Three Palestinians are killed and 5 are injured while repairing a smuggling tunnel in s. Gaza. Also along Gaza’s border, IDF troops open fire on a group of Palestinian youths nr. Gaza City, injuring 1. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 3 villages nr. Ramallah (Nabi Salih, Bil‘in, and Ni‘lin), Kafr Qaddum nr. Qalqilya, c. Hebron, and along Gaza’s border nr. Gaza City; 2 Palestinians are injured. They also arrest 1 Palestinian and issue 1 arrest summons during late-night raids nr. Ramallah and Hebron, and patrol nr. Hebron during the day. Two Palestinian youths are injured when a piece of unexploded Israeli ordnance detonates in c. Hebron. In East Jerusalem, Israeli forces conduct a raid in Issawiyya while many residents are attending a funeral, sparking minor clashes with a number of mourners; there are no serious injuries. Egypt partially reopens the Rafah crossing for Palestinian travel. Smuggling tunnels along the Rafah border remain closed; Palestinians report that costs of construction materials in Gaza have spiked 20%–30% since 8/5 because of tunnel closures. Israeli bans on fuel imports also continue, forcing Gaza’s power plant to shut down 2 turbines for lack of fuel, causing rolling blackouts across the Strip to increase fr. 12 hrs./day to 16 hrs./day. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Ma‘sara, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 1 Palestinian is moderately injured by a rubber-coated steel bullet (Kafr Qaddum) and several demonstrators are beaten by IDF soldiers in al-Ma‘sara. In Gaza, a Palestinian is fatally electrocuted in a smuggling tunnel under the Rafah border. In the West Bank, the IDF conducts morning and late-night patrols in Jericho; conducts daytime patrols in 2 villages nr. Ramallah and 1 each nr. Jenin, Salfit, and Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations in Bil’in, Nabi Salih, and Ni’lin nr. Ramallah and in Kafr Qaddum nr. Qalqilya. While intended mainly to protests Israel’s separation wall, land confiscations, and settlement expansion, protesters also chant slogans calling for national reconciliation, Palestinians rights, and the release of Palestinian prisoners. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, lightly injuring 3 Palestinians (including a journalists) in Nabi Salih. Overnight, unidentified Palestinians fire 3 Qassam rockets and 1 manufactured Grad rocket fr. Gaza into Israel; the Qassams land harmlessly (1 inside Gaza, 2 in Israel), while the Grad strikes nr. a cattle farm, causing damage and injuring some livestock. In the afternoon, unidentified Palestinians fire 3 mortars into Israel, causing no damage or injuries. Later in the afternoon, the Popular Resistance Comms. (PRCs; an umbrella group comprising all Gaza factions) fire another 4 mortars into Israel containing white phosphorous scavenged fr. unexploded IDF ordnance (UXO), causing no damage or injuries. Israel files an official complaint with the UN over the serious escalation and retaliates in the evening with 4 air strikes in and around Bani Suhayla village s. of Khan Yunis, targeting and destroying an Islamic Jihad training site, 1 Palestinian home, and an agricultural storehouse, causing heavy collateral damage to another 2d home, and injuring 6 Palestinian civilians (including children ages 2 and 14). Late at night, 2 more air strikes destroy a smuggling tunnel on the Rafah border. Meanwhile, in the morning, IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the abandoned settlement sites nr. the border, wounding 1. Late at night, IDF troops make an incursion 1,500 m into al-Shuka in s. Gaza, firing on residential areas to keep Palestinians in their homes, monitoring the area, and withdrawing after 3 hrs.; IDF troops on the s. Gaza border open heavy fire on the demolished Dahaniyya airport site, causing no reported injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Nablus. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, Nabi Salih/Dayr Nizam nr. Ramallah. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving 5 Palestinians lightly injured (3 by tear gas canisters, 1 by a rubber-coated steel bullet) and 10s suffering tear gas inhalation. In response, unidentified Palestinians fire another Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night patrols in villages nr. Qalqilya, Salfit, and Tulkarm, checking Palestinian IDs but making no arrests. Palestinians (accompanied by Israeli and international activists in some locations) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in and Ni‘lin. IDF soldiers fire rubbercoated steel bullets, tear gas, and stun grenades at the protesters; 10s suffer tear gas inhalation, 1 Palestinian is moderately injured. IQB mbrs. fire 1 manufactured Grad rocket fr. Gaza into Israel, striking nr. Ashqelon, causing damage but no injuries, marking a serious escalation; the last time Ashqelon was hit by Palestinian rocket fire was in 2/09. Several hrs. later, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. In response, the IDF carries out 3 air strikes targeting a training camp for the Hamas-affiliated police in Gaza City (wounding 5 policemen and 16 bystanders, damaging 30 surrounding buildings) and smuggling tunnels on the Rafah border (causing no reported injuries). In the West Bank, the IDF patrols in Bayt Liqya village nr. Ramallah at midday without incident; conducts late-night arrest raids, house searches nr. Hebron. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in (a 45- mbr. Spanish delegation and a 30-mbr. German delegation take part), Ni‘lin, and Dayr Nizam/al-Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation and arresting 1 Palestinian and 1 international activist. Jewish settlers fr. Brakha nr. Nablus set fire to 100 olive trees and large tracks of agricultural land; IDF soldiers initially fire tear gas and stun grenades at Palestinian civil defense workers who attempt to put out the fire, but finally let the firefighters pass more than half an hour later, after the PA liaison dept. intervenes. Overnight, the IDF carries out 6 air strikes on smuggling tunnels on the Rafah border, 2 open areas nr. Khan Yunis, and a metal workshop in Gaza City in retaliation for the fatal 3/18 rocket strike; 2 Palestinian civilians are wounded in Rafah. After unidentified Palestinians fire another Qassam rocket into Israel during the day (causing no damage or injuries), the IDF carries out air strikes on a Hamas facility nr. Dahaniyya airport (11 Palestinians injured) and on smuggling tunnels on the Rafah border (injuring 14). In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists staging nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation), Budrus village nr. Ramallah (1 Palestinian injured; 3 Palestinians, including 2 journalists arrested), Dayr Nizam/ al-Nabi Salih (11 Palestinians injured), and Ni‘lin (10s suffer tear gas inhalation); protesters in Ni‘lin throw stones at IDF troops, but the other demonstrations are nonviolent. Palestinians also demonstrate against the separation wall at the Qalandia checkpoint, setting fire to tires and throwing stones and bottles at IDF troops, who respond with rubber-coated steel-bullets, injuring 3 and arresting 1. The IDF also carries out late-night arrest raids, house searches in Qalandia r.c. nr. Ramallah. Jewish settlers burn a wooded area of Palestinian land nr. Bet Ayn settlement nr. Hebron. At a meeting in Moscow, the Quartet issues a strong statement “condemning” Israel’s Ramat Shlomo construction plan, “recalling that the annexation of East Jerusalem is not recognized by the international community,” and reiterating that Israel was obligated irrespective of Palestinian reciprocity to “freeze all settlement activity, including natural growth, dismantle outposts erected since March 2001; and to refrain from demolitions and evictions in East Jerusalem.” (WP 3/19, 3/20; NYT 3/21)

Overnight, in retaliation for the 1/7 Grad strike nr. Ashqelon, the IDF makes air strikes on a smuggling tunnel on the Rafah border (killing 3 Palestinians, including a 15-yr.-old boy, and wounding 2), suspected weapons factories in the Shaykh Ajlin and al-Zaytun neighborhoods of Gaza City (causing no injuries but marking the 1st Israeli air strikes on Gaza City since OCL), and sites in al-Qarara in s. Gaza (initially hitting an open area, damaging a house; then targeting and destroying 2 other Palestinian homes, whose residents had fled after the initial strike close by; no injuries reported). During the day, unidentified Palestinians fire 2 more rockets toward Sederot, causing no damage or injuries. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at stonethrowing Palestinians and nonviolent international (and, in the case of Bil‘in, Israeli) activists taking part in protests against the separation wall in Bil‘in (injuring 2 Palestinians) and Ni‘lin (10s suffer tear gas inhalation); conducts latenight house searches in al-Fara‘a r.c. and nr. As agreed on 9/30, Israel releases 19 Palestinian female prisoners in exchange for a 2-min. video fr. Hamas proving that captured IDF soldier Cpl. Shalit is still alive. A 20th prisoner is expected to be released on 10/3. After Palestinians fire 3 rockets fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a marble factory and an iron warehouse in Gaza City suspected of being used to manufacture weapons. Israeli security forces prevent thousands of Palestinians fr. entering East Jerusalem for Friday prayers at the al-Aqsa Mosque. The overcrowded conditions at Qalandia checkpoint cause at least 35 Palestinians to faint. Additional checkpoints are also erected in the Old City. (PCHR 10/8)

Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. Abu Zuhri was detained in al-Arish in 4/09 on charges of entering Egypt illegally through a smuggling tunnel on the Rafah border. (Agence France-Presse 10/13; JPI 10/22)

At Abbas’s request, the UN Human Rights Council (HRC) defers until 3/10 a vote to endorse the UN’s Goldstone report (see 9/15). The move is supported by Israel and the U.S. but is immediately denounced by Palestinians. (WP 10/2; WP 10/3; JR 10/26)

In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation) and at Palestinian activists, some of whom throw stones at IDF troops, demonstrating against the separation wall in Bil‘in (injuring 1 Palestinian and exposing 10s of others to tear gas); closes the entrance to al-Ma‘sara, fires sound bombs and tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall there, beating a number of them (injuring 2, including a 9-yr.-old child); conducts late-night raids, house searches in Nablus and nearby ‘Ayn Bayt al-Ma’ r.c., nr. On the 1st Friday of Ramadan, the IDF enforces age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 60,000 Palestinians enter the city. (OCHA, PCHR 9/3; OCHA Humanitarian Monitor 9/09)

Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. The IDF responds with at least 1 air strike on a smuggling tunnel on the Rafah border, causing no injuries. The IDF fires on a Palestinian woman grazing sheep nr. the border fence e. of Jabaliya, wounding her. In the West Bank, the IDF fires tear gas at stone-throwing Palestinians taking part in weekly demonstrations against the separation wall in Bil‘in, injuring 2; fires rubber-coated steel bullets, tear gas on Palestinian, Israeli, and international human rights activists taking part in a nonviolent demonstration against the separation wall in al-Ma‘sara (10s suffer tear gas inhalation) and Ni‘lin (injuring 5); conducts late-night house searches in Nablus and neighboring Balata r.c., but makes no arrests. Jewish settlers fr. Gilad settlement nr. Qalqilya, escorted by IDF troops, attack Palestinian farmers working their land in nearby Jit village, slashing tires of a tractor and ordering the farmers off the land, saying it belonged to them; the IDF troops confiscate the agricultural tools of the Palestinians and order them to leave the area, giving the tools to the settlers. In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

On the Rafah border, 3 Palestinians are killed when a smuggling tunnel collapses. Egyptian security forces discover and demolish 3 tunnels on the Rafah border, giving a warning in advance to allow anyone in the tunnels to leave. In the West Bank, the IDF conducts late-night arrest raids, house searches in al-Fara‘a r.c., Ni‘lin. A new 585-mbr. PA security unit, part of which was trained under U.S. auspices in Jordan, takes up patrols in Hebron and immediately launches an expanded arrest campaign targeting Hamas; this is dubbed Operation Dawn of the Nation (see 9/14). In Gaza, unidentified Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. On the Rafah border, 3 Palestinians are killed when a smuggling tunnel collapses; Hamas blames Egyptian efforts to seal tunnels using water, gas, explosives for killing 8 Palestinian smugglers since 8/1, calling the tactics irresponsible. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya and Tubas, nr. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7. For a 2d day, armed Jewish settlers attempt to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry. Jewish settlers fr. Kiryat Arba dump trash in front of the entrance of Hebron’s al-Ras Mosque. Jewish settlers fr. Givat Ha’avot settlement in Hebron vandalize 5 nearby Palestinian homes. The Israeli Interior Min. approves construction of 400 new settler housing units in Neve Ya’acov settlement n. of Jerusalem, and authorizes tenders to be issued for construction of 286 housing units in Beitar Ilit nr. Bethlehem (approved by the Housing Min. on 5/21) and 130 units in Har Homa in East Jerusalem (some of which may have been approved by the Interior Min. on 7/9). Israel also reportedly agrees to transfer settlers living in the unauthorized outpost of Migron nr.
