Israeli forces injured 5 Palestinians using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum; others suffered tear-gas related injuries. 5 Palestinians were arrested during late-night raids in and around Jenin and Bethlehem. In a call with Israeli prime minister Benjamin Netanyahu, Sudanese prime minister Abdalla Hamdok and transitional council head Abdel-Fattah al-Burhan, U.S. president Donald Trump announced that Sudan had decided to normalize ties with Israel, being the 3d country to do so since August. As part of the agreement, the U.S. will remove Sudan from the U.S. list of countries of state sponsors of terrorism. In order to finalize the agreement, Sudan’s legislative council, which has not yet formed, will have to approve the deal. U.S. officials said that a signing ceremony would be held at the White House in a couple of weeks. The deal met condemnation from the PA, Fatah, Hamas, and Islamic Jihad. During the call with the 2 Sudanese leaders and Netanyahu, President Trump sought to have Netanyahu make alienating statements toward U.S. Democratic presidential candidate Joe Biden by asking if Netanyahu thought that “Sleepy Joe could have made this deal, Bibi, Sleepy Joe . . . Prime Minister Netanyahu said that Israel agreed not to oppose the U.S. sale of F-35 fighter jets to the UAE after Israeli defense minister Benny Gantz had talks with the Pentagon; however, Gantz said in a statement that the negotiations relating to the sale of F-35s to the UAE was kept hidden from him and the defense ministry. Netanyahu has previously denied that sales of F-35 were part of the UAE-Israel normalization deal. (AJ, HA, REU 10/23; HA 10/24)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling between Bethlehem and Hebron; 1 Palestinian child was injured by broken glass in his eye. Israeli settlers also uprooted dozens of Palestinian-owned olive saplings east of Yatta. Israeli forces opened fire at a vehicle with 5 Palestinians inside at a military checkpoint near Jenin, causing damage to the vehicle; no injuries were reported. 7 Palestinians were arrested in and around Hebron, Qalqilya, and Nablus; during a raid in Tammun, Israeli forces seized mobile phones, leading to confrontations with Palestinians; no injuries were reported. During a different raid in Sabastiyya, Israeli forces clashed with Palestinians, leading to tear-gas related injuries. In East Jerusalem, Israeli forces detained the secretary of Fatah in Jerusalem Yasser Darwish and banned him from entry to the West Bank for 3 months. 7 Palestinians were arrested during raids in Issawiyya, the Old City, and al-Tur. In Gaza, Israeli forces opened fire at agricultural lands east of al-Shawka; no injuries were reported. An Israeli court ruled that Israel can demolish 1 school east of Ramallah under the pretext that it was built without a permit. The school enrolls 50 students and was financed by donations from France, Finland, Luxembourg, Ireland, Spain, the UK, and Sweden. (WAFA 10/8; WAFA 10/9)

In the West Bank, 1 Israeli settler rammed into a flock of Palestinian-owned sheep near Susiya, killing 10. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 15 using rubber-coated bullets while others suffered tear-gas related injuries; of the 15, 4 were hospitalized. Israeli forces also assaulted 1 Palestinian worker seeking to enter Israel near the separation wall in Far‘un, causing him to sustain 2 fractures in 1 leg. 5 Palestinians were arrested during raids in and around Bayt Jala, Qatanna, Ramallah, and Beitunia, including Hamas official Hassan Yousef; Fatah’s central committee member Jibril Rajoub condemned Israel’s arrest of Yousef. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in al-Tur. PA president Mahmoud Abbas extended the COVID-19-related state of emergency for another 30 days. The 1st COVID-19-related state of emergency was issued on 5 March. According to the PA health ministry, more than 50,000 Palestinians in Gaza and the West Bank, including East Jerusalem, have tested positive for the COVID-19 virus and 379 people have died from it. The vice president of Sudan’s transitional government Mohamed Hamdan Dagalo said in an interview with a Sudanese TV station that if Sudan establishes relations with Israel then the U.S. will remove Sudan from the list of countries sponsoring terrorism. Dagalo said that Sudan would “need Israel” as the country could benefit from Israeli technical and agricultural capabilities. He further stated that establishing relations and normalizing are not the same. (AJ 10/3)

In East Jerusalem, clashes between Israeli forces and Palestinians erupted during a late-night raid in Issawiyya, leading to tear-gas related injuries. In a video speech to the UN General Assembly (UNGA) the emir of Qatar Shaykh Tamim Hamad al-Thani castigated the international community’s inaction over the Israeli occupation of “Palestinian and Arab land.” Emir al-Thani also said that the Arab Peace Initiative is the only way for peace. French president Emmanuel Macron, also via video link to the UNGA, called for decisive negotiations between Israelis and Palestinians. (AJ 9/22; WAFA 9/23)

In the West Bank, Israeli forces shot and killed 1 Palestinian teen and injured 2 others during a raid in Dayr Abu Mash‘al. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against settlement expansion southeast of Tulkarm, leading to tear-gas related injuries. Israeli forces also demolished 1 wall and issued demolition orders for 1 pond and 1 barn in Hizma. Palestinians protested against the UAE-Israel normalization deal in Turmus ‘Ayya. Officials from the PA, PLO, Fatah, Hamas, and Islamic Jihad participated; Israeli forces injured 7 using rubber-coated bullets, others suffered tear-gas related injuries. 9 Palestinians were arrested during raids in and around Qalandia refugee camp, al-Ram, Jenin, Tubas, Tulkarm, and Ramallah. In East Jerusalem, 9 Palestinians were arrested during raids in Issawiyya. In Gaza, Israeli forces shelled multiple areas of Gaza, causing damage. According to Israeli officials, incendiary balloons sent from Gaza toward Israel started 28 fires. Palestinians in Gaza protested the Israel-UAE normalization deal in Gaza City. The Sudanese foreign ministry fired its spokesperson after he said on 8/18 that Sudan was looking forward to normalizing ties with Israel, a claim that the foreign ministry denied that same day. Saudi Arabia’s foreign minister Prince Faisal bin Farhan Al Saud said that “Saudi Arabia considers Israel’s unilateral policies of an annexation and building settlements as an illegitimate and detrimental to the two states solution . . . Saudi Arabia reaffirms its commitment to peace as a strategic option based on the Arab Peace Initiatives.” The Arab Peace Initiative stipulates normalization with Israel is predicated on the establishment of a Palestinian state. In the West Bank, a Fatah-organized anti-annexation protest in Jericho drew large crowds and several prominent speakers, including PA prime minister Mohammad Shtayyeh, UN envoy for Middle East peace Nickolay Mladenov, and other foreign diplomats. Israeli forces prevented Palestinians from other parts of the West Bank from reaching Jericho, leading to clashes in the northern part of the Jordan Valley where 8 Palestinians were injured by Israeli forces using rubber-coated bullets and tear gas. Israeli settlers threw stones on Palestinian vehicles traveling between Nablus and Jenin, causing damage. Later, Israeli settlers raided Nablus, leading to confrontations between Palestinians and the Israeli forces escorting the settlers; 1 Palestinian was injured by rubber-coated bullets, others suffered tear-gas related injuries. 16 Palestinians were arrested during raids in and around Jalazun refugee camp, Kobar, Ramallah, Jenin, Tubas, Tulkarm, and Bayt Fajjar. In East Jerusalem, 3 Palestinians were hospitalized after Israeli forces fired tear gas outside their house in Issawiyya. 1 Palestinian was arrested in Issawiyya. According to Haaretz sources, the Trump administration is considering green-lighting an Israeli plan for annexation of parts of the West Bank which would be rolled out over several installments rather than in 1 sweep. The plan is perceived as able to curb some of the criticism that Israel has received from several staunch supporters of Israel within the Democratic party since announcing its annexation plans. 120 Republican members of the U.S. House signed a letter to Israeli prime minister Benjamin Netanyahu expressing their support for Israeli annexation of parts of the West Bank. The letter said that the Republican lawmakers believe that “Israel has the right to make sovereign decisions independent of outside pressure.” The signatories represent a majority of the 198 republicans in the House. In the West Bank, Israeli settlers razed Palestinian-owned land near the villages of Jalud and Qaryut. Israeli forces closed an agricultural road, forced Palestinian farmers to leave their land, and demolished a house under construction south of Tulkarm. Israeli forces also delivered a stop-work notice for a barn south of Hebron. Elsewhere, Israeli forces raided several areas of Ramallah, arresting 4 Palestinians and seizing a car. During 1 of the raids, Israeli forces clashed with Palestinians, leading to tear-gas related injuries In East Jerusalem. PA security forces entered Kafr ‘Aqab within the Israeli municipal boundaries of Jerusalem, but on the West Bank side of the separation barrier to address friction over a roadblock between residents and members of Fatah to prevent the spread of the COVID-19 virus. 1 Palestinian was hit by a bullet from an unknown perpetrator. The PA said it had informed Israeli authorities about the intervention. Elsewhere, Israeli forces raided Issawiyya; it was reported that several Palestinians were beaten and 1 Palestinian was arrested. Later, 6 other Palestinians were arrested in Issawiyya. In the West Bank, the Israel Electric Corporation cut power for 10s of thousands of Palestinians in Ramallah for 3 hours between 2pm and 5pm. Israeli settlers threw stones at Palestinian-owned vehicles driving on a road between Nablus and Qalqilya, causing damage. Israeli settlers also vandalized a number of Palestinian-owned bulldozers in the Jordan Valley by filling their fuel tanks with sand. 5 Palestinians were arrested during late-night raids in and around Hebron, Jenin, and Qalandia. In East Jerusalem, 3 Palestinians were arrested during late-night raids, including a Fatah official. In Gaza, Israeli forces opened fire on agricultural lands, damaging a municipality truck. In a separate incident, Israeli forces fired tear gas near Khuza‘a; no injuries were reported. In the evening, hundreds of Palestinians gather along the border fence near Rafah to set tires on fire, throw stones, and otherwise continue the Great March of Return. IDF troops violently disperse the demonstrations, injuring 5 protesters. In 2 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers puncture the tires of 10 Palestinian vehicles and leave racist graffiti on nearby walls in Ras Karkar near Ramallah. Settlers also assault 2 Palestinian shepherds near Hebron and throw stones at a Palestinian school in nearby Urif village, causing no damage or injuries. Israeli forces fire tear gas at Palestinian students at a school in central Hebron; no serious injuries are reported. It’s unclear why the IDF attacked the school. They also deliver stop-work orders to a Palestinian home under construction in western Hebron; confiscate heavy equipment from a construction site in southern Hebron; and uproot approximately 300 olive tree seedlings from a Palestinian grove north of the city. PA minister of finance Shukri Bishara says that the PA intends to pay all its employees on time in the coming months, but that some of the higher salaries might be reduced due to the 2/17 Israeli decision to make deductions from the monthly transfers of tax revenues to the PA. “We are coming on difficult days in the coming weeks, and we will handle the issue of salaries as wisely and fairly as possible,” he says. Meanwhile, senior Fatah official Mahmoud al-Aloul says that a committee has been formed to put together a list of Israeli products to ban from Palestinian markets in response to the Israeli deductions in tax revenue transfers. Hosen L’Yisrael Party chair Benny Gantz and Yesh Atid Party chair Yair Lapid announce that they have agreed to run on a joint ticket ahead of the Israeli election on 4/9. Under their agreement, Gantz would serve as prime minister for two and a half years, then Lapid would take over the top job. Gantz is widely seen as Prime Minister Benjamin Netanyahu’s top challenger in the election, and this agreement is expected to strengthen his chances of becoming the next prime minister. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries (2 fishermen are arrested). Along Gaza’s border, IDF troops fire tear gas at Palestinian farmers and shepherds working near Rafah for a 5th day in a row, causing no injuries. In the West Bank, IDF troops conduct raids in Jenin refugee camp late at night, arresting 2 Palestinians and sparking clashes with stone-throwing residents of the area (1 Palestinian is injured). After Hamas security forces interrupted Fatah’s plans for an anniversary celebration in Gaza on 12/31, senior Fatah official Hussein al-Sheikh says that Hamas acted in an “anti-nationalist” manner. “After what happened yesterday in the Gaza Strip, we in Fatah will not meet the Hamas leadership at all,” he says. The U.S. and Israel formally withdraw from UNESCO, as they pledged to do in 10/2017, in protest of the organization’s alleged anti-Israel bias. The withdrawal is not expected to affect UNESCO’s funding, since both the U.S. and Israel stopped paying their dues in 2011 after the organization admitted Palestine as a member. The Israeli authorities release the PA’s governor in Jerusalem, Adnan Ghaith, from detention, but they also ban him from entering the West Bank for 2 weeks. Ghaith was arrested during a raid on his home on 11/24. Israel’s cabinet approves NIS 700 million (approximately $187 million) in funding for a plan to “strengthen the civilian resilience” of communities in southern Israel surrounding Gaza. “They are steadfast and we support them,” Prime Minister Netanyahu says. (TOI 12/2)

The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The U.S. State Dept. puts financing for economic programs directly involving the Egyptian govt. on hold, in the 1st real indication that the Obama administration will cut or curtail aid to the country in response to the military coup. Meanwhile, clashes continue in Egypt, with security forces killing at least 36 prisoners through suffocation after firing tear gas into a prison truck. Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. PA pres. Mahmud Abbas addresses the UNGA in New York, announcing as expected that his government will seek non-member observer state status for Palestine (see Doc. B4 in JPS 166). Abbas also refers to current Israeli policies as ‘‘ethnic cleansing,’’ singling out settlement construction and home demolition for particular criticism. Hamas and the Popular Front for the Liberation of Palestine (PFLP) criticize the speech for not offering anything new, but Fatah praises it as ‘‘historic.’’ Israeli PM Benjamin Netanyahu also addresses the assembly, notably literally drawing a ‘‘red line’’ on a cartoon of a bomb to illustrate his claim that Iran would be capable of making a nuclear weapon within a year. In contrast, U.S. officials play down the notion that Iran is on the brink of achieving a nuclear weapon. This marks the 3d time in 2012 that Israel permitted the passage of goods from Gaza to the West Bank. Obama signs into law the U.S.-Israel Enhanced Security Cooperation Act, which calls for an unprecedented strengthening of military, intelligence, and technology cooperation intended to preserve Israel’s qualitative military edge. Weekly Palestinian protests against the separation wall, land confiscations, and settlement expansion this week coincide with Land Day, the annual event to protest Israel’s discriminatory land policies. Israel seals the Erez crossing for 2 days (3/30–31), citing security concerns. Palestinians (accompanied by Israeli and international activists) hold their weekly nonviolent demonstrations in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin (with protests in Bil’in and Ni’lin also calling for reconciliation between Fatah and Hamas). IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 11 Palestinians (including a child) and 1 international (4 Palestinians are wounded by live fire in Nabi Salih; the rest are hit by tear-gas canisters in Kafr Qaddum). Palestinians hold at least 5 other Land Day rallies in the West Bank (outside Rachel’s Tomb in Bethlehem, outside Ofer Prison and at 2 points along the separation wall nr. In Gaza, Hamas authorities allow 1,000s of Palestinians to conduct a nonviolent demonstration nearly a mile from the Erez crossing, deploying police to prevent the protesters from marching to the border. Nonetheless, IDF troops on the Gaza border fire on the demonstration, killing 1 Palestinian and wounding 37 (1 seriously; including 16 children). Muslim Brotherhood officials in Egypt say they are distancing themselves a bit from Hamas and opening new channels of communication with Fatah in hopes of pressing Hamas to compromise with Fatah on national unity issues so as to increase pressure on Israel. The officials argue that if the 2 Palestinian factions create a untied front with a “newly assertive” Egypt, Egypt will have a better chance of pressuring Israel to make concessions over Palestinian statehood. The Muslim Brotherhood was the top vote-getter in Egyptian recent parliamentary elections after the 2/2011 ouster of fmr. pres. Husni Mubarak. (WP 3/24)

In a State of the Union address devoted to domestic affairs, Pres. Obama pointedly calls on Syrian pres. Asad to realize “that the forces of change cannot be reversed and that human dignity cannot be denied” and urges the international community to “isolate” his regime. Jordan says King Abdallah will receive Hamas leader Mishal on 1/29, when he makes his 1st official visit to Jordan in 13 yrs. Officials say that the kingdom will continue to bar Hamas for undertaking political activities on its soil. Analysts view this as: (1) Jordan trying to take a more active diplomatic role and say reopening diplomatic ties with Hamas could be a step toward trying to broker reconciliation btwn.
