In the West Bank, Israeli settlers set fire to a Palestinian-owned vehicle in al-Zawiya. An Israeli settler also rams a flock of sheep with his car in Kisan, killing 1 and injuring others. Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Qusra. Israeli forces also open fire at a Palestinian vehicle traveling in Hebron before arresting the driver. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Baqa al-Hatab, Jenin, Hebron, Tubas, and Tulkarm. In East Jerusalem, Israeli forces prevent the movement of Palestinian worshippers to the Haram al-Sharif compound, limiting the entry to 13,000 worshippers for Friday prayers. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Beit Lahiya, killing at least 112 people. Israeli forces shoot and kill 4 Palestinians at al-Amal Hospital, including the Palestine Red Crescent Society’s director of the youth and volunteers department Hedaya Hamad. In Lebanon, Israeli forces bomb Tayr Harfa, Wadi Hassan, Majdal Zoun, Marwahin, Zibqin, and Jabal Balat. In Syria, Israeli forces bomb Damascus, killing an Iranian national and causing damage. In Yemen, Houthi militants fire a ballistic missile at Eilat, which Israel says is intercepted over the Red Sea. More than 27,131 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,287 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,391 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 222 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNICEF says it estimates that 17,000 Palestinian children in Gaza have been left separated from their families during the Israeli assault on Gaza and that nearly all children in Gaza require mental health support. Hamas official Osama Hamdan says the ceasefire proposal by Israel, Egypt, Qatar, and the U.S. is not acceptable, saying a permanent ceasefire is needed. Hamdan also says Hamas demands the release of Marwan Barghouthi and Ahmad Saadat in a prisoner swap as part of the deal. Israeli defense minister Yoav Gallant says Israel will not stop attacking Lebanon if a ceasefire deal is reached in Gaza. Elsewhere, Israeli forces shot and killed 1 Palestinian at a checkpoint near Huwwara, claiming he had tried to attack 2 Israeli soldiers. A mob of Jewish-Israelis also raided a number of Palestinian-owned businesses in Tel Aviv, causing severe damage. 1 Jewish-Israeli man was attacked by 5 Palestinian-Israelis in ‘Akka; he was said to be in serious condition. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. Elsewhere in Lydda, 1 Jewish-Israeli was shot and injured and 2 more were injured in stabbings, 21 Palestinian-Israelis were injured, including 1 by gunshot. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. At a security cabinet meeting, Israeli prime minister Benjamin Netanyahu and other ministers decided not to accept a potential ceasefire and continue its attack on Gaza for the time being. (HA 5/13)

Israeli president Reuven Rivlin condemned what he called a “pogrom” by “an Arab mob” on 5/11, despite the majority of the violence in Israel being perpetrated against Palestinian-Israelis. (HA 5/12)

Turkey said that its president Recep Tayyip Erdoğan and Russia’s president Vladimir Putin had discussed the situation in Jerusalem and Gaza, and that Turkey had called for international action against Israel. (AJ, AP, REU 5/12)

U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. Israeli forces also violently dispersed a protest in Kafr Qaddum, injuring 2 with sponge grenades. 2 Palestinians were arrested during late-night raids in Hizma and al-Shuyukh. In East Jerusalem, 2 Palestinians were arrested during raids in Silwan and Issawiyya; during the arrest in Silwan, Israeli forces also confiscated 1 Palestinian-owned vehicle. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. UNRWA announced that it will unify its food basket system in Gaza, canceling double portions for the most vulnerable families to expand its services to another 60,000 people. PA president Mahmoud Abbas signed a decree banning police pursuits and detentions based on “reasons related to freedom of expression and political affiliation.” The decree also said prisoners held because of political affiliation or for voicing opinions should be released. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops stationed along the border fence violently disperse the demonstrations near Gaza City, Jabaliya refugee camp, Khan Yunis, and Rafah; 1 Palestinian is killed and at least 6 are injured. This brings the death toll stemming from the Great March of Return to 195. In the evening, unidentified Gazans launch a rocket into southern Israel, where it lands in an open area, causing no damage or injuries. Hours later, the Israeli Air Force responds with an air strike on a Hamas site in Dayr al-Balah, causing moderate damage to the site and several surrounding buildings. Separately, Israeli police find and dismantle several balloons and kites lashed with incendiary devices in Sdot Negev Regional Council, marking the first attack of its kind since Hamas cracked down on the incendiary balloon and kite attacks weeks ago; no damage or injuries are reported. Around the same time, IDF troops open fire on Palestinian shepherds working near Rafah, causing no injuries. In the West Bank, IDF troops violently disperse Palestinians gathering outside Ofer Prison to demonstrate in support of the Palestinians imprisoned inside; there are no serious injuries reported. The heads of the parties in Israel’s ruling coalition announce their decision to dissolve the current Knesset and hold early elections on 4/9/19. Israeli prime minister Benjamin Netanyahu says that the decision was unanimous and that he intends to bring new parties into the current coalition after the elections. Netanyahu reportedly made his decision to push for early elections on 12/22 after consulting with his lawyers and top aides about a variety of issues, including several stalled legislative initiatives and the percolating corruption case against him. Netanyahu also says that the IDF has asserted control over the northern border and that this is the “perfect” time for early elections. Later, the ruling coalition agrees with the opposition to suspend work on all legislation that they don’t agree on until the Knesset is dissolved. Meanwhile, a senior White House official says that Israel’s early elections are “one of many factors we are considering in evaluating the timing of the release of [the Trump administration’s long awaited Palestinian-Israeli] peace plan.” (HA, HA, MNA 12/24; HA, HA 12/25)

In the West Bank, Israeli forces carry out the punitive demolition of part of the Tulkarm-area home of a Palestinian suspected of shooting and killing 2 Israeli settlers on 10/7 (IDF troops shot and killed the suspect during an arrest raid on 12/12). The demolition sparks clashes with Palestinian residents of the area; 3 Palestinians are arrested and 6 are injured. Separately, IDF troops arrest 20 Palestinians during raids near Ramallah, Hebron, Bethlehem, and Jenin; and patrol near Hebron throughout the day. Israeli settlers assault and severely injure a Palestinian after they force him out of his car outside Bethlehem. In the evening, hundreds of Palestinians gather along Gaza’s northern border to continue the Great March of Return and to cheer on 20 Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 22 Palestinians are injured. In response to the PA’s ban on Palestinian purchases of lamb from Israel on 12/2, Israel’s Agriculture Minister Uri Ariel imposes a ban on Palestinian fruit and vegetable imports. Ariel neglects to announce the ban to the public. Palestinian farmers export between 280 and 300 tons of produce to Israel per day, and the ban is expected to cost the Palestinian economy approximately NIS 1 million (approximately $265,545) per day. After the IDF announced the discovery of a 4th Hezbollah-built cross-border tunnel on 12/16, UNIFIL states that 2 of the 4 were built in violation of UN Security Council Resolution 1701, which ended the 2006 Israel-Lebanon war. “UNIFIL has requested the Lebanese authorities to ensure urgent follow-up actions in accordance with the responsibilities of the Government of Lebanon pursuant to resolution 1701,” a UNIFIL statement reads. Earlier in the day, the Lebanese Armed Forces go on high alert after several Lebanese soldiers confront IDF troops installing barbed wire along the border near Mays al-Jabal village. After a day of violence and intense IDF activity across the Ramallah region on 12/13, tensions remain high in the West Bank. The Israeli authorities maintain the closure of all major roads in the area while they search for the perpetrator of the attack that left 2 Israeli soldiers dead. One Palestinian is killed during clashes sparked by an IDF raid in Jalazun refugee camp. Six Palestinians are injured during clashes sparked by a similar raid in nearby al-Bireh. Two more Palestinians are injured when IDF troops violently disperse a protest outside nearby al-Mughayyir. Undercover Israeli forces shoot and kill a Palestinian after apprehending him on a road outside Surda village near Ramallah late at night. The man was wanted in connection to the drive-by shooting attack that led to the injury of 7 Israeli settlers on 12/9. After the killing, IDF troops raid the alleged attacker’s home in nearby Kobar village, detaining his extended family, arresting his father and brother, sparking clashes with residents of the area; 3 Palestinians are injured. Meanwhile, hundreds of Israelis from communities near Gaza gather in central Tel Aviv to protest the government’s response to the recent rocket fire from Gaza. Many call for Netanyahu to resign. Netanyahu, for his part, presents to a group of leaders from the border communities a NIS 500 million (approximately $135 million) plan to support them over the next 2 years. UNRWA commissioner general Pierre Krähenbühl says that the agency has almost entirely made up for the budget shortfall caused by U.S. president Trump’s decision to slash U.S. support for UNRWA earlier this year. He says that UNRWA has raised an addition $382 million, bringing the deficit to just $64 million. “I’ll be very honest in saying, I don’t think many people believed that we would be able to overcome a $446 million shortfall at the beginning of the year,” he says, crediting the EU, Kuwait, Qatar, Saudi Arabia, and the UAE for each upping their pledges of support this year. The Israeli bombardment of Gaza continues for a 3d day in a row, with air strikes and artillery fire reported across the region. Two Palestinians are killed by Israeli drone strikes near Gaza City and Bayt Lahiya, at least 20 more are injured in other strikes throughout the day, and at least 1 residential building in Gaza City is destroyed. The Israeli authorities also shut down the Erez border crossing and bar Palestinian fishermen from the sea. With the violence ongoing in Gaza, Egyptian, UN, and Norwegian mediators work to de-escalate the situation. In the early afternoon, the main Palestinian factions in Gaza reportedly agree to a cease-fire brokered by those international mediators. It’s unclear if Israel is party to the agreement or what the terms are. Shortly after the first reports of a cease-fire, Israel’s security cabinet concludes a 7-hour meeting about the situation in Gaza and decides to resume the air strikes in Gaza “as necessary.”

The Israeli Air Force then strikes several sites across Gaza, killing 1 Palestinian near Jabaliya refugee camp and injuring 3 near Khan Yunis. Hours later, the security cabinet reportedly agrees to a cease-fire along the lines of the agreement that ended Israel’s assault on Gaza in the summer of 2014, and an uneasy calm returns to Gaza in the evening. “The situation remains very precarious and can blow up again,” says a foreign source involved in the talks. “Israel reserves its freedom to operate,” says a senior Israeli official who also confirms that the cabinet agreed to the cease-fire. Following a divestment campaign led by Palestinian solidarity activists, a spokesperson for Leeds University tells the school’s student newspaper that the university has divested from Airbus, United Technologies, and Keyence Corporation. The holdings reportedly comprised $1.2 million. The activists called for the university to divest from HSBC as well, but the $1.7 million investment Leeds holds in HSBC reportedly remains unchanged. The spokesperson says that the investment in HSBC does not represent a “direct investment” in an “armament company,” but that the university is in ongoing talks to learn more. “This is a massive success,” says the head of the Leeds Palestine Solidarity Group. The World Bank announces that it has increased its annual allotment of aid to the Palestinians from $55 million to $90 million this year. The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. A senior Palestinian official involved in the Egypt-mediated talks over a long-term cease-fire with Israel says that Hamas may restrain attendance at this afternoon’s planned protests in order to maintain trust with the Egyptians. An hour later, a Hamas committee involved in organizing the protests calls on the people of Gaza not to approach the border fence today so as not to give Israel an excuse to attack “Your blood is valuable, keep it to establish the homeland.” Meanwhile, the Israeli press reports that at least some senior Israeli officials believe that Hamas has changed course regarding the ongoing protests and violence along Gaza’s border, limiting the protests in order to give space for the Egypt-mediated talks. After another Friday of mass protests and violence along Gaza’s border fence, Israeli defense minister Avigdor Lieberman orders a halt of all Qatari-funded fuel transfers into Gaza. Hamas leader Ismail Haniyeh says that Hamas is still working to reach “understandings” with Israel on a possible long-term cease-fire agreement. “We are working with a number of parties, including Egypt, Qatar and the UN, to reach understandings in order to break the blockade,” he says. “It is possible to reach the kind of understandings that would lead to quiet in exchange for the lifting of the blockade,” he adds, before alluding to the Egyptian goal of incorporating a new intra-Palestinian reconciliation agreement into the process. “The quiet does not have to come at a political price or at the expense of the intra-Palestinian reconciliation.” (YA 10/12)

The IDF announces that it recently demolished a tunnel leading from the Khan Yunis area of Gaza into southern Israel. The tunnel was reportedly 1 kilometer long, with the final 200 meters extending into Israel. According to the IDF, it was connected to a network of other tunnels. “It has different construction methods to what we've seen. IT phone and power lines,” an IDF spokesperson says. In a statement, UNRWA expresses “concern” about Jerusalem mayor Nir Barkat’s 10/4 announcement that he plans to remove the agency from East Jerusalem. “UNRWA has continuously maintained its operations in East Jerusalem since 1967 with the cooperation and on the basis of a formal agreement with the State of Israel, which remains in force,” UNRWA’s statement reads. The International Court of Justice (ICJ) announces that it has received a complaint from the State of Palestine against the U.S. regarding the move of the U.S. embassy in Israel to Jerusalem earlier this year. Following a petition from the American Civil Liberties Union, a federal court in Arizona blocks implementation of the state’s 2016 anti-BDS law, which requires that state contractors certify that they don’t participate in any boycotts of Israel. PA president Mahmoud Abbas addresses the UN General Assembly in New York City, calling on the Trump administration to reverse its recognition of Jerusalem as Israel’s capital, reinstate aid to UNRWA, and oppose Israel’s settlement enterprise. “It is ironic that the [Trump] administration still talks about what they call the ‘Deal of the Century,’” he says. “But what is left for this administration to give to the Palestinian people?" He also calls on Hamas to implement their 12/7/17 reconciliation agreement and give up control of Gaza to the PA. In response, Hamas releases a statement calling Abbas’s speech a “declaration of failure” on the stalled Palestinian reconciliation process.
