In the West Bank, Israeli settlers vandalized 3 Palestinian-owned vehicles and sprayed “Jews wake up, Arabs leave” and the Star of David on a wall near the vehicles in Marda. Israeli forces violently dispersed a funeral procession in Abu Dis for a Palestinian woman who was killed in June 2021 and whose body was handed to her family on 8/23; 1 was injured by a baton round to his head. Israeli forces demolished 1 agricultural structure and 1 carwash in Huwwara and residential and agricultural structures belonging to 8 families near Fasayil. 14 Palestinians were arrested during late-night raids in al-Bireh, Jalazun refugee camp, Beit Rima, Silwad, Qatanna, al-Azza refugee camp, Husan, Beit Sahour, Nablus, and Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Silwan, displacing 10. 1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. The 4 soldiers had detained the 2 Palestinians after stopping their car. A statement from the Israeli military said that the soldiers used “unnecessary force.” (AP, HA, MEMO 8/24)

Islamic Jihad leader Ziyad al-Nakhala met with Hezbollah secretary general Hassan Nasrallah in Lebanon, discussing Israel’s latest offensive against Islamic Jihad in Gaza. (ALM 8/24)

Axios reported that the U.S. is pressuring Israel to keep its promise to open the Allenby Bridge crossing to Jordan 24/7, rather than the current limited hours of operations. (AX 8/24)

In response to U.S. air strikes in Syria on 8/23, groups said to be affiliated with Iran attacked the U.S. Mission Support Site Conoco in Syria, lightly injuring 1 U.S. soldier. The U.S. responded by attacking militants with helicopters, killing at least 2 people. (REU, REU 8/24; AJ, HA, MEE 8/25)

In the Gaza Strip, IDF opens fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries. In the West Bank, the IDF conducts night patrols in 1 village each nr. Qalqilya and Tulkarm. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries, except in Bil‘in (3 wounded by live ammunition) and Kafr Qaddum (2 struck by tear gas canisters). (PCHR 8/29)

The IDF conducts an air strike against a base of the Popular Front for the Liberation of Palestine-General Command (PFLP-GC) s. of Beirut, in response to the rocket launch the previous day—despite that attack being claimed by and attributed to another group entirely. A Lebanese security source claims that the site is also used by Islamist militants. The air raid causes no casualties or serious damage. Lebanese pres. Michel Suleiman condemns the Israeli strike and orders his diplomats to file a complaint about the attack with the UNSC. Israeli DM Moshe Ya’alon says that the Israeli govt. holds their Lebanese counterparts responsible for the rocket fire emanating from its territory. Outside of 2 Sunni mosques, twin bombs kill at least 42 people in Tripoli; no one claims responsibility for the attack. (AFP, AP, DS, HA, JP, REU, WP 8/23)

UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Meanwhile, the British govt. adds its voice to those ascribing responsibility for the attack to govt. forces. Moscow publishes a statement calling for an independent investigation and saying that FM Sergey Lavrov and U.S. Secy. of State John Kerry had spoken about the situation and that both parties had a “mutual interest” in calling for a UN investigation. In an interview on CNN, U.S. pres. Barack Obama plays down the possibility of a rapid military intervention by the U.S. in Syria, saying how important a legal mandate from the UN and international coalition of support would be. Protests take place across Egypt by Muslim Brotherhood supporters and other opponents of the coup, though rallies were small and scattered. One person is killed by security forces in the Nile Delta town of Tanta, with official Health Ministry reports saying 54 people are wounded in Cairo and 2 Delta provinces. Meanwhile, speaking on CNN, U.S. pres. Barack Obama says that cutting off aid to Egypt “may not reverse what the interim govt. does.” (AP, REU 8/23)

Israeli drones makes an air strike on a car in Gaza City, assassinating Zuhair al-Qaissi, top military cmdr. the Popular Resistance Comms. (PRCs) and senior PRC mbr. Mahmoud Hanani, and seriously wounding 1 civilian bystander. Israel accuses Qaissi of plotting a cross-border attack similar to the 8/2011 Elat attack from Egypt. In response, Islamic Jihad and the PRCs fire at least 6 Qassam rockets, 4 Grads, and 2 mortars fr. Gaza into Israel, causing no damage or injuries. Later, Israel carries out 2 more air strikes on a rocket-launching team e. of Gaza City, killing 3 Islamic Jihad mbrs. Late in the evening Israeli warplanes make 3 air strikes on separate targets nr. Gaza City, striking a residential area (lightly injuring 2 civilians inside their home), targeting a garage under an apartment building (injuring 3 civilians, including a child), and targeting a group of armed Palestinians, killing 1 Islamic Jihad mbr. In the West Bank, the IDF patrols in 6 villages nr. Ramallah in the morning; 3 villages nr. Jenin in the evening (firing tear gas and stun grenades at stone-throwing youths who confront them in 1 instance, causing no injuries); and 1 village nr. Tulkarm late at night. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni’lin; demonstrations in Bil’in and Nabi Salih also call for solidarity with Palestinian prisoners in Israeli jails. Similar protests area also held in Bayt Dajan nr. Nablus and Kafr Qaddum nr. Qalqilya. IDF soldiers fire live (Nabi Salih only) and rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no reported injuries; 1 American activist is arrested. As the armed conflict in Syria escalates, Hamas officials in Lebanon meet with Hizballah leaders to urge them to back away from supporting the Asad regime, warning that continued support for a regime that kills innocent civilians would undermine Hizballah’s reputation. (NYT 4/6)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. A day after the Lebanese government voted to give the military carte blanche to take action against FI, the Lebanese army tightens its cordon on Nahr al-Barid r.c., directs heavy artillery barrages on FI sniper posts and 3 positions on the outskirts of the camp, seizing them, and moves into the camp for the 1st time, taking control of limited areas inside the camp. The clashes leave at least 3 Lebanese soldiers, 2 FI mbrs., 14 others inside the r.c. (FI or civilians) dead and 60 civilians, 18 soldiers wounded. At least 8,000 civilians are still inside the camp. During the day in Gaza, the IDF fires on Jabaliya r.c., seriously wounding a Palestinian woman inside her home. In the evening, Olmert convenes his security cabinet, which authorized the IDF to step up attacks on Hamas, Islamic Jihad. Soon after, the IDF makes an air strike targeting IQB cmdr. Samih Farwanah in Gaza City, who is at the home of Hamas-affiliated Change and Reform Palestinian Council (PC) mbr. Khalil al-Haya, assassinating Farwanah, killing 7 of Haya’s relatives, wounding more than 12; fires a missile at Hamas mbr. Nasser Hammuda, biking through Gaza City, wounding him in an apparent assassination attempt; makes an air strike on an alleged Hamas weapons factory in Gaza City, killing 1 Palestinian security guard, wounding 3 bystanders; makes an air strike on the home of an Islamic Jihad mbr., destroying it and a neighboring meeting hall, causing no injuries; shells residential areas of Bayt Lahiya, heavily damaging 2 homes, wounding 6 Palestinians. Overnight, Lebanese police and soldiers raid several homes in Tripoli in an attempt to capture a group connected to the tiny militant group, Fatah al-Islam (FI), that was suspected of carrying out a bank robbery on 5/19. The raids spark gun battles that quickly spread throughout the city and to the outskirts of Nahr al-Barid r.c. (pop. 40,000), where FI is based. When FI forces leave the camp to ambush and capture nearby army positions, the Lebanese army fires tank shells, mortars into the camp, quickly precipitating massive clashes (including RPG, heavy weapons fire by FI) that continue throughout the day. In total, at least 27 Lebanese soldiers, 20 FI mbrs., and 9 Palestinian civilians inside the camp are killed and scores are wounded during the day. By nightfall, the army regains control of areas surrounding the camp, seals the camp to prevent militants fr. escaping; cuts water and electricity to the camp to urge a surrender. Syria closes several border crossings n. and w. of Tripoli in reaction. Separately, a car bomb explodes nr. a shopping mall in the Christian neighborhood of Achrifiyya in Beirut, killing 1 Lebanese woman, wounding 12; no group claims responsibility. In Gaza, the IDF conducts air strikes destroying the Jabaliya r.c. home of an Islamic Jihad mbr. accused of firing rockets into Israel (residents are warned in advance to evacuate, but 14 bystanders are injured, 11 nearby houses damaged), the Bayt Hanun home of a PRC mbr. thought to be holding a weapons cache (residents are warned in advance to evacuate, but 1 bystander is injured); shells a group of Palestinian civilians nr. Bayt Hanun attempting to cart away a disused rocket launcher to sell as scrap, killing 3 Palestinian civilians, wounding 3; conducts arrest raids, house searches in al-Shuka;. Palestinians fire 4 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in, fires on residential areas of Araba and Fahma, both nr. Jenin, deliberately damaging 35 water tanks atop homes in Fahma; conducts arrest raids, house searches in Qalqilya, nr. Unidentified Palestinian gunmen (suspected PRC mbrs.) kidnap 2 Fox News journalists (1 American reporter, 1 cameraman fr. Overnight, the IDF continues air strikes on s. Beirut and in the Biqa‘ Valley, killing at least 7 Lebanese, while Hizballah fires rockets into n. Israel. Minutes before the 8:00 A.M. local (1:00 A.M. ET) truce deadline, violence quiets. During the day, 10,000s of Lebanese displaced by the fighting begin returning to their homes to assess damage, although IDF warnings on vehicular movement in s. Lebanon remain in place; 1,000s of Lebanese begin returning fr. Syria. In a televised address, Nasrallah promises Lebanese that Hizballah will provide funds to rebuild; on the ground Hizballah mbrs. in areas of s. Lebanon and s. Beirut take charge of clean-up and rescue efforts, with the help of Lebanese civil defense teams and army units. During the day, Hizballah holds its fire, whereas the IDF fires on groups of Hizballah mbrs. in 5 incidents, killing at least 5 Hizballah mbrs. it claims posed an immediate threat (permissible defensive action under UN Res. 1701); flies drones around s. Late in the evening, the IDF makes an air strike destroying a Palestinian home nr. Bayt Lahiya, damaging 2 others after warning residents by phone to evacuate. In the West Bank, the IDF sends troops into Silat al-Harithiyya nr. Jenin, occupies a house as a sniper post, shoots and assassinates wanted Islamic Jihad mbr. Sami al-‘Imari; arrests, searches the Ramallah home of Change and Reform PC mbr. Fadl Hamdan; conducts arrest raids, house searches and fires on residential areas of Shayukh nr. Hebron in a raid targeting the AMB; searches vehicles, an Internet caf´e in Hebron; issues military orders confiscating 10s of d. of agricultural land southwest of Hebron for construction of the separation wall. The IDF intensifies air strikes across Lebanon, hitting targets in s. Beirut, Ansar, al-Jibbayn, Nabatiyya, Naqura, Qana, Tyre (striking within 40 yards of a UN humanitarian aid convoy traveling with prior coordination with the IDF, hitting a car traveling in the opposite direction), killing 10s of Lebanese civilians, several Lebanese soldiers, 1 PFLP-GC mbr. Ground operations continue across s. Lebanon, with Hizballah claiming to disable 4 tanks (in Adassiyya, Ras al-Biyada, Wadi Hunin), acknowledging the death of 3 Hizballah mbrs. The IDF says that it has taken prisoner 22-yr.-old Hizballah mbr. Hasan Ali Sulayman, who has allegedly admitted under interrogation to involvement in the 7/12 capture of 2 IDF soldiers. Hizballah fires around 160 rockets into n. In Gaza, the IDF drops leaflets on and makes automated phone calls to residents in n. Gaza warning them to evacuate areas around rocket launch sites, buildings used by militants; shells Bayt Lahiya, killing 3 Palestinian civilians, wounding 11 others (the IDF says a shell may have misfired); repeatedly shells Bayt Hanun and perimeter, killing 3 Palestinian civilians, wounding 8; shells a shed on a farm nr. Gaza City, allegedly serving as a weapons depot. IDF troops stationed at the Dahaniyya airport fire on residential areas of nearby al-Shuka, wounding 1 Palestinian woman outside her home. Palestinians fire 8 rockets fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF conducts air strikes destroying 2 Palestinian homes in Gaza City and Khan Yunis (belonging to an Islamic Jihad mbr.), damaging surrounding stores and residences, wounding 3 bystanders; in both cases, the IDF phoned the homes 20 min. before the attack to warn residents to evacuate. The IDF also makes an air strike destroying a house of a Hamas mbr. under construction in Brazil r.c., also destroying 2 neighboring homes, damaging several others, wounding 15 bystanders (including 7 children). Officially launching Operation Just Reward (ca. 7/18 renamed Operation Change of Direction), the IDF makes predawn air strikes on s. Lebanon that kill at least 44 Lebanese civilians, wound around 100. Hizballah responds by firing some 60 Katyusha rockets on n. Israel, hitting a home in Nahariya (killing 1 Israeli woman, wounding 29), wounding 11 in Safad, and hitting the northern towns of Carmiel, Majdal Qrum, Zarit. During the day, the IDF intensifies its attacks on Lebanon to cut Hizballah supply lines and prevent internal transportation of weapons and fighters, imposing a naval blockade on Lebanese ports north to Beirut and making air strikes on Beirut International Airport, the Lebanese army’s main Rayak air base nr. the Syrian border, a small military airport in Qulayat in n. Lebanon, Hizballah’s al-Manar TV station outside Beirut (wounding 6) and a relay tower in Baalbek (killing 1 Lebanese, wounding 4), a major oil depot in Jiyeh, numerous roads and bridges. Israeli-Hizballah exchanges continue late into the evening, with Hizballah firing around 90 rockets and mortars into Israel, hitting some 20 northern towns and killing a 2d Israeli, whileIsrael attacks 100s of targets across Lebanon (mostly in the south, but including hitting Beirut airport a 2d time, with artillery reportedly fired at a rate of 1 shell per minute throughout the day), killing at least another 10 Lebanese.
