Meanwhile, a Palestinian vehicle is found burned and vandalized outside nearby Huwwara village. It was presumably the target of an overnight price-tag attack. Elsewhere in the West Bank, IDF troops set up mobile checkpoints and fire stun grenades in Kifl Haris village nr. Salfit to clear the way for Israeli settlers to visit a Jewish holy site in the area. They also arrest a Palestinian at a checkpoint in c. Hebron when she is allegedly found to be carrying a knife, arrest 11 Palestinians during late-night raids in and around Nablus, Tubas, Hebron, Bethlehem, and Qalqilya; and patrol nr. Nablus and Hebron during the day. In East Jerusalem, Israeli forces patrol in Shu‘fat r.c., sparking clashes with stone-throwing Palestinians; 3 Palestinians are injured. They also arrest 1 Palestinian during a late-night raid in Issawiyya. The Israeli authorities shut down an event entitled “Palestine under the Israeli Culture of Incitement,” because to the planned participation of some low-level PA officials. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working nr. Bayt Hanun, causing no injuries. At least 4 rockets are fired from Syria into the Galilee area of n. Israel and the Israeli-occupied Golan Heights, causing no damage or injuries. Claiming it was a deliberate attack by Palestinian Islamic Jihad (PIJ), the IDF carries out artillery and air strikes on 14 Syrian govt. sites in the Syrian Golan Heights, killing at least 1 person and injuring at least 7. In East Jerusalem, Israeli forces detain a Palestinian woman at an entrance to Haram al-Sharif as right-wing Jewish activists tour the sanctuary; light clashes break out, but there are no serious injuries. In the West Bank, Israeli settlers enter the Nablus area to perform religious rites at Joseph’s Tomb, sparking confrontations between the settlers’ IDF escort and Palestinian residents; there are no serious injuries. Israeli forces demolish a number of residential structures and an agricultural facility nr. Tubas. IDF troops conduct late-night house searches and raids in 1 village nr. Hebron; patrol during the day in al-‘Arub r.c. as well as nr. Hebron and Tulkarm. Off Gaza’s coast nr. In the Gaza Strip, IDF troops e. of al-Bureij arrest 3 Palestinians as they attempt to cross the border fence into Israel. Late at night, Israeli soldiers stationed nr. Jabaliya open fire on a group of stone-throwing Palestinians, injuring 5. Off the n. coast of Gaza, Israeli naval forces open fire on several Palestinian fishing boats, causing damage but no injuries. Meanwhile, the union of hospital sanitation workers suspends its strike after PA ministers agree to pay the salaries of 750 mbrs. who had not received full wages since 6/2. Overnight, 1 Palestinian is killed and 4 are injured in an explosion at a Hamas military facility in s. Gaza. In the West Bank, IDF troops clash with around 30 stonethrowing Palestinians nr. Nablus, lightly injuring 1 with rubber-coated metal bullets. Israeli soldiers also assault and arrest 1 Palestinian at a checkpoint nr. Jenin. The IDF conducts house searches and arrest raids nr. Burin village, s. of Nablus, after the settlers cut down an electricity line that leads to a Palestinian home. In East Jerusalem, municipal officials accompanied by security forces deliver 11 demolition orders to residences in Silwan. Elsewhere, 140 right-wing Jewish activists enter Haram al-Sharif, sparking verbal confrontations with Palestinian worshippers. Israeli forces detain 3 Palestinian photographers during the incident. Reps. of the major Palestinian political parties meet in Gaza and discuss a 5-point initiative jointly presented by the PFLP and Islamic Jihad to kick-start the national reconciliation process. Meanwhile, 1,000s of supporters of Mohammad Dahlan, the exiled former PA and Fatah official, gather in a Hamas-approved demonstration as a corruption trial against him opens in the West Bank. Pres. The U.S. announces that it will oppose the proposed UNSC res. submitted by the Palestinians on 12/17. Meanwhile, a senior Palestinian official says that the Palestinian res. lacks the support of 9 mbrs. of the UNSC, which would be required for the res. to pass, and is vulnerable to a veto by a permanent mbr. state. The IDF continues its assault on the Gaza Strip by air, land, and sea, killing 64 Palestinians with strikes on approximately 100 targets. Attacks occur before and after a humanitarian cease-fire running from 10:00 A.M. to 5:00 P.M. local time. The cease-fire is not observed in areas of Rafah where IDF ground troops are targeting and destroying tunnels. Armed Palestinian groups fire rockets over Ashdod and Ashqelon, causing no injuries. Other rockets land nr. the Gaza border, also causing no injuries. In the West Bank, IDF troops shoot and injure a Palestinian nr. Tulkarm. The IDF patrols during the day in 2 villages nr. Jericho and al-Bireh. In East Jerusalem, a Palestinian man kills an Israeli when he drives an excavator into pedestrians on the sidewalk. Israeli police shoot and kill the driver on the spot and later describe the incident as a “terrorist attack.” In a separate incident, armed Palestinians open fire on an Israeli soldier nr. Hebrew University, injuring him. In Issawiyya, dozens of Palestinians clash with Israeli security forces, causing no serious injuries. At Haram al-Sharif, Israeli security forces enter to escort right-wing Jewish activists out of the area. In Cairo, reps. of Israel and Hamas agree to a 72-hour humanitarian cease-fire to begin on 8/5 at 8:00 A.M. local time, with Egyptian officials urging reps. of all sides to attend further talks to negotiate a longer term cease-fire. U.S. Pres. Obama signs into law a joint res. appropriating $225 m. in supplemental funding for Israel’s Iron Dome missile defense system. In the Gaza Strip, Palestinians fire 25 rockets into s. Israel, causing no damage or injuries. Attacks are claimed by 4 groups: the PRC, al-Aqsa Martyrs Brigade, Democratic Front for the Liberation of Palestine, and al-Mujahidin Brigades. The IDF strikes 9 targets across the Gaza Strip throughout the day. A strike in al-Bureij r.c. kills 2 mbrs. of Islamic Jihad’s al-Quds Brigades. Later, during the night, the IDF strikes 14 more targets, killing 9 fighters from al-Qassam Brigades and wounding 4. Six of the fighters are killed in a tunnel collapse, which the IDF says is unrelated to air strikes. One Israeli air strike in Bayt Hanun wounds 5 civilians, including a child. Separately, IDF troops open fire from the border nr. Rafah, causing no damage or injuries. In the West Bank, IDF troops clash with Palestinians in al-‘Arub r.c. nr. Hebron, injuring 15 residents with rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 2 villages nr. Ramallah, 1 village nr. In a separate incident, settlers assault a priest nr. Ramallah. In East Jerusalem, around 100 Palestinian youths clash with Israeli security forces, and there are similar clashes in Abu Tur and Hizma. Israeli police detain 6 Jewish men in connection with the murder of Palestinian teenager Abu Khdeir on 7/2. In Israel, meanwhile, a group of bedouin in Tel Sheva nr. Beersheba throw Molotov cocktails and stones at passing cars nr. the Jewish town of Omer, causing damage. There are further violent protests in Shafa ‘Amr, in the Galilee, as well as in Nazareth and nearby town Iksal. Some 200 protesters try to block Route 70 at Yavor Junction in the n. In the weekly Israeli cabinet meeting, PM Netanyahu and FM Lieberman disagree about how to deal with the escalating situation in Gaza and s. Israel. Netanyahu criticizes Lieberman and Economy Minister Bennett for their repeated public calls for a full ground invasion of the Gaza Strip, and urges ministers to be “level-headed and responsible.” Meanwhile, Israeli authorities decide to reduce the fishing zone open for Gaza fishermen from 6 naut. mi. to 3. In the Gaza Strip, Palestinians fire 18 rockets into s. Israel, causing no damage or injuries except where 2 houses are hit by shrapnel. Two of the rockets are intercepted by Iron Dome missile defense batteries. According to Israeli officials, Hamas activists were involved in this barrage, making it the 1st time the organization has participated in rocket fire since the 11/2012 cease-fire. IDF troops conduct air strikes on 34 targets across the Gaza Strip, hitting training sites of al-Qassam Brigades, Islamic Jihad, and the PRC, and agricultural areas, killing 1, injuring 4, and causing damage. Off the coast nr. Bayt Lahiya, Israeli naval forces shell an open area on the coast, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 1 nearby village at night; patrols in 2 villages nr. Ramallah and 1 village nr. Hebron at night. Israeli settlers attack a Palestinian in Hebron, wounding him. Separately, settlers vandalize 12 olive trees nr. Hebron. In East Jerusalem, Israeli security forces shoot and wound 2 Palestinians with rubber-coated metal bullets during clashes nr. Haram al-Sharif. Israeli security forces locate the bodies of the 3 Israeli settler teenagers nr. Hebron, not far from where they were kidnapped (on 6/12) and killed. PM Netanyahu and DM Ya’alon propose that the response to the killing of the teens should include a wave of settlement construction. Netanyahu also addresses the increased tensions in Gaza and s. Israel, saying “either Hamas will stop the rocket fire or we will.” Hamas spokesperson Abu Zuhri says that if Israel attacks Hamas in Gaza, “they will open the gates of hell on themselves,” adding that Hamas does not “want any military confrontation with Israel, but if it will be forced on us it will look like in previous rounds.” Meanwhile, U.S. Pres. Barack Obama issues a statement expressing his condolences to the families of the murdered Israeli youth, calls on Israel and the PA to cooperate to bring the guilty parties to justice, and urges all sides to exercise restraint to prevent further destabilization. Palestinian pres. Mahmud Abbas accepts the resignation of PM Rami Hamdallah, after failing to persuade him to remain in the post during talks over the weekend. Hamdallah is, however, subsequently designated head of an interim govt., until a replacement can be found. Reports indicate that Hamdallah’s unhappiness over his role in the govt. focused on a dispute with Mohammed Mustafa and Ziad Abu Amr, who had been appointed by Abbas as deputy prime ministers. UK foreign secretary William Hague urges the U.S. to take a ‘‘decisive lead’’ in Israeli-Palestinian peace efforts in coming months, adding that ‘‘we’re coming to the final chance, maybe, for a two-state solution in the Israeli-Palestinian conflict to be successfully resolved.’’ (BBC 11/25)

Fatah Central Comm. mbr. Nabil Shaath announces that the PA will release Hamas-affiliated detainees as a gesture to boost reconciliation efforts. Hamas officials say they will move to release Fatah prisoners in the Gaza Strip. The leader of the Democratic Front for the Liberation of Palestine Saleh Zeidan reports that Pres. Mahmud Abbas will call a meeting of the PLO Reform Comm. in Cairo after returning from the UN to revive talks of expanding the PLO to include Hamas and Islamic Jihad as part of a national reconciliation deal. Meanwhile, Hamas officials in Gaza announce plans for Hamas leader Khalid Mishal to visit the Gaza Strip for the 1st time on 12/5, timed to coincide with the 25th anniversary of Hamas’s founding. Washington Jewish Week reports that in the previous wk., a U.S. court awarded the family of an American teenager killed in a 2006 Islamic Jihad suicide bombing in Tel Aviv (his father was seriously injured in the attack) $332 m. in damages from Iran and Syria. The family’s lawyers argued that Islamic Jihad was sheltered by Syria and funded by Iran. The family is unlikely to collect the money. (WJW 5/24)

The New York Times runs a special report on a congressional race for a House seat representing Queens, NY, that has been dubbed ‘‘Israelapalooza’’ for the way in which the candidates have touted their pro-Israel credentials in effort to win the endorsement of Ed Koch, former Democratic mayor of New York City, and the votes of Jewish constituents who make up 20% of the district’s population. For example, candidate Grace Meng, who built her political career as an advocate for Chinese Americans and yet has never visited China, made a recent trip to Israel that she has highlighted during her campaign. At a massive rally in Istanbul commemorating the 1st anniversary of Israel’s 5/2010 attack on the aid flotilla to Gaza that killed 9 Turkish activists aboard the Mavi Marmara, the flotilla organizers, the U.S.-based Free Gaza Movement (FGM), and the Turkish charity Humanitarian Relief Foundation (known by its Turkish acronym IHH), announce plans for at least 1,500 activists and 10 boats to set sale in late 6/2011 as part of the “Freedom Flotilla II” to break the Gaza siege. The Knesset passes (37-25, with 58 abstaining or not voting) the “Nakba Law,” which allows state funding to be reduced to communities or groups that commemorate the Nakba, deny Israel is a Jewish state, question whether Israel is a democracy, or harm Israeli national symbols. The Knesset passes a law to compensate Jews who purchased property or held bank accounts in British Mandatory Palestine and whose property was seized by the State of Israel after 1948. An "intense debate" is reportedly underway among U.S. Pres. George W. Bush and his senior advisers over whether to press for Arafat's removal.
