Ramallah throw stones at Palestinian vehicles, while in a separate incident, settlers uproot some 40 Palestinian olive trees in the s. Hebron hills. In East Jerusalem, Jerusalem municipality-owned bulldozers level lands to make a trench between Issawiyya village and French Hill settlement, at the request of the latter’s residents. Palestinian official Nabil Shaath tells the media that U.S. Secy. of State Kerry had “guaranteed us in writing” that talks would start from the 1967 lines, with State Dept. spokesperson Marie Harf subsequently denying such a document. (NYT 9/9)

The EU announces a €52 million assistance package to help PA development schemes, such as municipal infrastructure projects and private sector-led economic initiatives. The aid is the final part of the European Neighbourhood and Partnership Instrument assistance, with the total contributed to the Palestinians in 2013 now standing at €300 million. (MNA 9/9)

Russian FM Sergey Lavrov makes a statement calling for military action against Syria to be averted through a plan for the internationally coordinated destruction of Damascus’s chemical weapons’ arsenal. The dramatic intervention is welcomed as a possible breakthrough by Pres. Obama, who faces opposition in Congress and among the public to any U.S. military intervention. Democratic Senate leader Harry Reid postpones a scheduled test vote for lawmakers to assess the Russian plan. Syrian FM Walid Muallem welcomes the Russian proposal as a way of preventing “an American aggression.” (AFP, AP, REU 9/9)

The Egyptian military’s offensive in the Sinai continues, with security forces killing a further 9 militants and arresting 10 nr. Rafah. In 2 separate incidents in c. Sinai, gunmen open fire and wound 3 soldiers. In addition, Egyptian forces destroy 6 smuggling tunnels under the Egypt-Gaza border located n. of Rafah, with an Egyptian official claiming that more than 90% of the smuggling tunnels have now been destroyed. In the Gaza Strip, IDF opens fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries. In the West Bank, the IDF conducts night patrols in 1 village each nr. Qalqilya and Tulkarm. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). The IDF conducts an air strike against a base of the Popular Front for the Liberation of Palestine-General Command (PFLP-GC) s. of Beirut, in response to the rocket launch the previous day—despite that attack being claimed by and attributed to another group entirely. A Lebanese security source claims that the site is also used by Islamist militants. The air raid causes no casualties or serious damage. Lebanese pres. Michel Suleiman condemns the Israeli strike and orders his diplomats to file a complaint about the attack with the UNSC. Israeli DM Moshe Ya’alon says that the Israeli govt. holds their Lebanese counterparts responsible for the rocket fire emanating from its territory. UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Meanwhile, the British govt. adds its voice to those ascribing responsibility for the attack to govt. forces. Moscow publishes a statement calling for an independent investigation and saying that FM Sergey Lavrov and U.S. Secy. of State John Kerry had spoken about the situation and that both parties had a “mutual interest” in calling for a UN investigation. In an interview on CNN, U.S. pres. Barack Obama plays down the possibility of a rapid military intervention by the U.S. in Syria, saying how important a legal mandate from the UN and international coalition of support would be. Protests take place across Egypt by Muslim Brotherhood supporters and other opponents of the coup, though rallies were small and scattered. One person is killed by security forces in the Nile Delta town of Tanta, with official Health Ministry reports saying 54 people are wounded in Cairo and 2 Delta provinces. Meanwhile, speaking on CNN, U.S. pres. Barack Obama says that cutting off aid to Egypt “may not reverse what the interim govt. does.” (AP, REU 8/23)

Palestinians in the Gaza Strip fire 6 rockets into s. Israel at night, causing no damage or injuries, with 2 intercepted by the Iron Dome missile defense system. In response, the Israeli Air Force strikes 4 targets in the Gaza Strip belonging to Islamic Jihad, causing 1 injury and property damage. The Israeli military also closes the Kerem Shalom and Erez crossings. In the West Bank, the IDF conducts house searches and arrest raids in Nablus, 2 villages nr. Hebron, 1 village each nr. Palestinian pres. Mahmud Abbas accepts the resignation of PM Rami Hamdallah, after failing to persuade him to remain in the post during talks over the weekend. Hamdallah is, however, subsequently designated head of an interim govt., until a replacement can be found. Reports indicate that Hamdallah’s unhappiness over his role in the govt. focused on a dispute with Mohammed Mustafa and Ziad Abu Amr, who had been appointed by Abbas as deputy prime ministers. U.S. Secy. of State John Kerry tells the House of Representatives Foreign Affairs Committee that the ‘‘window for a two-state solution is shutting’’ and that the chance to create a Palestinian state alongside Israel will be lost in 1–2 years. (Guardian 4/18)

Officials from a dozen Palestinian factions including the PFLP, DFLP and Islamic Jihad—but excluding Hamas and Fatah—meet in Gaza City to discuss the resignation of Salam Fayyad. In a subsequent news conference, the factions say Pres. Mahmud Abbas should immediately start forming a Palestinian unity government of technocrats to be sworn in within three weeks. The government should then set a date for presidential, parliamentarian, and Palestinian National Council elections. (MNA 4/18)

Anonymous diplomats say that Iran and the International Atomic Energy Agency have agreed to discussions in mid-5/2013. Meanwhile, U.S. Secy. of State John Kerry tells the U.S. Senate Foreign Relations Committee that he was disappointed by the failure of talks in Kazakhstan but that a diplomatic solution to the dispute with Iran is still the best option. Palestinian pres. Mahmud Abbas accepts the 4/10 resignation of PM Salam Fayyad, despite international pressure for him to stay on. Abbas asks Fayyad to remain as caretaker PM until a replacement is appointed. Secretary of Fatah’s revolutionary council Amin Makhoul welcomes the resignation, saying that Fayyad’s government had failed to solve pressing economic problems. U.S. Secy. of State John Kerry, speaking in Tokyo, says he would have preferred Fayyad to stay on and expresses hope that Abbas will appoint the ‘‘right person’’ to work with all parties and ‘‘establish confidence.’’ Meanwhile, Hamas officials claim that Fayyad’s departure is not at all connected to the national reconciliation process, though Senior Leader of Islamic Jihad Khalid al-Batsh says that Fayyad’s resignation presents an opportunity to form a unity government headed by Abbas. Israeli media report that National Security Adviser Yaakov Amidror has recently privately warned PM Benjamin Netanyahu that settlement construction is causing Israel to lose support even among its strongest allies in the West. Sources in Netanyahu’s office do not deny the substance of Amidror’s remarks, but say that they should not be seen as a hint that the PM is considering a settlement freeze to help start negotiations. Hamas official Izzat al-Rishq says that Fatah and Hamas will meet in Cairo on 2/10 to discuss the composition of a unity government. On 2/8, the discussion will focus on PLO reform. Meanwhile, an anonymous PA official tells Agence France-Presse that PA security forces have arrested more than 25 Hamas mbrs. over the past 48 hours. Islamic Jihad politburo mbr. Shaykh Nafith Azzam says that the group may run in the next elections of the PLO’s Palestine National Council (PNC) if certain conditions related to the political program, decision-making mechanism, and structure of the PLO are met. Azzan says PNC elections are necessary, particularly as the council represents Palestinians in Palestine and in the diaspora. (MNA 2/7)

Hundreds of thousands of Fatah supporters rally in Gaza City to mark the 48th anniversary of the founding of the movement, the 1st such show of support for Fatah in Gaza since 2007. Pres. Abbas tells the crowds in a televised address that Palestinian national unity is coming soon. Hamas’s acting PM Ismail Haniyeh calls Abbas to congratulate him on the occasion of the anniversary. Christian Science Monitor reports that Palestinian support for military operations against Israel has registered its most significant jump in 10 years (50.9%, up from 29.3% in 1/2011), spurred by Operation Pillar of Defense, ongoing Israeli settlement expansion, and frustration over a peace process that has been essentially deadlocked for more than 4 yrs. The Higher Planning Council of the IDF’s Civil Admin. meets to advance plans for 3,400 new settlement homes in the E1 area between Ma’ale Adumim and Jerusalem. Construction is expected to begin in 1–2 years. (HA, JP 12/5)

In Berlin, Israeli PM Benjamin Netanyahu meets German chancellor Angela Merkel, who expresses dismay at settlement expansion. Israeli media reports say that Merkel’s message is that Netanyahu must choose between the peace process and establishing a Palestinian state on the one hand, and continued settlement growth and international isolation on the other. Meanwhile, the E.U. summons Israel’s amb. for a meeting, following similar moves by Britain, Denmark, France, Spain, and Sweden on 12/3. Palestinian pres. Abbas says he is determined to block the proposed settlement construction E1 with all legal and diplomatic means. Hamas-affiliated Reform and Change mbr. Nasser al-Shaer tells Palestinian media that national reconciliation is the PA’s top priority following the successful UN bid. Israel lodges a formal complaint with the UN. Meanwhile, the UN Disengagement Observer Force, deployed in the Golan since 1974 to monitor the Israel-Syria cease-fire, announces that it will reinforce its security due to threats of cross-border violence posed by Syrian rebels. Armed clashes take place in Tripoli as Syria’s civil war continues to spill over into Lebanon, with gunmen loyal to opposing sides in the Syrian fighting clashing in the city. The fighting has killed 6 people and wounded around 60 since the beginning of the week, sparked by the deaths on 11/30 of over a dozen Lebanese fighting with the rebels. (AP 12/5)

U.S. secy. of state Hillary Clinton criticizes Israel’s 11/30 decision to approve 3,000 new housing units in settlements in East Jerusalem and the West Bank, saying ‘‘these activities set back the cause of a negotiated peace.’’ The British and French governments also condemn the settlement expansion plan, stating that international confidence in Israel’s desire to make peace is at risk. Meanwhile, PLO Executive Comm. mbr. Hanan Ashrawi refers to the decision as a ‘‘war crime,’’ a hint that the PA may consider taking Israel to the ICC. (JP, REU 12/2)

Israeli naval vessels fire on 3 fishing boats operating between 2.5 and 3 naut. mi. off the coast, in 1 case arresting 5 Palestinian fishermen. Israel’s recent shooting of Palestinians nr. the border fence prompts Hamas to complain about Israeli violations of the cease-fire, with spokesperson Sami Abu Zuhri saying that they are discussing the situation with Egyptian officials. Islamic Jihad’s al-Quds Brigades warns that Israeli cease-fire violations (including shootings along the border, firing on Palestinian fishing boats, and continued use of surveillance aircraft over Gaza) may force a response. Fatah Central Comm. mbr. Nabil Shaath announces that the PA will release Hamas-affiliated detainees as a gesture to boost reconciliation efforts. Hamas officials say they will move to release Fatah prisoners in the Gaza Strip. The leader of the Democratic Front for the Liberation of Palestine Saleh Zeidan reports that Pres. Mahmud Abbas will call a meeting of the PLO Reform Comm. in Cairo after returning from the UN to revive talks of expanding the PLO to include Hamas and Islamic Jihad as part of a national reconciliation deal. Meanwhile, Hamas officials in Gaza announce plans for Hamas leader Khalid Mishal to visit the Gaza Strip for the 1st time on 12/5, timed to coincide with the 25th anniversary of Hamas’s founding. For example, candidate Grace Meng, who built her political career as an advocate for Chinese Americans and yet has never visited China, made a recent trip to Israel that she has highlighted during her campaign. Most Palestinian hunger strikers agree to a deal brokered by Egypt and Jordan to halt their strike in exchange for agreement from Israel: (1) to free 320 administrative detainees at the end of their current 6-mo. sentences, provided no new evidence against them is found; (2) to end solitary confinements; (3) to allow prisoners from Gaza to receive visits from immediate relatives (family visits from Gaza were suspended in 2006 after Israeli soldier Gilad Shalit was captured), and (4) to return the bodies of 100 Palestinians who were killed in fighting in Israel and buried there. At least 8 Palestinian detainees who went on strike before the mass hunger strike was declared on 4/17 are expected to continue their fasts until they are released—these include Islamic Jihad’s Diab and Halahleh who have not eaten for 77 days and are hospitalized in critical condition. Hours before the Knesset is set to vote on whether to hold early elections, Israeli PM Netanyahu and opposition leader, Kadima party head Shaul Mofaz, make the surprise announcement that Kadima has agreed to join the governing coalition and that they will form a new unity government rather than send the country to early elections (see 5/6/12). The deal is contingent on meet 3 Kadima demands: (1) that Mofaz becomes a vice PM and “special minister in charge of the process with the Palestinians” (already agreed by Netanyahu); (2) that the Knesset passes legislation requiring all Israeli citizens including the ultra-Orthodox to perform military service if they are to receive government benefits; and (3) that unspecified elections reforms are enacted. With Kadima’s 28 Knesset seats, the coalition deal gives Netanyahu control of 94 of 120 seats in parliament and leaves no single faction in a position to topple the government. The deal is also a benefit to Netanyahu from the standpoint that he can keep Barak, a strong ally on the Iran issue, as DM. The High Court also issues a ruling affirming the legal purchase by Jewish settlers of a Palestinian home in Jerusalem’s Old City, ordering the Palestinian family to vacate; and ruling ordering a Palestinian to vacate his shop in the Old City, ruling it is a historic Jewish property. Israel’s Prison Service say 100s of jailed Palestinians have joined a mass hunger strike in recent days, bringing the total number observing hunger strikes to at least 1,550 (or one-third of the Palestinian prisoner population of 4,700), including Islamic Jihad’s Diab and Halahleh, who have now gone 64 days without eating. Palestinian chief negotiator Saeb Erakat and PA intelligence chief Majid Faraj deliver the long-anticipated letter fr. Pres. Abbas to Israeli PM Netanyahu and his chief negotiator Yitzhak Molcho at a meeting in Jerusalem. Netanyahu pledges to respond in writing within 2 wks. While the letter is not released publicly, a draft version was leaked to the press by a Palestinian source on 4/15, with the disclaimer that that the text might change before it was given to Netanyahu. Of note: PA PM Fayyad had planned to deliver the letter, but pulled out at the last minute. While there is no official comment as to why, various Palestinian sources say (WP 4/18) that Fayyad either (1) disagreed with the content of the letter or (2) thought it would be inappropriate for him to hold a high-level meeting with Netanyahu on the same day as an annual rally in support of Palestinian prisoners in Israeli jails. Fayyad had opposed early drafts that threatened to dissolve the PA if there was no significant progress toward peace. Cross-border fighting in Gaza enters its 3d day. Palestinians fire 10s of rockets and mortars into Israel, damaging an empty school but causing no injuries. Israel carries out at least 7 air strikes on 7 targets (1 in Abassan, 3 in Gaza City, 3 in Jabaliya), killing 2 Palestinian civilians and wounding 33 Palestinians (2 armed Palestinians and 31 civilians, including 12 children and 5 women). Egypt unsuccessfully attempts to mediate a cease-fire. Israeli DM Ehud Barak acknowledges that Hamas has not taken part in the fighting, but notes that Hamas has not tried to rein in Islamic Jihad or the PRCs. As the fighting continues Islamic Jihad publicly accuses Hamas of failing to protect Gaza. In the West Bank, the IDF conducts morning patrols in 3 villages nr. Ramallah and 1 nr. Jenin (firing tear gas, stun grenades at stone-throwing Palestinian youths who confront them, causing no injuries); patrols in 1 village nr. Jenin (again firing tear gas, stun grenades at stone-throwing Palestinian youths who confront them, causing no injuries) and 1 nr. Tulkarm in the afternoon; and conducts late-night patrols in 1 village nr. Ramallah and latenight arrest raids and house searches nr. Jenin. Meanwhile, residents of the illegal settlement outpost of Migron (49 families; some 300 settlers), who were informed by Israel’s High Court in 2011 that they must vacate and dismantle the outpost (on private Palestinian land nr. Ramallah) by 3/31/12, sign a deal with the government to move the outpost to a plot of state land 2 miles away, near Psagot settlement, where they will be allowed to build permanent homes, effectively creating a new Jewish settlement in Jerusalem’s environs. The government then requests that the High Court delay the evacuation until the new homes on the new site are completed (target date 2015). Overnight, Palestinians fire about 20 rockets fr. Gaza into Israel in retaliation for the Qaissi assassination on 3/9, injuring 3 Israelis (1 seriously); and Israel responds with at least 10 air strikes on 6 targets (1 each in Dayr al-Balah, Gaza City, and Rafah; 3 in Bayt Lahiya), killing 6 Islamic Jihad mbrs. and wounding 6. During the day, at least another 4 Palestinians (all PRC mbrs.) are killed, 18 Palestinians are wounded (2 militants and 16 civilians, including 1 child), and 1 Israeli is injured by cross-border fire. These attacks include 9 Israel air strikes on 5 targets (1 in Abassan, 2 in Gaza City, 2 in Rafah), IDF cross-border gunfire on unarmed civilian protesters, and another 80 Palestinian rockets and mortars fired into Israel (exclusively by Islamic Jihad and the PRCs). Israeli drones makes an air strike on a car in Gaza City, assassinating Zuhair al-Qaissi, top military cmdr. the Popular Resistance Comms. (PRCs) and senior PRC mbr. Mahmoud Hanani, and seriously wounding 1 civilian bystander. Israel accuses Qaissi of plotting a cross-border attack similar to the 8/2011 Elat attack from Egypt. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni’lin; demonstrations in Bil’in and Nabi Salih also call for solidarity with Palestinian prisoners in Israeli jails.
