Along Gaza’s border, Israeli firefighters put out a large fire in Kissufim Forest that was reportedly sparked by an incendiary balloon flown from Gaza. In the evening, an Israeli aircraft conducts a retaliatory air strike on a Hamas site near Khan Yunis, causing no injuries or damage. In the West Bank, IDF troops conduct raids in Dahaysha refugee camp near Bethlehem overnight, arresting 1 Palestinian and sparking clashes; 3 Palestinians are injured. They also arrest 3 Palestinians during raids in and around Tulkarm and patrol near Hebron. Israeli forces deliver stop-work orders to several Bedouin homes and barns under construction near Jericho. In East Jerusalem, Israeli forces shoot and injure 11 Palestinians during clashes sparked by an arrest raid in Abu Dis. Israeli defense minister Avigdor Lieberman says that Egypt and the UN have requested that Israel give them one more chance to de-escalate the situation in the context of the ongoing talks on a potential Israel-Hamas cease-fire agreement. He says that they are asking Israel to ease restrictions on Gaza in exchange for Hamas imposing limitations on resistance activities along the border fence. (JP, MNA 10/25)

The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. Also in that context, the government permits the immediate construction of 470 previously approved housing units. “In addition to the new housing units, public and educational institutions will also be established, and will include synagogues, schools, parks, community centers and sports arenas,” says Construction and Housing Minister Yoav Gallant. “We must continue to establish [our] hold on the Jerusalem area.” (IHY, MNA 10/28; FMEP 11/2)

Jordan’s Foreign Minister Ayman Safadi insists that the Jordanian government is still committed to its 1994 peace treaty with Israel, despite King Abdullah’s 10/21 decision not to renew 2 annexes therein “We acted within the provisions of the peace treaty,” he says. “This is an indication of our commitment to the peace treaty. Israeli prime minister Benjamin Netanyahu and his wife Sara fly to Oman to meet with Sultan Qaboos bin Said. Because Oman and Israel have no formal diplomatic ties, the visit is seen as an indication of a growing relationship between Israel and Oman. After Netanyahu meets with the sultan, his office states that they discussed ways to achieve “peace and stability in the Middle East” and that the visit marks a “significant step in implementing the policy outlined by Prime Minister Netanyahu on deepening relations with the states of the region while leveraging Israel’s advantages in security, technology and economic matters.” (AP, JP, NYT, REU 10/26; HA 10/27)

Along Gaza’s border, IDF troops open fire on Palestinian homes near al-Maghazi; 1 elderly Palestinian is shot in the back and killed. Some reports say that the man was killed by fragments of an Israeli tank shell instead. An IDF spokesperson says he is unaware of any soldiers or tanks opening fire in the area around the time of the incident. Separately, Israeli forces conduct a limited incursion to level land near Rafah. In the West Bank, IDF troops violently disperse Palestinians gathering at the Beit El checkpoint near Ramallah to protest Israel’s new Nation-State Law for a 2d day in a row; 2 Palestinians are injured. They also shoot and injure 1 Palestinian during clashes sparked by a raid near Jericho; arrest 7 Palestinians and issue 1 arrest summons during raids near Bethlehem, Hebron, Tulkarm, and Jenin; and patrol near Nablus and Hebron. Israeli forces dismantle a makeshift Palestinian residential structure outside Hebron. Israeli settlers raze more than 200 dunams (approximately 49.4 acres) of Palestinian-owned land near Nablus. Settlers also flood with wastewater parts of Khan al-Ahmar, the Jerusalem-area Bedouin village slated for imminent evacuation and demolition. The Israeli authorities deny a U.S. citizen entry into Israel at Ben Gurion Airport late at night, citing alleged “boycott activity.” The woman, Lara Alqasem, arrived in Israel with a student visa to work towards a master’s degree at the Hebrew University of Jerusalem. (HA, JP, YA 10/6)

After a second day of clashes and confrontations at Khan al-Ahmar, a Bedouin village near Jerusalem slated for evacuation and demolition, Israel’s High Court of Justice issues a temporary freeze on the demolition orders amid a dispute over land ownership. During the clashes, 3 international activists are detained and 4 vehicles belonging to activists and journalists are impounded. Meanwhile, The UK, France, Germany, Italy, and Spain jointly convey a formal protest to the Israeli authorities over their plans to demolish the village, warning that such demolitions make a two-state solution less viable. UN officials also protest the demolition plan. UK, Italian, Swedish, Belgian, Norwegian, Finnish, Danish, Swiss, German, Spanish, and Irish diplomats all visit Khan al-Ahmar today. In the West Bank, Israeli forces confiscate a length of water pipe in Bardala village near Jericho and a residential tent outside Susiya near Hebron. They also patrol near Nablus, Tulkarm, Qalqilya, and Hebron. Israeli settlers cut down 350 grapevines in Palestinian farmland near Bethlehem. They leave racist graffiti at the scene as well. In East Jerusalem, Israeli forces demolish 4 agricultural buildings, a gas station, and a car wash in Hizma village and arrest 2 Palestinians during raids in Issawiyya and the Old City. Along Gaza’s border fence, IDF troops open fire on a Palestinian riding a motorcycle near Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli forces assault a number of activists and residents of Khan al-Ahmar, a Bedouin village near Jerusalem that is slated for evacuation and demolition; at least 11 people are arrested and 35 are lightly injured. Israeli troops and demolition crews surrounded the community early in the morning, blocking all entrances and exits ahead of its planned evacuation and demolition. Separately, Israeli forces evacuate and demolish several homes in the Abu Nawwar Bedouin village near Jerusalem and demolish a small water pool near Jericho. Meanwhile, IDF troops block Palestinian farmers from working their lands near Salfit. They also arrest 9 Palestinians during raids in and around Qalqilya, Ramallah, Jenin, and Hebron; and patrol near Hebron. In Otniel settlement nr. Hebron, a Palestinian stabs and kills an Israeli settler, then flees the scene. The IDF then sets up mobile checkpoints and roadblocks in the area; conducts house searches and raids in a nearby village. IDF troops conduct further late-night raids and house searches in Hebron and 3 villages nearby, as well as 1 village each nr. Ramallah, Salfit, and Tulkarm, arresting 20 Palestinians and confiscating 2 vehicles; patrols in 2 villages each nr. Jericho and Ramallah, 1 nr. Tulkarm, and 5 villages and al-Fawar r.c. nr. Hebron. Israeli forces demolish a livestock structure nr. Qalqilya late at night; when the Palestinian owner protests, they shoot and injure him and his brother, then arrest his other brother. They also demolish a garage and damage a quarry in villages nr. Ramallah, displacing 2 Palestinians who were living in the former. Off Gaza’s s. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage. Israeli forces block off all entrances to al-Tur, following clashes in the area with stone-throwing Palestinian youths; arrest 5 Palestinians on raids in the Old City and Shu‘fat r.c. Along Gaza’s border, Israeli forces open fire on Palestinian farmers e. of Khan Yunis, causing no injuries. In the West Bank, Israeli forces demolish 23 structures in a bedouin village n. of Jerusalem. After a week of protests obstructed the start of the 2015–16 school year, UNRWA schools in Gaza open regularly following an agreement between the union of UNRWA staff, parents, and reps. of various Palestinian factions. Bethlehem. Israeli authorities close al-Ibrahimi Mosque in Hebron to all Muslim worshippers, allowing Jewish Israelis to enter in celebration of Passover through 4/6. In Balata r.c. nr. PA Pres. Abbas announces that the Israeli govt. transferred NIS 1.37 b. (around $350 m.) of the NIS 1.8 b. ($460 m.) in previously frozen tax revenues, but that the Palestinians rejected the money in protest of unilateral deductions Israel made to pay the Palestinians’ debts to Israeli utility providers. In the Gaza Strip, a bomb explodes in an Egyptian troop transport in the n. Sinai Peninsula along the border with Gaza. Then, Egyptian soldiers open fire on 2 Palestinian military posts across the border nr. Rafah, causing no injuries. The Hamas-run govt. in Gaza says that it was not involved in the initial bombing, while Egyptian authorities blame Hamas for the bombing. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Meanwhile, dozens of Palestinian refugees gather in front of the Ministry of Labor, protesting the lack of jobs in the Strip. In the West Bank, around 250 Palestinian and international activists set up a tent camp, named “Gate of Jerusalem,” in Abu Dis to protest the Israeli govt.’s settlement policies and its plans to displace Palestinian bedouins in the E1 area. Late at night, Israeli soldiers raid the camp and later return to demolish it and forcibly remove the activists. IDF troops conduct late-night house searches and arrest raids nr.
