In the West Bank, a Palestinian man shot by Israeli forces on 1/8 in Beitunia succumbs to his wounds. Israeli settlers set olive trees and an agriculture structure on fire near Kafr ad-Dik. Israeli forces raid Nablus and Abud, injuring 8 people with live ammunition, including a child, and cause widespread destruction in Nablus. Israeli forces also demolish a car wash and a nursery in Kafl Haris. Elsewhere, Israeli forces raze 6 dunams (1.5 acres) of Palestinian-owned land planted with 50 olive trees in Hebron and 2 dunams (.5 acres) of Palestinian-owned land near Bethlehem. Israeli forces also raid a medical clinic near Bethlehem, causing damage. Israeli forces arrest 26 Palestinians during late-night raids in and around Bethlehem, Ramallah, Tulkarm, Tubas, Hebron, Jenin, and Nablus. In East Jerusalem, Israeli authorities demolish a Palestinian home in Sur Baher, displacing 8 people. In Gaza, Israel bombs Dayr al-Balah, Rafah, Gaza City, Khan Yunis, Maghazi, al-Bureij refugee camp, and Jabalia refugee camp, killing at least 147 people, including 4 crew members and 2 injured Palestinians being transported an ambulance, killing 40 people in a home at the entrance of al-Aqsa Hospital in Dayr al-Balah, and 15 people in an apartment building in Rafah. In the Naqab, Israeli forces demolish the al-Za’arura and Bir Hadaj Bedouin villages. In Lebanon, Israeli forces attack the home of a Hezbollah member in Kfarchouba, killing him. More than 23,357 Palestinians have been killed by Israeli forces in Gaza, including at least 16,350 women and children, and around 59,410 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 335 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 84 children. More than 4,148 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 184 Israeli soldiers have been killed and 1,076 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 193 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. Haaretz reports that Israel demolished 140 Palestinian homes and 84 other structures in East Jerusalem in 2023, marking a 60% increase in home demolitions compared to 2022. The newspaper notes that during the first 9 months of 2023 10 housing units were demolished per month and after 10/7 the figure rose to 17 a month. (HA 1/10)

Hamas official Osama Hamdan says there are no talks about a prisoner exchange, adding Israel is defrauding the Israeli public by circulating reports about talks. Hamdan maintains the Hamas position that it will not engage until Israel stops its attacks on Gaza. Hamdan also calls on the ICJ not to be pressured by the U.S. (AJ, HA, NYT 1/10)

PA president Mahmoud Abbas meets with U.S. secretary of state Antony Blinken in Ramallah, discussing the situation in Gaza and the West Bank. Reports describe the meeting as intense, with Abbas pressing Blinken on Israel’s freezing of the PA’s tax revenue and Israel’s attacks on Gaza. Palestinians protest Blinken’s visit, saying he is not welcome. Blinken later tells the press in Bahrain that Abbas agreed to reform the PA in preparation to take control of Gaza. Abbas flies to Aqaba in Jordan after the meeting with Blinken where he meets Jordanian king Abdullah II and Egyptian president Abdel Fattah el-Sisi, discussing ways to end Israel’s war in Gaza and prevent the displacement of Palestinians. PA prime minister Mohammad Shtayyeh meets with U.S. deputy assistant secretary for Palestinian affairs Hady Amr in Ramallah. In an English language post on X Israeli prime minister Benjamin Netanyahu says, “Israel has no intention of permanently occupying Gaza or displacing its civilian population,” contradicting statements by several of his coalition members. Israeli war cabinet member Benny Gantz says Hamas no longer has ruling capabilities in Gaza and that Israel will continue its war to prevent Hamas from regaining control. Gantz also says that security in Gaza will remain “in our hands.” Likud member and deputy speaker of the Knesset Nissim Vatur tells the Kol Barama radio station that “Gaza and its people must be burned.” (AJ, AP, HA, HA 1/10)

The UN Security Council passes a resolution demanding that Yemen’s Houthi government ends its attacks on ships in the Red Sea and frees the ship Galaxy Leader and its crew. The Chinese Foreign Ministry calls for an immediate ceasefire and for Israel to stop “collective punishment” of the people of Gaza. (AJ 1/10)

U.S. Republican presidential candidate Ron DeSantis suggests at a presidential primary debate that Egypt or Saudi Arabia should resettle some Palestinians from Gaza if Israel “makes the calculation that [it is needed] to avert a second Holocaust.” Another candidate, Nikki Haley, says the U.S. should give Israel “whatever it wants.” (AJ, HA 1/11)

A poll conducted for the Washington Institute for Near East Policy finds that 96% of Saudis believe all Arab states should sever all ties with Israel. A YouGov poll commissioned by Medical Aid for Palestinians and the Council for Arab-British Understanding shows that 71% of people in the UK support an immediate ceasefire in Gaza, while 17% approve of the UK government’s handling of the war on Gaza. The Jewish Forward reports that the Anti-Defamation League (ADL) has started including pro-Palestine rallies in its tally of anti-Semitic incidents. The report also says that the ADL now deems all anti-Zionist chants and slogans anti-Semitic, leading to pro-Palestine rallies where anti-Zionist slogan were chanted constituting 40% of incidents of anti-Semitism counted in a recent ADL report. The International Ice Hockey Federation bars Israel from participating in world championship events, citing security concerns. Israel calls the ban “anti-Semitic.” The decision prevents the U20 Israeli hockey team from participating in a Division III world championship tournament later this month. (HA, TOI 1/11)

In the West Bank, Israeli settlers raided Sabastia, throwing stones at 2 Palestinian homes. Israeli settlers with military escort raided Burqa, leading to a confrontation between Israeli forces and Palestinians protecting their land; tear-gas related injuries were reported. Meanwhile, Israeli settlers threw stones at Palestinian vehicles outside of Burqa. Some 1,200 Israeli settlers visited the evacuated Homesh settlement outpost, bypassing Israeli checkpoints without incident. Israeli forces blocked a road between Nablus and Jenin near Sabastia. 1 Palestinian was arrested during a raid in Qalqilya. In East Jerusalem, head of the Anti-Judaization Committee Naser al-Hidmi received a notice that he was banned from traveling for 5 months. 2 Palestinians were arrested, including 1 minor during a late-night raid in Silwan and 1 while present at the Damascus Gate plaza. In Israel, Palestinians protested in Beersheba in support of the about 130 Palestinians who have been arrested while protesting displacement of Bedouin communities in the Naqab in the past week. The town of Kafr ‘Aqab in East Jerusalem experienced severe flooding after heavy rainfall overnight, causing damage. Kafr ‘Aqab, which is within the Israeli-annexed Jerusalem municipal boundaries but is on the West Bank side of the separation wall, lacks municipality services, causing issues like the severe flooding. The Knesset ministerial committee for legislation approved a bill that would bar Palestinians married to Israeli citizens from getting residency rights in Israel. The bill, which must still pass in the Knesset, builds on a temporary ban on Palestinian family unification, which expired in July 2021. Interior minister Ayelet Shaked has acted as if the ban did not expire in July and has been ordered by the Israeli supreme court to pass legislation justifying her policy. (HA, JP, TOI 1/16)

In the West Bank, some 30 Israeli settlers with military escort threw stones at Palestinians and buildings in Kafr al-Dik, injuring 1 Palestinian and damaging 1 agricultural structure and 1 vehicle. Israeli settlers also set up tents on Palestinian-owned land near Taqqua. Israeli forces arrested 1 Palestinian who allegedly tried to ram Israeli settlers with a car at a spring near the Allon settlement; no injuries were reported. Israeli forces also seized 1 tractor near Bidya. Elsewhere, 1 Palestinian was injured during a fall after being chased by Israeli forces at the separation barrier west of Jenin. In East Jerusalem, Israeli forces violently disbanded Palestinians preparing for a Mother’s Day event at a stadium in al-Tur, saying it was funded by the PA; 1 Palestinian was physically assaulted by the forces. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. Leader of Ra’am (United Arab List) Mansour Abbas met with Yesh Atid (There Is a Future) chairman Yair Lapid to discuss the possibility of forming a government. There are currently 2 blocs, pro-Netanyahu and anti-Netanyahu, with neither having enough mandates to form a government. 2 parties, Yamina (Rightwards) and Ra’am, have not pledged their support to either bloc. According to a source, Abbas and Lapid discussed recognizing unauthorized bedouin villages in the Negev, revoking racist sanctions on illegal construction in Palestinian towns in Israel, freezing the Nation-State Law and combatting violence in Palestinian-Israeli areas of Israel. Yisrael Beiteinu (Israel Our Home) chairman Avigdor Lieberman said that his party would recommend to president Reuven Rivlin that Lapid should be tasked with forming a government. (HA, HA, JP 3/28)

In the West Bank, Israeli forces demolished the foundations to 1 new school and 1 Palestinian-owned home near Yatta; 1 tent and 1 mobile home near Bayt Jala; and razed 2 roads in al-Walaja. Israeli forces also arrested 6 Palestinians during late-night raids in and around Yatta and Jenin. Separately, Palestinians suffered tear-gas related injuries during a raid in Bayt Umar. In East Jerusalem, 5 Palestinians were arrested in Issawiyya during late-night raids. In Gaza, Israeli forces struck targets in Gaza for the 2d day in a row after incendiary balloons allegedly were launched at Israel. Israeli forces also sprayed herbicides over Palestinian farmland for the 3d day in a row. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya. In the West Bank, Israeli forces arrested 8 Palestinians, including 7 during late-night raids in and around Qalqilya, Ramallah, Halhul, and Salfit, and 1 at a flying checkpoint in Hebron; among the arrested at a late-night raid in Ramallah was 1 Palestinian instructor from Birzeit University in Ramallah. Israeli forces also conducted house raids in Zabbuba near Jenin; no arrests were reported. Israeli settlers threw stones at Palestinian-owned vehicles travelling on a road northeast of Ramallah, causing damage. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. 1 Palestinian demolished his store in Silwan after receiving a demolition order by Israeli authorities. After more than 340 Palestinians had been arrested in Issawiyya in East Jerusalem during the summer, it was reported that the Israeli police, the Jerusalem Municipality, and residents of Issawiyya had come to an agreement on limiting Israeli operations in Issawiyya. The agreement includes that residents of Issawiyya cancel a school strike on 9/2, the 1st day of the school year. (HA 9/1)

According to the Palestinian Energy Authority, Qatar will be cutting the amount of fuel it funds for Gaza by 50 percent, causing the hours of electricity available in Gaza to drop from 8 hours per day to 5 or 6. (HA 9/1)

At a visit to the Israeli settlement of Elkana, Israeli prime minister Benjamin Netanyahu announced that that he aspires to apply Israeli sovereignty to all Jewish settlements in the West Bank. Netanyahu’s announcement comes 2 weeks before the Israeli general election. (AJ, HA, WAFA, WAFA 9/1)

The al-Kasom Regional Council in the Negev, which presides over a large Bedouin community, announced that 17,000 students would not start the school year as planned on 9/2 as the Israeli education ministry had not given it enough money to begin the school year as planned. (HA 9/1)

Israeli forces and Hezbollah operatives exchanged missiles near the border of Israel and Lebanon. According to Hezbollah, it fired anti-tank missiles at Israeli military vehicles. The Israeli military and Prime Minister Netanyahu announced that it had hit the Hezbollah cell that fired the anti-tank missiles with “100 shells, aerial fire and various measures.” (HA 9/1; AJ, AJ, HA 9/2; HA 9/4)

Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. IDF troops open fire on Palestinian agricultural lands nr. Jabaliya r.c., causing no damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Khan Yunis, causing no damage or injuries. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian road and a number of buildings under construction in the n. Jordan Valley. They also demolish a poultry farm in Barta‘a village nr. Jenin. After reports of stone throwing in the Salfit area, the IDF closes down the entrances to Marda village. IDF troops patrol nr. Hebron and Qalqilya. In East Jerusalem, Israeli forces cut down tens of olive trees in Sheikh Jarrah to clear space for a road that will connect Israeli settlements in the area. A Palestinian family demolishes its construction materials shop and a number of other structures in Jabal Mukabir to avoid paying Israeli demolition fees. At sundown, Israeli authorities close Haram al-Sharif and Hebron’s al-Ibrahimi Mosque to non-Jewish visitors until 10/24 for the Sukkot holiday. In the West Bank, IDF troops conduct a raid in Qatabiya village nr. Jenin, sparking minor clashes with stone-throwing residents; 2 Palestinians are injured. They also arrest 4 Palestinians during raids nr. Nablus and Hebron; and patrol nr. Hebron during the day. Israeli settlers throw stones at Palestinians picking olives nr. Nablus, causing no serious injuries. In East Jerusalem, a large number of Israeli forces deploy across Silwan after unidentified assailants throw Molotov cocktails at a settler home in the neighborhood. In Israel, around 1,200 bedouins gather outside the Ramat Hanegev council building to protest Israel’s ongoing evacuation and demolition of their homes. Their village, Bir Hadaj, is partially unrecognized, and part of it is slated for destruction in the context of the Israeli plan to redevelop the Negev. Marking the 40th anniversary of Land Day, Palestinian citizens of Israel (PCI) conduct a general strike throughout the Galilee and Negev, and hold a protest in the bedouin village Umm al-Hiran, which the Israeli govt. is planning to raze. IDF troops violently disperse demonstrations commemorating Land Day in Ramallah, Jenin, and along Gaza’s border nr. the Erez border crossing; there are no serious injuries. They also shoot tear gas canisters at Palestinian mourners marching in a funeral procession in Aida r.c. nr. Bethlehem; conduct a late-night house search in al-Am‘ari r.c. nr. Ramallah, arresting 2 Palestinians; and patrol during the day in 4 villages nr. Hebron. Israeli forces carry out a partial punitive demolition of the interior walls of the Hebron home of a Palestinian killed on 12/7/2015 in a confrontation with Israeli troops. In East Jerusalem, Israeli forces arrest a Palestinian youth at Haram al-Sharif after he raises a Palestinian flag at the sanctuary. The head of Gaza’s fishermen’s union says that the Israeli authorities recently agreed to expand the unilaterally defined fishing zone allotted for Gazans by 3 mi. in some places, starting in 4/2016. An IDF spokesperson does not comment on the report. (MNA 3/30)

In East Jerusalem, Israeli forces shoot and kill a Palestinian in the Old City after she allegedly draws a knife with the intent to stab 1 of them. Israeli police shoot and kill a 2d Palestinian nr. the Old City after he opens fire on them with an automatic weapon, injuring 2 (1 seriously). Israeli forces then raid the alleged attacker’s home in Issawiyya, issue arrest summons to his father and uncle, take measurements in preparation for possible punitive demolition, and spark minor clashes with stone-throwing youths. In Israel, Israeli police shoot and kill a 3d Palestinian nr. Petah Tikva after he allegedly stabs and moderately injures an Israeli; shoot and kill a 4th Palestinian in Jaffa after he stabs several people, killing 1 U.S. citizen and injuring at least 10 Israelis (5 seriously). Later, a video of the incident in Jaffa circulates on social media, apparently showing an Israeli police officer shooting the Palestinian attacker execution-style. After the attacks in Petah Tikva and Jaffa, the IDF seals the Qalqilya and Salfit-area villages of the alleged attackers, blocking residents from entering or exiting. U.S. VP Joe Biden arrives in Israel, meets with former Israeli pres. Shimon Peres in Jaffa, and pledges “total, unvarnished commitment” to Israel. Meanwhile, a White House official denies a 3/7 Wall Street Journal report that the Obama admin. plans to change policy toward the Israeli-Palestinian conflict: “There has been no change to our policy or strategy with regard to this issue.” (HA, JTA, TOI 3/8; JP 3/9)

Overnight in the West Bank, IDF troops shoot and critically injure a Palestinian man with live ammunition during clashes sparked by a raid in a village nr. Jenin; he will succumb to his injuries later in the day. Late at night, IDF troopsshoot and kill another Palestinian during a raid of his home in a village nr. Hebron. Israeli forces destroy 450 olive trees, a Romanera well, and level land outside Hebron; deliver stop-work orders to 5 Palestinian homes under construction in a village nr. Qalqilya; patrol in 2 villages nr. Tulkarm and 1 nr. Ramallah during the day. The IDF conducts late-night raids in 2 villages nr. Hebron, Tulkarm and 1 nearby village, 2 villages nr. Nablus, and in Qalqilya and Jenin, arresting 11 Palestinians and assaulting 1. In East Jerusalem, dozens of right-wing Jewish activists tour Haram al-Sharif under an Israeli police escort; 3 Palestinians are detained at exits to the sanctuary. In s. The European Council on Foreign Relations, an influential think tank, publishes a report on EU policy toward Israel. It proposes labeling of settlement produce in addition to other measures meant to discourage settlement growth, including sanctions against Israeli banks. PA PM Hamdallah and EU rep. to the PA John Gatt-Rutter, along with a delegation of EU officials, visit Susiya village in the s. Hebron hills to show support for the village’s 340 residents. On 5/4, Israel’s Supreme Court upheld the govt.’s plans to evacuate and demolish the village, denying a petition from activists and residents. Gatt-Rutter calls on Israel to reverse its demolition plans. Meanwhile, the bedouin residents of Umm al-Hiran, a village in the Negev, file another petition to Israel’s Supreme Court, appealing the court’s 5–4 rejection of their previous petition that called for a reprieve from the state’s planned evacuation and demolition of their village. The UN releases its “List of Shame,” or blacklist, documenting known violators of children’s rights but excluding Israel and Hamas. Secy.-Gen. Ban excluded Israel and Hamas despite official requests from the PA, in the case of the former, and various international organizations, the U.S., and Israel, in the case of the latter. Following 3 days of talks with Israeli and Palestinian leaders, an anonymous Palestinian official says that Kerry demanded Abbas recognize Israel as the Jewish homeland, in exchange for Israel’s acceptance of its pre-1967 borders as the basis for talks. Israel’s Housing Ministry releases a tender for the construction of 300 new homes in Ramot, a settlement in East Jerusalem, and also confirms a decision to sell 797 housing units in Moradot Gilo, another East Jerusalem settlement. A U.S. State Dept. spokesperson describes the move as “counterproductive,” while Palestinian chief negotiator Saeb Erakat says that the announcement sabotages U.S. Secy. of State John Kerry’s efforts to restart peace talks. Syrian pres. Bashar al-Asad says during an interview with Al-Manar TV that Russia is still committed to supplying his country with S-300 air defense missiles. In response to a petition filed with the Israeli High Court in 3/04, the Israel Lands Administration (ILA) admits to aerially spraying bedouin agricultural land in the Negev with chemical agents (some of them not approved by the Agriculture Min. for aerial use), with the aim of effectively and cost-efficiently decreasing Arab “encroachment” on “huge swaths of land belonging to the state,” saying that further spraying operations are needed.
