Gaza City, injuring 1. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 3 villages nr. Ramallah (Nabi Salih, Bil‘in, and Ni‘lin), Kafr Qaddum nr. Qalqilya, c. Hebron, and along Gaza’s border nr. Gaza City; 2 Palestinians are injured. They also arrest 1 Palestinian and issue 1 arrest summons during late-night raids nr. Ramallah and Hebron, and patrol nr. Hebron during the day. Two Palestinian youths are injured when a piece of unexploded Israeli ordnance detonates in c. Hebron. In East Jerusalem, Israeli forces conduct a raid in Issawiyya while many residents are attending a funeral, sparking minor clashes with a number of mourners; there are no serious injuries. Egypt partially reopens the Rafah crossing for Palestinian travel. Smuggling tunnels along the Rafah border remain closed; Palestinians report that costs of construction materials in Gaza have spiked 20%–30% since 8/5 because of tunnel closures. Israeli bans on fuel imports also continue, forcing Gaza’s power plant to shut down 2 turbines for lack of fuel, causing rolling blackouts across the Strip to increase fr. 12 hrs./day to 16 hrs./day. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Ma‘sara, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 1 Palestinian is moderately injured by a rubber-coated steel bullet (Kafr Qaddum) and several demonstrators are beaten by IDF soldiers in al-Ma‘sara. Israel allows a 2-day supply of diesel fuel into Gaza, allowing Gaza’s power plant to restart 1 turbine for the 1st time since 3/10/12. Hamas officials organize protests in Gaza calling on Egypt to resume the transfer of fuel through Gaza’s smuggling tunnels. Late at night, an IDF undercover unit enters a Palestinian village as part of a training mission and is challenged by 3 stickwielding Palestinians who think the soldiers are burglars; the soldiers open fire, seriously wounding the 3 Palestinians (including shooting and beating at least 1 after he was severely injured) and delaying medical treatment for 1 hr. before taking them to an Israeli hospital for treatment; 1 Palestinian later dies. The IDF also patrols in 4 villages nr. Ramallah in the morning; patrols in 2 villages nr. Jenin in the afternoon, firing stun grenades at stone-throwing Palestinian youths who confront them in 1 instance and stopping to question several boys in the other; conducts late-night patrols in 2 villages nr. Salfit and 1 each nr. Hebron, Jericho, and Ramallah. An 8-yr.- old Palestinian boy is seriously injured nr. Nablus when he accidentally triggers unexploded IDF ordnance that he found in a field. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Kafr Qaddum, and al-Ma’sara. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians (3 in al-Ma’sara who are beaten; 1 in Kafr Qaddum who is hit by a tear-gas canister). Muslim Brotherhood officials in Egypt say they are distancing themselves a bit from Hamas and opening new channels of communication with Fatah in hopes of pressing Hamas to compromise with Fatah on national unity issues so as to increase pressure on Israel. The officials argue that if the 2 Palestinian factions create a untied front with a “newly assertive” Egypt, Egypt will have a better chance of pressuring Israel to make concessions over Palestinian statehood. The Muslim Brotherhood was the top vote-getter in Egyptian recent parliamentary elections after the 2/2011 ouster of fmr. pres. Husni Mubarak. (WP 3/24)

In Gaza, a Palestinian is fatally electrocuted in a smuggling tunnel under the Rafah border. In the West Bank, the IDF conducts morning and late-night patrols in Jericho; conducts daytime patrols in 2 villages nr. Ramallah and 1 each nr. Jenin, Salfit, and Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations in Bil’in, Nabi Salih, and Ni’lin nr. Ramallah and in Kafr Qaddum nr. Qalqilya. While intended mainly to protests Israel’s separation wall, land confiscations, and settlement expansion, protesters also chant slogans calling for national reconciliation, Palestinians rights, and the release of Palestinian prisoners. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, lightly injuring 3 Palestinians (including a journalists) in Nabi Salih. Israel welcomes the 9/23 Quartet initiative to restart talks “without preconditions.” It calls the Palestinian demands (see 9/29) for agreed baselines proof that the Palestinians are not serious about peace, whereas “while Israel has some concerns, it will raise them at the appropriate time.” (NYT, WP 10/3)

In retaliation for rocket fire on 1/31, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF arrests 3 Palestinian children (ages 13–16) for straying nr. the separation wall in Bil‘in; makes a late-night raid on a Palestinian home in al-Khadir nr. Bethlehem looking for a 12- yr.-old boy who threw stones at troops earlier in the day, assaulting a boy in the house and knocking him unconscious (he is taken by ambulance to a hospital for evaluation), roughly searching rooms, and allegedly stealing gold; conducts late-night arrest raids, house searches nr. In Ramallah, the PA, which had banned anti-Mubarak protests in the West Bank, organizes 100s of Fatah mbrs. into proMubarak demonstrations, with the PAcontrolled media denouncing Egyptian opposition figure El-Baradei as a war criminal and CIA agent, calling him responsible for the war on Iraq. Later in the day, some 150 Palestinians in Ramallah organize a counterdemonstration in solidarity with the Egyptian people but are beaten and dispersed by PA riot police, who arrest 2 journalists and a human rights worker monitoring the rally. Yemen’s pres. Saleh pledges he will not run again when his term ends in 2013 or appoint his son to succeed him. In the past 10 days, he has also promised to lift the state of emergency imposed since 1992, raised the salaries of soldiers and civil servants, pledged to hire more college graduates, cut income taxes, imposed price controls, extended welfare payments to an additional 500,000 Yemenis, waived college tuition fees for students for the current year, and promised to reopen voter registration to enable some 1.5 m. Yemenis to register to vote. Today, Obama issues a statement welcoming Saleh’s reform steps. The opposition remains dubious, with many saying Saleh must step down immediately. Hereafter, protests shrink in size (from the 1,000s to the 100s) but increase in frequency, becoming near daily events in Sana’a and Aden through the end of the quarter. (NYT, WP 2/3; NYT 2/4)

Overnight, unidentified Palestinians fire 3 Qassam rockets and 1 manufactured Grad rocket fr. Gaza into Israel; the Qassams land harmlessly (1 inside Gaza, 2 in Israel), while the Grad strikes nr. a cattle farm, causing damage and injuring some livestock. In the afternoon, unidentified Palestinians fire 3 mortars into Israel, causing no damage or injuries. Later in the afternoon, the Popular Resistance Comms. Qalqilya, Salfit, and Tulkarm, checking Palestinian IDs but making no arrests. After unidentified Palestinians fire another Qassam rocket into Israel during the day (causing no damage or injuries), the IDF carries out air strikes on a Hamas facility nr. Dahaniyya airport (11 Palestinians injured) and on smuggling tunnels on the Rafah border (injuring 14). In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists staging nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation), Budrus village nr. At a meeting in Moscow, the Quartet issues a strong statement “condemning” Israel’s Ramat Shlomo construction plan, “recalling that the annexation of East Jerusalem is not recognized by the international community,” and reiterating that Israel was obligated irrespective of Palestinian reciprocity to “freeze all settlement activity, including natural growth, dismantle outposts erected since March 2001; and to refrain from demolitions and evictions in East Jerusalem.” (WP 3/19, 3/20; NYT 3/21)

Meanwhile, Israeli naval vessels fire on Palestinian fishing boats off the s. Gaza coast, then deploy small Zodiac boats to chase some fishermen, destroying or confiscating their nets. A smuggling tunnel collapses on the Rafah border killing 1 Palestinian civilian, injuring 3. The UN reports that since 1/27, another 2 Palestinians have been killed in tunnel incidents (1 in a collapse, 1 by electrocution). In the West Bank, the IDF enters Khirbat Jabara village s. of Tulkarm in the morning, sealing the village, checking IDs, and stopping 10s of vehicles; troops withdraw in the evening, without making any arrests; conducts latenight arrest raids, house searches in Bil‘in (targeting individuals involved in demonstrations against the separation wall) and Nablus. PA PM Fayyad gives a major address at Israel’s annual Herzliya policy conference. Fayyad’s 30-min. speech aims to explain the Palestinian historical narrative and stresses the need for a “political horizon” for Palestinian statehood. Israeli DM Barak addresses the same panel, focusing his comments on regional security threats. Both stress the importance of a 2-state solution, with Barak stating that Israel risks becoming “an apartheid state par excellence” if it does not accept Palestinian statehood. (WP 2/3; Ma’ariv 2/5)

Ashqelon, the IDF makes air strikes on a smuggling tunnel on the Rafah border (killing 3 Palestinians, including a 15-yr.-old boy, and wounding 2), suspected weapons factories in the Shaykh Ajlin and al-Zaytun neighborhoods of Gaza City (causing no injuries but marking the 1st Israeli air strikes on Gaza City since OCL), and sites in al-Qarara in s. Gaza (initially hitting an open area, damaging a house; then targeting and destroying 2 other Palestinian homes, whose residents had fled after the initial strike close by; no injuries reported). During the day, unidentified Palestinians fire 2 more rockets toward Sederot, causing no damage or injuries. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at stonethrowing Palestinians and nonviolent international (and, in the case of Bil‘in, Israeli) activists taking part in protests against the separation wall in Bil‘in (injuring 2 Palestinians) and Ni‘lin (10s suffer tear gas inhalation); conducts latenight house searches in al-Fara‘a r.c. and nr. As agreed on 9/30, Israel releases 19 Palestinian female prisoners in exchange for a 2-min. video fr. Hamas proving that captured IDF soldier Cpl. Shalit is still alive. A 20th prisoner is expected to be released on 10/3. After Palestinians fire 3 rockets fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a marble factory and an iron warehouse in Gaza City suspected of being used to manufacture weapons. Israeli security forces prevent thousands of Palestinians fr. entering East Jerusalem for Friday prayers at the al-Aqsa Mosque. The overcrowded conditions at Qalandia checkpoint cause at least 35 Palestinians to faint. Additional checkpoints are also erected in the Old City. (PCHR 10/8)

Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. Abu Zuhri was detained in al-Arish in 4/09 on charges of entering Egypt illegally through a smuggling tunnel on the Rafah border. (Agence France-Presse 10/13; JPI 10/22)

At Abbas’s request, the UN Human Rights Council (HRC) defers until 3/10 a vote to endorse the UN’s Goldstone report (see 9/15). The move is supported by Israel and the U.S. but is immediately denounced by Palestinians. (WP 10/2; WP 10/3; JR 10/26)

The IDF makes air strikes on smuggling tunnels along the Rafah border, killing 2 Palestinians and trapping at least 11 others (who are freed and hospitalized). IDF tanks on the s. Meanwhile, Israeli DM Barak authorizes the export of palm fronds fr. In the West Bank, the IDF conducts late night arrest raids, house searches in Bil‘in, nr. Salfit. In the East Jerusalem environs, Israeli authorities bulldoze a parking lot, fence, guard house of a Palestinian bus company in Abu al-Tur, a Palestinian fuel depot and tract of land at the entrance to al-Za‘im, and a Palestinian commercial building in Jabal al-Tur as part of Israel’s project to link the E1 and Ma’ale Adumim settlement areas. Jewish settlers and IDF troops bulldoze 50 d. of Palestinian agricultural land in Sa’ir village nr. In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

For the 1st time since 6/07, Abbas meets with 4 West Bank Hamas officials in an effort to encourage them to split fr. their Gaza counterparts. Qalqilya (also firing on stone-throwing youths who confront them, wounding 2 children, ages 13 and 14), Sa‘ir nr. The Israeli High Court rules that the separation wall around Bil‘in, site of weekly nonviolent protests, must be moved westward to prevent the de facto annexation of more han half of the village’s agricultural land, rejecting the government’s claim that a wide buffer zone was needed to protect nearby Mod’in Ilit settlement and determining that the original route took into consideration plans to expand the settlement “as much as possible”; the decision gives the government a “reasonable period of time” to take down and move portions of the wall, which is expected to return 250 acres of land to Bil‘in residents.
