In the West Bank, Israeli settlers raided Sabastia, throwing stones at 2 Palestinian homes. Israeli settlers with military escort raided Burqa, leading to a confrontation between Israeli forces and Palestinians protecting their land; tear-gas related injuries were reported. Meanwhile, Israeli settlers threw stones at Palestinian vehicles outside of Burqa. Some 1,200 Israeli settlers visited the evacuated Homesh settlement outpost, bypassing Israeli checkpoints without incident. Israeli forces blocked a road between Nablus and Jenin near Sabastia. 1 Palestinian was arrested during a raid in Qalqilya. In East Jerusalem, head of the Anti-Judaization Committee Naser al-Hidmi received a notice that he was banned from traveling for 5 months. 2 Palestinians were arrested, including 1 minor during a late-night raid in Silwan and 1 while present at the Damascus Gate plaza. In Israel, Palestinians protested in Beersheba in support of the about 130 Palestinians who have been arrested while protesting displacement of Bedouin communities in the Naqab in the past week. The town of Kafr ‘Aqab in East Jerusalem experienced severe flooding after heavy rainfall overnight, causing damage. Kafr ‘Aqab, which is within the Israeli-annexed Jerusalem municipal boundaries but is on the West Bank side of the separation wall, lacks municipality services, causing issues like the severe flooding. The Knesset ministerial committee for legislation approved a bill that would bar Palestinians married to Israeli citizens from getting residency rights in Israel. The bill, which must still pass in the Knesset, builds on a temporary ban on Palestinian family unification, which expired in July 2021. Interior minister Ayelet Shaked has acted as if the ban did not expire in July and has been ordered by the Israeli supreme court to pass legislation justifying her policy. (HA, JP, TOI 1/16)

Israeli MK Yehuda Glick tours Haram al-Sharif with an escort of heavily armed Israeli security forces. Elsewhere in East Jerusalem, Israeli forces conduct raids in Abu Dis, sparking clashes with dozens of Palestinian students at al-Quds University; there are no reported injuries. They also demolish a Palestinian home in Silwan. In the West Bank, Israeli forces demolish 2 Palestinian homes in Anata refugee camp and a 3d in Bayt Hanina. IDF troops shoot and injure 3 Palestinian journalists amid clashes in Ras Karkar village near Ramallah; arrest 5 Palestinians during late-night raids in and around Bethlehem, Hebron, Tulkarm, and Qalqilya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and later near Jabaliya refugee camp, causing no damage or injuries. Paraguay’s Foreign Minister Luis Alberto Castiglioni announces that Paraguay will be returning its embassy in Israel to Tel Aviv, reversing former president Horacio Cartes’ decision to move it to Jerusalem in 5/2018. “Paraguay wants to contribute to an intensification of regional diplomatic efforts to achieve a broad, fair and lasting peace in the Middle East,” he says. The Israeli authorities announce the indefinite closure of the Erez border crossing, following the damage done to the crossing amid protests along the border fence on 9/4. An official statement explains that the closure is to allow for maintenance work. Exceptional humanitarian cases are still allowed to cross. (HA, HA, MNA, MNA, TOI, WAFA, YA 9/5)

Denying a petition from the residents, Israel’s High Court of Justice gives its final authorization for the Israeli government’s plan to evacuate and demolish Khan al-Ahmar, a Bedouin village near Jerusalem. “We have exhausted all legal means at this point and there is nothing more we can do other than be present in the area to protect it and prevent its demolition,” says a PA official who has been working on the case. The Jerusalem Local Planning and Building Committee advances a plan to build 150 housing units in Bayt Hanina, East Jerusalem. The current plan earmarks 75 of the units for Palestinians, but it is unclear if that earmark will remain as the plan proceeds through the authorization process. (HA 9/6; FMEP 9/7)

Tensions remain high at Haram al-Sharif, as Palestinians hold a “day of rage” across the oPt. Muslim worshippers clash with Israeli forces after midday prayers at the Lion’s Gate to the Old City; 2 Palestinians are injured and arrested. Elsewhere, Palestinian, Israeli, and international protesters clash with Israeli forces at Qalandia checkpoint, Shu‘fat, Ramallah, and Bethlehem; at least 8 Palestinians are injured. Protests in Nablus and Tubas are without incident. Meanwhile, after a number of Jewish settlers perform religious rituals at Haram al-Sharif, the Israeli police temporarily suspended Jewish visitation rights to the sanctuary. After consulting with top security officials, Israeli PM Netanyahu says, “We want to solve this crisis in the quietest way possible and to bring back the calm.” Israel’s security agencies reportedly support removing the new metal detectors. Separately, a White House spokesperson says that the U.S. is “very concerned” about the situation and calls on “the State of Israel and the Hashemite Kingdom of Jordan to make a good faith effort to reduce tensions and to find a solution that assures public safety and the security of the site and maintains the status quo.” (TOI 7/19; SA, TOI 7/20)

In the West Bank, IDF troops patrol nr. Nablus, sparking clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They conduct further patrols nr. Hebron and Ramallah; and arrest 9 Palestinians during late-night raids nr. Hebron, Ramallah, and Nablus. In East Jerusalem, Palestinian schools go on strike to protest the closure of al-Nukhba School on 2/23 and the Jerusalem Municipality’s 12/2016 decision to align its vacation calendar with the Israeli school calendar. Israeli forces demolish a Palestinian home under construction in Issawiyya as well as 2 rooms in a Palestinian home in Silwan; arrest 7 Palestinians during raids in Hizma and Issawiyya; and shut down a dept. of the Arab Studies Society in Bayt Hanina because of alleged affiliation with the PA (it will be reopened on 3/16). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In West Jerusalem, Israeli forces violently disperse Palestinians protesting Israeli demolitions of Palestinian property outside the finance ministry’s headquarters; there are no serious injuries. The Israeli Knesset approves amendments to the Basic Law barring politicians from running for office if they are known to “support terrorism,” if they do not recognize Israel as a Jewish and democratic state, or if they incite racism or support armed resistance against Israel. In response, Joint List MK Ahmad Tibi says “there is a tendency in recent Knessets in which MKs from the right wing compete with themselves over which bill they can present to exclude authentic representatives of the Arab population.” (KNE, WAFA 3/15)

PA pres. Abbas meets with U.S. special representative for international negotiations Greenblatt in Ramallah. Abbas tells him that “under [U.S.] pres. Trump’s leadership a historic peace deal is possible,” according to a U.S. statement. Meanwhile, Israeli PM Netanyahu comments on his 3/13 meeting with Greenblatt, saying that “we’re in a process, but it’s a process of mutual dialogue, authentic and honest in the positive sense.” The process is “not yet visible to the media,” he adds. Overnight in the West Bank, IDF troops assault the Hebron-area home of a Palestinian, allegedly a mbr. of PIJ involved in the killing of an Israeli on 7/1. After declaring the village a closed military zone, they cut the Internet and electricity, fire anti-tank missiles and other artillery at his 3-story residential building for 7 hours, and eventually demolish it, killing the man and injuring a 2d Palestinian. The operation sparks clashes with stone-throwing Palestinians in the area; 5 Palestinians are injured and 3 are arrested. (BBC, MNA, WAFA 7/27; PCHR 8/4)

After the major IDF operation nr. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1. Tension remains high in Hebron, as the IDF patrols the region throughout the day. (JP 7/27)

Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night raids in Nablus and nr. Bethlehem. In East Jerusalem, Israeli police arrest 2 mbrs. of the Islamic Waqf after they allegedly assault 2 Israeli archaeologists at Haram al-Sharif, and arrest 2 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces confront a Palestinian fishing party late at night, damaging 1 boat and arresting 5 Palestinians. Meanwhile, a Gazan succumbs to injuries sustained in a confrontation with Israeli forces on 11/23/2001. In Israel, Israeli forces demolish several structures in the bedouin village of al-Araqib for the 101st time since 6/2010. The demolitions spark minor clashes, and several Palestinians are arrested. Israeli NGO Peace Now announces that the Israeli govt. has opened tenders for the construction of 323 housing units in Israeli settlements nr. Jerusalem, including 89 in Gilo, 36 in Neve Ya’acov, 68 in Pisgat Ze’ev, and 130 in Har Homa. Meanwhile, the Israeli Knesset’s Ministerial Comm. for Legislation gives preliminary approval to a bill that would make some West Bank settlements eligible for special tax breaks in connection with the severity of their security situation. In an unusual incident in Ramallah, 9 Israelis try to visit a Palestinian’s home for a fastbreaking meal, but stone-throwing Palestinian youths block them and set their vehicle on fire. PASF and IDF troops secure the group’s departure from the oPt. Meanwhile, the IDF arrests 3 Palestinians during late-night raids nr. Bethlehem and Tulkarm and patrols nr. Hebron and Ramallah throughout the day. Israeli forces deliver stop-work orders to 2 residential buildings under construction and demolition notices to 4 structures nr. Hebron. In East Jerusalem, Israeli forces arrest 15 Palestinians during late-night raids in Ras al-Amud, Silwan, Qalandia r.c., and Wadi al-Juz. Israel’s security cabinet approves the reconciliation deal with Turkey announced officially on 6/27. Only 3 ministers vote against it: DM Lieberman, Education Minister Naftali Bennett, and Justice Minister Ayelet Shaked. During a debate over the deal in the Knesset, MK Haneen Zoabi (Joint List) calls the IDF soldiers who raided the Mavi Marmara in 5/2010 “murderers,” sparking a heated confrontation with several right-wing MKs. Later, PM Netanyahu pledges to expel Zoabi from the Knesset. (HA, JP, YA 6/29).

Following pressure from the Israeli NGO Adalah, Israeli police make public portions of their new rules of engagement, approved by Israel’s atty.-gen. in 9/2015 amid the surge of violence. The new rules authorize the police to respond to stone- or firecracker-throwing with live fire. (JP 7/4; HA 7/5)

In the Gaza Strip, the Union of Civil Servants announces that all govt. employees will go on strike on 12/11, and that school workers will strike on 12/14, in protest of the PA unity govt.’s failure to pay civil servants in Gaza who were hired after Hamas came to power in 2007. An IDF tank stationed along the border e. of al-Bureij r.c. fires on agricultural land, causing damage. Hours later, 4 IDF tanks and 3 armored bulldozers cross the border fence in e. Gaza, leveling land and firing live ammunition toward Palestinian property. In the West Bank, IDF troops detain 2 Palestinians as they approach the Tekoa settlement nr. Bethlehem. Israeli forces confiscate 3 Palestinian-owned tractors while patrolling in a bedouin village in the n. Jordan Valley. They also stop work on a UN Development Program project nr. Salfit, detain 2 Palestinian workers, and confiscate 1 tractor. The IDF conducts house searches and arrest raids nr. Ramallah, Hebron, Tulkarm, and Jenin. Israeli settlers cut the wires to 4 electricity poles and chop down several olive trees nr. Burin village s. of Nablus, clearing the area for the expansion of 2 nearby settlements. In East Jerusalem, Israeli police raid the Silwan home of Ahmad al-Ghoul, head of the Fatah Youth Movement in Jerusalem, and arrest him. He was recently attacked by Israeli settlers on 11/21. Israeli authorities deliver demolition notices to several residences and commercial buildings in Silwan, al-Tur, Issawiyya, and Jabal Mukabir.
