In the West Bank, Israeli settlers shot and killed a Palestinian man harvesting olives during a raid in al-Zawiya. Israeli settlers also attacked Palestinians harvesting olives in Qusra, Kafr ad-Dik, Deir Istiya, Haris, and Shaab al-Butum, injuring 1. Elsewhere, Israeli settlers vandalized 10 Palestinian-owned vehicles in Beit Iksa. Israeli settlers also raided at-Tuba in the Masafer Yatta area, attacking homes and stealing property. Israeli forces shot and injured a Palestinian child during a raid in al-Arroub refugee camp. Israeli forces also demolished the family home in Jalazone refugee camp of Hamas activist Bajis Nakhleh, who was arrested on 10/9, displacing 7. Elsewhere, Israeli forces placed cement barriers at the main entrance to Burqa. 25 Palestinians were arrested during late-night raids in and around Jalazone refugee camp, Bethlehem, Hebron, Nablus, and Tulkarm. In East Jerusalem, Israel forced 3 Palestinian families to demolish their own homes in Bayt Hanina, displacing 18. In Gaza, all telecommunications were cut off for the second day in a row as Israel’s ground invasion continued overnight. Israeli airstrikes killed at least 377 Palestinians; the death toll could be much higher as the breakdown in telecommunications made delivering news from Gaza extremely difficult. Israel said it had hit 150 underground facilities and infrastructure in Gaza. Israel also said it assassinated Hamas members Asem Abu Rakaba and Ratab Abu-Tsahiban. Rockets were fired from Gaza, causing damage. Palestinian students at Netanya Academic College were attacked by Jewish Israelis chanting “Death to Arabs” at the dormitory. In Lebanon, Israel said it had attacked Hezbollah positions overnight. A surface-to-air missile was fired at an Israeli drone. A shell hit the UNIFIL headquarters in South Lebanon without exploding; it was unclear who fired the shell. UNIFIL also said 1 of its peacekeepers had been injured after a shell hit a UNIFIL base in Houla and called for a ceasefire. The Gaza Ministry of Health said at least 7,703 Palestinians have been killed, including around 5,000 women and children, and 19,743 have been injured in Israeli airstrikes on Gaza since 10/7. Hundreds of others are feared dead, trapped under rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 109 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 30 children. More than 2,011 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The Gaza Ministry of Health also reported that Israeli attacks have killed 110 medical staff injured more than 100, that 50 ambulances have been targeted since 10/7, and that 12 hospitals and 46 healthcare facilities have been shut due to bombing or lack of fuel. Hamas leader in Gaza Yahya Sinwar said Hamas is ready for “an immediate prisoner exchange deal, all the captives in exchange for all the prisoners.” Hamas military spokesperson Abu Obeida said Israel has not been serious about a prisoner exchange and criticized Arab nations for not doing more to get humanitarian aid to Gaza. PA president Mahmoud Abbas called for an emergency meeting of the Arab League to address the “genocide in the Gaza Strip.” PA health minister Mai al-Kaila also called the Israeli attacks genocide, saying 7,300 civilians had been killed, 70% of them women, children, and elderly. The PLO Executive Committee held a meeting in Ramallah, issuing 3 top priorities, including an immediate ceasefire, lifting of the blockade of Gaza, and halting forced displacement of Palestinians inside and outside of Gaza. Turkish president Recep Tayyip Erdoğan hosted a massive rally in Istanbul in support of Palestinians. Erdoğan told the rallygoers that that Israel is an occupier, and that Hamas is not a terrorist organization. Israeli UN ambassador Gilad Erdan called Erdoğan a “snake” and Israel recalled all of its diplomats in Turkey. X and SpaceX owner Elon Musk said his Starlink satellite internet would be made available to humanitarian organizations in Gaza if the organizations are approved by both Israel and the U.S. Israel said it would not allow Starlink to be used in Gaza. (AJ, AJ, HA, HA, REU 10/28)

More than 100,000 pro-Palestinian protesters marched in London. Former U.S. president and current republican front-runner for the upcoming U.S. elections Donald Trump said at a convention for the Republican Jewish Coalition that he would cancel the visas of pro-Palestinian protestors if he is elected president. Florida governor and presidential candidate Ron DeSantis again claimed that Students for Justice in Palestine “provided material support to terrorists.” Newly elected House of Representatives speaker Mike Johnson pledged support for Israel, saying “God is not done with Israel.” (HA, HA 10/28; HA 10/29)

American Muslims for Palestine said it has been forced to move its annual convention in Chicago in November after the original venue Hyatt Regency O’Hare received threats over its planned hosting of the convention. (HA 10/28)

Israeli settlers also raided Shaab Forsa in the Masafer Yatta area, destroying solar panels and water tanks and uprooting fruit trees. Elsewhere, Israeli settlers attacked Palestinian vehicles traveling near Burqa, damaging 3. Israeli forces shot and killed a Palestinian at a checkpoint near Bayt Jala. Israeli forces also shot and killed a Palestinian minor in Bani Na’im. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, Beit Fajjar, Abud, Fawwar refugee camp, al-Bireh, Huwwara, Beit Furik, Arrabah, Nabi Salih, al-Khader, Deir Istiya, and Burin, injuring 21 with live ammunition, including at least 1 minor, 3 with baton rounds, and many others with tear gas. Israeli forces also raided Idhna and Beit Umar, arresting 18. 35 Palestinian families, comprising 214 people, began fleeing the Wadi as Seeq and al-Mu’arajat communities near Ramallah after continued settler attacks. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces attacked the home of Izzeddin al-Qassam commander Mohammed Deif killing several of his relatives, including his children, and assassinated Islamic Jihad commander Mousa Nasser in Beit Lahiya. Gaza’s sole power plant ran out of fuel in the afternoon. The Gaza Ministry of Health said at least 1,100 Palestinians have been killed and 5,339 have been injured in Israeli airstrikes on Gaza since 10/7 as of 2 p.m. 28 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 5 children, and 427 have been injured. In addition, 1,500 Palestinian militants are reported to have been killed by Israeli forces in Israel since 10/7. The Gaza Ministry of Health said 60% of injured Palestinians are children and elderly. UNRWA said 11 of its workers have been killed in Israeli airstrikes and the Red Crescent said 5 of its members have been killed since 10/7. Israeli media reported that as of 9 a.m., more than 1,200 Israeli and foreign nationals had been killed and 3,192 injured. The UN reported that 338,934 Palestinians have been displaced since 10/7 and 4,625 housing units in Gaza have been destroyed while 32,000 had been damaged. The Arab League released a statement after a meeting of its members’ foreign ministers, calling for an immediate ceasefire, condemning the targeting of civilians, urging Israel to lift its blockade on Gaza, and calling for negotiations between the PLO and Israel for a just peace. (WAFA 10/11)

German foreign minister Boris Pistorius said Germany had allowed Israel to use 2 of its Heron combat drones and that Israel had requested ammunition from Germany, which was under review. (AJ 10/11; AP 10/12)

Iranian president Ebrahim Raisi and Saudi crown prince Mohammed bin Salman spoke about the situation in Gaza. According to the Saudi Press Agency, bin Salman said that he stands firm toward supporting the Palestinian cause. It was the first time the 2 leaders have spoken to each other. Israeli prime minister Benjamin Netanyahu met with National Unity Party leader Benny Gantz, agreeing to form an emergency unity government and a war cabinet. The war cabinet will consist of Netanyahu, Gantz, and Defense Minister Yoav Gallant, with former military chief of staff Gadi Eizenkot of the National Unity Party and Strategic Affairs Minister Ron Dermer as observers. Opposition leader Yair Lapid did not join the emergency government, reportedly because he wants National Security Minister Ben-Gvir and Finance Minister Bezalel Smotrich removed. Gallant said “[w]e will wipe Hamas off the face of the earth,” and Netanyahu said “[e]very member of Hamas is a dead man,” and compared Hamas to ISIS. U.S. president Joe Biden gave a speech to Jewish American leaders, telling them “I never really thought I would see, have confirmed pictures of terrorists beheading children.” The White House later told the Washington Post “[t]he president based his comments about the alleged atrocities on the claims of Netanyahu’s spokesman and media reports from Israel,” noting that Biden and his team have not seen pictures or confirmed the reports. Hamas denied the report, calling it “Zionist slander and lies” and rejecting that Palestinians beheaded children and assaulted women. In the West Bank, Israeli forces fired flare grenades at agricultural lands near Burqa, causing fires. Israeli forces also issued 19 stop-work orders for homes, a landfill, an agricultural site, and 2 roads in Qarawat Bani Hassan. 6 Palestinians were arrested during late-night raids in Jenin refugee camp, Surif, Sa’ir, Bayt Rima, and Nablus. In East Jerusalem, 1 Palestinian minor was arrested at the Bab el-Khalil in the Old City after allegedly stabbing and injuring 2 Israeli settlers. Israeli forces also demolished 2 homes, 10 commercial structures, and a barn in ‘Anata. 2 Palestinians were arrested during late-night raids in Jabel Mukaber. Palestinian Canadian real estate developer Khaled al-Sabawi filed a lawsuit against 6 Israeli settlers, the Israeli police, and Israeli military in the Tel Aviv District court seeking $5.2 million in damages over Israeli settler attacks on a planned residential site near Turmus ‘Ayya he has been developing. The site is located in Area B and has, according to the lawsuit, been raided 74 times between 2019 and 2022, with damage recorded 26 times and workers and clients physically assaulted on 19 occasions. In the West Bank, Israeli forces conducted 10 airstrikes on Jenin before beginning a large-scale ground force invasion with more than 1,000 soldiers, killing 8 Palestinians, injuring at least 50 others, and causing extensive damage to infrastructure and homes. The Israeli forces also shot at clearly marked Palestinian journalists, destroying their equipment, and used bulldozers to make streets in Jenin refugee camp impassable to vehicles. At night, 3,000 Palestinians fled Jenin refugee camp after Israeli loudspeakers were said to order them to leave them camp, an order the Israeli military denied. Jenin suffered widespread power, internet, and water outages as a result of the Israeli damage. The Palestinian Red Crescent said it was having trouble reaching the many injured in the camp. Israel dubbed the attack ‘Operation House and Garden.’ Palestinians protested the Israeli attack in many towns and cities throughout Palestine. Israeli forces also shot and killed 1 Palestinian during a protest in Ramallah against the Israeli attack in Jenin. Elsewhere, Israeli forces shot and injured 3 Palestinian minors with live ammunition in Beit Umar. Israeli forces also shot and injured 1 Palestinian with live ammunition near Hebron. Meanwhile, Israeli forces uprooted 45 grape tree saplings in Jawarish near Nablus. Israeli settlers stole 3 sheep from Palestinians in Aqraba. The PA called the Israeli attack on Jenin refugee camp (see above) a war crime and said it had suspended security coordination with Israel. Egypt, Qatar, Turkey, the UAE, Saudi Arabia, and Jordan condemned the Israeli attack. The Arab League issued a statement saying the Israeli attack was “tantamount to a war crime” and called on the UN Security Council to intervene. The U.S. national security council spokesperson said that the U.S. supported “Israel’s security and right to defend its people against Hamas, Palestinian Islamic Jihad, and other terrorist groups.” U.S. ambassador to Israel Tom Nides also attended a U.S. embassy event with Israeli prime minister Benjamin Netanyahu as the attacks were unfolding. UN special rapporteur on the situation of human rights in the Palestinian territories Francesca Albanese said the Israel attack amounted “to egregious violations of international law and standards on the use of force and may constitute a war crime.” UN secretary-general Antonio Guterres called the airstrikes and use of violence in Jenin the worst in the West Bank in years and said Israel, as an occupying power, has an obligation to protect civilians. In the West Bank, more than 250 Israeli settlers with a military escort raided Turmus ‘Ayya, shooting and killing 1 Palestinian, injuring 12 others with live ammunition, and setting 60 vehicles, 30 homes, and dozens of trees on fire. It was unclear if the Palestinian casualty was killed by settlers or Israeli forces during the raid. Israeli settlers also raided al-Mazra’a al-Gharbiya, vandalizing Palestinian property. Elsewhere, Israeli settlers vandalized farmland, a junkyard, a car wash, vehicles, and a gas station in al-Lubban ash-Sharqiya. Israeli settlers also raided Kafr ad-Dik, vandalizing homes and vehicles. Meanwhile, Israeli settlers vandalized 3 agricultural structures and 25 lemon and fig trees in Burqa. Israeli settlers also set fire to farmland in Husan. Israeli forces assassinated 3 Palestinians, including 1 minor, in a drone strike on a vehicle in Jalama. The Jenin Brigades said 2 of the Palestinians were members of Islamic Jihad and 1 was a member of Fatah. It was the first time since 2006 that Israel used drones to attack Palestinians in the West Bank. Israeli forces also raided ‘Urif, arresting 5 and taking measurements for punitive demolitions of 2 homes. Elsewhere, Israeli forces shot and injured 1 Palestinian during a late-night raid in Kafr Malik. 3 Palestinians were arrested during late-night raids in Tammun, Rumana, and Aqabat Jaber refugee camp. Axios reported that U.S. senior advisor for energy and infrastructure Amos Hochstein was in Saudi Arabia to continue talks on a normalization deal between Israel and Saudi Arabia. It was reported that Hochstein was discussing the Saudi demand for U.S. help in creating a nuclear program in return for formally normalizing ties with Israel. (AX 6/21)

In the West Bank, Israeli settlers fenced off a tract of Palestinian-owned land in Umm al-Ubur in the Jordan Valley. Israeli settlers also vandalized 25 olive trees and grapevines and erected tents at a water spring in Ein al-Beida. Elsewhere, Israeli settlers set fire to crops outside of Qusra. Israeli settlers also destroyed 2 tombstones at a graveyard in Burqa. Israeli forces shot and injured a 2-year-old Palestinian and his father outside of their home in Nabi Salih, claiming to be returning fire at Palestinian militants. The 2-year-old was evacuated by helicopter to a hospital in Israel for treatment and later succumbed to his succumbed to his wounds on 6/5. The Israeli military claimed that the incident would be investigated. Neither the family of the 2-year-old nor others in Nabi Salih had heard any other gun shots than those fired by the Israeli forces. Israeli forces also shot and injured 1 Palestinian at a checkpoint in Deir Sharaf. Elsewhere, Israeli forces issued a notice to a Palestinian family that they will seize 5 dunams (1.25 acres) of land in al-Mughayyir for construction of a military watchtower. Israeli forces also raided several towns in the Tulkarm area, violently dispersing Palestinians protesting the incursions; tear-gas related injuries were reported. 38 Palestinians were arrested during late-night raids in Tuqu, Beit Umar, Fawwar refugee camp, Ramallah, Nablus, Qabatiya, and Kafl Haris. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. In the West Bank, Israeli settlers blocked several intersections in the West Bank, including near Bethlehem, Burqa, Luban al-Sharqiyya, Jit, Qalqilya, and in the northern part of the Jordan Valley, throwing stones at Palestinian vehicles; 1 3-year-old Palestinian suffered injuries to his face near Burqa and several vehicles were damaged. Israeli forces arrested 15 settlers, most of whom were released within hours. Israeli settlers also threw Molotov cocktails at 2 Palestinian homes in Burin, causing damage. 16 Palestinians were arrested during raids in and around al-Bireh, Kaubar, Hebron, Surayf, Bayt Umar, Jericho, Ya‘bad, and Qabatiya; clashes erupted during the raid in al-Bireh; 1 Palestinian was hit by a rubber-coated bullet and others suffered tear-gas related injuries and Israeli forces severely beat 1 Palestinian during a house raid in Kaubar. In East Jerusalem, 4 Palestinians were arrested during raids in Issawiyya and al-Tur; clashes broke out during the raids in both neighborhoods. In the West Bank, Palestinians in Kafr Malik forced Israeli settlers to leave their property after they set up caravans on their land; as the confrontation ensued, Israeli forces intervened on behalf of the settlers, injuring 2 Palestinians with rubber-coated bullets. Elsewhere, Israeli settlers threw stones at construction workers in Burqa. Israeli forces razed Palestinian-owned land in Haris. 12 Palestinians in the Ofer prison tested positive for COVID-19, raising the number of Palestinian prisoners testing positive for the virus to 29. 43 Palestinians were arrested during late-night raids in and around Dura, Hebron, Yatta, Bani Na‘im, al-‘Arub refugee camp, Bayt Umar, Bethlehem, and Tulkarm. Israeli prime minister Benjamin Netanyahu apologized for the killing of a Palestinian-Israeli man who Israeli police shot during the demolition of the Bedouin village of Umm al-Hiran in the Negev in January 2017. Prime Minister Netanyahu said Israeli police, after the shooting, falsely had claimed the man was a terrorist. Chairman of the Joint List Ayman Odeh accused Netanyahu of having created the idea that the Palestinian-Israeli man was a terrorist when he was killed in 2017. Netanyahu’s comments fell after Haaretz reported on an internal document from the Shin Bet saying there was no evidence or indication of a terror attack. (HA 9/8; HA 9/9; TOI 9/10)

The son of Chadian president Idriss Déby, Abdelkarim Déby, represented his country during a visit to Israel and meeting with Prime Minister Netanyahu. According to a statement from Netanyahu’s office, the 2 discussed possibly exchanging embassies, including a Chadian embassy in Jerusalem. In the West Bank, Israeli settlers attacked a Palestinian house in Burqa, causing damage to the house; and raided Madama, leading to a confrontation with local Palestinians; no injuries or damage were reported. Separately, Israeli settlers attacked Palestinians protecting their land northwest of Ramallah; at least 2 sustained injuries. Israeli forces shot and injured 1 Palestinian minor west of Ramallah, alleging that he had thrown stones at Israeli settler-owned vehicles. Elsewhere, Israeli forces closed metal gates to the Hebron area villages of al-Fawar, Yatta, and Dura; and razed Palestinian-owned land near Jalud. 4 Palestinians were arrested, including 2 during a raid in ‘Ayn al-Hilwa and 2 at a checkpoint near Nablus. PA prime minister Mohammed Shtayyeh met with the head of the International Committee of the Red Cross (ICRC) delegation in Jerusalem to request that the ICRC work to protect Palestinian prisoners in Israeli prisons from the COVID-19 virus. Palestinian prisoners in Israeli prisons started returning their food portions in response to Israel’s lack of help in protecting them from the virus. Prime Minister Shtayyeh also called on all Palestinians from the West Bank working in Israel to return to the West Bank, citing Israel’s reckless response to Palestinians showing signs of the COVID-19 virus (see 3/23).
