Inside Israel, Jewish extremists set fire to a mosque in the Israeli Palestinian village of Tuba-Zangaria and scrawl graffiti reading “price tag,” “revenge,” and “Palmer” (in reference to Asher Palmer, the Jewish settler killed in a traffic accident that Jewish settlers claimed was caused by stone-throwing Palestinians; see 9/23). Some 200 angry Palestinian residents march toward a neighboring Jewish town but are blocked by Israeli police who fire tear gas to disperse them; protesters set fire to tires and throw stones at police in response; no serious injuries are reported. Netanyahu denounces the arson, and Israeli pres. Peres and Israel’s 2 chief rabbis visit the mosque in a show of solidarity with the village. IDF troops on the c. Gaza border fire warning shots at Palestinians scavenging for construction materials in a landfill nr. the border, wounding 1. In the West Bank, the IDF razes at least 5 d. of Palestinian agricultural land and uproots at least 95 olive and oak trees for construction of an IDF access road in preparation for construction of a new segment of the separation wall in al-Walaja; patrols in Tulkarm and 1 village nr. Ramallah in the morning, in 1 village nr. Jericho in the afternoon, and inside Jericho late at night; conducts late-night arrest raids, house searches nr. Hebron. Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. The IDF carries out an air strike on a house in Nussayrat r.c. in c. Gaza, seriously injuring 1 Palestinian woman. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning house searches in Sirris village nr. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The IDF razes 3 buildings in Migron outpost, ordered removed by Israel’s High Court; settlers scuffle with the IDF, which arrests 6. Soon after, Jewish settlers set fire to a mosque in a nearby Palestinian village and spray graffiti saying “Migron.” In other apparent reprisals, Jewish settlers fr. Beitar Ilit nr. Bethlehem pump wastewater on agricultural lands in nearby Husan and Nahalin villages, damaging 100s of trees and crops; Jewish settlers vandalize a Palestinian home in Hebron; Jewish settlers fr. Shilo settlement set up a roadblock on the Nablus–Ramallah road and stone passing vehicles, seriously damaging 1 car and injuring 1 Palestinian; Jewish settlers fr. Keddumim settlement stone Palestinian vehicles on the Qalqilya– Nablus road, causing light damage but no injuries. The IDF carries out a late-night drone missile strike on a car nr. Rafah, assassinating the head of Islamic Jihad’s military wing Isma’il Asmar, injuring a girl nearby. Islamic Jihad responds by firing 4 Qassam rockets and several mortars into Israel, lightly wounding an Israeli infant. (Egyptian officials say that a Palestinian rocket fired fr. Rafah landed on the Egyptian side of the border, in Egyptian Rafah, injuring 1 woman.) Israel responds with 2 drone missile strikes on a suspected rocket-launching team nr. Dayr al-Balah, wounding 2 armed Palestinians. In the West Bank, IDF soldiers enter Tulkarm, randomly stopping Palestinians and checking their IDs; conduct late-night arrest raids, house searches in Hebron. Jewish settlers fr. Bet Ayn nr. Hebron uproot 10s of olive and plum trees on nearby Palestinian land. The Israeli High Court rejects an appeal by residents of al-Walaja who challenged the separation wall route on the grounds that it would cut off the village from Bethlehem, holding that the residents did not prove that the planned route would severely harm the village. The IDF makes a brief incursion into s. Gaza to level lands and clear lines of sight along the border fence e. of al-Qarara. In the West Bank, the IDF begins leveling land for construction of a new segment of the separation wall nr. al-Walaja nr. Bethlehem; conducts late-night arrest raids, house searches in Jenin r.c. Hamas authorities in Gaza hang 2 Palestinians convicted of collaborating with Israel; the father and son were arrested in 2003 and convicted and sentenced in 2004 by the Fatah-led PA. The U.S. for the first time explicitly states that it would veto a UN resolution endorsing Palestinian statehood. (JAZ, NYT 7/27)

In Lebanon, unidentified assailants detonate a roadside bomb nr. a UNIFIL convoy outside Sidon, wounding 5 French soldiers. Hizballah condemns the attack. (AFP, DPA 7/26; WT 7/27; DPA 7/28) (see 5/27)

Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, Dayr Nizam/al-Nabi Salih, al-Walaja, and outside Beit Romano settlement in Hebron. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation, injuring 1 Palestinian and 1 Israeli, and arresting 2 Palestinians, 4 Israelis, and 1 international activist (all released later in the day). Obama receives PA PM Mahmud Abbas in Washington for talks on bilateral relations and how best to proceed with peace talks in light of the flotilla incident. Obama, who has been in regular contact with Netanyahu since the flotilla attack, for the first time publicly proposes that Israel switch fr. a blanket ban on imports to Gaza with a list of exempted items permitted entry and instead allow all imports minus a list of banned items. The PA says it has given Mitchell its baseline positions for direct talks with Israel and is prepared to begin direct negotiations once Israel does the same. Israel, however, says it will not lay out its negotiating position until direct talks begin “because that would be asking us to negotiate against ourselves.” (NYT 6/10)

IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging construction materials in the industrial zone, causing no injuries. IDF troops make a brief incursion into the s. Gaza border area to level land to clear lines of sight. In the West Bank, the IDF conducts late-night arrests raids, house searches nr. Bethlehem, Hebron (including surrounding and searching the home of one of the organizers of the local separation wall protests, questioning him for 3 hrs. but not arresting him), Jenin; breaks up Palestinians and Israeli activists holding a nonviolent demonstration against the separation wall in al-Walaja nr. In the West Bank, the IDF bars Palestinian workers fr. paving a road inside al-Walaja village nr. Bethlehem, stating that the area is under the jurisdiction of Israel’s Jerusalem municipal authority; this marks the 1st clear indication that Israel plans to annex the area to Jerusalem after its separation wall, which is planned to bisect al-Walaja, is completed. The IDF also makes daytime raids on 3 radio and TV stations in Hebron, arresting employees and confiscating broadcasting equipment; conducts late-night arrest raids, house searches in and around Jenin and Nablus, nr. The IDF makes an air strike on a car carrying Islamic Jihad mbrs. in Gaza City, missing the target, damaging a house and lightly injuring 1 bystander. Egyptian border police demolish a smuggling tunnel on the Rafah border. A Palestinian is injured when explosives he is handling detonate prematurely. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring several) and a similar protest at alWalaja (causing no reported injuries). Palestinian gunmen fire on a Jewish settler’s vehicle nr. Karnei Shomron settlement nr. Qalqilya, injuring 2 settlers. Having sealed the West Bank border for Rosh Hashanah (see 9/12), the IDF allows only Palestinian men over age 60 to enter Jerusalem fr. the West Bank to attend prayers marking the 1st Friday of Ramadan. The IDF admitsthat 3 Palestinian children killed in an 8/29 strike on Bayt Hanun were playing tag, not retrieving a rocket launcher. In the West Bank, the IDF conducts arrest raids, house searches nr. Hebron; fires on stone-throwing Palestinian youths outside al-Arub r.c. nr. Hebron, wounding a 7-yr.-old boy; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 8 (similar demonstrations are held without incident in al-Walaja and Um Salamuna nr. Bethlehem). Jewish settlers fr. Givat Havat and Kiryat Arba in Hebron beat a Palestinian farmer working his land btwn. the 2 settlements. The IDF bars Jewish settlers fr. reaching the evacuated Homesh settlement site; settlers set fire to 2 IDF vehicles in protest. The PA closes 103 charitable associations in the West Bank (80% affiliated with Hamas) for being “improperly registered”. Responding to a call by Fatah to boycott Friday prayers in mosques and begin weekly prayer protests against Hamas’s “persecution” of Fatah mbrs. in Gaza, some 5,000 Fatah supporters hold prayers in a Gaza City park, then stage a march and rally denouncing Hamas, attacking Hamas-controlled buildings with stones, pipe bombs. Some 7,000 Fatah supporters hold a similar demonstration in Rafah, attacking the home of a prominent Hamas mbr. The ESF violently disperses both protests, firing into the air, beating demonstrators, and tossing percussion grenades, arresting scores, injuring 10–20 (including 2 journalists), wounding an Egyptian on the Egyptian side of the Rafah border. In the West Bank, the IDF sends undercover units into al-Walaja nr. Bethlehem and al-Zababda nr. Jenin, searching homes, confiscating cell phones, arresting 1 Palestinian; conducts additional arrest raids, house searches in Jalazun r.c. nr. Ramallah, Qabatya nr. Jenin and nr. Hebron, Nablus. Jewish settlers fr. Avraham Avino settlement in Hebron vandalize Palestinian property, beat several Palestinians, seriously injuring a 6-yr.-old Palestinian boy. (OCHA 2/21; PCHR 2/22)

IDF troops on the n. Gaza border fire on Palestinians collecting scrap metal nr. the border fence, wounding 4. The Israeli navy fires on Palestinian fishermen w. of Rafah, damaging some boats but causing no injuries. The AMB fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. Also in Gaza, Palestinian haulers hold a 1-day strike to protest new Israeli restrictions barring the passage of specific types of trailers through the Qarni industrial crossing. In the West Bank, the IDF conducts arrest raids, house searches in ‘Askar r.c., Nablus, Qalqilya, al-Walaja nr. Bethlehem. Inside Israel, Israeli police demolish Israeli police demolish 17 homes in the unrecognized village of Twayyil in the Negev. Overnight, the IDF fatally shoots 2 Islamic Jihad mbrs. who allegedly attempted to attack an IDF patrol in central Gaza. During the day, the IDF halts Operation Eastern Step outside Gaza City; demolishes 5 Palestinian homes in Walaja nr. Bethlehem, begins bulldozing land for a new road; fires on residential areas of Jenin town and r.c.; conducts arrest raids, house searches nr. Hebron and Ramallah, and in Bayt Hanun, Bayt Jala, Bayt Lahiya, Jericho, Tulkarm r.c. and town. The PRCs fire 2 Nasir 3 rockets fr. n. Gaza toward Sederot, 1 lands inside Gaza, the other inside Israel; neither causes damage or injuries. Hamas fires 3 mortars at Nisanit, 1 mortar at Aley Sinai, causing no damage or injuries. After holding emergency sessions with the PA national security council and cabinet, Abbas orders the PA security forces to make “maximum efforts” to stop Palestinian attacks on Israelis, to investigate the 1/13 Qarni attack. PA Negotiation Affairs M Saeb Erakat says that security forces in Gaza would “create security zones and road blocks” to prevent rocket and mortar fire.
