In the Gaza Strip, IDF troops open fire on Palestinian farmers close to the border fence nr. Khan Yunis, causing no injuries. In a separate incident, IDF troops fire a shell at farmland nr. Khan Yunis, starting a fire. In the West Bank, the IDF conducts house searches and arrest raids in 1 village and al-Jalazun r.c. nr. Ramallah, and 1 village nr. Hebron at night; patrols in Hebron and Tulkarm in the afternoon, and in 3 villages and ‘Ayn al-Sultan r.c. nr. Jericho, 2 villages nr. Jenin, and 1 village nr. Hebron at night. PA Pres. Abbas says he expects the unity govt. to be announced on 6/2, in remarks he makes to a group of French peace activists in Ramallah. He also says the govt. will be composed of independents and technocrats, and will maintain existing PA policies. Meanwhile, the Israeli media reports that Israeli officials have informed Abbas all contact with the PA will be severed once the unity govt. is sworn in, though security coordination will continue. Gunmen kill 6 Egyptian soldiers during a routine patrol in the western desert area of al-Wahat. Authorities say the attackers were smugglers and “outlaws.” Meanwhile, Abbas telephones Egyptian pres.-elect al-Sisi to congratulate him for his election victory. (REU, WAFA 5/31)

Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. A meeting of all Palestinian factions is set for 2/18 to endorse the plan. Israeli PM Netanyahu immediately denounces Abbas for “joining forces with the enemies of peace.” The EU and U.S. say they look forward to continuing their support of the PA, provided the new government is committed to the Quartet principles of nonviolence, recognition of Israel, and adherence to existing peace agreements. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In response, Israeli warplanes make late-night air strikes on open areas nr. the Gaza border n. of Bayt Hanun, causing no reported injuries. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 nr. Salfit; conducts late-night arrest raids, house searches in Tulkarm and nr. Jenin and Nablus. Just outside East Jerusalem nr. al-Tur, Israeli border police and an undercover unit bulldoze 20 d. of Palestinian land, demolishing 2 walls, 3 natural caves, and a water network supplying several Palestinian homes. Jewish settlers fr. Kiryat Arba settlement in Hebron escorted by IDF troops begin planting trees on 150 d. of nearby Palestinian agricultural land that the IDF previously declared a closed military zone. Fatah and Hamas officials announce an (unsigned) reconciliation agreement, pledging to form a transitional national unity govt. made up of independent technocrats chosen by consensus that would prioritize planning for legislative and presidential elections within a year (including agreeing on new mbrs. for the Central Elections Commission), rebuilding Gaza, and reunifying West Bank and Gaza institutions. Netanyahu denounces the agreement, saying the PA “must choose between peace with Israel or peace with Hamas.” The PA replies that “Netanyahu must choose between a just peace with the united Palestinian people . . . and settlements.” (IFM, REU 4/27; NYT, WP, WT 4/28; NYT 4/29)

Palestinians fire a rocket fr. Gaza into Israel, damaging a house in Sederot but causing no injuries. Late in the evening, IDF warplanes make at least 7 air strikes on Gaza, hitting at least 4 smuggling tunnels on the Rafah border (3 Palestinians working in tunnels are reported missing); a workshop in al-Daraj neighborhood in Gaza City, destroying it and heavily damaging a nearby marble factory, causing no casualties; a Hamas outpost nr. the border fence with Israel, causing no reported injuries; and a group of armed Palestinians in al-Zaytun neighborhood in Gaza City, wounding 1. Palestinian Authority (PA) pres. Mahmud Abbas dissolves PA PM Salam Fayyad’s government and reappoints it, replacing 8 independent technocrats with Fatah members, none of whom are elected members of the Palestinian Council. (MNA 5/19; NYT, WT 5/20; NYT 5/21)

Abbas swears in a 12-mbr. emergency cabinet; issues a presidential decree suspending article 79 of the Basic Law allowing the PC to vote out the government by a no-confidence vote and requiring PC approval for all ministerial appointments. The cabinet comprises mostly independent technocrats, except for veteran Fatah mbr. ‘Abd al-Raziq Yahiya, named interior minister to control the PA security branches. Hamas rejects Abbas’s actions as illegal. Both Hamas and Abbas stress, however, that Gaza and the West Bank must continue to be considered a single administrative and political unit as laid out in the 1993 Oslo Accord, rejecting Israel’s appeal to the U.S. that they officially be “delinked.” In Gaza, some 1,000 Fatah loyalists encamp at the Erez crossing, requesting transit to the West Bank, afraid to leave the corridor for fear of reprisals. In Khan Yunis, residents report Hamas mbrs. going door to door collecting unauthorized weapons. The Army of Islam releases a video rejecting Hamas demands to release BBC reporter Johnston, threatening to kill him if Hamas goes after the group.
