In East Jerusalem, Israeli settlers visit Haram al-Sharif, sparking a minor confrontation with Islamic Waqf guards; there are no serious injuries. Israeli police later arrest 4 of the guards. Israeli forces also arrest 3 Palestinians during late-night raids in Silwan, al-Tur, and Kafr ‘Aqab. In the West Bank, IDF troops arrest 15 Palestinians during late-night raids in and around Ramallah, Bethlehem, Hebron, Nablus, and Qalqilya; and patrol near Hebron and Qalqilya. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Bayt Lahiya, causing no serious damage or injuries (5 fishermen are arrested and their boat is seized). A projectile fired from Syria lands in an open area in the Israeli-controlled Golan Heights, causing no damage or injuries. It’s unclear if it was an intentional attack or errant fire from the Syrian civil war. (HA, TOI 12/3)

In c. Israel, Israeli police arrest a West Bank Palestinian after he allegedly stabs and seriously injures an Israeli in Yavne. The IDF then raids the alleged attacker’s Yatta home and imposes a lockdown on the village, blocking all entrances and exits. Elsewhere in the West Bank, Israeli forces raid a civil investigations office in c. Hebron, confiscating equipment and detaining the 30-odd employees. The office reportedly opened following a recent agreement between local Palestinian and Israeli authorities. IDF troops arrest a Palestinian allegedly armed with a knife at the Gush Etzion junction; arrest 8 more Palestinians, and issue 1 arrest summons during late-night raids in and around Hebron, Ramallah, Nablus, Bethlehem, Qalqilya, and Tubas. During raids in Wadi al-Juz, Ras al-Amud, Bayt Hanina, and al-Tur in East Jerusalem, Israeli forces arrest 15 Palestinians in connection with the violence at the sanctuary (48 Palestinians are still reportedly being held in connection with the clashes). They also ban an Islamic Waqf employee from Haram al-Sharif. Palestinian youths throw stones at an Israeli police officer outside Damascus Gate, lightly injuring him. Meanwhile, approximately 1,000 Jewish settlers tour the sanctuary. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. The Israeli press reports that the IDF has completed construction of a 26-mile segment of the separation wall nr. Hebron, which they had resumed in 2/2017 after Palestinians from nearby Yatta village carried out a deadly shooting in 6/2016 in Tel Aviv. (MNA 8/3)

The atmosphere surrounding Haram alSharif remains tense as Israeli forces remove more of the security measures implemented in the wake of the deadly attack on 7/14, and Muslim worshippers continue praying outside the sanctuary. In the West Bank, IDF troops conduct raids in Qalqilya, sparking minor clashes with stone-throwing Palestinians (there are no serious injuries). They arrest 13 Palestinians, issue 1 arrest summons, and confiscate 1 car during further raids nr. Hebron, Nablus, and Qalqilya; and patrol nr. Hebron and Jenin. Israeli settlers begin moving furniture into the building they occupied in c. Hebron on 7/25. The IDF then declares the building a closed military zone to halt escalating tensions. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Bayt Hanun and open fire on agricultural lands nr. Jabaliya r.c., causing no damage or injuries. Two days after Israel’s security cabinet decided to remove the new metal detectors at Haram al-Sharif, and 1 day after the Islamic Waqf decided to continue protests at the sanctuary, the Israeli press reports that PM Netanyahu has ordered that security checks at the sanctuary be performed with handheld metal detectors only, as they were prior to the deadly attack on 7/14. The Waqf then decides to meet again on 7/27 to discuss developments. Meanwhile, Waqf officials meet with Israeli police and reiterate their demands for all the new security measures to be removed and for conditions at the sanctuary to “return to what they were before.” They specifically asked for the removal of 5 new cameras and several metal railings at the site, and a reduction in police presence. The Israeli police deny that they are in contact with the Waqf. (HA, TOI 7/27)

The Israeli police describe the incident as a “road accident,” though it is not clear whether the collision was intentional. Israeli settlers throw stones at Palestinians driving nr. Jenin, breaking the windshield of 1 vehicle. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. Jabaliya r.c. and Gaza City; 8 Palestinians and 1 Korean activist are injured. A suicide bomber detonates a car at an Egyptian checkpoint in Rafah in n. Sinai, killing at least 10 Egyptian soldiers and injuring 26 others. In clashes sparked by their search for accomplices, Egyptian security forces kill 40 armed fighters affiliated with the Sinai Province of the Islamic State and other Islamist groups in the area, and destroy 6 vehicles. Despite Israeli and U.S. opposition, UNESCO’s World Heritage Comm. approves a res. inscribing Hebron’s Old City, including al-Ibrahimi Mosque, on its List of World Heritage in Danger. Israeli forces raid Yatta village nr. Hebron late at night and carry out the punitive demolition orders for the homes of the 2 Palestinians who shot and killed 4 Israelis in Tel Aviv on 6/8. In accordance with a court order, 1 of the homes is only partially destroyed. The IDF temporarily closes the major Beit El checkpoint nr. Ramallah after soldiers find a suspicious object nearby; arrests 1 Palestinian during a late-night raid nr. Hebron, and patrols nr. Hebron throughout the day. IDF troops briefly clash with Palestinians participating in a sit-in in solidarity with Palestinian prisoners in Ramallah, detaining 1 temporarily and causing no serious injuries. In East Jerusalem, Israeli police detain 4 Islamic Waqf employees doing minor repair work at Haram al-Sharif while a group of Jewish settlers tour the sanctuary. The Waqf employees are accused of doing repairs without permission from the Israel Antiquities Authority. Meanwhile, Israeli forces demolish a Palestinian home in Bayt Hanina for the 6th time since 1995, when the family first started seeking a permit for the newly built structure, and also demolish 3 livestock structures in al-Nabi Samuel. They also arrest 1 Palestinian during a late-night raid in Qatanna. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. Off Gaza’s coast late at night, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City and later nr. Jabaliya r.c., destroying the engine of 1 boat and causing no injuries. U.S. and Israeli officials conclude a 3-day round of negotiations on a new military aid agreement. They reportedly settle all remaining discrepancies, except for gaps on some technical issues. A U.S. official says, “We’ve made progress and closed many of the remaining gaps,” adding, “We hope soon to be able to reach final agreement”. (HA, JP 8/4)

The Israeli press reports that Israel’s Defense Ministry has issued tenders for the construction of an underground wall to encircle Gaza. The wall is being designed to deter Hamas’s tunneling efforts. Construction is set to start in 10/2016. (TOI, YA 8/3)

In Gaza, hundreds of Palestinians gather outside the UNRWA office in Gaza City to protest the agency’s reduction of services. Off the n. coast, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct late-night raids and searches in 1 village each nr. Nablus, Ramallah, and Salfit, confiscating property and arresting 2 Palestinians; patrol during the day in 1 village nr. Ramallah, 3 nr. Hebron, and Tulkarm. Israeli forces arrest 3 Palestinians allegedly selling fireworks in a village nr. Qalqilya claiming that they were to be used in attacks on IDF troops. Israeli settlers throw stones at Palestinians nr. Nablus, then Israeli forces intervene and arrest 1 Palestinian.

In East Jerusalem, stone-throwing Palestinian worshippers who spent the night in al-Aqsa Mosque clash with Israeli police at Haram al-Sharif; 10 Palestinians are injured and 6 are arrested. The Palestinians spent the night in the sanctuary in order to circumvent Israeli restrictions on their access today, a Jewish holiday. Later, around 850 Jewish visitors tour the sanctuary under an Israeli police escort. Clashes continue later in the day when as many as 150 Israeli special forces escort 70 right-wing Jewish activists on a tour of the sanctuary; 19 guards from the Islamic Waqf, 2 Palestinian journalists, and 4 Israeli police officers are injured, and 5 Palestinians are detained. Israel’s High Court of Justice orders an immediate halt to the construction of 296 settler residences in the Beit El settlement and upholds its order for the demolition of 2 residential buildings in Beit El by the end of 7/2015. Meanwhile, Haaretz reports on an internal IDF document apparently showing that Palestinian residents of Susiya village nr. Hebron have legitimate ownership claims to their village’s land, which supports their efforts to stop the planned evacuation and demolition of their village. (HA, JP, MDW, TOI, WAFA 7/26; YA 7/27)

Sarayat al-Shaykh Umar Hadid, a small armed group in Gaza, fires 2 rockets into Israel, causing no damage or injuries. In a Twitter post, the group claims that the attack was revenge for Hamas’s killing of the leader of a small Islamist group on 6/2. Hours later, IAF jets launch air strikes on 3 or 4 vacant Hamas military sites nr. Gaza City and Khan Yunis. Earlier, IDF troops stationed on the border e. of Khan Yunis fire warning shots at a group of Palestinian farmers, moderately injuring 1. Off the coast nr. Gaza City, Israeli naval forces open fire on 2 Palestinian fishing boats, arrest 5 fishermen, and confiscate 1 boat. In the West Bank, IDF troops arrest 2 leaders of the PFLP and confiscate several computers from a govt. office during raids in Tulkarm and a nearby village. Late at night, the IDF conducts house searches and raids in Hebron and 1 nearby village, Tulkarm, 2 villages nr. Nablus, and 1 nr. Ramallah, arresting 10 Palestinians; patrols during the day in Tulkarm, 1 village and al-‘Arub r.c. nr. Hebron, and 1 village each nr. Jericho and Qalqilya. Israeli forces bulldoze 30 dunams (around 7.5 acres) of land nr. Hebron and uproot 400 almond and olive trees. An Israeli settler rams a Palestinian with a car nr. Salfit, causing minor bruising. In East Jerusalem, Israeli police violently disperse hundreds of Palestinians protesting at the annual Israeli Lights Festival in the Old City; 4 Palestinians are arrested and there are no serious injuries. In Jerusalem, Jewish settlers accompanied by Israeli security forces enter the al-Aqsa Mosque compound for the second consecutive day, preventing Muslim worshippers from freely accessing the site. Meanwhile, Israeli police detain Jerusalem Mufti Mohammed Hussein for a few hours over his role in clashes the previous day.

In the West Bank, IDF forces demolish 3 Palestinian homes in al-Auja village nr. Jericho. IDF undercover units conduct a raid nr. Jenin, arresting PA Preventive Security officer Mohammed Ahmed Zakarna, who received an amnesty a few years ago for his participation in the al-Aqsa Martyrs’ Brigades. The IDF patrols in 1 village nr. Hebron in the morning, and in 1 village nr. Tulkarm at night. IDF troops conducts house searches and arrest raids in Hebron and 1 village nr. Israeli pres. Shimon Peres says he has met with Palestinian pres. Mahmud Abbas and other Palestinian officials several times in recent months to discuss resuming peace talks. The Palestinians do not comment. (WT 6/20) A previously unknown group calling itself the Mujahiddin Shura Council of Jerusalem (which claims ties to alQa‘ida) releases a video claiming responsibility for the 6/18 cross-border attack on Israel from Egypt. The video shows the 2 assailants killed by the IDF, identifying them as an Egyptian and a Saudi. (WP 6/20; NYT 6/21)

Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. Expecting retaliation, Hamas security officials vacate their bases. Israel initially issues a stern warning and carries out 1 air strike on a Palestinian rocketlaunching team nr. Dayr al-Balah, wounding 1 armed Palestinian. Late at night, however, Israeli warplanes and drones carry out 7 air strikes on Hamas targets across Gaza, seriously wounding 1 IQB mbr. The targets include a garage and a group of armed Palestinians in Gaza City, a vacant house in al-Bureij r.c., and 2 IQB training camps nr. Bayt Lahiya and Rafah. In the West Bank, Jewish settlers set fire to a mosque in the village of Jaba nr. Bethlehem and spray graffiti on its walls warning the Israeli government against evacuating the unauthorized settlement outpost of Ulpana (5 buildings, 30 families). This is the 12th mosque vandalized by Jewish settlers since 1/2011. Jewish settlers also vandalize the car of the settler leader negotiating the terms of Ulpana’s evacuation with the Israeli government. OCHA reports that in the previous week, the IDF carried out several significant demolitions in Israelicontrolled Area C: 14 residential structures and 11 animal pens in the al-Hirma bedouin community near Bethlehem (64 displaced, including 37 children); 6 seasonal residential structures in the Jordan Valley (20 displaced); 1 residential structure nr. The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)

Lebanon releases 9 Islamists (7 Lebanese, 1 Palestinian, 1 Saudi) tied to Fatah al-Islam who were among the approximate 180 people detained during the 2007 clashes between Fatah al-Islam and the Lebanese army in Nahr al-Barid r.c. in n. Lebanon (see QU in JPS 145–46). (WT 6/20)

The IDF makes a brief incursion into demolished Dahaniyya airport site in s. Gaza, arresting 2 Palestinians (including 1 Fatah mbr.). The IDF conducts morning patrols in 3 villages nr. Hamas leader Mishal arrives in Amman with Qatar’s crown prince Shaykh Tamim bin Hamad al-Thani and senior Hamas delegation (including his deputy, Musa Abu Marzuq, and 4 other senior officials) to meet with King Abdallah. Mishal says Hamas is eager to establish “unique relations” with Jordan, would “respect the limits and ceilings of any relationship determined by the two sides,” and would seek to maintain the security and stability of Jordan, but he does not say whether Hamas has asked to reopen a Hamas office in Jordan. Most analysts believe (e.g., NYT 1/30) that Hamas will not centralize in 1 new location but will diversify. Cambridge expert Khaled Hroub says, “with newly emerging governments in the post-Arab Spring era, many of them Islamist, Hamas wants to be hosted and embraced and have offices in these countries.” He also argues that this marks a “paradigm shift” in Hamas led by Mishal to embrace the Arab Spring’s promotion of nonviolence, which would make it easier for new governments to embrace and support Hamas. Gaza into Israel, targeting an IDF unit patrolling the border inside Israel, damaging a vehicle but causing no injuries; the unit shells the launch site, killing 1 PFLP mbr. On the n. Gaza border, IDF troops fire warning shots at Palestinian, international activists who stage a nonviolent march to the border fence n. of Bayt Lahiya to protest Israel’s imposition of a no-go zone, causing no injuries. Also in Gaza, Palestinians believed to be fr. an extremist Islamist group destroy a 2d UNRWA summer camp for children nr. Dayr al-Balah, tying up guards, setting a fire, destroying toys and an inflatable pool; another summer camp was destroyed on 5/23. Following clashes in Jerusalem on 10/4 and 10/5, Israeli security forces patrol the city in numbers. In the Wadi al-Juz neighborhood of East Jerusalem, Israeli security forces raid a sit-in tent set up 2 yrs. ago by the Islamic Movement and arrest Islamic Movement head Shaykh Raed Salah on charges of inciting violence. An Israeli court ruling authorizes Salah to be released but bars him fr. Jerusalem’s Old City for 1 mo. In a move that Israel claims will save the road map, the IDF arrests more than 130 alleged Hamas mbrs. and supporters in Hebron (including women, elderly men, and 1 pregnant woman, who collapses, is taken to the hospital), 30 Palestinian “terror suspects and their helpers” in Nablus. In its deepest incursion into PA areas in Gaza in recent wks., the IDF sends bulldozers into Khan Yunis and Rafah, firing on residential areas, demolishing 5 Palestinian homes in Rafah, 2 in Khan Yunis, also razing 13 dunams of land. The IDF also finds, disables a booby-trapped bicycle nr. a s. Gaza settlement, a bomb in a car in Ramallah; conducts arrest raids in Bethlehem, Nablus. Israeli police charge 5 Islamic Movement leaders with “service to an outlawed organization, holding funds belonging to an outlawed organization, and moneylaundering,” for funneling some $10 m. to Hamas charity groups in the occupied territories fr. abroad. At least 2 of the mbrs., including Islamic Movement leader Ra‘ad Salah, are charged with membership in a terrorist organization and contact with a foreign agent (Nabil Mahzomah, an Israeli Arab who was deported to Lebanon in the mid-1980s and allegedly has worked as an agent for Iranian, Lebanese intelligence). The groups they reportedly had contact with were Charity Coalition (outlawed in 2/02), the al-Aqsa Fund (outlawed in 1992), Interpal (outlawed in 1997), the Holy Land Fund (outlawed in 1997).
