In the West Bank, Israeli settlers vandalized 3 Palestinian-owned vehicles and sprayed “Jews wake up, Arabs leave” and the Star of David on a wall near the vehicles in Marda. Israeli forces violently dispersed a funeral procession in Abu Dis for a Palestinian woman who was killed in June 2021 and whose body was handed to her family on 8/23; 1 was injured by a baton round to his head. Israeli forces demolished 1 agricultural structure and 1 carwash in Huwwara and residential and agricultural structures belonging to 8 families near Fasayil. 14 Palestinians were arrested during late-night raids in al-Bireh, Jalazun refugee camp, Beit Rima, Silwad, Qatanna, al-Azza refugee camp, Husan, Beit Sahour, Nablus, and Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Silwan, displacing 10. 1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. The 4 soldiers had detained the 2 Palestinians after stopping their car. A statement from the Israeli military said that the soldiers used “unnecessary force.” (AP, HA, MEMO 8/24)

In response to U.S. air strikes in Syria on 8/23, groups said to be affiliated with Iran attacked the U.S. Mission Support Site Conoco in Syria, lightly injuring 1 U.S. soldier. The U.S. responded by attacking militants with helicopters, killing at least 2 people. (REU, REU 8/24; AJ, HA, MEE 8/25)

In the West Bank, Israeli forces beat 1 Palestinian man to death at the separation wall near Tulkarm after he tried to enter Israel for work. The body of the man, who was from Gaza, was returned to his family on 7/5. Israeli forces also shot and injured 6 Palestinians during a raid in Dura, including 5 with live ammunition and 1 with a baton round. Elsewhere, Israeli forces violently dispersed Palestinians in Abu Dis, injuring 1 with live ammunition. Israeli forces also demolished 1 residential structure in Umm Qassa in the Masafer Yatta area, displacing 15. Meanwhile, Israeli forces demolished 1 3-story building in Sawahara al-Sharqiyya and assaulted the Palestinian owner trying to prevent the demolition. Israeli forces also delivered stop-work notices for some 30 structures in Humsa al-Tahta. 19 Palestinians were arrested, including 18 during late-night raids in Beit Sira, Beitunia, Ramallah, Abu Nujaym, Dahariya, Beit Umar, al-Arroub refugee camp, Iskaka, and Nablus; 1 was arrested at a checkpoint near Nablus. In East Jerusalem, Israeli authorities demolished 1 house in Jabel Mukaber and 1 nursery in Isawiya; 2 Palestinians were arrested during the demolition in Jabel Mukaber. 6 others were arrested during raids in the Old City and Isawiya. U.S. state department spokesperson Ned Price said that the U.S. had determined that the ballistic analysis of the bullet that killed Palestinian American journalist Shireen Abu Akleh was inconclusive, saying the bullet was badly damaged. The U.S. said it had “concluded that gunfire from IDF positions was likely responsible for the death” of Abu Akleh but that the U.S. “found no reason to believe that this was intentional but rather the result of tragic circumstances during an IDF-led military operation against factions of Palestinian Islamic Jihad.” Several independent investigations, eyewitnesses, and the PA have concluded that Israeli forces deliberately targeted Abu Akleh given the bullet’s trajectory where she was killed. Member of the PLO executive committee Wasel Abu Yousef accused the U.S. of protecting Israel. Secretary general of the PLO Hussein al-Sheikh said the PA rejected the U.S. findings and would seek justice at the ICC. The family of Abu Akleh expressed disbelief that the U.S. was unable to conclude with certainty Israel had killed Shireen, given the evidence available. 1 Palestinian man from Gaza died after being denied cancer treatment by Israeli authorities, claiming his 2 travel permits for treatment were under security check. The man had applied to travel to Nablus for treatment on 3 occasions since April, but his applications remained pending when he passed. (PCHR 7/6)

PA prime minister Mohammed Shtayyeh accused Israel of using the corpses of Palestinians killed by Israel in Israeli medical schools. (WAFA 7/4)

In the West Bank, Israeli settlers with military escort raided Luban al-Sharqiyya, during which 1 Israeli settler pushed 1 Palestinian off a 4-meter wall, causing him to be hospitalized. Israeli settlers also uprooted some 50 olive trees near al-Twana. Elsewhere, Israeli settlers and military escort raided Kafr Ni‘ma, leading to confrontations; no injuries were reported. Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work at the separation barrier near Barta‘a. Israeli forces also clashed with Palestinians during a raid in Tuqu‘, injuring 1 child who was hit by a tear gas canister, others suffered tear-gas related injuries. 7 Palestinians were arrested during raids in and around Kaubar, Dura, Hebron, Dheisheh refugee camp, and al-Khadir; during the raid in Dheisheh refugee camp, 1 Palestinian was injured by Israeli forces using live ammunition and others suffered tear-gas related injuries. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned home in Shaykh Jarrah. Palestinians protested the pending eviction of 4 Palestinian families in Shaykh Jarrah whose homes are expected to be taken over by Israeli settlers. Israeli authorities also banned the Old City’s caretaker of Islamic cemeteries from entering the city for 15 days. 5 Palestinians were arrested, including 4 during late-night raids in al-Tur and 1 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 6 nautical miles west of Gaza City, causing damage to 3 boats. In Gaza, Israeli forces made incursions and leveled farmland north of Bayt Lahiya. In Israel, 1 Palestinian from the West Bank was arrested at his workplace in Umm al-Fahm. Egypt announced that it would open the Rafah crossing “indefinitely.” It was reported that the decision was tied to the Fatah and Hamas reconciliation efforts and Palestinian plans to hold elections. (ALM, REU, WAFA 2/9; AJ 2/10)

14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. Islamic Jihad said the group would not run in the elections but that they would not interfere with them. (AJ, AP, HA, WAFA 2/9; HA, AP 2/10)

German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. In the West Bank, Israeli settlers closed off a street in Huwwara and threw stones at Palestinian-owned vehicles. Israeli settlers also threw stones at Palestinian vehicles in Dayr Sharaf. Elsewhere, Israeli settlers fenced off a tract of Palestinian-owned land in Khirbat Makhul. Israeli forces uprooted 350 olive trees and demolished 3 residential structures south of Jericho. Israeli forces also delivered a stop-work notice for 1 house in al-Khadir and delivered a demolition notice against 1 greenhouse near Jenin. Elsewhere, Israeli forces demolished 1 house and uprooted 1 olive tree in Salfit. Israeli forces also demolished 1 storage structure east of Yatta, leading to clashes with Palestinians; tear-gas related injuries were reported. Meanwhile, Israeli forces shot and injured 1 Palestinian near the separation wall in Barta‘a. 16 Palestinians were arrested during raids in and around Ramallah, Jenin, and Qarawat Bani Hassan in East Jerusalem; 5 Palestinians were arrested. After the U.S. state department refused to disclose who the buyer of the ambassador’s residence in Tel Aviv was, an Israeli newspaper disclosed that it was U.S. casino magnate Sheldon Adelson, who had paid $67 million for the seaside property. The U.S. will continue to lease the property until the spring of 2021. The property was sold as part of the Trump administration’s push to cement the move of the U.S. embassy from Tel Aviv to Jerusalem. It was also reported that the U.S. state department had approved the sale of 3,00 guided munitions to Saudi Arabia. (HA, WP 12/29; HA 12/30; TOI 1/4)

Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Also in Gaza, 3 Palestinian children die in a house fire sparked by a candle they were using because power outages have lasted 18 hours per day. Hamas officials will blame the Israeli blockade for their deaths. Holding Hamas responsible for any projectile fire from Gaza and asserting that Islamic Jihad was the culprit, Israeli Air Force (IAF) jets strike 4 Islamic Jihad, Popular Resistance Comms. (PRC), and Hamas training sites in Rafah, Khan Yunis, and Bayt Lahiya late at night, causing damage but no casualties. Off the coast nr. Khan Yunis and then nr. In the Gaza Strip, the 72-hour cease-fire ends at 8:00 A.M. local time and hostilities resume. The IDF continues its assault with aerial and naval bombardment, killing 5 Palestinians. The IAF strikes around 50 targets across Gaza. Armed Palestinian groups fire dozens of rockets into Israel, attacks claimed by Islamic Jihad and the PRC, injuring 3. In the West Bank, IDF troops shoot and kill a Palestinian during clashes nr. Psagot settlement close to Ramallah. IDF troops also shoot a Palestinian in clashes nr. Hebron, who later dies of his injuries. In the clashes, 25 are injured with live ammunition and 15 with rubber-coated metal bullets. There are further clashes in Safa village nr. Ramallah, where IDF troops shoot and injure 7 Palestinians, as well as outside Ofer prison, where IDF troops injure 6 Palestinians. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Egyptian officials call for a resumption of the cease-fire, saying that only a few points remain to be agreed, but Israeli officials say that they are unprepared to negotiate under fire. Israeli PM Netanyahu tells Israeli television that the govt. would give up “some settlements” in the West Bank as part of a peace agreement, but that he would “ensure the number will be as small as possible,” if talks progress that far. Meanwhile, U.S. State Dept. spokesperson Jen Psaki tells reporters that the U.S. recognizes Israel as a Jewish state but that Palestinian recognition is not a precondition in peace talks. In clashes between Muslim Brotherhood supporters and Egyptian security forces across the country, including Suez, Alexandria, and al-Arish, 3 protesters are killed and 48 wounded. An Egyptian official says 17 police officers are wounded in the clashes in Cairo. (AFP, REU 3/7)

Iranian Foreign Ministry official Hamid Baidinejad says that representatives of Iran and the P5+1 countries have held “substantive and useful” talks in Vienna in preparation for the next meeting of chief negotiators on 3/18. EU foreign affairs chief Catherine Ashton confirms the Iranian official’s assessment of the talks, via a statement from her office in Brussels. (AFP, REU 3/7)

In response to the Israeli allegations regarding the ship intercepted in the Red Sea on 3/5, Iranian FM Zarif rejects Israeli allegations, calling claims of Iranian involvement a “lie.” Senior Islamic Jihad official Khalid al-Baths denies the group’s involvement in the seized missile shipment. The IDF conducts an air strike against a base of the Popular Front for the Liberation of Palestine-General Command (PFLP-GC) s. of Beirut, in response to the rocket launch the previous day—despite that attack being claimed by and attributed to another group entirely. A Lebanese security source claims that the site is also used by Islamist militants. The air raid causes no casualties or serious damage. Lebanese pres. Michel Suleiman condemns the Israeli strike and orders his diplomats to file a complaint about the attack with the UNSC. Israeli DM Moshe Ya’alon says that the Israeli govt. holds their Lebanese counterparts responsible for the rocket fire emanating from its territory. UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Meanwhile, the British govt. adds its voice to those ascribing responsibility for the attack to govt. forces. Moscow publishes a statement calling for an independent investigation and saying that FM Sergey Lavrov and U.S. Secy. of State John Kerry had spoken about the situation and that both parties had a “mutual interest” in calling for a UN investigation. In an interview on CNN, U.S. pres. Barack Obama plays down the possibility of a rapid military intervention by the U.S. in Syria, saying how important a legal mandate from the UN and international coalition of support would be. Protests take place across Egypt by Muslim Brotherhood supporters and other opponents of the coup, though rallies were small and scattered. One person is killed by security forces in the Nile Delta town of Tanta, with official Health Ministry reports saying 54 people are wounded in Cairo and 2 Delta provinces. Meanwhile, speaking on CNN, U.S. pres. Barack Obama says that cutting off aid to Egypt “may not reverse what the interim govt. does.” (AP, REU 8/23)

Israeli drones makes an air strike on a car in Gaza City, assassinating Zuhair al-Qaissi, top military cmdr. the Popular Resistance Comms. (PRCs) and senior PRC mbr. Mahmoud Hanani, and seriously wounding 1 civilian bystander. Israel accuses Qaissi of plotting a cross-border attack similar to the 8/2011 Elat attack from Egypt. In response, Islamic Jihad and the PRCs fire at least 6 Qassam rockets, 4 Grads, and 2 mortars fr. Gaza into Israel, causing no damage or injuries. Later, Israel carries out 2 more air strikes on a rocket-launching team e. of Gaza City, killing 3 Islamic Jihad mbrs. Late in the evening Israeli warplanes make 3 air strikes on separate targets nr. Gaza City, striking a residential area (lightly injuring 2 civilians inside their home), targeting a garage under an apartment building (injuring 3 civilians, including a child), and targeting a group of armed Palestinians, killing 1 Islamic Jihad mbr. The IDF carries out at least 25 air strikes (warplanes and drones) and 5 artillery strikes, killing at least another 7 Palestinians (5 militants and 2 bystanders, including 1 child) and wounding at least 40; the attacks include the targeted assassination of Islamic Jihad’s senior military cmdr. Bethlehem (also beating 2 women), and Ni‘lin (injuring 12); makes late-night incursions into Tubas and neighboring al-Fara‘a r.c., patrolling streets and firing on residential areas, wounding 2 Palestinians. Israel announces the complete withdrawal of ground forces from Gaza. Israeli naval vessels direct heavy machine gun fire at beaches in n. Gaza, causing no reported injuries. Israel allows 118 truckloads of goods into Gaza. Hamas mbrs. reportedly begin rounding up alleged collaborators with Israel, including Fatah mbrs. In the West Bank, the IDF sends undercover units into Qabatya to ambush and arrest local Islamic Jihad leader Salah Kmail, and into Qiffin nr. Tulkarm to raid a carpentry shop, arresting Islamic Jihad mbr. Omar Daoud; conducts late-night arrest raids, house searches in and around Bethlehem, Jenin and nr. Salfit, Tulkarm; fires on Palestinians demonstrating against OCL in Bayt Umar nr. Hebron, wounding 2; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 11 Palestinians, including 5 children). The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The UN estimates that 20,000 Gazans have been internally displaced by the fighting. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. Israel releases 224 Palestinian prisoners; at least 9,000 Palestinians remain in Israeli jails. Gaza’s power plant shuts down after 4 days of operation for lack of fuel (see 12/11). In the West Bank, the IDF conducts late-night arrest raids, house searches in Bayt Umar nr. Hebron; hours later conducts synchronized house searches in 4 villages and al-Fawar r.c. nr. Hebron. The IDF also sends undercover units in a vehicle with Palestinian license plates into al-Yamun village nr. Jenin, where they ambush and assassinate Islamic Jihad mbr. Jihad Nawahda. Israel’s High Court orders a 2d revision of the planned separation wall around Bil‘in, ruling that the new IDF route (submitted in compliance with a 9/07 High Court decision) still directs the wall unnecessarily through private Palestinian land.
