Israel releases Hamas-affiliated Palestinian Council (PC) mbr. Ahmad ‘Attoun, discharging him at the Qalandia crossing and ordering him to Ramallah. Israel revoked ‘Attoun’s Jerusalem residency status in 9/2009 on the grounds that he was affiliated with a “terrorist organization” (i.e., Hamas) and warned him in 5/2010 to leave the city or face deportation to the West Bank (QU in JPS 157). He was arrested in East Jerusalem on 9/26/11, when he went to address a protest rally in Shaykh Jarrah, and was charged with “being illegally present in the city.” (MNA 12/6; PCHR 12/8)

Israeli municipal forces in East Jerusalem demolish a Palestinian home. IDF troops make a brief incursion into al-Shuja’iyya neighborhood in Gaza City, leveling land to clear lines of sight and exchanging gunfire with Palestinians, causing no injuries. Late in the evening the IDF carries out 2 air strikes at armed Palestinians preparing to fire rockets fr. Gaza City into Israel, the 1st killing 1 Islamic Jihad mbr. and wounding 2 in al-Shuja’iyya, and the 2d seriously wounding an unidentified armed Palestinian in al-Zaytun neighborhood. In the West Bank, the IDF patrols in 3 villages nr. Jenin during the day; conducts late-night arrest raids, house searches in Nablus and nearby Balata r.c., detaining around 12 PFLP mbrs. (including 1 senior mbr.) and 1 senior Hamas mbr. The IDF reports that 3 IDF soldiers have been arrested on suspicion of participating in “pricetag” attacks in the West Bank. Health officials in Gaza report that Gaza’s Central Drug Store is lacking 120 essential medicines and 140 essential medical supplies, including medicine for the anesthesia, cancer, hemophilia, and kidney dialysis (450 patients); the shortage is the result of poor coordination between the Min. of Health branches in Gaza and the West Bank (where no shortages are reported). Overnight in Gaza, the IDF sends troops into Khan Yunis to raid and search homes, ordering all Palestinian men over 15 to surrender for questioning, bulldozing 97 d. of agricultural land and damaging 2 homes. During the operation, the IDF makes an air strike on armed Palestinians who approach the border fence nearby, killing 3 Hamas mbrs., wounding 1; troops withdraw to Israel by midday. The IDF also exchanges fire with Islamic Jihad mbrs. on the c. Gaza border, killing 2 Islamic Jihad mbrs.; fires on Palestinian farmers nr. the Erez crossing in n. Gaza, wounding 1. Palestinians fire 2 rockets fr. Gaza into Israel, causing damage to several greenhouses but no injuries. Late at night, IDF troops enter al-Qarara n. of Khan Yunis to level 60 d. of land; fire on armed Palestinians who approach them, wounding 2. In the West Bank, the IDF patrols in, fires on residential areas of Nablus and neighboring Balata r.c., causing damage but no injuries; conducts late-night arrest raids, house searches in Jenin town and r.c. (firing on residential areas, seriously wounding a 16-yr.-old Palestinian boy), and nr. Also in the West Bank, the IDF fires on Palestinians in Bil‘in demonstrating against Operation Hot Winter, wounding 1; conducts late-night arrest raids, house searches in Balata r.c. (a 72-yr.-old Palestinian woman dies of a heart attack when soldiers raid her home), nr. Jenin. Unidentified gunmen fire on a car with Israeli license plates nr. Hebron, killing a Palestinian man, wounding an Israeli civilian. In Gaza, Islamic Jihad and the PFLP fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. Egypt and Hamas complete resealing of the Rafah border. Egyptian border police allow Palestinians still in Egypt to return to Gaza but do not allow any Palestinians into Egypt. The Israeli navy fires on Palestinian fishing boats off the coast of Bayt Lahiya, forcing them to return to shore. In the West Bank, the IDF sends undercover units into Qabatya to ambush 3 Islamic Jihad mbrs. in an apparent assassination attempt, killing Islamic Jihad’s Ahmad Abu Zaid and Ammar Zakarna, wounding Naji Nazzal; conducts arrest raids, house searches in and around Hebron, in Balata r.c., nr. Under pressure fr. Israel and the U.S. to stop the flow of Palestinians across the Rafah border, Egypt deploys 100s of police and plainclothes intelligence officers along the border. Hamas mbrs. help Egyptian security forces string bales of razor wire across breaches in the wall; begin coordinating border-crossing operations (e.g., searching travelers, checking IDs) with Egyptian forces. Rafah to bulldoze 6 d. of agricultural land nr. the Gaza airport; bulldozes Palestinian land along the border fence n. of Bayt Lahiya. In the West Bank, the IDF sends undercover units into Sa‘ida nr. Tulkarm to raid 2 Palestinian homes, mortally shooting Islamic Jihad cmdr. Tariq Milhem in an exchange of fire, allowing him to bleed to death over 2 hrs., also fatally shooting his 11-yr.-old brother, wounding 2 other family mbrs. In the West Bank, the IDF patrols in, fires on residential areas of Balata r.c. nr. Under a temporary cease-fire brokered by the Palestinian Clerics Association btwn. the Lebanese army and Fatah alIslam (FI) militants who have been fighting in and around the Palestinian refugee camp of Nahr al-Barid nr. Tripoli since 5/07, army soldiers escort the remaining families of FI mbrs. (22 women, 41 children) out of the r.c. in anticipation of a final assault. The army estimates that 70 FI mbrs. are left in the camp and are refusing to surrender. (NYT, WT 8/25)

In Gaza, an ailing Palestinian given prior approval to enter Israel for medical treatment dies at Erez crossing after being denied passage by the IDF for 2 days. In the West Bank, the IDF fatally shoots local Islamic Jihad leader Raed Abu al-Adass in a raid on Balata r.c. in what may be an assassination; conducts arrest raids, house searches nr. Jericho, Tulkarm; fires rubbercoated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in weekly nonviolent demonstrations against the separation wall in Bil‘in, injuring 4. In Hebron, 2 Jewish settlers fr. Mitzpe Ya’ir outpost attack a UN vehicle carrying 3 UN employees and 2 Israeli journalists, breaking the windshield, placing large rocks in front of the tires to prevent it fr. moving, injuring 1 UN employee; the IDF, Israeli police arrest the settlers, who are quickly released on bail. (Muhammad Abu Nima, Mahmud Awad, Majid al-Batash, ‘Abd al-‘Aziz al-Hilu); on an alleged weapons factory in Gaza City, damaging several neighboring houses but causing no injuries; on a group of armed Palestinians in al-Bureij r.c., missing them, hitting a building, damaging 7 homes, injuring 4 bystanders (including a 1-yr.-old child). The IDF also conducts an arrest raid in Bayt Lahiya. Hamas, Islamic Jihad, the Popular Resistance Comms. (PRCs) fire 15 rockets fr. Gaza toward Israel (3 land in Gaza), hitting a car in Sederot, killing 1 Israeli woman (the 11th killed by Palestinian rocket fire since rockets came into use in 1/02; the previous deadly strike occurred on 11/21/06), wounding 2 men. In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem, Hebron, Nablus, and in Balata r.c. (targeting the AMB), Qalqilya, Tulkarm. Jewish settler teenagers fr. Karmi’el nr. Hebron throw stones at a bedouin woman nr. Yatta, injuring her. Fatah mbrs. shoot, wound 2 Hamas mbrs. in Khan Yunis and set fire to a library on the campus of the predominantly Hamas College of Science and Technology. The Lebanese army’s siege of Nahr al-Barid r.c. continues overnight. During the day, fighting is heavy: Army snipers atop buildings surrounding the camp firing on anyone moving in the streets inside, soldiers open machine gun fire on anyone trying to leave the camp; FI responds with automatic weapons, mortar fire, anti-aircraft guns; the army responds with artillery, tank fire. (The army also surrounds the volatile ‘Ayn al-Hilwa r.c. as a precaution, prompting armed Palestinian factions there to go on alert.) The UN secures a brief cease-fire in the afternoon, allowing the evacuation of 16 wounded Palestinian civilians fr. the camp before FI breaks the truce. Lebanese PM Fuad Siniora asks the U.S. to expedite $280 m. in previously pledged military aid to more effectively combat FI. After dark, army shelling of Nahr al-Barid increases significantly. The IDF makes an air strike on a car nr. Jabaliya r.c. carrying Islamic Jihad mbrs. who had fired rockets toward Israel (causing no damage), missing the vehicle and causing no damage; within the hr., the IDF makes a 2d air strike on a car in the same area, killing 1 Palestinian with no known resistance connections. Citing 9 killings in 2 days, Hamas’s Izzeddin al-Qassam Brigades declares an end to its observance of the 11/26/06 cease-fire, though PM Haniyeh says that the PA still has every intention of making it work. During the day, Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF fires on stone-throwing Palestinians in Ramallah, killing a 15-yr.-old Palestinian boy; evicts some 80 Palestinians fr. Hadidiyya in the n. Jordan Valley (the Israeli High Court ruled on 1/3 that they posed a security threat to Jewish settlers in nearby Ro’i settlement; see Quarterly Update in JPS 143); confiscates 169 d. of Palestinian land nr. Tulkarm for construction of the separation wall; imposes a curfew on Hawara nr. Nablus; conducts late-night arrest raids, house searches in Balata r.c., Nablus. A Palestinian gunmanfires on a Jewish settler vehicle nr. Hizma checkpoint into Jerusalem, injuring a settler and a Palestinian bystander. Gaza for the 1st time since the 11/26 cease-fire went into effect, wounding 4 Islamic Jihad mbrs. preparing to fire a rocket into Israel, also killing 1 Palestinian bystander and wounding 2; Israel says the strike was not intended to signal a change of policy or an escalation. The IDF also sends bulldozers into Gaza w. of Rafah to level land along the border fence. In the West Bank, IDF demolishes 3 Palestinian businesses, an animal pen in Barta‘a nr. In the West Bank, the IDF sends undercover units into Jenin r.c., where they assassinate Islamic Jihad mbr. Mahmud Abu Obeid, an alleged bomb maker; also sends undercover units into Bayt Jala to arrest a wanted Palestinian; conducts arrest raids in and around Bethlehem and Tulkarm, nr. Hebron, and in Balata r.c. nr. Nablus, Jenin town and r.c.; demolishes a Palestinian home northwest of Jerusalem. In Gaza, a Palestinian farmer is killed when he accidentally detonates unexploded IDF ordnance. Palestinians fire at least 1 rocket fr. Gaza toward Israel that lands inside Gaza nr. Bayt Lahiya, wounding 6 Palestinians. Egyptian security forces conduct raids in Egyptian Rafah, detaining 2 Palestinians connected to the Palestinian arrested on 2/20, charging them with plotting suicide bombings; Egyptian authorities say they have arrested 23 Palestinians and Egyptians in the n. Under international pressure (see 3/1), Israel partially reopens the Qarni crossing for the import of medicine, sugar, flour, cooking oil, other staples into Gaza. The IDF shells the n.
