In the Gaza Strip, IDF troops open fire on Palestinian farmers close to the border fence nr. Jabaliya r.c., wounding 1. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in Tulkarm in the morning, and in Tubas and in 1 village each nr. Jenin and Salfit at night; patrols in 1 village nr. Jenin and in Qalqilya and 1 nearby village at night. Separately, Israeli forces notify Bedouin families nr. Bethlehem that they must evacuate their homes before military exercises are conducted. Israel opens Kerem Shalom crossing with Gaza to allow for entry of fuel and goods, and exit for 7 truckloads of strawberries and flowers bound for Europe. Israel also allows cement and gravel for UN projects to enter. (WAFA 12/16)

The EU’s Foreign Affairs Council announces that Israelis and Palestinians will be offered an unprecedented assistance package in the event of a final status peace deal. The incentives, under the bracket of “Special Privileged Partnership,” include political, economic, and security support. The EU also says that it is ready to contribute to post-conflict arrangements as part of ensuring any deal’s long-term viability. (HA 12/13; WAFA 12/16)

Israeli, Lebanese, and UN military officers meet to defuse tension following fatal crossborder gunfire the previous day. A statement from the UN Interim Force in Lebanon (UNIFIL) says that the Lebanese soldier who killed an Israeli soldier was acting alone. Israeli DM Ya’alon says that the Lebanese authorities promised to punish the shooter. (AFP, AP, REU 12/16)

UN emergency relief coordinator Valerie Amos issues an appeal at a meeting of donor countries in Geneva for $6.5 billion for Syria and its neighbors, including Egypt, Iraq, Jordan, Lebanon, and Turkey, each of which host significant populations of Syrian refugees. Separately, UN High Commissioner for Refugees António Guterres cites Turkish officials’ estimate that the number of Syrian refugees in the country will reach 1.5 m. by the end of 2014. (REU 12/16)

The Muslim Brotherhood-led Anti-Coup Alliance in Egypt announces that it will call for a boycott of the constitutional referendum scheduled for 1/2014. Spokesperson Hamza alFarawy says that the group rejects “any vote under military rule.” (AFP 12/16)

EU foreign ministers release a statement pledging to suspend some sanctions on Iran as soon as the IAEA verifies that Tehran has begun limiting its nuclear activities, in accordance with the 6-mo. interim agreement signed in 11/2013. Nablus, taking a relative of the patient into custody; fires tear gas at PRCS property, ambulances, paramedics in Nablus, Tulkarm. Palestinians fire 2 mortars, a rocket fr. Gaza into Israel, damaging 1 home, causing no injuries; the IDF believes the rocket was a new, larger Qassam-3, with a range of up to 12 km. Palestinian gunmen fire at a Jewish settler vehicle nr. Tulkarm, injuring 1 settler. A Palestinian dies of injuries received on 9/10. An Israeli court indicts 4 East Jerusalem Palestinians for murder for their alleged role in the 7/31/02 Hebrew University bombing. A Palestinian indicted in civilian court on terrorism charges on 7/30 is convicted, sentenced to 22 yrs. Israel announces that 6 wks. ago it arrested 10 bedouin IDF soldiers fr. the Galilee on charges of spying for Hizballah. In a speech to the opening session of the UN General Assembly (UNGA) a day after the 1st anniversary of the al-Qa`ida attacks on the U.S., Bush warns the UN to take action quickly to force Iraq to "unconditionally accept" inspection, disarmament of its chemical and biological weapons and nuclear research facilities, intimating that the U.S. will take action unilaterally if the UN does not. Bush also reiterates his support for the creation of "an independent and democratic Palestine living side by side with Israel in peace and security," adding that "Palestinians deserve a government that serves their interests and listens to their voices." The American Jewish Comm., Israel 21c (a Silicon Valley+n based group supported by executives of high-tech companies) launch an ad campaign to run on cable TV news stations in 100 U.S. cities promoting Israel's side in its conflict with the Palestinians, portraying Israel as the only democratic country and country sharing American values in the Middle East. Military Action:

IDF bus in Kfar Sil ambushed by Lebanese National Resistance using rocket propelled grenades and machine guns, IDF returns fire into groves alongside road; artillery, rocket and hand-to-hand fighting in Tripoli.

Casualties:

21 IDF wounded in ambush, bringing total IDF casualties in 3 weeks to 25 wounded, 6 dead, and since Sept. 1, total IDF casualties are 104 killed, 203 wounded; one attacker killed by IDF; 19 killed in Tripoli fighting.

Israel/ Occupied Territories: MK Charlie Biton, at lunch hosted by PLO in New York, calls for Palestinian state on the West Bank, urges US to negotiate directly with the PLO, Israel to cut military spending; Bedouin whose herds were seized in December win order nisi from Israeli High Court calling for Defense Ministry, Chief of Staff and Nature Reserves Authority (Green Patrol) to give reason within 10 days why the herds should not be returned; Palestinian union activists, journalists, writers and poets from Nablus, Tulkarm and Hebron arrested and detained by military authorities now number over 300 in Fara'a prison.

Palestinians/ Lebanese: PLO Chairman Arafat in Kuwait calls on Arab states to exert economic pressure on US, then goes to Damascus for celebration of 18th anniversary of Fateh; Lebanese and Palestinian women from Bourj al-Barajneh protest detention of relatives; 3-week training by US Marines of Lebanese Army air assault battalion completed with display of heliborne hit and run attacks; $10 million worth of US military equipment, including 24 APCs, trucks and spare parts, for Lebanese Army arrives at Beirut port.

Arab Governments: Iraqi Deputy Prime Minister Tarik Aziz says Iraq is encouraging the PLO to negotiate with Jordan, and does not oppose peace negotiations between Israel, the PLO and Arab partners.

US and Other Countries: US expresses official concern to USSR over construction of SA-5 missile sites in Syria, as USSR Ambassador Anatoly Dobrynin is called to the State Department to meet with Undersecretary for Political Affairs Lawrence Eagleburger; Senator Paul Tsongas (D-MA) meets with Begin, then Hussein, tells reporters if Syria is obstacle to peace and troop withdrawal from Lebanon, this obstacle must be removed, and that Begin told him he accepts Hussein in the peace process but will never freeze settlements
