In the West Bank, Israeli settlers injured 4 Palestinians, including 1 pregnant woman while they were traveling by car northeast of Ramallah; 2, including the pregnant woman, were described as in critical condition. 1 Palestinian was shot and wounded at a checkpoint south of Nablus after allegedly ramming 2 Israeli soldiers who sustained “minor wounds”; according to the Israeli army, the suspect tried to stab the soldiers after crashing his vehicle. Israeli forces also injured 2 Palestinians using live ammunition near Bethlehem and Jenin. 1 45-year-old Palestinian prisoner died of a heart attack at Ofer prison near Ramallah. Israeli forces demolished 2 houses and 1 shack and handed demolition notices for 5 Palestinian-owned houses near Yatta. Elsewhere, Israeli forces seized 3 tents in a Bedouin community near Ramallah. 3 Palestinians were arrested during late-night raids in and around Bethlehem, Yatta, and Jenin. In East Jerusalem, 1 Palestinian photojournalist was arrested during a house raid in Issawiyya; Israeli forces seized his equipment during the raid. In Gaza, Israeli forces made incursions to level agricultural lands. Israeli forces also opened fire at agricultural lands east of Khan Yunis and Khuza‘a. Chairman of the Hamas politburo Ismail Haniyeh embarked for Beirut for a week-long visit, where he is expected to meet with leaders of other Palestinian factions, Lebanese officials, and Hezbollah secretary-general Hassan Nasrallah. According to the spokesperson for PA president Mahmoud Abbas, the Palestinian factions will discuss “Palestinian unity to defeat conspiracies against Palestine.” President Abbas and other West Bank officials will be connected to the factions in Beirut via video conference. Senior advisor to U.S. president Donald Trump, Jared Kushner, met with the Qatari emir Shaykh Tamim bin Hamad al-Thani in Qatar to discuss potential Qatari normalization with Israel. According to Emir al-Thani’s cabinet, al-Thani informed Kushner that Qatari normalization of ties with Israel is dependent on a Palestinian state with East Jerusalem as the capital. (AJ, HA 9/2)

Syrian state news said Israeli fighter jets fired missiles near the T-4 airbase in Homs province, causing damage. According to the British-based Syrian Observatory for Human Rights, 16 people were killed in the attacks. (HA, TOI 9/3)

U.S. secretary of state Mike Pompeo announced that the U.S. administration had sanctioned ICC prosecutor Fatou Bensouda and head of the ICC’s Jurisdiction, Complementarity, and Cooperation Division Phakiso Mochochoko. Secretary Pompeo said that the U.S. had made the move “because the ICC continues to target Americans.” The UN secretary-general António Guterres expressed concern about the U.S.’s renewed attack on the ICC. Besides ICC’s investigation into potential war crimes committed by the U.S. in Afghanistan, the court is also investigating potential war crimes committed by Israel in the occupied Palestinian territories. The EU contributed $10.65 million to the PA to help pay salaries and pensions for the month of July for civil servants in the West Bank. (WAFA 9/2)

The IDF makes air strikes on a car in Bayt Lahiya, assassinating 4 Islamic Jihad mbrs. (Muhammad Abu Nima, Mahmud Awad, Majid al-Batash, ‘Abd al-‘Aziz al-Hilu); on an alleged weapons factory in Gaza City, damaging several neighboring houses but causing no injuries; on a group of armed Palestinians in al-Bureij r.c., missing them, hitting a building, damaging 7 homes, injuring 4 bystanders (including a 1-yr.-old child). The IDF also conducts an arrest raid in Bayt Lahiya. Hamas, Islamic Jihad, the Popular Resistance Comms. (PRCs) fire 15 rockets fr. Gaza toward Israel (3 land in Gaza), hitting a car in Sederot, killing 1 Israeli woman (the 11th killed by Palestinian rocket fire since rockets came into use in 1/02; the previous deadly strike occurred on 11/21/06), wounding 2 men. In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem, Hebron, Nablus, and in Balata r.c. (targeting the AMB), Qalqilya, Tulkarm. Jewish settler teenagers fr. Karmi’el nr. Hebron throw stones at a bedouin woman nr. Yatta, injuring her. Fatah mbrs. shoot, wound 2 Hamas mbrs. in Khan Yunis and set fire to a library on the campus of the predominantly Hamas College of Science and Technology. The Lebanese army’s siege of Nahr al-Barid r.c. continues overnight. During the day, fighting is heavy: Army snipers atop buildings surrounding the camp firing on anyone moving in the streets inside, soldiers open machine gun fire on anyone trying to leave the camp; FI responds with automatic weapons, mortar fire, anti-aircraft guns; the army responds with artillery, tank fire. (The army also surrounds the volatile ‘Ayn al-Hilwa r.c. as a precaution, prompting armed Palestinian factions there to go on alert.) The UN secures a brief cease-fire in the afternoon, allowing the evacuation of 16 wounded Palestinian civilians fr. the camp before FI breaks the truce. Lebanese PM Fuad Siniora asks the U.S. to expedite $280 m. in previously pledged military aid to more effectively combat FI. After dark, army shelling of Nahr al-Barid increases significantly. The IDF closes the Qarni crossing, Nahal Oz pipeline for the day; fires across the Israeli border at a group of children in a bedouin village nr. Bayt Lahiya, wounding 1. In the West Bank, the IDF conducts arrest raids, house searches in Balata r.c., Hebron, Jenin (firing on stone-throwing youths who confront the troops, wounding 5); patrols in Tubas, firing on stone-throwing Palestinians who confront them, wounding 3. Israel announces that it will evacuate to s. Israel within 24 hrs. some 15,000 Israelis from the north who cannot afford to leave on their own, suggesting that the IDF intends a major escalation against Lebanon. In Lebanon, the IDF continues air and artillery strikes, hitting targets in s. Beirut, s. Lebanon (including killing 13 Lebanese in Ghaziyya s. of Sidon), the Biqa‘ Valley. Ground offensives also continue in s. Lebanon, with heavy clashes reported in Aytrun, Bint Jubayl (where the IDF claims to have killed 30 Hizballah mbrs.), Dibil (where 1 IDF soldier is killed), Labuna (where 2 IDF soldiers are killed); another 2 IDF soldiers are killed elsewhere and 23 wounded. Hizballah fires 160 rockets into n. Israel, hitting Acre, Fazouta, Ma’alot, Nahariya, Safad, Tiberias. Overnight, the IDF launches ground operations in al-Shuka, using helicopters, drones, and some 50 tanks, armored vehicles, bulldozers; seals off Dahaniyya airport, the eastern entrance to Rafah, the main north–south Gaza highway; makes heavy air and artillery strikes on residential areas throughout the day, with Palestinian militants retaliating with antitank and light weapons fire, leaving 2 Hamas mbrs., 2 Islamic Jihad mbrs., 1 PA security officer, 5 bystanders dead and more than 30 Palestinians wounded (including at least 8 militants, 18 civilians). Palestinians fire 4 rockets toward Israel, but all land inside Gaza, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. The IDF operates in 20 villages in s. Lebanon, most of them less than 2 mi. inside the border, engaging in intense clashes with Hizballah (particularly in Bint Jubayl, Maroun al-Ras, Marwahin, Rajmin), with Hizballah killing 4 IDF soldiers, wounding 4, destroying at least 4 APCs in Aita al-Sha‘b and Taybeh. The IDF also continues air strikes across Lebanon, including in s. Beirut (hitting houses of senior Hizballah and Hamas mbrs.), Blat, Nabatiyya, Rashaya, Taybeh, in the Biqa‘ Valley, and in the far n. nr. the border with Syria. Hizballah fires around 180 rockets into n. Israel, killing 5 Israeli civilians in Acre and 3 bedouin in Tarshiha nr. The IDF fires shells at a group of Palestinians that enters a closed military zone nr. the Gaza-Egypt border, killing 4 Palestinians, arresting 2 (1 of whom later dies in an Israeli hospital); demolishes a Palestinian home in East Jerusalem; bulldozes several bedouin tents and shacks in Bir Nabala northwest of Jerusalem for construction of the separation wall; raids a PA Health Min. clinic in Bethlehem; fires on residential areas of Khan Yunis; conducts arrest raids in Bayt Rima, Burkin nr. Jenin, Qarawat Bani Zayd. The IDF detains and beats PA presidential candidate Mustafa Barghouthi and his bodyguards at a checkpoint into Jenin, preventing him fr. campaigning in the city; the IDF disputes the account, says Barghouthi refused to show ID, was never hit, was finally allowed to pass when he showed ID. Palestinians fire an antitank rocket into Gaza’s Nisanit settlement, causing no damage or injuries. Abbas, Qurai‘ meet with Lebanese pres. Emile Lahoud, PM Omar Karami, parliamentary speaker Nabih Birri in Beirut, marking the 1st visit by the Palestinian leadership to Lebanon since Arafat withdrew to Tunis in 1982. Abbas, Qurai‘ visit Shatila r.c., Sidon, and Rashidiyya r.c. (a Fatah stronghold) where they are greeted by 1,000s of refugees, pledge to uphold the right of return. Military Action:

IDF bus in Kfar Sil ambushed by Lebanese National Resistance using rocket propelled grenades and machine guns, IDF returns fire into groves alongside road; artillery, rocket and hand-to-hand fighting in Tripoli.

Casualties:

21 IDF wounded in ambush, bringing total IDF casualties in 3 weeks to 25 wounded, 6 dead, and since Sept. 1, total IDF casualties are 104 killed, 203 wounded; one attacker killed by IDF; 19 killed in Tripoli fighting.

Israel/ Occupied Territories: MK Charlie Biton, at lunch hosted by PLO in New York, calls for Palestinian state on the West Bank, urges US to negotiate directly with the PLO, Israel to cut military spending; Bedouin whose herds were seized in December win order nisi from Israeli High Court calling for Defense Ministry, Chief of Staff and Nature Reserves Authority (Green Patrol) to give reason within 10 days why the herds should not be returned; Palestinian union activists, journalists, writers and poets from Nablus, Tulkarm and Hebron arrested and detained by military authorities now number over 300 in Fara'a prison.
