Israeli pres. Shimon Peres says he has met with Palestinian pres. Mahmud Abbas and other Palestinian officials several times in recent months to discuss resuming peace talks. The Palestinians do not comment. (WT 6/20) A previously unknown group calling itself the Mujahiddin Shura Council of Jerusalem (which claims ties to alQa‘ida) releases a video claiming responsibility for the 6/18 cross-border attack on Israel from Egypt. The video shows the 2 assailants killed by the IDF, identifying them as an Egyptian and a Saudi. (WP 6/20; NYT 6/21)

Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. Expecting retaliation, Hamas security officials vacate their bases. Israel initially issues a stern warning and carries out 1 air strike on a Palestinian rocketlaunching team nr. Dayr al-Balah, wounding 1 armed Palestinian. Late at night, however, Israeli warplanes and drones carry out 7 air strikes on Hamas targets across Gaza, seriously wounding 1 IQB mbr. The targets include a garage and a group of armed Palestinians in Gaza City, a vacant house in al-Bureij r.c., and 2 IQB training camps nr. Bayt Lahiya and Rafah. In the West Bank, Jewish settlers set fire to a mosque in the village of Jaba nr. Bethlehem and spray graffiti on its walls warning the Israeli government against evacuating the unauthorized settlement outpost of Ulpana (5 buildings, 30 families). This is the 12th mosque vandalized by Jewish settlers since 1/2011. Jewish settlers also vandalize the car of the settler leader negotiating the terms of Ulpana’s evacuation with the Israeli government. OCHA reports that in the previous week, the IDF carried out several significant demolitions in Israelicontrolled Area C: 14 residential structures and 11 animal pens in the al-Hirma bedouin community near Bethlehem (64 displaced, including 37 children); 6 seasonal residential structures in the Jordan Valley (20 displaced); 1 residential structure nr. The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)

Lebanon releases 9 Islamists (7 Lebanese, 1 Palestinian, 1 Saudi) tied to Fatah al-Islam who were among the approximate 180 people detained during the 2007 clashes between Fatah al-Islam and the Lebanese army in Nahr al-Barid r.c. in n. Lebanon (see QU in JPS 145–46). (WT 6/20)

In a State of the Union address devoted to domestic affairs, Pres. Obama pointedly calls on Syrian pres. Asad to realize “that the forces of change cannot be reversed and that human dignity cannot be denied” and urges the international community to “isolate” his regime. He also stresses that the U.S. will not take any options (i.e., a military strike) off the table in dealing with Iran and emphasizes “our ironclad commitment—and I mean ironclad—to Israel’s security.” (NYT, WP, WT 1/25; WJW 2/2)

Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border nr. the Erez crossing fire warning shots and tear gas at a group of Palestinians and international activists staging a nonviolent march to the crossing to protest Israel’s imposition of a no-go zone; no serious injuries are reported. With a sharp increase in the number of Gazans seeking to exit to Egypt through the Rafah border, the Gaza Interior Min. reimposes requirements (lifted on 12/18/11) that Gazans register with the ministry before traveling. In the West Bank, the IDF demolishes 8 Palestinian homes in Anata village nr. East Jerusalem, displacing 52 Palestinians, including 29 children; escorts 100s of Jewish settlers to pray at Joseph’s tomb in Balata village nr. Nablus; patrols in 1 village nr. After a long delay, Hamas authorities in Gaza allow the Central Elections Commission to open a voter registration office in Gaza to prepare for eventual elections in implementation of the 5/2010 national unity deal. (WP 1/25)

Jordan says King Abdallah will receive Hamas leader Mishal on 1/29, when he makes his 1st official visit to Jordan in 13 yrs. Officials say that the kingdom will continue to bar Hamas for undertaking political activities on its soil. Analysts view this as: (1) Jordan trying to take a more active diplomatic role and say reopening diplomatic ties with Hamas could be a step toward trying to broker reconciliation btwn. Hamas and Fatah (WP 1/25); and (2) the king engaging with Islamists, who have gained strength regionally during the Arab Spring, to quiet Jordan’s own Islamist opposition. (WP, WT 1/25)

A Lebanese court sentences fmr. brig. gen. Fayiz Karam to 2 yrs. in jail (including time served) for giving classified information to Israel. Karam, jailed in mid-2009, will be released in 6 mos. (NYT 1/25)

U.S. Dep. Secy. of State Burns meets with Israeli PM Benjamin Netanyahu to discuss ways of reviving peace talks with the Palestinians. U.S. officials say that they are trying to find ways around Palestinian demands for a settlement freeze in East Jerusalem and the West Bank, but give no details. (NYT 11/22; JPI 12/2)

The IDF makes a late-night incursion into s. Gaza, patrolling in and firing on residential areas of Rafah, causing no injuries and making no arrests. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them back to shore. In the West Bank, the IDF raids and searches the home of a PA police officer nr. Jenin, arresting him; patrols in 7 villages nr. Ramallah, in 1 instance firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths who confront them. PA Tourism and Antiquities M Hamdan Taha says that now that Palestine has full membership in UNESCO (see QU in JPS 162), it is planning to seek world heritage status for the old cities of Hebron and Jericho. An application for Bethlehem is already in the works and is expected to have a better chance now that Palestine has membership. The PA also plans to seek recovery of artifacts looted by Israel, increase funds for preservation and excavations, and use its status to force Israel to stop calling West Bank sites “Israeli antiquities.” (WP 11/22)

King Abdallah of Jordan makes an official visit to Ramallah (his 1st in 10 yrs.) to hold talks with PA pres. Abbas on their independent efforts to reconcile with Hamas and personally to inform Abbas that Jordan has invited Damascus-based Hamas leader Khalid Mishal (barred fr. visiting Jordan since 1999) for an official visit to Amman. The king stresses that any improvement in ties with Hamas is not intended as a move against the PA or as a gesture to Jordan’s Islamist opposition. The U.S. reportedly has expressed displeasure to Jordan over the Mishal visit and hinted that U.S. aid could be cut if Jordan reconciles with Hamas. (NYT, WP 11/22; JPI 12/2)

Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13). Meanwhile, in the West Bank, the IDF patrols in Bayt Liqya nr. Ramallah during the day and in Jenin, Jericho, and 2 villages nr. Ramallah and Salfit. Jewish settlers fr. Beit El nr. Ramallah enter nearby Dawar al-Qare’ village and set fire to 2 cars. (PCHR 8/25)

The IDF beats and fires tear gas and stun grenades at Palestinians and international activists staging a nonviolent march fr. Bayt Umar to nearby Palestinian lands confiscated for the expansion of Karme Tzur settlement, injuring 2 Palestinians and arresting 1. The IDF also patrols in 3 villages w. of Ramallah; conducts late-night arrest raids, house searches nr. Bethlehem and Nablus. (PCHR 8/18; OCHA 8/19)

Egypt sends 250 tanks and armored vehicles, 1,000 special forces, and 1,000s of police into the n. Sinai (including the Rafah area) to secure the region after a series of attacks on the natural gas pipeline (see 7/30) and increased attacks on Egyptian police by suspected al-Qa‘ida-inspired Islamists groups. It is unclear if Israel approved the increased military presence, which is limited under the 1979 peace treaty. (WP 8/14; NYT 8/29)

IDF troops on the n. Gaza border nr. Bayt Hanun fire on Palestinian residential areas 800 m inside the Strip, causing no injuries. Late at night, Israeli naval vessels intercept a Palestinian fishing boat off the Rafah coast, detaining 3 fishermen (they are released on 3/5 after questioning). In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Jenin. Gaza’s Hamas-run government bans male hairstylists fr. working in women’s beauty salons; analysts (e.g., WT 3/5) view it as evidence that Hamas is coming under increasing pressure from radical Islamist groups to prove its Muslim credentials. Israel announces a further reduction in fuel supplies to Gaza, where 70% of fuel stations reportedly are already closed. The IDF withdraws troops who have been stationed in the Erez industrial zone since 11/23 but sends tanks, troops into the Gaza airport site nr. Rafah to level land, withdrawing by evening. The IDF makes an air strike on a police post nr. Khan Yunis, killing 1 Hamas-affiliated policeman, wounding 5; fires on an unarmed Palestinian teenager who strays nr. the border fence e. of Rafah, wounding him; makes late-night air strikes on 2 Hamas border patrols nr. Khan Yunis, killing 4 Hamas mbrs., wounding 1. Palestinians fire at least 16 rockets and mortars fr. Gaza into Israel, causing light damage but no injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. Hebron. In Hebron, the PA security forces fire on and beat Palestinians taking part in the funeral procession for the Hizb al-Tahrir supporter killed in an anti-Annapolis demonstration on 11/27, claiming the funeral had turned into a pro-Islamist rally; at least 60 Palestinians are injured, including 24 requiring hospitalization. Overnight, the IDF sends troops into Rafah and neighboring Shuka, ordering all Palestinian men over age 15 to surrender for ID checks, temporarily detaining 40 for questioning and arresting 4 (2 of them NSF mbrs.); during the day-long raid, the IDF occupies several homes as observation posts, bulldozes roads and a PSF post. The IDF also occupies a 1,000-meter-deep strip of land n. of Bayt Hanun and Bayt Lahiya, partially demolishing 1 Palestinian home; bulldozes Palestinian land nr. the Qarni industrial zone. The Israeli navy fires on Palestinian fishermen off the Rafah coast, seriously wounding 1. In the West Bank, the IDF conducts arrest raids, house searches in Nablus and nr. Bethlehem, Hebron. The Lebanese army, FI continue to trade fire at Nahr al-Barid r.c., with the army reinforcing positions around the camp. The UNRWA manages to bring food, water into the camp and to evacuate a few civilians; warns that humanitarian conditions are deteriorating. Meanwhile, clashes btwn. the Lebanese army, Jund al-Sham continue overnight at ‘Ayn al-Hilwa r.c., leaving 2 Lebanese soldiers, 2 Jund al-Sham mbrs. dead and several buildings afire; Palestinian officials hold emergency talks with army officers in Sidon, convince Jund al-Sham to turn over its positions to other Islamist factions in the camp to ease tensions. Separately, a bomb explodes on an empty bus in a Christian suburb e. of Beirut, injuring 10 Lebanese. (NYT, WT 6/5)

Late in the evening, the IDF lifts the seal on the West Bank imposed on 3/1. During the day, the IDF conducts arrest raids, house searches in Qabatya, Tulkarm town and r.c., and nr. Bethlehem, Jenin. Egyptian security forces find, demolish 4 smugglers’ tunnels on the Rafah border. In Gaza’s Nussayrat r.c., an Islamic Jihad mbr. is killed when explosives he is handling explode prematurely. The Hamas-run PA Education Min. orders copies of an anthology of Palestinian folk tales (Speak Bird, Speak Again, published by the Institute for Palestine Studies) pulled fr. school libraries, destroyed because of mild sexual innuendo, raising concerns among Palestinians that Hamas is using its government control to impose strict Islamic standards on Palestinian society. The Israeli navy fire machine guns at Palestinian fishing boats off the Rafah coast, damaging several but causing no injuries. Palestinians fire 9 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF makes an overnight arrest raid on Silat al-Harithiyya, exchanging fire with and fatally shooting 2 wanted Islamic Jihad mbrs.; conducts arrest raids, house searches in Bayt Sahur (raiding the offices of the Islamic Association), Dahaysha r.c. nr. Bethlehem. The Fatah-Hamas ceasefire in Gaza generally holds, though just after it is announced, PA Preventive Security Force (PSF) mbrs. controlled by Abbas fire on a group of Hamas mbrs. in Gaza City, sparking an exchange that leaves 2 PSF mbrs. dead. The IDF sends troops into Gaza City to arrest a wanted Palestinian, bulldozing 13 d. of agricultural land belonging to his family, exchanging fire with armed Palestinians, wounding 2; conducts an air strike destroying the home of an Islamic Jihad mbr. in Gaza City, allegedly used as a weapons depot, damaging 2 nearby homes, causing no casualties. (The IDF sends the owners a cell phone text message in advance to warn them to evacuate.) The IDF conducts an air strike destroying the home of a senior Hamas mbr. in Rafah, damaging 5 nearby homes and an Islamist charity (the IDF phones the residents to warn them to evacuate); fires shells at, kills 3 Islamic Jihad mbrs. attempting to cross the Gaza border fence nr. al-Qarara. In Khan Yunis, 4 Palestinians, including 2 children, are injured when they accidentally trigger unexploded IDF ordnance. In the West Bank, the IDF sends undercover units into Azun to arrest several wanted al-Aqsa Martyrs Brigade (AMB) mbrs.; conducts arrest raids, house searches in and around Nablus, in Jericho, and nr. Bethlehem, Hebron, Jenin. A Jewish settler fr. Haggai injures 2 Palestinian children in a deliberate hit-and-run nr. Hebron. Israel declares that all reservists have been pulled out of Lebanon, leaving 8,000– 10,000 regular troops in place, waiting for the deployment of an expanded UN force. During the day, the IDF shoots, wounds 3 Hizballah mbrs. who approach them in a “threatening manner” (within their rights under the UN-brokered cease-fire; there is no return fire); continues overflights of Lebanon. The UN reports that Lebanon has deployed only about 3,000 troops to s. Lebanon (2,000 along the border with Syria, 1,000 along the coast). Israel continues daily overflights of Lebanon in violation of the 8/14 truce, IDF troops are still in s. Lebanon, and the Israeli air and naval blockade are still in place, but no new clashes btwn. 2 Islamic Jihad mbrs. ambush a Jewish settler vehicle outside Gaza’s Morag settlement, detonate 2 bombs killing 1 Jewish settler, fire on IDF soldiers who arrive on the scene, wounding 3, before being shot dead by the IDF. The IDF fatally shoots 2 Hamas mbrs. in an exchange of fire during an arrest raid in Qarawat Bani Zayd, later demolishing the Palestinian home in which they hid; fires on residential areas of Rafah, Tarqumiyya nr. Hebron; occupies the property of a Palestinian company in Dayr al-Balah, converting the corporate campus into a military camp; conducts arrest raids in al-Mawasi in s. Gaza, Qalqilya, Tubas. An Israeli court imposes light sentences on 5 Israeli Palestinian leaders of the Islamic Movement, including movement founder Shaykh Raed Salah, who were arrested on 5/13/03 and accused of funneling $10 m. to Hamas, having contacts with Iranian agents. The 5 admitted to “security offenses”; the other charges were dropped. (NYT 1/13)
