The IDF cuts electricity to Gaza City, Ramallah; sends tanks and F-16s to shell the control tower at Gaza airport, the PA headquarters in Gaza City and Ramallah (Arafat is unharmed), the PA naval police offices in Bayt Lahia, and PSF and Fatah offices nr. Gaza City, Ramallah, and Jinin; blows up the main radio, TV transmitters in Ramallah; bulldozes the Palestinian Media Center offices in Ramallah; occupies the home of Fatah tanzim leader Marwan Barghouti (who is not there at the time); makes incursions into PA-controlled areas of Bayt Hanun, Bayt Lahia, Beitunia, Jinin, Nablus, Ramallah, Sudaniyya, Tulkarm, al-Zahra; bulldozes Palestinian land in Rafah. A total of 4 Palestinians are killed during the day; shells strike the Friends Boys School, damaging 3 classrooms. In Gaza City, 2 Israeli missiles land nr. a mosque while Hamas spiritual leader Shaykh Yasin, Hamas spokesman Mahmud Zahar are inside. Israel declares that the Zinni cease-fire talks are over, though Zinni had already planned to leave on 12/14 for Jordan and Egypt, then return to Washington. Upon his return fr. the U.S. Sharon meets with his security cabinet, then his full cabinet to discuss how to respond to the 12/1+n2 attacks. The full cabinet votes to declare the PA "an entity that supports terrorism," adds Force 17 (Arafat's "presidential guard") to its list of terrorist groups, authorizes Sharon to escalate military action. FM Shimon Peres, other Labor MKs walk out of the cabinet mtg. in protest but do not formally withdraw fr. the governing coalition. While the cabinet meets, the PSF continues to arrest mbrs. of Hamas and Islamic Jihad, risking confrontations with hostile Palestinian crowds. Arafat also orders the arrest of Hamas spiritual leader Shaykh Ahmad Yasin, but when PSF officers arrive around midnight, crowds of Palestinians force them to retreat. The PSF says it has arrested more than 100 Palestinians since 12/2. Arafat asks Peres for a 4-day grace period, during which he vows he would crack down on opposition groups. Israel refuses, dismissing the arrests as a "show for international consumption." The U.S. says the PA must "root out the infrastructure of the groups that support terrorists." Soon after the cabinet mtg., the IDF launches air raids against Arafat's headquarters and other PA sites around Gaza City, destroying the PSF barracks, Arafat's 2 personal helicopters, injuring 12 Palestinians; sends tanks into Gaza airport to bulldoze runways; sends troops into Ramallah to surround the PA's West Bank headquarters, where Arafat is staying. In Jinin, U.S.-supplied F-16s destroy the Palestinian governate building, jail, PSF headquarters. The IDF also fatally shoots 1 Palestinian nr. Jinin; raids Beitunia, attacking several homes and arresting an Arafat adviser, several Islamic Jihad mbrs. In Bethlehem, Fatah mbrs. Rafat al-Bajali and Nidal al-Dirbani, both on Israel's wanted list, are killed in a mysterious explosion thought to be an IDF assassination. The White House spokesman Ari Fleischer says Israel "obviously has the right to defend itself. The president understands that very clearly." In response to the 11/29 Hadera bombing, Israeli DM Benjamin Ben-Eliezer authorizes the IDF to step up assassinations, tighten blockades on PA areas. The IDF encircles, takes up positions just inside PA-controlled areas of Jinin, Nablus, Tulkarm; directs machine gun fire at residential areas of Beitunia, Nablus; sends bulldozers into al-Bireh, temporarily occupy the roof of the PA Min. of Planning and International Cooperation while land in front of the building is razed; conducts an arrest raid in Hebron. 1,000 Palestinians demonstrate in Ramallah, 8 are injured when the IDF fires on the crowd. At least 1 PFLP gunman assassinates Israeli tourism M Ze'evi in an East Jerusalem hotel, shooting him at point blank range, using a pistol equipped with a silencer, escaping undetected. The PFLP says it is retaliating for the assassination of PFLP secy. gen. Mustafa on 8/27; also takes responsibility for a suicide car bombing in Gaza that wounds 2 IDF soldiers. Arafat immediately condemns the assassination, orders the PSF to arrest the killers. The PSF quickly arrests 3 PFLP mbrs. but releases them after questioning. Meanwhile, Hamas mbr. Iyad al-Akhras is killed in an explosion in his Gaza home in what may be an assassination. The IDF also fires a missile at a Palestinian car in Nablus, but the rocket misses, 3 Palestinians escape unharmed. The IDF makes a predawn incursion into al-Qarara, firing heavy machine guns at homes, bulldozing 10s of dunams of cultivated land for construction of a settler bypass road; directs machine gun fire at residential areas of Gaza City, Jinin, Rafah; bulldozes secondary Palestinian roads around Ramallah. Palestinian gunmen reportedly fire at Neve Dekalim, wounding 2 Jewish settlers. In East Jerusalem, Jewish settlers angry over Ze'evi's murder attack, beat Palestinians. (HP 10/17; WT 10/18)

After a lengthy Israeli inner cabinet mtg., Sharon issues an ultimatum to the PA: arrest and extradite Ze'evi's killers and the PFLP's current leaders and "dismantle terror organizations" or face a response more severe than any recent reprisal. Sharon then convenes a special session of the Knesset (boycotted by Arab MKs), where he declares, "We will wage all-out war on the terrorists" and "those who collaborate with them." National Union+nYisrael Beitunia MKs suspend their resignations to see how Sharon responds. The IDF sends tanks, troops 2.5 mi. into area A around Jinin; reimposes tight closures on, places 24 hr. curfews on, and directs shells and heavy machine gun fire at residential areas of Azariyya, al-Bireh, Jinin, Nablus, Ramallah; deploys helicopters to hover over major Palestinian population centers; bars Arafat fr. using Gaza airport. The IDF demolishes a Palestinian apartment building under construction in Bayt Hanina, East Jerusalem, destroying 8 empty apartments, a kindergarten, and 6 stores; shells residential areas of Beitunia, Bethlehem, Rafah; bulldozes land along the Egyptian border nr. Rafah, in al-Arub; places a closure on al-Jalma village on the Green Line nr. Jenin; reinforces the closures on Jenin, Qalqilya; flies low-level F-16 sorties over Gaza. The Temporary International Presence in Hebron withdraws its forces fr. the Jewish enclave of the city because of ongoing attacks on their vehicles by Jewish settlers. Jewish settlers also place new caravans on Palestinian property in nr. Yatta in the Hebron district. IDF soldiers occupy 2 Palestinian houses in the Hebron area, 3 nr. German FM Joschka Fischer, in the region on a 3-day visit aimed at securing a cease-fire, discusses with Israeli FM Peres the idea of a phased truce, which would "eventually" be followed by implementation of the Mitchell Comm. recommendations. The IDF attempts to assassinate Fatah tanzim mbr. Ahmad Bisharat in Jenin, phoning him to set up a bogus mtg., attempting to shoot him when he leaves his home. The IDF also shells residential areas of Beitunia, Khan Yunis; fires on a taxi parked at an IDF checkpoint, seriously wounding a Palestinian infant. Jewish settlers fire on a Palestinian bus nr. Israeli-Palestinian clashes, now in their 8th mo., continue, with Israel Defense Force (IDF) increasingly striking Palestinian targets and entering areas controlled by the Palestinian Authority (PA) without provocation so as to "keep them guessing and [have] them spend more time defending themselves" and with Palestinians stepping up their sniping at soldiers and settlers and firing of mortars (especially in Gaza). To date, around 511 Palestinians, 82 Israelis have been killed. Today, 1 Palestinian is shot dead by IDF troops. The IDF also shells the PA Preventive Security Force (PSF) offices in Jabaliyya, Jinin; directs shells, heavy machine gun fire at residential areas of Khan Yunis; sends tanks, bulldozers into 2 PA-controlled areas in Gaza, occupying a multistory building in al-Qarara nr. Gush Katif settlement and a factory in Dayr al-Balah. IDF soldiers at a checkpoint on the Nablus-Ramallah road halt a Red Crescent ambulance en route to pick up a critically ill patient, severely beat 3 medics, empty the ambulance and damage supplies; the harassment ends when the International Comm. of the Red Cross (ICRC) intervenes. PA Information M Yasir `Abid Rabbuh appeals to Congress to support the recommendations of the Mitchell Comm., the U.S.-led international inquiry into the causes of the al-Aqsa intifada headed by fmr. U.S. sen. George Mitchell. The comm.'s preliminary report (submitted to Israel and the PA on 5/1) suggests a two-pronged approach to restoring calm based on Israel halting all settlement construction, the PA making a 100% effort to halt violence. The comm.'s final report is expected in 1 wk. The State Dept. says Secy. of State Colin Powell is considering meeting with Sharon, Arafat on the sidelines of his trip to Africa, Europe 5/22+n30. In Washington, U.S. Pres. George W. Bush holds a strategy session on the Middle East with his top foreign policy advisers, including Secy. of State Powell, Secy. of Defense Donald Rumsfeld, National Security Adviser (NSA) Condoleeza Rice. Powell advocates using the recommendations of the Mitchell Comm. and the Jordanian-Egyptian initiative as the base for a cease-fire plan.
