Along Gaza’s border, an Israeli drone bombs a Palestinian motorcycle near Rafah, causing no damage or injuries. The IDF does not comment on the strike. In the evening, hundreds of Palestinians gather along the border fence near Rafah to set tires on fire, throw stones, and otherwise continue the Great March of Return. IDF troops violently disperse the demonstrations, injuring 5 protesters. In 2 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers puncture the tires of 10 Palestinian vehicles and leave racist graffiti on nearby walls in Ras Karkar near Ramallah. Settlers also assault 2 Palestinian shepherds near Hebron and throw stones at a Palestinian school in nearby Urif village, causing no damage or injuries. Israeli forces fire tear gas at Palestinian students at a school in central Hebron; no serious injuries are reported. It’s unclear why the IDF attacked the school. They also deliver stop-work orders to a Palestinian home under construction in western Hebron; confiscate heavy equipment from a construction site in southern Hebron; and uproot approximately 300 olive tree seedlings from a Palestinian grove north of the city. Meanwhile, IDF troops arrest 3 Palestinians during late-night raids near Jenin, Hebron, and Salfit; and patrol in and around Tulkarm, Hebron, and Ramallah. In East Jerusalem, dozens of Palestinians gather outside Haram al-Sharif to protest the recent Israeli incursions at the sanctuary; 4 are arrested when Israeli forces disperse the protests. Meanwhile, Israeli forces arrest 60 Palestinians across the city ahead of planned protests at Haram al-Sharif on 2/22. PA minister of finance Shukri Bishara says that the PA intends to pay all its employees on time in the coming months, but that some of the higher salaries might be reduced due to the 2/17 Israeli decision to make deductions from the monthly transfers of tax revenues to the PA. “We are coming on difficult days in the coming weeks, and we will handle the issue of salaries as wisely and fairly as possible,” he says. Meanwhile, senior Fatah official Mahmoud al-Aloul says that a committee has been formed to put together a list of Israeli products to ban from Palestinian markets in response to the Israeli deductions in tax revenue transfers. Hosen L’Yisrael Party chair Benny Gantz and Yesh Atid Party chair Yair Lapid announce that they have agreed to run on a joint ticket ahead of the Israeli election on 4/9. Under their agreement, Gantz would serve as prime minister for two and a half years, then Lapid would take over the top job. Gantz is widely seen as Prime Minister Benjamin Netanyahu’s top challenger in the election, and this agreement is expected to strengthen his chances of becoming the next prime minister. In the West Bank, IDF troops violently disperse dozens of Palestinians gathering in Nablus to protest the detention of several Fatah activists earlier this week; 5 Palestinians are reportedly injured. They violently disperse another protest in central Nablus against the Israeli occupation (1 Palestinian is injured); fire sound bombs and tear gas at Palestinian minors returning from school in central Hebron; arrest 17 Palestinians during late-night raids near Ramallah, Bethlehem, Qalqilya, Hebron, Tulkarm, and Jenin; and patrol in and around Nablus, Jenin, Tulkarm, Salfit, and Hebron. Israeli forces seize a tractor from a Palestinian farm outside Bardala in the northern Jordan Valley. Israeli settlers puncture the tires of 4 Palestinian vehicles and spray racist graffiti on nearby walls in Odlah village near Nablus. In East Jerusalem, Israeli forces arrest 4 Palestinians during a late-night raid in Hizma. In central Israel, right-wing Israeli activists puncture the tires of 32 Palestinian-owned vehicles and spray racist graffiti on nearby walls in Kafr Kassim. The Israeli authorities release the PA’s governor in Jerusalem, Adnan Ghaith, from detention, but they also ban him from entering the West Bank for 2 weeks. Ghaith was arrested during a raid on his home on 11/24. The Israeli authorities also order the release of 32 other East Jerusalem Palestinians held on suspicion of supporting or serving in the PA security forces. (HA, JP, TOI, WAFA 12/2)

Israel’s cabinet approves NIS 700 million (approximately $187 million) in funding for a plan to “strengthen the civilian resilience” of communities in southern Israel surrounding Gaza. “They are steadfast and we support them,” Prime Minister Netanyahu says. (TOI 12/2)

The PA Ministry of Agriculture imposes a ban on purchases of lamb from Israel. The move comes amid a drop in lamb prices, and ministry officials say it is an effort to protect Palestinian lamb sellers. (TOI, TOI, WAFA 12/19; TOI 12/27)

In the Gaza Strip, IDF troops nr. the border fence e. of Gaza City open fire on dozens of Palestinians protesting the delay in reconstruction efforts following OPE, causing no injuries. Israeli forces conduct a limited incursion to level land nr. Bayt Hanun. Off the coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Meanwhile, the IAF conducts mock air raids over the Strip. In the West Bank, IDF troops disperse a group of Palestinians ceremonially planting olive trees in Silwad nr. Ramallah, arresting a senior PA official. During the ensuing clashes, an Israeli settler attacks 2 Palestinian journalists covering the ceremony. The IDF also declares a swath of desert land e. of Jerusalem a closed military zone. IDF troops conduct house searches and arrest raids nr. Hebron, Jenin, and Ramallah; patrol nr. Hebron, Ramallah, Salfit, Qalqilya, and Tulkarm. Elsewhere, Israeli settlers chop down 70 olive trees nr. Hebron. In East Jerusalem, an Israeli settler and his lawyer attempt to evict a Palestinian family from their home in the Old City, which is the last Palestinian-owned home in this area. Meanwhile, 5 Palestinians from al-Tur are indicted on charges relating to a series of attacks on Israeli forces in the last 6 mos. of 2014, which the Shin Bet believes to be a neighborhood-wide conspiracy. The Palestinian National Comm. against Israeli Punitive Measures announces a boycott of products manufactured by 6 major Israeli companies—Tnuva, Jafora-Tabori, Osem, Prigat, Strauss, and Elite. Comm. chair and Fatah Central Comm. mbr. Mahmoud al-Aloul says that merchants will have 2 weeks to remove the products from their shelves, then they will be subject to random checks from special inspectors. Haaretz reports that the Israeli govt. has marked around 3,740 dunams of the West Bank as state land, with the goal of expanding 4 existing settlements—Keddumim, Vered Yericho, Neve Tzuf, and Emmanuel. (HA, WAFA 2/9; YA 2/10)

The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Jericho; patrols in Tulkarm and 1 village each nr. Hebron, Jenin, and Jericho at night; conducts house searches and arrest raids in 1 village each nr. Hebron, Jenin, and Salfit at night. Meanwhile, an IDF investigation concludes that Israeli soldiers fired 80 bullets without justification when they mortally wounded a Palestinian man in al-Nabi Salih on 11/17 (he died on 11/19). Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Hebron Hills in an area the IDF has designated a firing zone for training. (REU 1/16; AFP, HA 1/17)

Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)

Israel allows a 2-day supply of diesel fuel into Gaza, allowing Gaza’s power plant to restart 1 turbine for the 1st time since 3/10/12. Hamas officials organize protests in Gaza calling on Egypt to resume the transfer of fuel through Gaza’s smuggling tunnels. Late at night, an IDF undercover unit enters a Palestinian village as part of a training mission and is challenged by 3 stickwielding Palestinians who think the soldiers are burglars; the soldiers open fire, seriously wounding the 3 Palestinians (including shooting and beating at least 1 after he was severely injured) and delaying medical treatment for 1 hr. before taking them to an Israeli hospital for treatment; 1 Palestinian later dies. The IDF also patrols in 4 villages nr. Ramallah in the morning; patrols in 2 villages nr. Jenin in the afternoon, firing stun grenades at stone-throwing Palestinian youths who confront them in 1 instance and stopping to question several boys in the other; conducts late-night patrols in 2 villages nr. Salfit and 1 each nr. Hebron, Jericho, and Ramallah. An 8-yr.- old Palestinian boy is seriously injured nr. Nablus when he accidentally triggers unexploded IDF ordnance that he found in a field. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Kafr Qaddum, and al-Ma’sara. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians (3 in al-Ma’sara who are beaten; 1 in Kafr Qaddum who is hit by a tear-gas canister). Muslim Brotherhood officials in Egypt say they are distancing themselves a bit from Hamas and opening new channels of communication with Fatah in hopes of pressing Hamas to compromise with Fatah on national unity issues so as to increase pressure on Israel. The officials argue that if the 2 Palestinian factions create a untied front with a “newly assertive” Egypt, Egypt will have a better chance of pressuring Israel to make concessions over Palestinian statehood. The Muslim Brotherhood was the top vote-getter in Egyptian recent parliamentary elections after the 2/2011 ouster of fmr. pres. Husni Mubarak. (WP 3/24)

In a State of the Union address devoted to domestic affairs, Pres. Obama pointedly calls on Syrian pres. Asad to realize “that the forces of change cannot be reversed and that human dignity cannot be denied” and urges the international community to “isolate” his regime. He also stresses that the U.S. will not take any options (i.e., a military strike) off the table in dealing with Iran and emphasizes “our ironclad commitment—and I mean ironclad—to Israel’s security.” (NYT, WP, WT 1/25; WJW 2/2)

Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border nr. the Erez crossing fire warning shots and tear gas at a group of Palestinians and international activists staging a nonviolent march to the crossing to protest Israel’s imposition of a no-go zone; no serious injuries are reported. With a sharp increase in the number of Gazans seeking to exit to Egypt through the Rafah border, the Gaza Interior Min. reimposes requirements (lifted on 12/18/11) that Gazans register with the ministry before traveling. In the West Bank, the IDF demolishes 8 Palestinian homes in Anata village nr. East Jerusalem, displacing 52 Palestinians, including 29 children; escorts 100s of Jewish settlers to pray at Joseph’s tomb in Balata village nr. Nablus; patrols in 1 village nr. After a long delay, Hamas authorities in Gaza allow the Central Elections Commission to open a voter registration office in Gaza to prepare for eventual elections in implementation of the 5/2010 national unity deal. (WP 1/25)

Jordan says King Abdallah will receive Hamas leader Mishal on 1/29, when he makes his 1st official visit to Jordan in 13 yrs. Officials say that the kingdom will continue to bar Hamas for undertaking political activities on its soil. Analysts view this as: (1) Jordan trying to take a more active diplomatic role and say reopening diplomatic ties with Hamas could be a step toward trying to broker reconciliation btwn. Hamas and Fatah (WP 1/25); and (2) the king engaging with Islamists, who have gained strength regionally during the Arab Spring, to quiet Jordan’s own Islamist opposition. (WP, WT 1/25)

A Lebanese court sentences fmr. brig. gen. Fayiz Karam to 2 yrs. in jail (including time served) for giving classified information to Israel. Karam, jailed in mid-2009, will be released in 6 mos. (NYT 1/25)

The IDF patrols in Qalqilya and a village nr. Salfit during the day; patrols in 3 villages nr. Jenin, Qalqilya, and Salfit late at night; conducts late-night arrest raids, house searches in Salfit, firing rubbercoated steel bullets, and tear gas at stonethrowing Palestinians who confront them, injuring 1. On Naksa Day, commemorating the 1967 war, IDF troops open fire on 100s of unarmed Palestinian refugees and supporters inside Syria who try to cross a trench and earthen berm 150 m. on the approach to the border fence nr. the town of Majdal Shams in the occupied Golan Heights. Syrian authorities report 22 killed and more than 350 wounded, possibly marking the worst violence on the Syrian border since the 1973 war; Israel says the numbers are exaggerated, however. More protests are held inside Syria nr. the border at Qunaytra; the IDF fires tear gas and percussion grenades when protesters begin to march toward the border, but no injuries are reported. In the West Bank, the IDF clashes with up to 200 stone-throwing Palestinian protesters at the Qalandia crossing (using tear gas and percussion grenades to disperse them) and blocks Palestinian marchers fr. approaching Elon Moreh settlement nr. Nablus. In Gaza, Hamas-affiliated police block 10s (possibly 100s) of demonstrators fr. approaching the Erez crossing. Overall, protests are much smaller than the Nakba Day demonstrations on 5/13–15, with no protests reported in Egypt, Jordan, or Lebanon. Meanwhile, the IDF conducts morning patrols in 4 villages nr. Qalqilya, Salfit, and Tulkarm; conducts late-night arrest raids, house searches in ‘Azun and Nur Shams r.c. By this date, the IDF has also arrested Fatah PC mbr. Hussam Khader in a raid on Nablus. On the anniversary of the Nakba, 1,000s of Palestinians fr. the West Bank, Gaza, Jordan, Lebanon, and Syria stage marches (mostly nonviolent, though some stone throwing) toward the Israeli border. In Lebanon, though troops, riot police, and UNIFIL soldiers deploy to prevent marchers fr. reaching the border, a large group succeeds in reaching the border fence nr. Hizballah-controlled Maroun al-Ras village, where they throw stones at IDF troops. IDF troops open fire into Lebanon, leaving 10 Palestinians dead and at least 112 wounded. Palestinians refugees marching fr. Syria knock down the border fence into the Golan Heights, enter the Druze village of Majdal Shams, and rally in the village square, erecting Palestinian flags. IDF troops open fire to drive them back across the border, killing 4 Palestinians and wounding around 200. On the border with Jordan, Jordanian troops fired tear gas and scuffle with some 800 Palestinians, preventing them fr. reaching the border, leaving 14 demonstrators and 3 police officers lightly injured. In Egypt, govt. forces reinforce their border, preventing some 250 Palestinians fr. marching to the Rafah crossing. In Cairo, riot police fire tear gas, disperse protesters converging on the Israeli embassy, injuring around 120. On the Gaza border, IDF troops fire live ammunition and artillery at Gazans marching toward the border, wounding at least 125. In the West Bank, IDF troops fire tear gas, rubber-coated steel bullets to disperse around 1,000 stone-throwing Palestinians marching toward the Qalandia crossing (injuring 10s) and violently beat scores of Palestinians marching fr. Palestinian-controlled area A toward Israeli security-controlled area B in Hebron (injuring 10s). A large peaceful rally commemorating the Nakba is held in Ramallah. Numerous smaller and protests clashes are also reported in the West Bank and East Jerusalem; rights groups say some 185 Palestinians have been injured in these clashes over the past 3 days, 153 of them in Jerusalem. Netanyahu accuses the demonstrators of “incitement” and challenging “the very existence of Israel.” Other Israeli officials accuse Iran and Syria of instigating the Palestinians, noting that Syrian security did nothing to prevent Palestinians fr. approaching the border. Unrelated to the “March to Palestine,” IDF troops fired across the border into Gaza, killing a Palestinian who allegedly was planting an explosive device. Inside Israel, an Israeli Palestinian drives his truck into several cars, a bus, and pedestrians in Tel Aviv, killing 1 Israeli and injuring 17 in what Israeli police say was a deliberate terrorist attack; the driver, who is arrested, strongly denies deliberately harming anyone, saying he lost control of his vehicle when a tire blew. The IDF also patrols in 2 village nr. Qalqilya (arresting 1 Palestinian teenager for throwing stones) and 2 nr. Tulkarm; sends undercover units into Nur al-Shams r.c. nr. Tulkarm late at night, surrounding and raiding a house and arresting 1 Palestinian; conducts other late-night arrest raids, house searches in and around al-‘Arub r.c. and Hebron, and nr. Salfit. Jewish settlers fr. Kiryat Arba settlement in Hebron throw 4 Molotov cocktails at a nearby Palestinian home, causing minor damage. Israel resumes transferring VAT taxes to the PA (see 5/1), having received PA assurances that none of the money would be accessible to Hamas under the new Fatah-Hamas unity deal, but warning that it would reconsider suspending transfers if Hamas was allowed to join a PA govt. At quarter’s end, fierce fighting is ongoing in Libya and NATO intervention continues. Rebel-held areas increasingly report shortages of food and medical supplies. No reliable figures on casualties are available since independent media access and communications are extremely difficult. Deaths are thought to be well into the 1,000s and perhaps as high as 10,000. Secy. of State Clinton races to broker a deal with Israeli officials to extend the settlement freeze 1 day before it is scheduled to expire, while Mitchell meets with Abbas in New York to urge him not to walk away from peace talks immediately if Netanyahu allows the freeze to expire. On the ground Jewish settlers begin positioning construction equipment in some settlements. In addition, Jewish settlers in Revava settlement nr. Salfit seize 30 d. of Palestinian agricultural land, raze crops, and install 2 mobile homes as a “new quarter” of the settlement. Jewish settlers fr. Nokdim settlement nr. Bethlehem place 3 mobile homes on nearby Palestinian land. Jewish settlers fr. Barqan settlement nr. Salfit raze adjacent Palestinian land to expand the settlement’s industrial zone. Jewish settlers fr. Givat Ze’ev settlement enter Beitunia town nr. Ramallah and make preparations to celebrate the Sukkoth holiday; the IDF removes them. (NYT, WP 9/26)

Meanwhile, Israeli-Palestinian clashes in Issawiyya, which began on 9/22, taper off by the end of the day, leaving a total of 99 Palestinians (including 17 children) and 9 Israelis injured (7 lightly, 2 moderately), and 70 Palestinians under arrest; during the rioting, Palestinians set fire to or damage 8 Israeli cars and vandalize an Israeli tourist information center. In the West Bank, the IDF patrols in Iraq Burin village nr. Nablus in the afternoon, firing tear gas and stun grenades at stone-throwing Palestinian youths who confront them, causing no serious injuries; fires rubber-coated steel bullets, tear gas, and stun grenades at Palestinian, Israeli, and international activists conducting a nonviolent march from Bayt Umar village to Karme Tzur settlement outside Hebron to protest land confiscations and settlement expansion; 10s suffer tear gas inhalation and 2 Palestinians and 3 Americans are injured. An Egyptian hospital reports that an armed Palestinian transported to Egypt for treatment has died of injures sustained in the 9/14 IDF shelling nr. Gaza Valley village. The West Bank and Gaza remain effectively severed from each other following Hamas’s takeover of Gaza in 6/07, with Hamas controlling Gaza and Fatah the West Bank (see Quarterly Update in JPS 145). Tight Israeli restrictions on Gaza’s borders dating from 8/07 remain in place, including reduced fuel imports, a near-total ban on exports, and limited imports of basic goods. Israel Defense Forces (IDF) roadblocks in the West Bank divide the territory into 3 cantons, and Palestinian access to the Jordan Valley is limited. In Gaza, 30,000 Palestinians attend a Hamas-organized rally in Gaza City to protest ongoing Israeli archaeological excavations nr. al-Aqsa Mosque. Some 1,500 Palestinians attend a similar Hamas rally in al-Maghazi refugee camp (r.c.), also denouncing the upcoming U.S.-sponsored Annapolis peace summit, tentatively set for 11/26–27.
