Separately, they arrest 4 other Palestinians accused of conspiring to perpetrate the 12/9 attack and confiscate the vehicle they allegedly used during raids in and around Ramallah. Elsewhere in the West Bank, IDF troops shoot and kill a Palestinian amid a firefight sparked by an arrest raid in ‘Askar refugee camp near Nablus. The Palestinian was reportedly wanted in connection with the killing of 2 Israeli settlers on 10/7. An Israeli newborn succumbs to complications stemming from the drive-by shooting attack outside the Ofra settlement on 12/9. His mother was 7 months pregnant when she was shot and seriously injured in the attack. She gave birth hours after the shooting and remains in stable condition. (HA, JP, TOI, YA 12/12)

Israeli forces shoot and kill a Palestinian driver after he allegedly attempts to ram them outside Ithna village near Hebron. Elsewhere in the West Bank, IDF troops shoot and injure 5 Palestinians during clashes sparked by raids in Surda and Nabi Salih villages near Ramallah and Bayt Umar near Hebron. The IDF also conducts raids in Ramallah for a 2d day in a row, sparking clashes with Palestinian residents of the area; 6 Palestinians are lightly injured. Meanwhile, Israeli forces demolish a Palestinian home in Jiftlik. Shortly after the demolition, they open fire on a Palestinian driver allegedly attempting to ram them. The driver, who is later identified as the owner of the demolished home, is lightly injured and his car is damaged. Israeli soldiers then assault and arrest him. An IDF spokesperson announces that Israeli forces have discovered another of Hezbollah’s cross-border tunnels in the context of Operation Northern Shield. According to the spokesperson, the tunnel has been booby-trapped so anyone entering from the Lebanese side would “face a serious danger to their lives.” Meanwhile, Lebanese president Michel Aoun says that U.S. officials have told him that Israel has no “aggressive intentions” behind Operation Northern Shield, adding that he too has no “aggressive intentions.” Aoun also says that his government takes the issue of Hezbollah’s tunnels “seriously.” Tensions along the border remain relatively low, although sources both in Israel and Lebanon say that there is potential for the situation to escalate quickly. In the West Bank, hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 4 Palestinians are injured. Dozens of IDF troops raid the Ramallah headquarters of the PA’s Wafa News and Information Agency, detaining a number of employees, firing tear gas inside the building, and confiscating tapes from surveillance cameras in the building. The raid sparks minor clashes in central Ramallah; 5 Palestinians are injured. Israeli soldiers also shoot and injure 7 Palestinians during clashes sparked by IDF raids in Tubas and Nabi Salih village near Ramallah late at night. Meanwhile, IDF troops arrest 13 Palestinians during further raids near Ramallah, Hebron, Nablus, Tulkarm, and Qalqilya; and patrol in and around Tulkarm and Hebron. Israeli settlers puncture the tires of 3 Palestinian vehicles and leave racist graffiti on nearby walls in Beytin near Ramallah. Israeli prime minister Benjamin Netanyahu says that the Omani government has given permission for Israeli planes to fly through Omani airspace. “Therefore, only one small thing remains for us to do,” he adds, pointing to Saudi Arabia on a map. “We need to [make it so] that El Al can fly over this, and that’s it—we open new markets.” (AP, JP, TOI, YA 12/10)

An Israeli drone bombs a group of Palestinians near Jabaliya refugee camp in Gaza, killing 2 and causing moderate damage. The Popular Front for the Liberation of Palestine later claims the 2 men were members of its armed wing. Also along Gaza’s border fence, Israeli forces conduct a limited incursion to level land near Jabaliya refugee camp In the West Bank, IDF troops arrest 21 Palestinians during late-night raids in and around Hebron, Bethlehem, Ramallah, and Tubas; and patrol near Tulkarm, Qalqilya, and Hebron. Reuters reports that Saudi king Salman bin Abdulaziz recently informed U.S. officials that he won’t be able to support the Trump administration’s long-awaited peace plan unless it provides for a Palestinian capital in East Jerusalem. Jordanian and Egyptian officials have also reportedly encouraged the U.S. team to only circulate a finished plan that is fair to both sides. (HA, TOI, YA 7/29)

Israeli naval forces confront the first ship of a planned flotilla sailing toward Gaza in a symbolic effort to break the Israeli blockade. They commandeer the ship, escort it to the port at Ashdod, and detain all 22 activists on board. Some activists are reportedly assaulted during the confrontation. The Israeli authorities release 17-year-old Palestinian activist Ahed Tamimi from prison, marking the end of her eight-month sentence for kicking, slapping, and otherwise resisting an Israeli soldier during a raid in her hometown Nabi Salih. She was arrested on 12/19/17. (BBC, MNA, WAFA 7/29)

PA president Mahmoud Abbas signs documents of accession for the State of Palestine to join seven new international treaties and conventions, including the Second Optional Protocol to the International Covenant on Civil and Political Rights, which aims to abolish the death penalty. For the 2d week in a row, the U.S. blocks a Kuwait-backed effort to get the UNSC to call for an independent and transparent investigation into the IDF’s violent crackdown on the Great March of Return. According to Palestinian UN envoy Riyad Mansour, 14 of the 15 members of the UNSC support the effort. Approximately 30,000 Palestinians gather along Gaza’s border for a massive protest dubbed the “Great March of Return” commemorating Land Day and calling for refugees’ rights to return to their homes in Israel (see extensive coverage in JPS 47 [4]). They chant slogans, throw stones, and build protest tent camps in various locations. IDF troops violently disperse the demonstrations in multiple locations; 15 Palestinians are killed and hundreds are injured. Video recorded at the march shows a Palestinian being shot in the back while running away from the border. The protests are set to continue for 6 weeks. Hours before the protest, the IDF declares the border area a closed military zone, threatening violence should any person approach. Israeli tanks then shell and kill a Palestinian farmer working along the border. In the evening, 2 armed Palestinians open fire on an IDF post along Gaza’s northern border. Israeli soldiers return fire, and Israeli tanks and jets strike Hamas observations posts in the area as well; there is no major damage or injuries. UN secretary-general António Guterres calls for an independent and transparent investigation into the killings in Gaza today and “appeals to those concerned to refrain from any act that could lead to further casualties and in particular any measures that could place civilians in harm’s way,” according to a spokesperson. The U.S. State Department announces that the new U.S. embassy in Israel will open in Jerusalem in 5/2018, implementing President Trump’s 12/6/17 pledge to move the embassy from Tel Aviv.
