In the West Bank, Israeli forces arrested 16 Palestinians during late-night raids in and around Abu Dis, Ramallah, al-Bireh, Bethlehem, Tulkarm, and Jenin. 2 Palestinians were injured by Joseph’s Tomb when Israeli settlers with military escort toured the site near Nablus. Also in Burqa near Nablus, Israeli forces handed 2 demolition notices for a house and a park. In Hebron, Israeli forces prevented Palestinians from renovating a house. Israeli settlers assaulted Palestinians in Bayt Umar. In East Jerusalem, Israeli authorities banned 10 Palestinians from entering Issawiyya for 5 days. (WAFA, WAFA, WAFA, WAFA 7/2; WAFA, WAFA 7/3)

Russia and Syria condemned Israel for its airstrikes on Syrian territory on 6/30, leading to 16 causalities. The Syrian foreign ministry filed a complaint to the United Nations Security Council demanding accountability over the strikes. (AJ, HA 7/2)

In the West Bank, 3 Israeli activists were detained by Israeli soldiers near an Israeli military base in the Jordan Valley. The 3 activists were looking for a Palestinian shepherd arrested by Israeli soldiers earlier in the day. Israeli forces also arrested 21 Palestinians during late-night raids in and around Hizma, Hebron, Nablus, Urif, Salfit, Tulkarm, and Jenin. PLO secretary general Saeb Erakat tweeted that China and Russia told him that the 2 countries would not attend the 1st stage of the U.S. peace summit in Bahrain in June. (HA 5/27)

The Greek Orthodox, Catholic, and Armenian churches said in a joint statement that they agreed to a multi-million-dollar project to restore the foundations and flooring of the Church of the Holy Sepulchre in East Jerusalem. King Abdullah of Jordan and the Vatican pledged to help finance the restoration project. (HA 5/30)

Israel struck targets in Syria and Lebanon. An Israeli drone 1st struck a surveillance system in Lebanon. Later, Israel struck a target in Quneitra after an anti-aircraft missile was launched from Syria at an Israeli jet that was flying over Syrian airspace. 1 Syrian was killed and 2 others were injured. Israeli PM Netanyahu says he is “deeply troubled” by the U.S. decision to maintain ties and aid to the PA unity govt. In response, U.S. State Dept. dep. spokesperson Harf says that the unity govt. is not “backed by Hamas” and contains “no mbrs. of Hamas.” Further endorsement of the new PA govt. comes from Russia, China, India, Turkey, France, and the UK. EU foreign affairs chief Ashton calls the formation of the unity govt. “an important step.” UN Secy.-Gen. Ban Ki-moon also welcomes the move. Meanwhile, PLO executive comm. mbr. Hanna Amira says that Israel has notified the PA that it is imposing sanctions in response to the unity govt.’s formation. These include the invalidation of VIP cards of PA officials, reduction of tax revenues, which Israel collects and delivers to the PA, and prevention of visits between the West Bank and the Gaza Strip. A presidential election is held in Syria, and Pres. Bashar al-Asad is expected to win a majority of the vote. Opponents of the pres. dismiss the election because al-Asad’s 2 rival candidates, Hassan al-Nouri and Maher Hajjar, were both approved by a parliament dominated by al-Asad’s supporters. State Dept. dep. spokesperson Harf says the U.S. sees the election as “a disgrace” and that Pres. al-Asad “has no more credibility today than he did yesterday.” French FM Laurent Fabius calls it “a tragic farce.” (AP, REU 6/3)

Egypt’s election commission reports its official results, announcing that al-Sisi won 96.91% in the presidential vote, with a turnout of 47% of 54 m. voters nationwide. (AP, REU 6/3)

In the Gaza Strip, Palestinians fire 1 rocket into s. Israel, causing no damage or injuries. Later, a second rocket is fired, also causing no damage or injuries. A second round of UN-sponsored peace talks on Syria gets underway in Switzerland, with no sign of even a modest breakthrough. Meanwhile, Russia and China frustrate efforts to draw up a UNSC res. that would raise the prospect of sanctions against Damascus without unrestricted access for the delivery of humanitarian aid. Reps. from Russia promise to veto the res., saying that it would prepare the way for military strikes against the Syrian govt. Meanwhile, the OPCW says in a statement that Syria has shipped a 3rd batch of chemical weapons material out of its territory via an internationally accompanied Norwegian cargo vessel. The head of Iran’s Atomic Energy Organization, Ali Akbar Salehi, says that Tehran has developed new, more powerful centrifuges, used for enriching uranium. Salehi claims that the development does not violate the 6-mo. interim deal that went into effect on 1/20. Meanwhile, Pres. Ruhani states that the country’s doors are open to IAEA inspectors. In the West Bank, a Palestinian sniper shoots and kills an Israeli soldier at a checkpoint in Hebron. Subsequently, IDF troops place the city under lockdown, and raid numerous homes. IDF troops open fire on Palestinians throwing stones in c. Hebron, wounding 1 with a rubber-coated metal bullet. Elsewhere, Jewish settlers nr. Qalqilya move into Palestinian-owned lands and destroy some 30 olive trees and damage equipment. The IDF conducts house searches and arrest raids in Hebron in the morning, and in Hebron and 2 nearby villages, 2 villages nr. Ramallah, 1 village nr. Unidentified gunmen open fire on an Israeli army patrol operating close to the border with Syria in the Israeli-occupied Golan Heights. The IDF returns fire to the source. There are no reports of damage or casualties on either side. Meanwhile, Pres. Asad praises the role of China and Russia, in an interview with Chinese television, and says he is not worried about a draft res. submitted by the U.S., UK, and France. Separately, SNC head Ahmad Jarba writes to the UNSC to say his opposition group is prepared to attend a proposed Geneva conference if the aim of the talks is to establish a transitional govt. Hebron, the IDF attacks a funeral procession, sparking clashes where 2 Palestinians are injured by rubber-coated metal bullets. In East Jerusalem, Israeli troops demolish residential and agricultural structures in al-Za’ayem village, displacing around 35 people. The 5 permanent mbrs. of the UNSC meet at Russia’s UN mission to discuss the contents of a new res. on the securing and dismantling of Syria’s chemical weapons. Meanwhile, U.S. Secy. of State John Kerry and Russian FM Sergey Lavrov speak by phone the day before heading to Geneva for talks with experts about the practicalities of the Russian proposal. France, for its part, aligns itself with the U.S. position of insisting that a military option remains on the table but that the diplomatic process will be prioritized. (AFP, AP, REU 9/11)

Three attacks including 2 car bombs kill 11 people and injure more than 15 in the Sinai, as the army continues its offensive against Islamist militants, including Ansar Bayt al-Maqdis. The dead include 9 Egyptian officers targeted at the intelligence headquarters in Rafah. Meanwhile, Israeli officials arrive in Cairo on a private jet for discussions with Egyptians security officials expected to focus on events in the Sinai. (MNA, REU 9/11)

U.S. Amb. Joseph Macmanus tells a meeting of the IAEA that there are “troubling developments” in Iran’s nuclear program amid concerns that Tehran is stalling on achieving any progress in negotiations with the international community. Iran’s FM Mohammad Javad Zarif says that Iran’s nuclear work could take place under international safeguards but would not just go away. (REU 9/11)

The Jerusalem Municipality approves a budget for a NIS 62.4 million extension of the Ramat Shlomo settlement, adding some 1,600 housing units. Other projects approved include a NIS 20 million budget for developing a national park at the settlerowned “City of David” project in the Palestinian neighborhood of Silwan. Half of that latter budget will come from the prime minister’s office. Meanwhile, Israel’s Housing and Construction Minister Uri Ariel dedicates 2 new neighborhoods of 160 homes in the West Bank settlement Keddumim and says that a two-state solution will never happen. Israel’s cabinet unanimously approves the appointment of Yossi Cohen as the new head of the National Security Council (NSC). Cohen, who spent 3 decades working for Mossad, replaces Yaakov Amidror. (YA 8/25)

Syria agrees to allow UN inspectors to visit the site of a suspected chemical weapons attack in Ghouta, a Damascus suburb. The U.S. State Dept. says that Secy. of State John Kerry told his counterparts in Britain, France, Russia, and Canada in a round of phone calls that there is “very little doubt” the Syrian govt. is responsible for gassing its own citizens. An unnamed administration official tells the media that despite this near certainty in Washington, the pres. still hasn’t decided how to respond. Russian Foreign Ministry spokesperson Alexander Lukashevich says that the U.S. and its allies should await the findings of the UN inspection team and avoid military action. (AP, REU, 8/25)

Three leaders of the Muslim Brotherhood in Egypt, including the organization’s Supreme Guide Mohamed Badie did not appear in court on the 1st day of their separate trials, apparently due to security reasons. The judge adjourns proceedings until 10/29. The charges are of inciting lethal violence during the events leading up to the military coup. (REU 8/25)

In the West Bank, the IDF opens fire on Palestinians who threw stones at a routine patrol in al-Khadir village nr. Bethlehem, wounding an 11-year-old with a rubber-coated metal bullet. The IDF conducts house searches and arrest raids in 1 village nr. Hebron at night; patrols in 1 village each nr. Jenin, Qalqilya and Tulkarm in the morning, in 2 villages nr. Qalqilya, 2 villages nr. Tulkarm, and in 1 village nr. Hebron in the afternoon, and in 1 village nr. Hebron, and Tulkarm and 1 village nearby at night. In East Jerusalem, Israeli security forces clash with Palestinians in the Abu Dis and Eizariya neighborhoods while conducting arrest raids, detaining 29. Meanwhile, in Israel, security forces demolish 11 structures and tents in Attir and 3 homes in Beer al-Mashash, 2 Bedouin villages in the Negev. Israel’s Housing Ministry releases a tender for the construction of 300 new homes in Ramot, a settlement in East Jerusalem, and also confirms a decision to sell 797 housing units in Moradot Gilo, another East Jerusalem settlement. A U.S. State Dept. spokesperson describes the move as “counterproductive,” while Palestinian chief negotiator Saeb Erakat says that the announcement sabotages U.S. Secy. of State John Kerry’s efforts to restart peace talks. Israeli officials stress that the announcement is not new construction but a republication of a tender previously issued. (AP, HA 5/30)

Syrian pres. Bashar al-Asad says during an interview with Al-Manar TV that Russia is still committed to supplying his country with S-300 air defense missiles. Meanwhile, the UN Security Council agrees to add Jabhat al-Nusra, an al-Qa‘ida-linked rebel group operating in Syria, to a UN sanctions blacklist that imposes an assets freeze, travel ban, and arms embargo on the associated individuals and entities. Fourteen of 15 mbrs. of the UNSC make statements condemning Israel’s settlement construction plans, while the U.S. vows to veto any resolution on the issue. Four separate statements are made by the 8 council mbrs. from the Non-Aligned Movement, the 4 European mbrs., as well as Russia and China. Meanwhile, the Jerusalem District Planning and Building Comm. approves the creation of a new Jewish settlement, Givat Hamatos, in the s. of East Jerusalem, not far from Har Homa. In addition, Israel’s Defense Ministry advances plans to build 523 homes in Giva’ot settlement in the Gush Etzion bloc, though this plan is long-standing and unrelated to the recent high-profile construction announcements tied to the Palestinian bid at the UN. Palestinian government employees begin a 2-day general strike to protest a delay in the payment of their wages due to Israel’s withholding of around $100 m. customs revenue. Around 50,000 workers take part in the strike. Meanwhile, Palestine Monetary Authority chief Jihad al-Wazir says that Palestinian banks will lend the PA $100 m., set to be repaid when the Arab League delivers its promised financial safety net. Israel’s Central Elections Comm. votes to disqualify MK Haneen Zoabi, from Balad party, from running in the forthcoming elections, a decision based largely on her participation in the 2010 Gaza flotilla. (HA 12/19)

Palestinian pres. Mahmud Abbas offers to take in Palestinian refugees fleeing from fighting in Syria, and UN secy.-gen. Ban Ki-moon calls on Israel to facilitate their entry. Meanwhile, the UN launches its biggest aid appeal to date for Syria, estimating that it needs $1.5 b. to cope with a ‘‘dramatically deteriorating humanitarian situation.’’ Meanwhile, the Security Council passes a U.S.-and-Russian-drafted resolution on extending the peacekeeping mission in the demilitarized zone between Syria and Israel. The IDF carries out air strikes on a number of targets in the Gaza Strip, killing 1 armed Palestinian and wounding a number of civilians. Palestinian groups fire around 100 rockets and mortars into Israel, causing 3 injuries and structural damage. Israeli PM Netanyahu tells the weekly cabinet meeting that the army is prepared to intensify its attacks; a number of ministers urge an escalation in military operations (such as assassinations), as well as other measures, like cutting off electricity. U.S. pres. Barack Obama tells PA pres. Abbas that his administration opposes a Palestinian bid for non-state membership of the UN. Abbas tells a rally in Ramallah marking the anniversary of Yasir Arafat’s death that the PA is under huge pressure to stop the UN initiative, but that they would continue regardless, as it is intended to save the two-state solution. PA pres. Abbas announces that Russia will join an international investigation into whether Yasir Arafat was murdered. French and Swiss experts will exhume the late Palestinian leader’s body later in the month, after an Al Jazeera report in July suggested he was murdered with polonium. (REU 11/11)

Israeli forces fire into Syria in what the military calls a warning, after stray munitions from fighting between Syrian troops and rebels hit the Israeli-occupied Golan Heights. The incident, described by Israel Radio as the 1st direct engagement of the Syrian military on the Golan since the countries’ 1973 war, highlights international fears that Syria’s civil war could ignite wider regional conflict. An Israeli security source said the military fired in the direction of a Syrian army mortar crew that had launched a shell that overshot the Golan disengagement fence on Sunday, exploding near a Jewish settlement without causing casualties.
