In the West Bank, Israeli settlers shot and killed 4 Palestinians and injured 9 others in Qusra. Israeli settlers also raided Shaab Forsa in the Masafer Yatta area, destroying solar panels and water tanks and uprooting fruit trees. Elsewhere, Israeli settlers attacked Palestinian vehicles traveling near Burqa, damaging 3. Israeli forces shot and killed a Palestinian at a checkpoint near Bayt Jala. Israeli forces also shot and killed a Palestinian minor in Bani Na’im. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, Beit Fajjar, Abud, Fawwar refugee camp, al-Bireh, Huwwara, Beit Furik, Arrabah, Nabi Salih, al-Khader, Deir Istiya, and Burin, injuring 21 with live ammunition, including at least 1 minor, 3 with baton rounds, and many others with tear gas. Israeli forces also raided Idhna and Beit Umar, arresting 18. 35 Palestinian families, comprising 214 people, began fleeing the Wadi as Seeq and al-Mu’arajat communities near Ramallah after continued settler attacks. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces attacked the home of Izzeddin al-Qassam commander Mohammed Deif killing several of his relatives, including his children, and assassinated Islamic Jihad commander Mousa Nasser in Beit Lahiya. Hundreds of Palestinians were killed in Israeli airstrikes, including at least 4 Palestinian medics. Israeli airstrikes also destroyed the Islamic University’s engineering school and the headquarters of the Palestinian Red Crescent Society. Rockets were fired from Gaza into Israel. In Lebanon, Hezbollah said it had fired precision missiles at Israel in response to Israel killing members of the organization. Israeli airstrikes hit southern Lebanon. Gaza’s sole power plant ran out of fuel in the afternoon. The Gaza Ministry of Health said at least 1,100 Palestinians have been killed and 5,339 have been injured in Israeli airstrikes on Gaza since 10/7 as of 2 p.m. 28 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 5 children, and 427 have been injured. In addition, 1,500 Palestinian militants are reported to have been killed by Israeli forces in Israel since 10/7. The Gaza Ministry of Health said 60% of injured Palestinians are children and elderly. UNRWA said 11 of its workers have been killed in Israeli airstrikes and the Red Crescent said 5 of its members have been killed since 10/7. Israeli media reported that as of 9 a.m., more than 1,200 Israeli and foreign nationals had been killed and 3,192 injured. The UN reported that 338,934 Palestinians have been displaced since 10/7 and 4,625 housing units in Gaza have been destroyed while 32,000 had been damaged. The Arab League released a statement after a meeting of its members’ foreign ministers, calling for an immediate ceasefire, condemning the targeting of civilians, urging Israel to lift its blockade on Gaza, and calling for negotiations between the PLO and Israel for a just peace. (WAFA 10/11)

German foreign minister Boris Pistorius said Germany had allowed Israel to use 2 of its Heron combat drones and that Israel had requested ammunition from Germany, which was under review. (AJ 10/11; AP 10/12)

Iranian president Ebrahim Raisi and Saudi crown prince Mohammed bin Salman spoke about the situation in Gaza. According to the Saudi Press Agency, bin Salman said that he stands firm toward supporting the Palestinian cause. It was the first time the 2 leaders have spoken to each other. Israeli prime minister Benjamin Netanyahu met with National Unity Party leader Benny Gantz, agreeing to form an emergency unity government and a war cabinet. The war cabinet will consist of Netanyahu, Gantz, and Defense Minister Yoav Gallant, with former military chief of staff Gadi Eizenkot of the National Unity Party and Strategic Affairs Minister Ron Dermer as observers. Opposition leader Yair Lapid did not join the emergency government, reportedly because he wants National Security Minister Ben-Gvir and Finance Minister Bezalel Smotrich removed. Gallant said “[w]e will wipe Hamas off the face of the earth,” and Netanyahu said “[e]very member of Hamas is a dead man,” and compared Hamas to ISIS. U.S. president Joe Biden gave a speech to Jewish American leaders, telling them “I never really thought I would see, have confirmed pictures of terrorists beheading children.” The White House later told the Washington Post “[t]he president based his comments about the alleged atrocities on the claims of Netanyahu’s spokesman and media reports from Israel,” noting that Biden and his team have not seen pictures or confirmed the reports. Hamas denied the report, calling it “Zionist slander and lies” and rejecting that Palestinians beheaded children and assaulted women. In the West Bank, Israeli settlers raided Burqa, throwing stones at homes and vandalizing 2 vehicles. Israeli forces raided a girl’s school in al-Eizariya, causing damage to school property. In East Jerusalem, 1 Israeli settler was injured in a ramming incident near Qalandia. 1 Palestinian suspect was arrested. Israeli forces also shot and injured 1 Palestinian at a light rail station in the French Hill neighborhood, claiming he had stabbed a settler. Israeli authorities forced 1 Palestinian family to demolish parts of their own home in Jabel Mukaber. In Gaza, Israeli forces shot and injured 2 Palestinians near the Gaza fence, claiming that 1 of them had opened fire at Israeli soldiers; others suffered tear-gas related injuries. Israel assassinated 2 people in a drone strike in Beit Jann west of Damascus. The 2 were reported to be members of Islamic Jihad, which Islamic Jihad denied. Israeli tanks also attacked 2 temporary structures erected by the Syrian army near the Golan Heights. (AJ, AP, HA, REU 9/21)

The UN release a report saying that Israeli settler violence had displaced more than 1,100 Palestinians in the West Bank since 2022. The report also said that the UN had counted an average of 3 settler attacks a day. (AP, HA, UNOCHA 9/21)

PA president Mahmoud Abbas addressed the UN General Assembly at its annual meeting, warning that peace in the region is impossible without the “Palestinian people enjoying full legitimate and national rights.” Abbas criticized world leaders for not holding Israel accountable for its atrocities and called on UN members to recognize the State of Palestine. It was reported that Palestinian officials had trouble getting meetings for Abbas on the sidelines of the UN General Assembly due to the publication on 9/7 of Abbas’ remarks at the Fatah Revolutionary Council in August that were said to be anti-Semitic. PA ambassador to the UN Riyad Mansour said in an interview that the Palestinian leadership is confident that Saudi Arabia would protect Palestinian interests in a potential normalization deal with Israel and that the Saudis have accepted the Palestinian position on the negotiations, including restarting peace talks and protecting Palestinians’ right to self-determination. Haaretz reported that the Palestinian demands includes a settlement freeze, expanding Areas B and C, full membership at the UN, reopening the PLO office in Washington, and reopening the U.S. consulate in East Jerusalem. Israeli foreign minister Eli Cohen told Israel’s Army Radio that there is a likelihood that a normalization deal can be finalized in the first quarter of 2024. (HA, REU 9/21)

The Ad Hoc Liaison Committee held a meeting on the sidelines of the UN General Assembly annual meeting in New York. Prime Minister Shtayyeh called on representatives from some 30 countries at the meeting to help the PA overcome its political and financial challenges. (WAFA, WAFA 9/21)

Israeli prime minister Benjamin Netanyahu said the Democratic Republic of Congo will move its embassy from Tel Aviv to Jerusalem and that Israel will open an embassy in Kinshasa after meeting Congolese president Felix Tshisekedi at the sidelines of the annual UN General Assembly meeting. The Wall Street Journal reported that the U.S. has proposed that the potential Saudi nuclear program, which is part of the Saudi-Israeli normalization negotiations, will be run by the U.S. Israeli opposition leader Yair Lapid called reports that the Netanyahu government is open to uranium enrichment in Saudi Arabia “reckless and irresponsible.” (HA, HA, MEE, WSJ 9/21)

In the West Bank, Israeli forces issued a demolition order for 1 house under construction in Burin. 14 Palestinians were arrested during late-night raids in Burqa, al-Mughayyir, Bayt Rima, Beit Furik, Jenin, al-Khader, and Beit Fajjar; 1 of the arrested was injured during the settler attack on Burqa on 8/4. Israel said it had accepted a U.S. demand to allow Americans living in Gaza to use Ben Gurion Airport and to grant them tourist visas to Israel for 3-month periods. The change in policy will start on 9/15. The policy change is part of Israel’s efforts to be included in the U.S. Visa Waiver program. (ALM, HA, MEE, REU 8/7)

After receiving a letter from Israeli interior minister Moshe Arbel demanding that $85 million earmarked to Palestinian municipalities in Israel be released by the Finance Ministry, Finance Minister Bezalel Smotrich said he would not provide the funding, calling it a bribe to MK Mansour Abbas. Israeli opposition leader Yair Lapid said Smotrich was only “mistreat[ing] Arab citizens simply because they are Arabs,” saying that “racism has become an official policy of the state of Israel.” Smotrich also canceled funding for preparatory programs for Palestinians living in East Jerusalem who want to study in Israel. 24 U.S. Democrats, led by House Minority Leader Hakeem Jeffries (D-NY) met with PA prime minister Mohammad Shtayyeh in Ramallah. Shtayyeh called on the delegation to recognize the State of Palestine, warned that the 2-state solution was slipping away due to Israeli actions, and asked that they pressure Israel to allow Palestinian elections in East Jerusalem. The congressional delegation also met with Israeli prime minister Benjamin Netanyahu in Jerusalem earlier in the day. Jeffries claimed he had brought up the issue of settler violence with Netanyahu. In an interview with Bloomberg, Prime Minister Netanyahu called reported Saudi demands for Israeli concessions on Palestine as a condition for normalization a “checkbox” he has to tick off but not a hinderance for Israel. Netanyahu also said he would not accept limits on settlement expansion as part of the deal. (BB, HA 8/7)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Burqa, causing damage. 1 7-year-old Palestinian child died during an Israeli house raid in Taqqua; the boy’s uncle said the child died of a heart attack when the Israeli forces entered his home and that he did not have any prior medical history. The U.S. state department called for “an immediate and through investigation” into the incident but later clarified that it believed Israel’s investigation was sufficient. Israeli forces also seized 1 bus in Ras al-Ahmar. Elsewhere, Israeli forces shot and injured 3 Palestinians during a raid in Dura. Israeli forces also demolished 1 Palestinian home in Artas. 10 Palestinians were arrested during late-night raids in Biddu, Beit Umar, Hebron, and Qalqilya. A general strike was observed in Jenin in protest over the killing of 4 Palestinians on 9/28. In East Jerusalem, 15 Palestinians were arrested in Isawiya, al-Tur, Sheikh Jarrah, Wadi Juz, and Silwan. The Israeli military announced that it will supply settlement outposts, deemed illegal by the Israeli government, with observation and warning systems, lighting, public address systems, and firefighting equipment. The move was approved by the Israeli ministry of justice. (HA 9/29)

The Israeli interior minister Ayelet Shaked informed 17 Palestinians, who are relatives of a Palestinian accused of killing 4 Israeli soldiers in 2017, that if they do not leave East Jerusalem for the West Bank by 10/7, they will be forcefully removed by Israeli forces. Interior Minister Shaked also told public security minister Omer Bar-Lev to prepare for the forced expulsion. (HA 9/29)

The Israeli central election committee barred the Palestinian party Balad from running in the upcoming Israeli parliamentary elections. Balad chairman Sami Abu Shehadeh said his party will appeal the decision, which he called “an attempt by Gantz and Lapid to engineer the Arab leadership according to their political needs. Just like the party came out stronger following previous attempts to disqualify us and to disqualify our platform, it won't work this time as well.” Balad was banned from running based on its platform, which calls for Israel to be a state for all its citizens and thus not a Jewish state. The Israeli attorney general had on 9/27 presented an opinion that Balad should not be banned from running. The election committee also rejected a request to bar Ra’am from running. Al Monitor reported that Israeli prime minister Yair Lapid’s office had rejected a request by PA president Mahmoud Abbas’s office to arrange a phone call between the 2 on the occasion of the Jewish new year on 9/25. (ALM 9/29)

The Lebanese parliament failed to elect a new president of the country as more than half of the votes by 128 members were blank. (AP, HA, MEMO, REU 9/29)

In the West Bank, 2 Palestinians, including a member of the PA security service’s intelligence branch, and the Israeli deputy commander of the Nahal brigade’s special reconnaissance unit, were killed during an exchange of gunfire near the Jalamah checkpoint. Al-Aqsa Martyrs’ Brigades said the 2 Palestinians were members of its organization. Israeli forces raided Burqa, causing tear-gas related injuries. Israeli forces also demolished 2 agricultural structures and 20 olive trees in Rujeib, delivered stop-work notices for 1 house and 1 agricultural structure in Husan and demolition notices against 3 residential tents in Ras al-Ahmar. Elsewhere, Israeli forces seized 2 residential tents in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Jamma‘in, ‘Ayn Bus, Nablus, al-Janiya, Silwad, and Hebron. Israel shut down the Jalamah and Salem checkpoints and prohibited Palestinians from Kafr Dan from entering Israel as a punitive measure for the early morning shooting (see above). Both the Palestinians killed were from Kafr Dan. (HA 9/14)

It was reported that Palestinian children in Tuba had been unable to attend school for 2 days as Israeli soldiers began refusing escorting the children to their school. Since 2004, Israeli soldiers have escorted children in Tuba to their school to protect them from settler attacks. Residents in Tuba said they believe canceling the escorting of the children was related to an incident on 9/12 where 1 Israeli settler was reported injured nearby after armed Israeli settlers attacked Palestinians working their land. The Israeli military said that they had not changed their policy, but had decided to temporarily cancel the escorts. (HA 9/14)

The U.S. senate foreign relations committee passed an amendment to the Manager’s package of the State Department Authorization Act, requiring secretary of state Antony Blinken to submit a report on the circumstances surround the killing of Palestinian American journalist Shireen Abu Akleh. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf told reporters that the U.S. is concerned about the security situation in the West Bank and cited economic conditions as a direct factor. (AX, HA 9/14; MEMO 9/15)

Axios reported that the EU special envoy for the Israeli-Palestinian peace process Sven Koopmans had complained to the Israeli foreign ministry that his requests for meetings with prime minister Yair Lapid, president Isaac Herzog, and defense minister Benny Gantz had been denied. (AX 9/14)

In an interview with the French newspaper Le Point, Qatari leader Sheikh Tamim bin Hamad Al Thani dismissed the idea of normalizing relations with Israel, saying “are things normal in Israel? No! There are still occupied Arab lands, refugees who have not been able to return to their homes for over 70 years, Muslims and Christians, living under siege in Gaza.” Sheikh Al Thani further called the “Israeli-Palestinian question” the most important, saying there will not be peace in the Middle East without it being solved. The Washington Post reported that in the upcoming book, The Divider: Trump in the White House, 2017-2021 by Peter Baker and Susan Glasser, it is said that former U.S. president Donald Trump offered King Abdullah II of Jordan the West Bank. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 3 with live ammunition and others with tear gas. Israeli forces also violently dispersed a funeral procession in Beit Umar by attacking the pallbearers. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 17 with baton rounds and others with tear gas. Israeli forces also violently dispersed protesters in Ein al-Beida and al-Juwaya in the Masafer Yatta area, arresting 5 international activists and causing tear-gas related injuries. Human Rights Watch (HRW) said in a report that Palestinian security forces in the West Bank and Gaza systematically torture critics of the PA and Hamas in their detention. HRW called on countries donating to PA security forces to cut off their funding and for the ICC to investigate the issue. HRW said that Palestinian security forces use solitary confinement, beatings, and stress positions to punish and intimidate critics and political opponents and to elicit confessions. It was reported that newly appointed Israeli prime minister Yair Lapid would move into a house seized by Israel from a Palestinian family who fled Jerusalem during the Nakba. The house, Villa Hanna Salameh on Balfour Street, will serve as Prime Minister Lapid’s temporary housing until renovations at the prime minister’s official residence has been completed. 31 Democrats in the House of Representatives sent a letter to U.S. secretary of state Antony Blinken expressing concern over Israeli plans to construct settlements in the E-1 area of the West Bank. The Democrats were led by Mark Pocan (D-WI) and Jan Schakowsky (D-IL). (Mark Pocan 7/1; WAFA 7/4)

In the West Bank, Israeli settlers marched to the Homesh settlement outpost, but were blocked by Israeli forces. Israeli settlers also assaulted Palestinian minors in Hebron. Elsewhere, Israeli settlers with military escort raided Burqa, leading to a confrontation between Palestinians and Israeli soldiers; 2 Palestinians were injured with baton rounds and 7 with tear gas. Israeli settlers also opened fire at Palestinians in Shufa, forcing them to leave their land; no injuries were reported. Israeli forces shot and killed 1 Palestinian minor during a raid in al-Khader; the minor suffered 3 shots to his neck and back while hiding in a garage. The U.S. state department released a statement saying that secretary of state Antony Blinken told Israeli foreign minister Yair Lapid that Israel should investigate the killing of Shireen Abu Akleh on 5/11. Multiple independent investigations have concluded that Israeli soldiers killed the Al Jazeera journalist, including some that asserted the killing was intentional. Pro-Israeli political action committee the Urban Empowerment Action PAC announced it will spend upwards of $1 million in a primary to unseat the only Palestinian American congressperson Rashida Tlaib in the primary elections for the 12th congressional district in Michigan. In the West Bank, 1 Palestinian who was shot by Israeli forces during a protest in Burqa on 3/1 succumbed to his wounds. Israeli settlers uprooted and stole grape saplings and damaged a stone wall and barbed wire fence in Kafr ad-Dik. Israeli settlers also razed a plot of land near Battir. Israeli forces violently dispersed a memorial service held for a Palestinian killed by Israeli forces on 3/1 at the Khadouri Technical University campus north of Hebron, injuring 3 with rubber-coated bullets and others with tear gas. Israeli forces also confiscated 2 water pumps and electric cables in Birin. In Israel, 1 Palestinian Israeli man was shot dead in Ba’ana, marking the 100th member of the Palestinian Israeli community to be killed in what is described as intra-communal violence in 2021. Some Palestinians in Israel have complained that Israeli police are uninterested in solving murders in the community. The issue is said to be addressed in the upcoming Israeli budget negotiations as more money will be allocated to policing in Palestinian towns and cities. The Israeli police solve 71% of murders in the Jewish community, but only 23% within the Palestinian communities in Israel. 83 of the 100 Palestinians killed had died in cases that involved firearms.
