around 90 wounded. The dead include 2 children and an elderly man. Code-named Operation Pillar of Cloud in Hebrew (a Torah reference) and renamed Operation Pillar of Defense for foreign audiences, the Israeli military attacks are described as the ‘‘beginning’’ of an effort to increase deterrence and remove Hamas’s rocketlaunching capabilities. The IQB warns that Israel has ‘‘opened the gates of hell’’ with Jabari’s assassination, and fires dozens of rockets and mortars into Israel. They are joined by the DFLP, Islamic Jihad, PFLP, and PRCs, all of whom claim responsibility for rocket and mortar fire. In total, over 90 projectiles hit Israel from the Gaza Strip, causing 4 injuries. The Iron Dome rocket-defense system intercepts 30 rockets. Overnight, the IDF undertakes air strikes on around 100 sites across the Gaza Strip. U.S. pres. Obama calls Israel PM Netanyahu to express his support for Israel’s military operation and the country’s right to selfdefense. Obama also calls Egyptian pres. Mohamed Morsi to stress the importance of de-escalation and to pledge to stay in close touch. Egypt strongly condemns Israel’s military assault, and UN secy.-gen. Ban Ki-moon calls for a cease-fire. Despite the cease-fire, Palestinian fighters fire 6 rockets from Gaza into Israel, causing no injuries—but this marks a huge reduction from the estimated 100 projectiles the previous day. The attacks are claimed by the PFLP, the DFLP, and the PRCs. Israel does not acknowledge the statement by the Palestinian factions. Three unidentified assailants cross into Israel from Egypt and plant a roadside bomb that they detonate when 2 vehicles pass carrying laborers who are working to build Israel’s new border fence; they then open fire on the vehicles with automatic weapons and rocketpropelled grenades; 1 Israeli Palestinian worker is killed. Israeli border police respond to the scene and exchanges fire with the infiltrators, leaving 2 assailants dead and 4 policemen injured. The Israel Project, a Washingtonbased pro-Israel group, hosts a debate between foreign policy advisers to Pres. Obama and Republican presidential candidate Mitt Romney, covering numerous issues including Iran, Syria, military aid, and Obama’s commitment to Israel. Romney advisers accuse Obama of failing to support Israel and of being more concerned with preventing Israel from attacking Iran than halting Iran’s nuclear program. Obama adviser Robert Wexler calls Obama’s ‘‘degree of military and strategic support [to Israel] unparalleled,’’ emphasizing that the Obama admin. worked strenuously behind the scenes to ensure there has not been a UN vote on Palestinian statehood since the Palestinians launched their UN statehood bid in 9/2011. In Lebanon, clashes erupt at the funeral for a Palestinian refugee slain by Lebanese troops outside Nahr al-Barid r.c. on 6/15, leaving 1 Palestinian dead and 7 Palestinians and 3 Lebanese soldiers injured. The clashes spread to ‘Ayn al-Hilwa r.c. in Sidon, where at least 1 Palestinian is killed and 3 Palestinians and 3 Lebanese soldiers are injured. The IDF issues a military order confiscating 29 dunams (d.; 4 d. = 1 acre) of Palestinian land in Dayr Istya village nr. Washington Jewish Week reports that in the previous wk., a U.S. court awarded the family of an American teenager killed in a 2006 Islamic Jihad suicide bombing in Tel Aviv (his father was seriously injured in the attack) $332 m. in damages from Iran and Syria. The family’s lawyers argued that Islamic Jihad was sheltered by Syria and funded by Iran. The family is unlikely to collect the money. (WJW 5/24)

The New York Times runs a special report on a congressional race for a House seat representing Queens, NY, that has been dubbed ‘‘Israelapalooza’’ for the way in which the candidates have touted their pro-Israel credentials in effort to win the endorsement of Ed Koch, former Democratic mayor of New York City, and the votes of Jewish constituents who make up 20% of the district’s population. For example, candidate Grace Meng, who built her political career as an advocate for Chinese Americans and yet has never visited China, made a recent trip to Israel that she has highlighted during her campaign. Most Palestinian hunger strikers agree to a deal brokered by Egypt and Jordan to halt their strike in exchange for agreement from Israel: (1) to free 320 administrative detainees at the end of their current 6-mo. sentences, provided no new evidence against them is found; (2) to end solitary confinements; (3) to allow prisoners from Gaza to receive visits from immediate relatives (family visits from Gaza were suspended in 2006 after Israeli soldier Gilad Shalit was captured), and (4) to return the bodies of 100 Palestinians who were killed in fighting in Israel and buried there. Palestinians in Gaza and the West Bank take to the streets to celebrate. At least 8 Palestinian detainees who went on strike before the mass hunger strike was declared on 4/17 are expected to continue their fasts until they are released—these include Islamic Jihad’s Diab and Halahleh who have not eaten for 77 days and are hospitalized in critical condition. Hours before the Knesset is set to vote on whether to hold early elections, Israeli PM Netanyahu and opposition leader, Kadima party head Shaul Mofaz, make the surprise announcement that Kadima has agreed to join the governing coalition and that they will form a new unity government rather than send the country to early elections (see 5/6/12). The deal is contingent on meet 3 Kadima demands: (1) that Mofaz becomes a vice PM and “special minister in charge of the process with the Palestinians” (already agreed by Netanyahu); (2) that the Knesset passes legislation requiring all Israeli citizens including the ultra-Orthodox to perform military service if they are to receive government benefits; and (3) that unspecified elections reforms are enacted. With Kadima’s 28 Knesset seats, the coalition deal gives Netanyahu control of 94 of 120 seats in parliament and leaves no single faction in a position to topple the government. The deal is also a benefit to Netanyahu from the standpoint that he can keep Barak, a strong ally on the Iran issue, as DM. Israel’s High Court rejects appeals for the release of Islamic Jihad administrative detainees Diab and Halahleh, who have been on hunger strike for 69 days. Israel’s Prison Service say 100s of jailed Palestinians have joined a mass hunger strike in recent days, bringing the total number observing hunger strikes to at least 1,550 (or one-third of the Palestinian prisoner population of 4,700), including Islamic Jihad’s Diab and Halahleh, who have now gone 64 days without eating. PA Pres. Abbas vows to bring the issue of Palestinian administrative detainees before the UN. (PCHR, WT 5/3; NYT 5/4)

Palestinian chief negotiator Saeb Erakat and PA intelligence chief Majid Faraj deliver the long-anticipated letter fr. Pres. Abbas to Israeli PM Netanyahu and his chief negotiator Yitzhak Molcho at a meeting in Jerusalem. Netanyahu pledges to respond in writing within 2 wks. While the letter is not released publicly, a draft version was leaked to the press by a Palestinian source on 4/15, with the disclaimer that that the text might change before it was given to Netanyahu. Of note: PA PM Fayyad had planned to deliver the letter, but pulled out at the last minute. While there is no official comment as to why, various Palestinian sources say (WP 4/18) that Fayyad either (1) disagreed with the content of the letter or (2) thought it would be inappropriate for him to hold a high-level meeting with Netanyahu on the same day as an annual rally in support of Palestinian prisoners in Israeli jails. Fayyad had opposed early drafts that threatened to dissolve the PA if there was no significant progress toward peace. Meanwhile, residents of the illegal settlement outpost of Migron (49 families; some 300 settlers), who were informed by Israel’s High Court in 2011 that they must vacate and dismantle the outpost (on private Palestinian land nr. Ramallah) by 3/31/12, sign a deal with the government to move the outpost to a plot of state land 2 miles away, near Psagot settlement, where they will be allowed to build permanent homes, effectively creating a new Jewish settlement in Jerusalem’s environs. The government then requests that the High Court delay the evacuation until the new homes on the new site are completed (target date 2015). As a result, a meeting of Israel’s High Court, set later for the day, is canceled. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that Egypt is brokering talks in Cairo between Israel and Hamas authorities in Gaza to increase the amount of fuel Israel allows into Gaza to run Gaza’s electricity plan so as to ease rolling blackouts across the Strip. OCHA reports that Israel allowed in more fuel this week, but blackouts are still averaging 8–16 hours/day, compared to 12–18 hrs./ day in recent weeks. In 1/2012, Egypt tightened its restrictions on fuel trucks traveling toward the Gaza border area to limit smuggling of fuel through the tunnels under the Rafah border (see Quarterly Update in JPS 163). In New Delhi, an unidentified motorist slaps a magnetic bomb on an Israeli emb. car in traffic; the bomb detonates, wounding the wife of an Israeli diplomat, her driver, and 2 bystanders. In Tbilisi, an unidentified assailant straps a grenade to a parked Israeli emb. vehicle, but it is discovered and disarmed. The attacks come a month after the assassination of an Iranian nuclear scientist and on the 4th anniversary of the assassination of Hizballah military commander Imad Mughniyah, both thought to have been carried out by Israel’s Mossad. Islamic Jihad spokesman Khader Adnan, held in administrative detention by Israel since 12/17/11, enters his 55th day of a hunger strike intended to draw attention to Israel’s discriminatory criminal justice system, making his hunger strike the longest by a Palestinian prisoner ever recorded.
