A day after the PA urges Egypt to destroy smuggling tunnels on the Gaza border, saying they pose a threat to Egyptian security and undermine Palestinian national unity efforts, Hamas officials in Gaza say that they will close tunnels on the Rafah border if Egypt opens the border to trade. An unconfirmed report says that unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in 1 village nr. Salfit late in the evening, firing warning shots at a Palestinian car (no injuries reported) and ordering it to stop; the car is searched and allowed to go on its way. The IDF also conducts late-night arrest raids, house searches nr. Hebron, Nablus, and Salfit. Jewish settlers fr. Susia settlement nr. IDF Central Command formally reclassifies Bruchin outpost as a legal settlement, implementing a 3/2012 cabinet decision to legalize 3 outposts retroactively (see QU in JPS 163). The formal reclassifications of Rachelim and Sansanna have not been implemented yet. (JPI 8/24; PCHR 8/16)

Israel’s daily Ha’Aretz for the 2d time in recent days reports that a new National Intelligence Estimate (NIE) by the Obama admin. has added a ‘‘lastminute update’’ on Iran stating that Iran has ‘‘boosted efforts’’ to advance its nuclear program. The U.S. meanwhile has not announced that a new NIE has been written. U.S. officials refuse to comment except to say that U.S. intelligence continues to believe: (1) that Iran has not made a decision on whether to develop a nuclear weapon and (2) that Iran’s is years away from being able to produce a nuclear bomb. Meanwhile, Israel’s dep. FM Danny Ayalon calls on the international community to issue a declaration that diplomacy toward Iran has failed, raising fears that Israel is preparing a military strike. Israeli troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the demolished Erez industrial zone, forcing them to flee. A Palestinian is killed and another is injured when they are crushed by construction materials being moved through a smuggling tunnel on the Rafah border. In the West Bank, the IDF conducts late-night patrols in Jericho. (PCHR 6/14, 6/21; OCHA 6/22)

Israel’s state comptroller Micah Lindenstrauss issues a long-awaited report faulting PM Netanyahu for ‘‘poor decision-making’’ in the lead-up to the 2010 Gaza aid flotilla incident that left 9 Turkish activists dead aboard the Mavi Marmara, concluding that Netanyahu did not listen to IDF warnings that the boarding of the flotilla could lead to violence and had not consulted adequately. U.S. pres. Obama presents Israeli pres. Shimon Peres with the Congressional Medal of Freedom, the highest civilian award in the U.S. During their one-on-one meeting at the White House, Peres gives Obama a petition signed by 75,000 Israelis seeking the release of Israeli spy Jonathan Pollard. Casino magnate and major proIsrael political donor Sheldon Adelson gives $10 m. to a pro-Romney political action committee (PAC). This election marks the first time that unlimited corporate donations have been allowed under super PACs, which were deemed legal by a 2010 U.S. Supreme Court ruling. (WP 6/14)

Early in the morning, the IDF drops leaflets from helicopters over n. Gaza border areas nr. Bayt Lahiya warning that the IDF will use deadly force against anyone approaching the border fence. Late at night, IDF troops on the s. Gaza border fire on residential areas of Khan Yunis, damaging a house but causing no injuries. On the Rafah border, 1 Palestinian is killed and 2 are injured in a smuggling tunnel collapse. In the West Bank, Israel’s Shin Bet arrests 13 Palestinians fr. al-Am’ari r.c. (including 2 Palestinian Red Crescent Society employees, the goalie of Palestine’s Olympic soccer team, and a senior PA intelligence officer) for plotting a series of attacks on IDF soldiers nr. Ramallah, claiming that the prominent mbrs. of the group intended to use their status to perpetrate attacks. The IDF seals off a plot of land in the al-Ja’wana area Bayt Furik village (nr. Nablus), confiscating 6 tents and 2 water tanks belonging to local Palestinians; patrols in 3 villages nr. Ramallah (synchronized) and 1 nr. Qalqilya in the morning; patrols in 3 villages nr. Jenin, Qalqilya, and Ramallah in the afternoon; and conducts late-night patrols in 1 village nr. Tulkarm. The IDF also conducts late-night arrest raids, house searches in Qalqilya and nr. Nablus. The IDF issues an eviction order to several Jewish settler families who moved into a house in Hebron, near the al-Ibrahimi Mosque/Tomb of the Patriarchs, several days ago that they claim to have purchased fr. the Palestinian owner (who claims the deeds were forged). The IDF cites the settlers for failing to secure the proper permits from the Israeli military to reside in the West Bank, calling their presence “a risk to public order,” and ordering them to vacate the building by 3:00 p.m. local time on 4/3. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Nr. al-Maghazi r.c., 2 Palestinians are injured when they accidentally trigger unexploded IDF ordnance while scavenging for scrap metal. In the West Bank, the IDF patrols in 4 villages nr. Tulkarm (2 simultaneously) and 2 in Ramallah in the morning; conducts late-night arrest raids, house searches in Nabi Salih and nr. Jenin. Hunger-striking administrative detainee Hana Shalabi is “in grave danger of dying” according to Physicians for Human Rights–Israel, which provides her with a doctor. JSC head Gen. Dempsey receives IDF chief of staff Lt.-Gen. Benny Gantz in Washington for talks on Iran and Syria as part of the regular U.S.-Israel strategic dialogue. Gantz also meets with White House and Defense Dept. officials, but no details are released. (JPI 3/30)

Speaking at a conference on Palestinian refugees in Brussels, EU foreign policy adviser Catherine Ashton expresses condolences for the 3/19/12 Jewish deaths in Toulouse and regrets over recent tragedies worldwide that have resulted in child casualties, citing among them Israel’s recent air strikes on Gaza (3/9–12) that injured 14 Palestinian children. Israeli PM Netanyahu denounces her for making “the comparison between a deliberate massacre of children and defensive, surgical actions.” Ashton’s spokesman issues a statement saying that her words were “grossly distorted.” (NYT 3/21)

In the West Bank, the IDF makes a daytime raid into a village nr. Jenin, searching a store and arresting 1 Palestinian. In Jerusalem, Jewish vandals spray graffiti on a Greek Orthodox monastery and school saying “price tag” and “death to Christians.” Jewish settlers fr. Eli settlement nr. Nablus vandalize and spray racist graffiti on the walls of 2 nearby Palestinian stores and a car. OCHA reports that 70% of gas stations in Gaza have closed because of a sharp reduction in the amount of fuel coming through the Rafah smuggling tunnels in the past 2 wks.; OCHA cites unconfirmed reports as indicating that the sharp decline is a result of new restrictions and fees that Egyptian police have imposed on fuel trucks headed to Egyptian Rafah. The Vatican announces that Pope Benedict XVI will visit Lebanon in 9/2012 to issue a statement on the future of the Catholic church in the Middle East and “the plight of Christians in the Muslim-dominated Middle East.” (WT 2/8)

Late at night, Israeli warplanes make a total of 7 air strikes on greenhouses and open areas nr. the Bayt Lahiya border in the north, a suspected weapons factory in c. Gaza, and a smuggling tunnel on the Rafah border, causing no injuries. A Palestinian civilian dies of injuries sustained in a 11/14/01 IDF air strike on a UNRWA school in Khan Yunis. In the West Bank, the IDF demolishes 9 Palestinian stores in al-Oja village in the Jordan Valley, n. of Jericho; conducts late-night arrest raids, house searches in and around Ramallah (where they target the home of Hamas-affiliated Reform and Change PC mbr. ‘Abd al-Jabir Fuqaha, arresting him, summoning his son for interrogation, and confiscating his computer, phone, and files), in Nablus, and nr. Hebron; conducts late-night patrols in 1 village nr. Qalqilya (summoning 3 Palestinians for interrogation). In East Jerusalem’s Shaykh Jarrah neighborhood, Israeli security forces raid the International Committee of the Red Cross (ICRC) office and a protest tent outside, detaining Hamas-affiliated PC mbrs. Muhammad Toutah and Khalid Abu Arafa, who had been living at the ICRC offices since 6/2010 to protest Israel’s 9/2009 decision to revoke their Jerusalem IDs on the grounds that they are affiliated with a “terrorist organization” (i.e., Hamas); Israeli authorities expel them to the West Bank. Hamasaffiliated PC mbr. Ramadan begins. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, lightly injuring 1 bedouin woman. Late at night, the IDF retaliates with air strikes on a smuggling tunnel on the Rafah border and a “terrorist center” in n. Gaza, causing no reported injuries. In the West Bank, the IDF searches a home in Issawiyya in the morning; conducts synchronized raids into 3 villages e. of Qalqilya, searching several homes and summoning 4 Palestinians for interrogation; conducts late-night arrest raids, house searches in Bayt Umar. Netanyahu warns Hamas that Israel will retaliate if rocket and mortar fire fr. Gaza resumes. Though no rocket or mortar fire is reported during the day, the IDF makes a late-night air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF patrols in 4 villages nr. Jenin, Ramallah, and Tulkarm during the day and 1 nr. Jericho late at night; raids 2 villages nr Qalqilya late in the evening, searching homes for Palestinian youths who allegedly threw stones at troops earlier in the day, arresting 1 teenager. The Knesset passes (37-11, with 72 abstaining or not voting) into law the “Citizenship Loyalty Law” which allows the court to revoke the citizenship status of anyone found guilty of treason, espionage, terrorism, or assisting a terrorist organization. The law is widely seen as being aimed at Israeli Palestinians. Knesset also votes to strip former Israeli Arab MK Azmi Bishara of his parliamentary benefits, including his pension. Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. The White House abandons efforts to persuade Israel to impose a 90-day settlement construction freeze and takes its generous package of diplomatic and security incentives off the table. The message comes days before senior Israeli and Palestinian negotiators plan to meet in Washington for further talks on the peace process and before U.S. Secy. of State Hillary Clinton is scheduled to make a major Middle East policy statement on 12/10. Unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF responds with air strikes on a poultry farm nr. Khan Yunis (an alleged arms cache) and at a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, IDF escorts plain-clothed individuals into Rafat village nr. Salfit in the morning; the group pauses outside the local mosque, pointing at it and taking notes. The IDF also conducts late-night arrest raids, house searches in Hebron and nr. Nablus, and patrols in Anabta village nr. Tulkarm. In Israel, 47 state-employed Israeli rabbis issue an open letter distributed in synagogues and religious journals saying that it is prohibited by the Torah to sell or rent a house or a field in the land of Israel to non-Jews. In the West Bank, the IDF stages synchronized late-night house searches in and around Jenin town and r.c., making no arrests; conducts other late-night arrest raids, house searches n. of Jerusalem. The UN reports that in the previous wk., 1 alleged Hamas mbr. was killed and another wounded mishandling explosives in Gaza; 1 Palestinian was electrocuted and injured in a smuggling tunnel on the Rafah border. After 2 days of intensive talks and a meeting that stretches overnight, Netanyahu is unable to secure cabinet approval for a German deal endorsed by Hamas to release some 1,000 Palestinian prisoners for the release of captured IDF soldier Cpl. Gilad Shalit. DM Barak tells the press that freeing Shalit is still a “top priority” but “not at any price.” (WP 12/22; WT 12/23; JPI 1/1)

New York State assemblyman Dov Hikind leads a delegation of 50 Jewish Americans to lay the cornerstone of a new settlement housing project (Nof Zion) in the Palestinian neighborhood of Jabal Mukabir in East Jerusalem (see Quarterly Update for details). Meanwhile, the IDF demolishes a Palestinian home and store in Issawiyya (14 residents) on the outskirts of Jerusalem, 4 Palestinian structures in other Arab areas of East Jerusalem, including Silwan. In the West Bank, the IDF searches greenhouses nr. Jenin, looking for unlicensed wells; conducts late-night arrest raids, house searches in Tulkarm and nr. Jenin. Also in East Jerusalem, an Israeli youth stabs, wounds a Palestinian laborer in Ramat Eshkol settlement. The IDF also makes 2 incursions into s. Gaza nr. Abasan and Khuza to bulldoze land along the border fence, clearing lines of sight. Late in the day, unidentified Palestinians fire a rocket into Israel, causing no damage or injuries. In response, the IDF makes air strikes on 2 smuggling tunnels along the Rafah border (injuring 1 Palestinian) and on a Hamas training site in Khan Yunis (destroying 2 structures). As agreed on 9/30, Israel releases 19 Palestinian female prisoners in exchange for a 2-min. video fr. Hamas proving that captured IDF soldier Cpl. Shalit is still alive. A 20th prisoner is expected to be released on 10/3. After Palestinians fire 3 rockets fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a marble factory and an iron warehouse in Gaza City suspected of being used to manufacture weapons. In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2 international activists); conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. (PCHR 10/8)

Israeli security forces prevent thousands of Palestinians fr. entering East Jerusalem for Friday prayers at the al-Aqsa Mosque. The overcrowded conditions at Qalandia checkpoint cause at least 35 Palestinians to faint. Additional checkpoints are also erected in the Old City. (PCHR 10/8)

Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. Abu Zuhri was detained in al-Arish in 4/09 on charges of entering Egypt illegally through a smuggling tunnel on the Rafah border. (Agence France-Presse 10/13; JPI 10/22)

At Abbas’s request, the UN Human Rights Council (HRC) defers until 3/10 a vote to endorse the UN’s Goldstone report (see 9/15). The move is supported by Israel and the U.S. but is immediately denounced by Palestinians. (WP 10/2; WP 10/3; JR 10/26)

The IDF makes air strikes on smuggling tunnels along the Rafah border, killing 2 Palestinians and trapping at least 11 others (who are freed and hospitalized). IDF tanks on the s. Gaza border nr. the Dahaniyya airport site fire on and injure a Popular Resistance Comm. mbr. monitoring IDF movements along the border. Meanwhile, Israeli DM Barak authorizes the export of palm fronds fr. In the West Bank, the IDF conducts late-night raids, house searches nr. Ramallah, Qalqilya, Jenin, and in Tulkarm, arresting 8 Palestinians (including 1 teenager) and summoning 1 mbr. of the Bil‘in Public Committee Against the Wall and Settlement for interrogation; issues demolition orders for 6 Palestinian homes in Azun that allegedly provided cover for stone-throwing Palestinian youths. Unidentified Palestinians shoot at a Jewish settler vehicle outside Kida settlement n. of Jerusalem, wounding the driver, who is airlifted to a hospital in Jerusalem; stone Israeli vehicles traveling nr. In Jerusalem’s Old City, Israeli security forces arrest at least 50 Palestinians in search and arrest operations targeting those who participated in riots on 9/27. (OCHA 10/2)

Israel allows 185 truckloads of goods (much of it seed and fodder), 15 tons of medicine and medical equipment into Gaza. In the West Bank, the IDF conducts late night arrest raids, house searches in Bil‘in, nr. Salfit. In the East Jerusalem environs, Israeli authorities bulldoze a parking lot, fence, guard house of a Palestinian bus company in Abu al-Tur, a Palestinian fuel depot and tract of land at the entrance to al-Za‘im, and a Palestinian commercial building in Jabal al-Tur as part of Israel’s project to link the E1 and Ma’ale Adumim settlement areas. Jewish settlers and IDF troops bulldoze 50 d. of Palestinian agricultural land in Sa’ir village nr.
