White House spokesperson Jay Carney says that the Obama administration is working to bring together Israeli and Palestinian officials in the coming weeks to discuss how to commence direct negotiations. Palestinian official Nabil Abu Rudeineh says that Israel is still blocking the path to formal talks, claiming that Pres. Abbas had agreed to send a delegation to Washington to continue lower-level preliminary discussions. Meanwhile, EU foreign ministers issue a statement welcoming Kerry’s announcement that an agreement had been reached (7/19) for establishing a basis for resuming direct negotiations. Palestinian pres. Abbas says that any future peace deal with the Israelis be put to a national referendum, while Israeli PM Netanyahu says that his govt. will pass a law requiring a referendum on any peace treaty. In the Gaza Strip, Palestinians fire 1 rocket into s. Israel, causing no damage or injuries. Separately, IDF troops conduct a limited incursion nr. al-Bureij r.c. to level land. In the West Bank, the IDF conducts house searches and arrest raids in Nablus, and 1 village each nr. Hebron and nr. Salfit at night; patrols in 1 village nr. Chairman of the House of Representatives Intelligence Cmte. Mike Rogers says that the U.S. administration can move forward with plans to arm Syrian rebels, after some concerns were eased. Members of the Senate Intelligence Cmte. had previously voiced worries that arms could end up in the hands of radical Islamist groups, but according to a statement issued by Rogers the White House has since offered reassurances about the proposed supplying of rebels. The EU designates the armed wing of Hizballah as a foreign terrorist organization, a decision welcomed by Israel but condemned by both the Lebanese group themselves, as well as Lebanese caretaker FM Adnan Mansour. The resulting sanctions will restrict Hizballah’s ability to use Europe as a financial conduit. (REU 7/22)

Israeli pres. Shimon Peres says he has met with Palestinian pres. Mahmud Abbas and other Palestinian officials several times in recent months to discuss resuming peace talks. The Palestinians do not comment. (WT 6/20) A previously unknown group calling itself the Mujahiddin Shura Council of Jerusalem (which claims ties to alQa‘ida) releases a video claiming responsibility for the 6/18 cross-border attack on Israel from Egypt. The video shows the 2 assailants killed by the IDF, identifying them as an Egyptian and a Saudi. (WP 6/20; NYT 6/21)

Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. Expecting retaliation, Hamas security officials vacate their bases. Israel initially issues a stern warning and carries out 1 air strike on a Palestinian rocketlaunching team nr. Dayr al-Balah, wounding 1 armed Palestinian. Late at night, however, Israeli warplanes and drones carry out 7 air strikes on Hamas targets across Gaza, seriously wounding 1 IQB mbr. The targets include a garage and a group of armed Palestinians in Gaza City, a vacant house in al-Bureij r.c., and 2 IQB training camps nr. Bayt Lahiya and Rafah. In the West Bank, Jewish settlers set fire to a mosque in the village of Jaba nr. Bethlehem and spray graffiti on its walls warning the Israeli government against evacuating the unauthorized settlement outpost of Ulpana (5 buildings, 30 families). This is the 12th mosque vandalized by Jewish settlers since 1/2011. Jewish settlers also vandalize the car of the settler leader negotiating the terms of Ulpana’s evacuation with the Israeli government. OCHA reports that in the previous week, the IDF carried out several significant demolitions in Israelicontrolled Area C: 14 residential structures and 11 animal pens in the al-Hirma bedouin community near Bethlehem (64 displaced, including 37 children); 6 seasonal residential structures in the Jordan Valley (20 displaced); 1 residential structure nr. The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)

Lebanon releases 9 Islamists (7 Lebanese, 1 Palestinian, 1 Saudi) tied to Fatah al-Islam who were among the approximate 180 people detained during the 2007 clashes between Fatah al-Islam and the Lebanese army in Nahr al-Barid r.c. in n. Lebanon (see QU in JPS 145–46). (WT 6/20)

In a State of the Union address devoted to domestic affairs, Pres. Obama pointedly calls on Syrian pres. Asad to realize “that the forces of change cannot be reversed and that human dignity cannot be denied” and urges the international community to “isolate” his regime. He also stresses that the U.S. will not take any options (i.e., a military strike) off the table in dealing with Iran and emphasizes “our ironclad commitment—and I mean ironclad—to Israel’s security.” (NYT, WP, WT 1/25; WJW 2/2)

Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border nr. the Erez crossing fire warning shots and tear gas at a group of Palestinians and international activists staging a nonviolent march to the crossing to protest Israel’s imposition of a no-go zone; no serious injuries are reported. With a sharp increase in the number of Gazans seeking to exit to Egypt through the Rafah border, the Gaza Interior Min. reimposes requirements (lifted on 12/18/11) that Gazans register with the ministry before traveling. In the West Bank, the IDF demolishes 8 Palestinian homes in Anata village nr. East Jerusalem, displacing 52 Palestinians, including 29 children; escorts 100s of Jewish settlers to pray at Joseph’s tomb in Balata village nr. Nablus; patrols in 1 village nr. After a long delay, Hamas authorities in Gaza allow the Central Elections Commission to open a voter registration office in Gaza to prepare for eventual elections in implementation of the 5/2010 national unity deal. (WP 1/25)

Jordan says King Abdallah will receive Hamas leader Mishal on 1/29, when he makes his 1st official visit to Jordan in 13 yrs. Officials say that the kingdom will continue to bar Hamas for undertaking political activities on its soil. Analysts view this as: (1) Jordan trying to take a more active diplomatic role and say reopening diplomatic ties with Hamas could be a step toward trying to broker reconciliation btwn. Hamas and Fatah (WP 1/25); and (2) the king engaging with Islamists, who have gained strength regionally during the Arab Spring, to quiet Jordan’s own Islamist opposition. (WP, WT 1/25)

Overnight, the IDF sends troops into Rafah and neighboring Shuka, ordering all Palestinian men over age 15 to surrender for ID checks, temporarily detaining 40 for questioning and arresting 4 (2 of them NSF mbrs.); during the day-long raid, the IDF occupies several homes as observation posts, bulldozes roads and a PSF post. The IDF also occupies a 1,000-meter-deep strip of land n. of Bayt Hanun and Bayt Lahiya, partially demolishing 1 Palestinian home; bulldozes Palestinian land nr. the Qarni industrial zone. The Israeli navy fires on Palestinian fishermen off the Rafah coast, seriously wounding 1. In the West Bank, the IDF conducts arrest raids, house searches in Nablus and nr. Bethlehem, Hebron. The Lebanese army, FI continue to trade fire at Nahr al-Barid r.c., with the army reinforcing positions around the camp. The UNRWA manages to bring food, water into the camp and to evacuate a few civilians; warns that humanitarian conditions are deteriorating. Meanwhile, clashes btwn. the Lebanese army, Jund al-Sham continue overnight at ‘Ayn al-Hilwa r.c., leaving 2 Lebanese soldiers, 2 Jund al-Sham mbrs. dead and several buildings afire; Palestinian officials hold emergency talks with army officers in Sidon, convince Jund al-Sham to turn over its positions to other Islamist factions in the camp to ease tensions. The IDF sends troops into Gaza City to arrest a wanted Palestinian, bulldozing 13 d. of agricultural land belonging to his family, exchanging fire with armed Palestinians, wounding 2; conducts an air strike destroying the home of an Islamic Jihad mbr. in Gaza City, allegedly used as a weapons depot, damaging 2 nearby homes, causing no casualties. (The IDF sends the owners a cell phone text message in advance to warn them to evacuate.) The IDF conducts an air strike destroying the home of a senior Hamas mbr. in Rafah, damaging 5 nearby homes and an Islamist charity (the IDF phones the residents to warn them to evacuate); fires shells at, kills 3 Islamic Jihad mbrs. attempting to cross the Gaza border fence nr. al-Qarara. In Khan Yunis, 4 Palestinians, including 2 children, are injured when they accidentally trigger unexploded IDF ordnance. Israel declares that all reservists have been pulled out of Lebanon, leaving 8,000– 10,000 regular troops in place, waiting for the deployment of an expanded UN force. The UN reports that Lebanon has deployed only about 3,000 troops to s. Lebanon (2,000 along the border with Syria, 1,000 along the coast). Israel continues daily overflights of Lebanon in violation of the 8/14 truce, IDF troops are still in s. Lebanon, and the Israeli air and naval blockade are still in place, but no new clashes btwn. In a move that Israel claims will save the road map, the IDF arrests more than 130 alleged Hamas mbrs. and supporters in Hebron (including women, elderly men, and 1 pregnant woman, who collapses, is taken to the hospital), 30 Palestinian “terror suspects and their helpers” in Nablus. In its deepest incursion into PA areas in Gaza in recent wks., the IDF sends bulldozers into Khan Yunis and Rafah, firing on residential areas, demolishing 5 Palestinian homes in Rafah, 2 in Khan Yunis, also razing 13 dunams of land. The IDF also finds, disables a booby-trapped bicycle nr. a s. Gaza settlement, a bomb in a car in Ramallah; conducts arrest raids in Bethlehem, Nablus. Palestinians fire 4 mortars at Gaza settlements and 1 Qassam rocket toward the Negev, causing no damage or injuries. The IDF removes 2 tents comprising an unauthorized outpost erected in recent days; meanwhile, Jewish settlers set up 2 new unauthorized outposts elsewhere in the West Bank. A PA general intelligence unit raids, closes the Voice of al-Aqsa radio station in Gaza city. The move apparently aims to curb incitement, though the PA says the station was set up without a permit. Israeli police charge 5 Islamic Movement leaders with “service to an outlawed organization, holding funds belonging to an outlawed organization, and moneylaundering,” for funneling some $10 m. to Hamas charity groups in the occupied territories fr. abroad. At least 2 of the mbrs., including Islamic Movement leader Ra‘ad Salah, are charged with membership in a terrorist organization and contact with a foreign agent (Nabil Mahzomah, an Israeli Arab who was deported to Lebanon in the mid-1980s and allegedly has worked as an agent for Iranian, Lebanese intelligence). The groups they reportedly had contact with were Charity Coalition (outlawed in 2/02), the al-Aqsa Fund (outlawed in 1992), Interpal (outlawed in 1997), the Holy Land Fund (outlawed in 1997).
