Elsewhere, Israeli settlers fenced off a tract of Palestinian-owned land in Khirbat Makhul. Israeli forces uprooted 350 olive trees and demolished 3 residential structures south of Jericho. Israeli forces also delivered a stop-work notice for 1 house in al-Khadir and delivered a demolition notice against 1 greenhouse near Jenin. Elsewhere, Israeli forces demolished 1 house and uprooted 1 olive tree in Salfit. Israeli forces also demolished 1 storage structure east of Yatta, leading to clashes with Palestinians; tear-gas related injuries were reported. After the U.S. state department refused to disclose who the buyer of the ambassador’s residence in Tel Aviv was, an Israeli newspaper disclosed that it was U.S. casino magnate Sheldon Adelson, who had paid $67 million for the seaside property. The U.S. will continue to lease the property until the spring of 2021. The property was sold as part of the Trump administration’s push to cement the move of the U.S. embassy from Tel Aviv to Jerusalem. In Saudi Arabia, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner offers new details about the Trump administration’s long-awaited plan for Palestinian-Israeli peace, which is expected to be released after the Israeli elections on 4/9. “We want to see Palestinians under one leadership that will allow them to live in dignity,” he says. Kushner also says that one of the main goals of the plan is to eliminate borders “in order to guarantee freedom of movement for people and goods.” The plan also reportedly focuses on strengthening the Palestinian economy. Along Gaza’s border, IDF troops open fire on Palestinian shepherds working near Khan Yunis, causing no damage or injuries. Later, they open fire on Palestinian minors approaching the border fence near Gaza City, injuring 1. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces cut down or uproot at least 520 olive trees in a Palestinian grove outside Bardala village near Jericho. They also demolish a recently repaired road outside Hebron and a Palestinian home between Jerusalem and Bethlehem. IDF troops arrest 2 Palestinian brothers at a checkpoint in central Hebron when one of them is found with a knife on his person; arrest 8 more Palestinians during late-night raids near Salfit, Jenin, Tulkarm, and Hebron; and patrol near Hebron. The raids in Jenin refugee camp spark clashes with stone-throwing Palestinians; 1 Palestinian is lightly injured. A U.S. official denies that the Trump administration has asked U.S. and international financial institutions to stop transactions with the Palestinians, denying a charge leveled by a senior PA official on 2/10. “The U.S. has not requested that foreign donors restrict assistance to the Palestinians, nor has it requested that financial institutions cease transfers to Palestinian Authority (PA) bank accounts,” the official says. U.S. representative Ilhan Omar (D-MN) apologizes for her 2/10 tweet about Israeli influence in U.S. politics. “Anti-Semitism is real and I am grateful for Jewish allies and colleagues who are educating me on the painful history of anti-Semitic tropes,” she writes in an apology statement. “At the same time, I reaffirm the problematic role of lobbyists in our politics, wither it be AIPAC, the NRA, or the fossil fuel industry.” (NYT 2/11; CNN 2/12)

A senior U.S. official says the U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at an international security conference in Warsaw on 2/14. The Trump administration is co-organizing the conference on 2/13–14 and has invited Israel and a number of Arab states to attend (The Palestinians are not invited). A principle focus of the conference is Iran and its influence across the Middle East. In response, PA president Mahmoud Abbas calls for the international community to come together for a peace conference to devise a multilateral mechanism to advance the Palestinian-Israeli peace process. “This is where the European Union and its member states can play an important role alongside the [UN] Security Council,” he says. Abbas also says that the Palestinians will not participate in any peace conference not based on past UN resolutions. (JP 2/5; MNA, WAFA 2/6)

One day after Israel’s security cabinet agreed to allow the next tranche of $15 million from Qatar into Gaza, senior Hamas official Khalil al-Hayya tells reporters in Gaza that Hamas will not accept the money. “Gaza will not be subject to extortion by Israeli election theater,” he adds. Three senior U.S. officials say that the Trump administration is currently planning to release its long-awaited plan for Palestinian-Israeli peace as soon as possible after the Israeli election on 4/9. They reportedly believe that they have a limited window between the Israeli elections and the start of President Trump’s re-election campaign. “It is hard for us to imagine a set of circumstances where the plan is never released.” One official says. “We have every intention of releasing it.” (JP, JP 1/24)

The Egyptian authorities shut down the Rafah border crossing to passage in both directions, marking the anniversary of the 2011 Egyptian revolution. They plan to resume operations at the crossing on 1/27. They have opened the crossing for passage only in one direction since 1/7, when the PA withdrew its staff from the Palestinian side of the crossing. (MNA 1/24)

At a press conference in Tel Aviv, Israeli prime minister Benjamin Netanyahu announces that he is taking on the position of defense minister following Avigdor Lieberman’s resignation on 11/14. A U.S. State Department official says that the Trump administration is considering retaliatory measures against the Palestinians following PA president Abbas’s “premature” and “counterproductive” decision to sign accession documents for 11 international treaties and conventions on 11/15. “The U.S. continues to make clear, both with the parties and with international partners, that the only realistic path forward is through direct negotiations aimed at achieving a comprehensive and lasting peace,” the official says. “We are currently reviewing possible consequences of the Palestinians’ recent actions.” (TOI, USSD 11/18)

An ailing Palestinian dies at the Erez border crossing. The Israeli authorities summoned him for an interview that could have led to him being granted a permit to travel to Israel for medical attention. The deceased submitted two previous applications for an interview, but both were rejected, with the Israeli authorities citing security concerns. (PCHR 6/21)

Egyptian security sources say that Egyptian president al-Sisi has decided to keep the Rafah border crossing open for another two months, until after the Muslim holiday Eid al-Adha in late 8/2018, for “humanitarian reasons.” The crossing has already been open for 1 month, far longer than any opening since 2014. U.S. ambassador to the UN Haley announces that the U.S. has formally withdrawn from the UNHRC, reiterating the Trump administration’s complaints about the council’s chronic anti-Israel bias. She says the move is “not a retreat” and that the Trump administration would still like to help reform the UNHRC. Israeli PM Netanyahu welcomes the move, condemning the “biased” and “hostile” UNHRC. After Netanyahu decides again to postpone the planned evacuation and demolition of 7 buildings in the Palestinian village of Susiya near Hebron, Israeli settlers accuse him of succumbing to U.S. pressure. “The Israeli government’s folly is indescribable,” one settler leader says, pointing to the upcoming visit from U.S. president Trump’s son-in-law Kushner and U.S. special representative Greenblatt. At the start of a PA cabinet meeting in Ramallah, PA president Abbas accuses Hamas of perpetrating the 3/13 assassination attempt on PA PM Hamdallah and threatens further punitive restrictions on Gaza. Hamas later responds in a statement: “[Abbas] is paving the way for chaos which will facilitate the approval of President Trump’s plan and Israel’s plans. We condemn these irresponsible statements by the PA chairman, who has already been trying for a while to subdue our people in Gaza in this difficult and dangerous moment in history.” In the same speech, Abbas criticizes the Trump administration’s peace efforts, specifically calling out U.S. ambassador to Israel Friedman. “Son of a dog,” he says of Freidman. “You are a settler and your family are settlers.” Friedman later responds, “Is that anti-Semitism or political discourse? The U.S. State Dept. announces that the Trump administration will not be providing the $45 million in food aid to Palestinians that it pledged in 12/2017 in response to an UNRWA emergency appeal. Instead, the aid will be frozen indefinitely. The announcement comes 2 days after the State Dept. announced that the Trump administration would be withholding $65 million in aid for UNRWA. In the West Bank, IDF troops shut down the main road in Biddu, a village near Jerusalem, sparking clashes with stone-throwing residents; 7 Palestinians are injured (Biddu is 1 of the 9 Jerusalem-area villages still under lock-down following the deadly shooting at Har Hadar on 9/26). In the northern Jordan Valley, Israeli forces demolish water pipes and raze a road in a rural area outside Atuf. IDF troops then violently disperse Palestinian farmers, human rights activists, and religious leaders marching through Atuf in protest; 1 Palestinian is arrested and 1 is injured. In a meeting with top settler leaders, Israeli PM Netanyahu says that Israel must honor its commitment to the Trump administration to limit settlement construction and not be “piggish.” He also boasts that he had convinced the Trump administration to ignore any distinction between the settlement blocs and isolated settlements. Earlier in the day, Netanyahu reviews with U.S. special representative Greenblatt and U.S. ambassador David Friedman the Israeli government’s pending plans for settlement growth. (HA 9/27; HA 9/28)

Interpol announces that its general assembly has approved Palestine’s petition for full membership, with 75 countries voting in favor, 24 against and 34 abstaining. “The State of Palestine considers this membership and the responsibilities that it entails as an integral part of its responsibility toward the Palestinian people and a moral commitment to the citizens of the world,” the PA says in a statement.
