In the West Bank, the IDF conducts house searches and raids targeting Hamas in Nur Shams r.c. and Tulkarm r.c., arresting 7 Palestinians; also conducts house searches and raids in and around Nablus, in Balata r.c., and Hebron, arresting 6 Palestinians, including a PA security officer; patrols in and around Jenin; confiscates a garbage truck and a tractor nr. Hebron. Israeli settlers uproot over 500 olive trees outside Hebron. In Abu Dis, Israeli soldiers enter the rebuilt “Gate of Jerusalem” protest tent camp (see 2/16) to take pictures and prepare for another round of raids, demolitions, and evacuations. The PA security forces (PASF) raid the office of 2 Palestinian Legislative Council mbrs. in Ramallah, arresting the office manager. White House and State Dept. spokespersons confirm that the U.S. is not passing complete information to Israel about the contents of the negotiations between Iran and the P5+1, saying Israel is inaccurately “characterizing our negotiating position.” Meanwhile, over 20 Democrats in the U.S. House of Representatives sign on to a letter to Speaker John Boehner (R-OH) asking him to postpone Israeli PM Benjamin Netanyahu’s address to Congress until after the Israeli elections on 3/17. In the Gaza Strip, dozens of Palestinian students gather in Gaza City to protest the killing of 3 U.S. Muslims in North Carolina on 2/11. In the West Bank, Palestinian and international activists rebuild the “Gate of Jerusalem” tent camp in Abu Dis after the IDF demolished and evacuated it for the 5th time on 2/10. Another group of Palestinian activists tears down an iron gate at the entrance of a village nr. Bethlehem that was installed by the IDF in 2001. The IDF conducts house searches and arrest raids in Nur Shams r.c.; patrols nr. Qalqilya and Hebron. IDF troops disperse Palestinian activists holding a sit-in protest at a checkpoint nr. Ramallah, detaining dozens. Israeli forces level land outside a village nr. Qalqilya, clearing the area for settlement expansion. Israel’s CEC votes 27–6 to disqualify MK Zoabi (Balad) from the upcoming election on 3/17, responding to a petition alleging that Zoabi supports armed conflict against Israel. The petition was delivered to the CEC by the Yisrael Beytenu party on 1/29 with the support of the Likud, Shas, and Jewish Home parties. Prior to the vote, the joint list led by MKs Herzog (Labor) and Livni (Hatnua) ultimately decides to support the petition. (HA, JP, TOI 2/12; AFP 2/13)

In the Gaza Strip, Egyptian authorities keep the Rafah border crossing open for a 3d day. Meanwhile, unknown assailants blow up the car of a local Fatah leader using a flammable liquid. Off the coast nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing damage. Meanwhile, IDF troops e. of Rafah open fire on agricultural land along the border fence, causing damage. In the West Bank, Israeli forces demolish several residential and storage structures owned by Palestinians nr. Jerusalem and deliver a stop-work order to a construction site nr. Hebron. The IDF patrols nr. Hebron and Jenin; raids 3 homes in Tulkarm overnight belonging to friends and family of the Palestinian man who stabbed 13 Jewish Israelis in Tel Aviv on 1/21, arresting 2. In East Jerusalem, Israeli forces conduct arrest raids in al-Tur. PA PM Hamdallah meets with Swedish consul-gen. Ann-Sofie Nilsson in Ramallah. Hamdallah calls on the international community to pressure Israel into unfreezing the transfers of tax revenue to the PA, which have been held since 1/2. Meanwhile, reps. of the PA and Russia meet and sign 2 bilateral agreements, which will establish joint comms. to supervise economic cooperation between them. (MNA 1/22, 1/23)

In Israel, the major non-Zionist parties— Hadash, Balad, Ta’al, and Ra’am—announce that they have agreed to run on a joint list in the 3/17 election. Ayman Odeh, newly elected chair of Hadash, will lead the list. Earlier in the day, the Knesset House Comm. approved the request to split the Ra’am and Ta’al parties, which were joined at the United Arab List in the current Knesset under Ahmad Tibi’s leadership. The State Dept. announces that neither Pres. Obama nor Secy. of State Kerry will meet with Israeli PM Netanyahu when he visits Washington to address a special session of Congress on 3/3. A State Dept. spokesperson cites “long-standing practice and principle” when explaining why the pres. would not meet with another head of state 2 weeks ahead of his or her national election. Sixty-three of the 751 mbrs. of the EU parliament send a letter to foreign affairs chief Mogherini asking her to suspend the EU-Israel Association Agreement, which has governed the trade relationship since 2000. In the Gaza Strip, IDF troops on the e. border fence twice open fire on Palestinian agricultural lands, causing no injuries. Late at night, Israeli naval forces open fire on Palestinian fishing boats off the coast nr. alSudaniyya, causing no damage or injuries. In the West Bank, PA security forces enter the H2 area of c. Hebron and arrest 2 Palestinians. IDF troops deliver demolition orders to several homes, tents, and other residential structures in 2 bedouin communities s. of Hebron. The IDF conducts house searches in Jalazun r.c., as well as nr. Hebron and Bethlehem; patrols nr. Salfit, Hebron, Tulkarm, Jenin, and in al-‘Arub r.c. An IDF raid in ‘Askar r.c. nr. Nablus sparks clashes with stone-throwing residents; 1 Palestinian is injured. In East Jerusalem, Israeli security forces enter Shu‘fat r.c. and clashes break out with residents, causing no injuries; conduct house searches in Ras al-Amud and Jabal Mukabir. Israeli PM Netanyahu fires Fin. Min. Lapid and Justice Minister Livni from his cabinet. Netanyahu criticizes the 2 ministers for disloyalty, citing their opposition to his “nation-state” bill, and tells the press that he will soon call for the 19th Knesset to be dissolved. Meanwhile, reps. of the 4 nonZionist parties in the Knesset, Balad, Hadash, Ra’am, and Ta’al, meet to discuss running as a joint list in the upcoming elections. The UNGA passes a res. introduced by Egypt, which calls on Israel to give up its nuclear weapons and put its nuclear facilities under international oversight. (YA 12/2; EI 12/4)

The French parliament passes a symbolic res. that facilitates recognition of Palestinian statehood. The res. “invites the French govt. to use the recognition of the State of Palestine as an instrument to gain a definitive res. of the conflict,” and sets a 2-year deadline for the creation of an independent Palestinian state. srael holds parliamentary elections, dealing a significant setback to current PM Benjamin Netanyahu and the Likud-Yisrael Beiteinu joint ticket. The next Knesset will be almost evenly split between the right-wing/religious bloc and centrist/center-left blocs, with the headlines dominated by the rise of centrist party Yesh Atid (‘‘There Is a Future’’) and its leader Yair Lapid. The final tally gives 31 seats to Likud-Yisrael Beiteinu, 19 to Yesh Atid, 15 to a resurgent Labor party, 12 to Naftali Bennett’s Jewish Home, 11 to Shas, 7 to United Torah Judaism, 6 each to Meretz and Tzipi Livni’s party Hatnuah, 4 each to United Arab List and Hadash, 3 to Balad, and 2 to Kadima. Voter turnout overall is high, with the estimated turnout for Palestinian citizens of Israel at 56%, according to figures cited by Army Radio. At the end of the night, Netanyahu says that he sees ‘‘many partners’’ for his ‘‘goals’’ and will seek to assemble ‘‘the broadest’’ coalition possible. (REU, AP 1/22; JP 1/23; JP 1/24)

Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, Jewish settlers begin work to expand Halamish settlement nr. Ramallah. The IDF patrols in 2 villages nr. Ramallah in the morning, and in al-Bireh at night; conducts house searches and arrest raids in Hebron and 1 village each nr. East Jerusalem and Ramallah at night. The Palestinian Journalists Syndicate and the PLO’s Information and Culture Department condemn today’s arrest of journalists in the Gaza Strip by Hamas authorities. Most of those detained are affiliated with Fatah. (JP 1/22)

Israeli security forces evacuate the unauthorized settler outpost of Oz Zion in between Ramallah and Jerusalem, removing right-wing activists who were still on site. (ToI 12/30)

At a meeting of Israeli ambassadors, Israeli pres. Shimon Peres praises PA pres. Abbas as a leader with whom Israel could make an agreement, describing him as ‘‘one of the only leaders in the Arab world to publicly and boldly say that he supports peace and a demilitarized state, and opposes terrorism.’’ (ToI 12/30)

In the West Bank, the IDF patrols in 3 villages nr. Jenin, 1 village nr. Qalqilya, and 1 village nr. Ramallah in the morning; in 1 village each nr. Fourteen of 15 mbrs. of the UNSC make statements condemning Israel’s settlement construction plans, while the U.S. vows to veto any resolution on the issue. Four separate statements are made by the 8 council mbrs. from the Non-Aligned Movement, the 4 European mbrs., as well as Russia and China. Meanwhile, the Jerusalem District Planning and Building Comm. approves the creation of a new Jewish settlement, Givat Hamatos, in the s. of East Jerusalem, not far from Har Homa. In addition, Israel’s Defense Ministry advances plans to build 523 homes in Giva’ot settlement in the Gush Etzion bloc, though this plan is long-standing and unrelated to the recent high-profile construction announcements tied to the Palestinian bid at the UN. Palestinian government employees begin a 2-day general strike to protest a delay in the payment of their wages due to Israel’s withholding of around $100 m. customs revenue. Around 50,000 workers take part in the strike. Meanwhile, Palestine Monetary Authority chief Jihad al-Wazir says that Palestinian banks will lend the PA $100 m., set to be repaid when the Arab League delivers its promised financial safety net. Israel’s Central Elections Comm. votes to disqualify MK Haneen Zoabi, from Balad party, from running in the forthcoming elections, a decision based largely on her participation in the 2010 Gaza flotilla. (HA 12/19)

Palestinian pres. Mahmud Abbas offers to take in Palestinian refugees fleeing from fighting in Syria, and UN secy.-gen. Ban Ki-moon calls on Israel to facilitate their entry. Meanwhile, the UN launches its biggest aid appeal to date for Syria, estimating that it needs $1.5 b. to cope with a ‘‘dramatically deteriorating humanitarian situation.’’ Meanwhile, the Security Council passes a U.S.-and-Russian-drafted resolution on extending the peacekeeping mission in the demilitarized zone between Syria and Israel. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Bethlehem. In Israel, the IDF censor reports that several wks. ago authorities arrested Israeli Palestinians Ameer Makhoul and Omar Said, mbrs. of Israel’s Balad party, on charges of spying and making contact with Hizballah. Lawyers for the men say Israel’s espionage laws are overly broad and the government construes e-mail conversations with anyone in Lebanon as being contact with Hizballah. The IDF fatally shoots an 11-yr.-old Palestinian girl in her home; fires on stone-throwing Palestinian children in Qalandia r.c., injuring 2 bystanders; conducts arrest raids in Jenin. Under pressure fr. the U.S., the IDF also evicts 200 Jewish settlers fr. a new enclave established in Hebron on the site of the 11/15 Islamic Jihad attack; settlers vow to reestablish the site. Israeli atty. gen. Elyakim Rubinstein asks the Central Elections Comm. to bar MK Azmi Bishara’s National Democratic Alliance (NDA) fr. participating in the 1/03 elections on the grounds that they advocate that Israel should be a state for all its citizens, which implicitly contradicts Israel’s founding principle as a Jewish state, and because they support armed attacks against Israel (a charge Bishara, NDA deny). Section 7(A) of the Basic Law: The Knesset allows the barring of candidates and political parties that deny “the existence of the State of Israel as a Jewish and democratic state.” (JTA l2/19; ADL 12/21)
