In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In East Jerusalem, Israeli forces confiscate the contents of a store in Hizma and demolish a residential building under construction in Wadi al-Juz. They also conduct raids in Silwan, assaulting 2 Palestinians and arresting 3. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted. U.S. Pres. Obama meets with several U.S. Jewish groups to discuss the “key parameters” announced on 4/2 by the P5+1 and Iran, and their concerns about Israel’s security. In the Gaza Strip, IDF troops open fire on farmers working on agricultural land close to the border fence nr. Khan Yunis, causing no injuries. Separately, IDF troops conduct a limited incursion nr. Bayt Hanun to level land. In the West Bank, the IDF demolishes 5 Palestinian-owned structures in Khirbet Yerza in the Jordan Valley, displacing 5 families. The IDF conducts house searches and arrest raids in 1 village and Jalazun r.c. nr. Ramallah, and in Nablus, at night; patrols in Hebron and 2 nearby villages in the afternoon, and in 1 village each nr. Hebron and Jenin. Iran’s Amb. to Moscow Mehdi Sanaei says that Tehran is looking to commission Russia to build a 2d nuclear power reactor in exchange for oil shipments, and that negotiations over the exchange began when Russian pres. Vladimir Putin met with Iranian pres. Hassan Ruhani in 9/2013. Meanwhile, Supreme Leader Ayatollah Ali Khamenei tells a crowd in Tabriz, n. Egyptian forces shoot and kill 5 fighters reportedly connected to “terrorist” groups in Shaykh Zuwayd and Rafah in n. Sinai, according to military sources. Meanwhile, security forces also destroy 21 tunnels under the border with the Gaza Strip. (MNA 2/18)

In the Gaza Strip, IDF troops conduct a limited incursion nr. Khan Yunis, to level land close to the border fence. In response, Palestinians fire several mortar shells at the soldiers with 2 landing inside Israel, causing no damage or injuries, an attack claimed by Palestinian Islamic Jihad. In response, the IAF conducts an air strike against 2 sites in open land, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Jenin and Qalqilya in the afternoon, and in Hebron at night; patrols in 1 village nr. Hebron and in Qalqilya in the afternoon, and in 2 villages and al-‘Arub r.c. nr. Hebron at night. White House National Security Adviser Susan Rice attributes in part “increased tensions on the ground” in Israel and the oPt to “recent settlement announcements,” in remarks to the Middle East Institute think tank in Washington. Rice affirms that the U.S. “does not accept the legitimacy of continued Israeli settlement activity.” (ToI 11/15)

Russian pres. Vladimir Putin and Syrian pres. Bashar al-Asad discuss plans for the proposed “Geneva 2” peace conference during a telephone call. No significant details are divulged. (REU 11/14)

In the Gaza Strip, a mbr. of Hamas’s military wing Izzeddin al-Qassam Brigades dies in circumstances that were not disclosed, but suggest an accident during training or preparation for a mission. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron at night, and patrols in 2 villages nr. Hebron and 1 village nr. Salfit in the afternoon. Fatah Central Cmte. mbr. Nabil Shaath tells Palestinian media that the leadership will not accept proposed temporary solutions in the West Bank, and claims Israel has yet to put any offers on the table in negotiations. Shaath says the 2 sides have spent almost 6 weeks presenting issues like borders and security, and that Israel insists on maintaining control of the Jordan River. Israel’s Prime Minister’s Office refuses to comment on leaks in the press, including suggestions that Israel suggested the establishment of a temporary Palestinian state in 60% of the West Bank. Iran’s Pres. Hassan Ruhani says that the Foreign Ministry will take over the running of talks with the international community over the nuclear program, but without specifying a chief negotiator. Meanwhile, State Dept. spokesperson Jen Psaki says that Washington hopes Tehran will “engage substantively” with global powers to find a solution to the crisis and issues with IAEA inspections. In an interview with Israeli television, U.S. Pres. Barack Obama says that Israel can no longer rely on a ‘‘a few [Arab] autocrats’’ to maintain regional stability and security, and that the Jewish state has ‘‘an interest in being able to speak to the Arab street.’’ Meanwhile, White House deputy national security adviser Ben Rhodes confirms that Obama will not introduce a new peace initiative during his Middle East visit next week. In a meeting in Moscow with Russian pres. Vladimir Putin, Palestinian pres. Mahmud Abbas says he hopes that peace talks would resume later this year, though the chances remain slim. The Palestinian Central Election Commission announces that the 36 West Bank municipalities where voting was postponed from the original 10/20/12 and 11/24/12 elections (see QU 166 and QU 167) due to court decisions, resignation of council members, and other factors will hold local elections on 6/1. The International Monetary Fund warns that the PA’s fiscal situation is ‘‘increasingly precarious’’ and urges action from donors to help reduce the significant budget deficit. The IMF projects a financing gap of about $400 million for 2013 and notes that unemployment increased to almost a quarter of the labor force by the end of 2012. (AFP, REU 3/14)

U.S. Pres. Barack Obama tells Israeli media that Washington considers a nuclear Iran to be a ‘‘red line’’ with all options on the table to stop it. Obama says that U.S. intelligence believes that it would take over a year for Iran to develop a nuclear weapon. (AP 3/14; HA 3/15)

Israeli-Palestinian clashes continue, leaving 5 Palestinian dead, including senior DFLP mbr. Firas Qasim Saba'na, who is assasinated by IDF troops in Jinin. A 6th Palestinian dies of injuries received earlier. In Gaza, clashes erupt when the IDF attempts to remove a roadblock outside Khan Yunis. When the IDF responds to stone throwers with heavy weapons, PA police and Palestinian gunmen fire back, killing 1 IDF soldier. The IDF also shells a Palestinian hotel in Bethlehem "to flush out gunmen." Palestinian gunmen fatally shoot a Jewish settler in the West Bank. The IDF bulldozes 18 dunams of Palestinian land nr. Kefar Darom settlement, 35 dunams nr. Netzarim settlement. For the 7th straight wk., Israel bars Palestinians under 45 fr. attending Friday prayers at al-Aqsa Mosque. The IDF says that since 11/22, it has arrested 119 West Bank Palestinians suspected of throwing stones, Molotov cocktails. Arafat and Barak agree to resume security coordination during a 3-way phone conversation arranged by Russian pres. Vladimir Putin.
