In the West Bank, Israeli settlers vandalized 47 olive trees near Burin. Israeli forces violently dispersed Palestinians protesting in East Jerusalem, Bethlehem, al-Ram, and al-Arub refugee camp against the planned settler march, causing tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in al-Bireh; no injuries were reported. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition by the separation wall in Jalama village. Israeli forces also delivered stop-work notices for 5 structures in Burqin and for a road near Sabastiyya. 3 Palestinians were arrested during late-night raids in Mirka and Jenin. In East Jerusalem, the new Israeli government allowed far-right Israelis and Israeli settlers, including MKs Itamar Ben-Gvir of Otzma Yehudit (Jewish Power) and Bezalel Smotrich of HaTzionut HaDatit (the Religious Zionist Party) to march through the Old City of Jerusalem, yelling “Death to Arabs” and “May your village burn down.” Israeli forces had forced Palestinian-owned stores in the Old City to close for the march. Member of the newly formed government coalition, Mansour Abbas Ra’am (United Arab List), said that the march was an “unrestrained provocation” and “incitement to violence.” In a tweet, the new Israeli foreign minister Yair Lapid condemned the racist slogans targeting Palestinians. Israeli forces violently dispersed Palestinians protesting the march, injuring 33, including 6 who were hospitalized, and arresting 17. Israel had also sealed parts of the Old City for entry of Palestinians. Prior to the march, Israeli settlers also toured the Haram al-Sharif compound. In Gaza, in response to Israel allowing the provocative march through the Old City, incendiary balloons sent from Gaza started some 20 fires in Israel. Israeli forces shot and injured 3 Palestinians protesting at the Gaza fence by Khuza‘a with live ammunition and arrested 3 who attempted to cross into Israel. Israeli forces also violently dispersed a Palestinian protester by the Gaza fence east of al-Showka, leading to tear-gas related injuries. 1 Palestinian succumbed to injuries sustained during the Israeli attacks in Bayt Hanun on 5/13 during the Israeli attacks on Gaza in mid-May, raising the comprehensive death toll since 5/10 from 265 to 266, including 67 children and 3 pregnant women. The Palestinian Center for Policy and Survey Research said a new poll found that 535 Palestinians believe that Hamas is “most deserving of representing and leading the Palestinian people” and that 145 believed the same about Fatah. The poll was sourced from 1,200 Palestinians in face-to-face surveys in the West Bank and Gaza. (HA, TOI 6/15)

Iran said it had made 6.5 kilos (14 lbs.) of uranium enriched to 60%. Iran’s announcement seemed to be a way of asserting pressure on the U.S. as indirect talks about the U.S. reentering the Joint Comprehensive Plan of Action agreement are ongoing. (AP, HA 6/15)

U.S president Joe Biden picked Tom Nides, a former Obama administration official and current Morgan Stanley vice chairman of investment, as the new ambassador to Israel. Nides will need to be confirmed by the U.S. senate before assuming the role. (AJ, HA, IN, REU 6/15; HA 6/16)

In the West Bank, Israeli settlers attacked 1 Palestinian shepherd in Mareeha, near Jenin, causing moderate injuries. Israeli forces temporarily evicted Palestinians in Khirbet Humsa, citing military drills. Israeli forces also violently dispersed Palestinian protesters demonstrating against Israeli harassment of Palestinians in East Jerusalem, at the Separation wall near Bethlehem, leading to tear-gas related injuries and 1 arrest. 2 others were arrested during late-night raids in Bethlehem and Jalbun. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israel reopened the Gaza fishing zone after closing it on 4/26. Israeli forces opened fire at agricultural lands east of al-Bureij; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Dayr al-Balah and within 4 nautical miles west of Bayt Lahiya; no injuries were reported. Israeli forces said it was a mistake when it detained 5 Palestinian children between the ages of 8 and 13 in the south of Hebron on 3/10. An investigation found that there was no reason to detain the 5 children. (TOI 4/29)

PA president Mahmoud Abbas announced that the Palestinian elections scheduled for 5/22 were postponed, citing Israeli ambiguity regarding whether Palestinians in East Jerusalem would be allowed to partake in the elections. President Abbas said that “as soon as Israel agrees [to allow Palestinians in East Jerusalem to partake] we will hold elections within a week.” Besides the Jerusalem issue, there was speculation that Abbas and Fatah had an interest in postponing the elections as splintering within the Fatah party has made Hamas the likely winner of the elections. Several Palestinian political leaders criticized Abbas’s decision to postpone elections, demanding a new date set. In Israel, 45 Israelis were killed and more 150 injured during a stampede at a Jewish religious event on Jabal al-Jarmaq/Mount Meron. Upwards of 100,000 were said to have participated in the event. In the West Bank, Israeli settlers with military escort raided Luban al-Sharqiyya, during which 1 Israeli settler pushed 1 Palestinian off a 4-meter wall, causing him to be hospitalized. Israeli settlers also uprooted some 50 olive trees near al-Twana. Elsewhere, Israeli settlers and military escort raided Kafr Ni‘ma, leading to confrontations; no injuries were reported. Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work at the separation barrier near Barta‘a. Israeli forces also clashed with Palestinians during a raid in Tuqu‘, injuring 1 child who was hit by a tear gas canister, others suffered tear-gas related injuries. 7 Palestinians were arrested during raids in and around Kaubar, Dura, Hebron, Dheisheh refugee camp, and al-Khadir; during the raid in Dheisheh refugee camp, 1 Palestinian was injured by Israeli forces using live ammunition and others suffered tear-gas related injuries. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned home in Shaykh Jarrah. Palestinians protested the pending eviction of 4 Palestinian families in Shaykh Jarrah whose homes are expected to be taken over by Israeli settlers. Israeli authorities also banned the Old City’s caretaker of Islamic cemeteries from entering the city for 15 days. 5 Palestinians were arrested, including 4 during late-night raids in al-Tur and 1 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 6 nautical miles west of Gaza City, causing damage to 3 boats. In Gaza, Israeli forces made incursions and leveled farmland north of Bayt Lahiya. In Israel, 1 Palestinian from the West Bank was arrested at his workplace in Umm al-Fahm. Egypt announced that it would open the Rafah crossing “indefinitely.” It was reported that the decision was tied to the Fatah and Hamas reconciliation efforts and Palestinian plans to hold elections. (ALM, REU, WAFA 2/9; AJ 2/10)

14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. Islamic Jihad said the group would not run in the elections but that they would not interfere with them. (AJ, AP, HA, WAFA 2/9; HA, AP 2/10)

German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. In the West Bank, 1 Israeli settler rammed into a flock of Palestinian-owned sheep near Susiya, killing 10. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 15 using rubber-coated bullets while others suffered tear-gas related injuries; of the 15, 4 were hospitalized. Israeli forces also assaulted 1 Palestinian worker seeking to enter Israel near the separation wall in Far‘un, causing him to sustain 2 fractures in 1 leg. 5 Palestinians were arrested during raids in and around Bayt Jala, Qatanna, Ramallah, and Beitunia, including Hamas official Hassan Yousef; Fatah’s central committee member Jibril Rajoub condemned Israel’s arrest of Yousef. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in al-Tur. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen northwest of Khan Yunis within the allowed fishing area; no injuries were reported. PA president Mahmoud Abbas extended the COVID-19-related state of emergency for another 30 days. The 1st COVID-19-related state of emergency was issued on 5 March. According to the PA health ministry, more than 50,000 Palestinians in Gaza and the West Bank, including East Jerusalem, have tested positive for the COVID-19 virus and 379 people have died from it. The vice president of Sudan’s transitional government Mohamed Hamdan Dagalo said in an interview with a Sudanese TV station that if Sudan establishes relations with Israel then the U.S. will remove Sudan from the list of countries sponsoring terrorism. Dagalo said that Sudan would “need Israel” as the country could benefit from Israeli technical and agricultural capabilities. He further stated that establishing relations and normalizing are not the same. (AJ 10/3)

U.S. president Donald Trump tweeted that he and the 1st lady Melania Trump have both tested positive for the COVID-19 virus. PA president Mahmoud Abbas wished the U.S. presidential couple a speedy and full recovery. (AJ, HA, REU 10/2; WAFA 10/3)

In the West Bank, Palestinians fended off Israeli settlers trying to seize their land in Birin. Israeli forces shot and injured 1 Palestinian using live ammunition near the separation wall north of Jenin. 5 Palestinians were arrested, including 4 during late-night raids in Nablus, Anata, Kisan, and Hebron; 1 was arrested by undercover Israeli forces while working at a gas station near Kafr Qaddum. In East Jerusalem, 2 Palestinians started demolishing their own homes to avoid exorbitant Israeli demolition fees. Israeli forces summoned 3 members of Fatah for interrogation in Silwan. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. In the Arabic version it said the agreement had “stopped” Israel’s plans while the English said it had led to “the suspension of Israel’s plans to extend sovereignty.” (HA, REU 8/31; AJ 9/1; REU 9/2)

Syrian officials said that Israel fired missiles at military installments south of Damascus, killing 2 Syrian soldiers and wounding 7. The London-based Syrian Observatory of Human Rights later said that the number of deaths was 10, most of them foreign. (HA 8/31; HA 9/1)

A former Lebanese ambassador to Germany Mustapha Adib was announced as the new prime minister of Lebanon after the government resigned earlier this month. The announcement came as French president Emmanuel Macron was en route for Beirut. Reuters reported that Adib was President Macron’s preferred choice. (AJ, HA 8/31)

In the West Bank, Israeli settlers razed Palestinian-owned land near the villages of Jalud and Qaryut. Israeli forces closed an agricultural road, forced Palestinian farmers to leave their land, and demolished a house under construction south of Tulkarm. Israeli forces also delivered a stop-work notice for a barn south of Hebron. Elsewhere, Israeli forces raided several areas of Ramallah, arresting 4 Palestinians and seizing a car. During 1 of the raids, Israeli forces clashed with Palestinians, leading to tear-gas related injuries In East Jerusalem. PA security forces entered Kafr ‘Aqab within the Israeli municipal boundaries of Jerusalem, but on the West Bank side of the separation barrier to address friction over a roadblock between residents and members of Fatah to prevent the spread of the COVID-19 virus. 1 Palestinian was hit by a bullet from an unknown perpetrator. The PA said it had informed Israeli authorities about the intervention. Elsewhere, Israeli forces raided Issawiyya; it was reported that several Palestinians were beaten and 1 Palestinian was arrested. Later, 6 other Palestinians were arrested in Issawiyya. In the West Bank, a Palestinian man dies from injuries sustained during clashes with IDF troops in Jalazun r.c. on 3/18. Another Palestinian succumbs to injuries sustained when he fell off the separation wall nr. Jerusalem last week while trying to cross into Israel for work. IDF troops raid a school nr. Ramallah, blocking entrances and exits for 2 hours; patrol in 3 villages nr. Hebron, 1 nr. Tulkarm, and Jenin. They also conduct raids and house searches in al-‘Arub r.c. and 1 village nr. Hebron, as well as 2 villages nr. Jenin, arresting 5 Palestinians. Off the coast of Gaza nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing damage but no injuries. In East Jerusalem, 78 right-wing Jewish activists tour Haram al-Sharif. Meanwhile,Israeli forces raid Shu‘fat r.c. to detain several youths, sparking clashes with local residents and injuring 3 Palestinians; conduct raids in the Old City, arresting 3 Palestinians. Israeli pres. Reuven Rivlin meets with PM Netanyahu and asks him to form the next govt., after the CEC delivers Rivlin the official results from the 3/17 election. The Israeli govt. has temporarily frozen the construction of 1,500 settler residences in Har Homa, East Jerusalem. Hours before leaving office, IDF Maj. Gen. Nitzan Alon signs orders that will apply Israel’s penal code to Palestinians in the West Bank, except for a key amendment exempting people from criminal charges if they take action “urgently required to ward off someone who breaks into his home, business or farm.” The key amendment would have provided additional protections for Palestinians in confrontations with Israeli settlers. A PA unity govt. delegation led by PM Hamdallah arrives in Gaza for a planned 3-day visit. Hamdallah meets with local Fatah officials as well as senior Hamas officials to discuss the reconstruction of Gaza and national reconciliation. In Gaza, police arrest 2 Palestinians for allegedly planting an explosive outside al-Quds Open University. In Hebron, hundreds of Palestinians and international activists gather at the entrance to al-Shuhada Street (closed since 1994) to protest the occupation. Elsewhere, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 areas nr. Ramallah (Bil‘in, Ni‘lin, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 5 Palestinians are moderately injured by rubber-coated metal bullets. The IDF also patrols in 2 villages nr. Qalqilya. In the Gaza Strip, the Gaza power plant resumes operation of 1 of its 4 turbines, having received new shipments of fuel after shutting down completely on 12/28. However, scheduled power outages stay at up to 18 hours per day. Off the coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Also, the IDF begins pulling troops stationed nr. Gaza, as announced 12/28. In the West Bank, 1 Palestinian is injured during a clash in Hebron between stone-throwing Palestinians and private Israeli settlement security guards. IDF troops rebuild mounds of earth outside a village nr. Salfit, closing the main entrance. The village’s residents cleared the mounds on 12/31 during demonstrations marking Fatah’s 50th anniversary. In East Jerusalem, an Israeli court bars 5 Palestinian women (arrested on 1/1) from entering Haram al-Sharif for 21 days. Israeli forces detain another Palestinian woman as she exits the sanctuary. A senior Israeli FM official says that Israel is not planning any new settlement construction in response to the Palestinians’ accession to the ICC. Meanwhile, PM Netanyahu and DM Ya’alon agree to use NIS 70 m. (around $17.8 m.) from the Defense Ministry’s budget to strengthen infrastructure in the Beit El settlement and relocate an IDF base to make room for 300 new residences. Then-Fin. Min. Lapid blocked their prior attempt on 11/25. Separately, the Israeli High Court of Justice freezes construction on the separation wall in the Battir Valley of the West Bank, responding to complaints from the Palestinian residents and UNESCO’s 6/20 decision to place Battir’s terraces on its list of World Heritage sites. Egyptian authorities prepare for the demolitions and evictions required to expand the buffer zone along the Gaza border to 1 km. The 2,044 families that live in the 1,200 homes set to be demolished will receive 1,500 Egyptian pounds (approximately $209) to pay for 3 mos. of housing, and 700–1,200 Egyptian pounds per sq. m of their house that is demolished. A Palestinian is injured in an explosion nr. the French Cultural Center in Gaza City. (A small armed group takes responsibility for the attack on 12/18.) In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent death of a senior PA official on 12/10 nr. Ramallah, Nablus, Hebron, and 1 village nearby (Bayt Umar), and 1 village nr. Qalqilya (Kafr Qaddum). Two Palestinians are hit by tear gas canisters in Bil‘in and 7 are shot with rubbercoated metal bullets elsewhere. Meanwhile, a Palestinian man throws vinegar at a family of 5 Israeli settlers nr. Bethlehem, lightly injuring all of them. (The Israeli press 1st reported the story as an acid attack.) Another Israeli settler hits the Palestinian man with his car and shoots him in the leg, moderately injuring him. Shin Bet officers arrive soon after to detain the Palestinian man. The IDF then conducts a raid of his home. Separately, Palestinians throw stones at IDF troops on a patrol of Bayt Umar nr. Hebron, sparking clashes in which 3 Palestinians are injured with rubber-coated metal bullets. The IDF also patrols in the n. Jordan Valley, where they assault a Palestinian farmer and lightly injure him. IDF troops fire tear gas at dozens of Palestinians throwing stones at the soldiers; 1 Palestinian youth and 1 Israeli officer are injured. Israeli soldiers also conduct a raid s. of Bethlehem; patrol in Tulkarm. Following a march marking Hamas’s 27th anniversary, the IDF conducts late-night arrest raids nr. Hebron. In East Jerusalem, the Israeli police increase their patrols and deploy additional officers around Haram al-Sharif. The Israel Prison Service threatens to move the 70 Palestinian prisoners on hunger strike since 12/9 to criminal sections of their prisons, which would decrease their quality of life, if they continue their strike. (MNA 12/12)

U.S. Secy. of State Kerry phones Russian FM Sergey Lavrov and PA Pres. Abbas separately to discuss the French and Palestinian draft UNSC res. Kerry pressures Abbas not to end security coordination with Israel in response to the 12/10 death of senior PA official Ziad Abu Ein. In the Gaza Strip, small explosive devices are detonated by unknown parties at the entrances of 15 Fatah mbrs.’ homes and under their cars, causing damage but no injuries. An additional blast occurs on a stage set up for a demonstration scheduled for 11/11 marking the commemoration of Yasir Arafat’s death (an event approved by Hamas authorities on 10/30). The attacks take place the day before a planned visit to Gaza by PM Rami Hamdallah, senior Fatah official Azzam al-Ahmad and Civil Affairs Minister Hussein al-Sheikhwe, but they cancel their trip as a result of the attacks. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Bethlehem; patrols in Hebron, 3 nearby villages, and Aida r.c. nr. Bethlehem. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. U.S. State Dept. spokesperson Jen Psaki says that the U.S. has not invited PA PM Hamdallah to Washington, contrary to a claim made by senior Fatah official al-Ahmad. Al-Ahmad reportedly says also that the Obama administration plans to recognize the new PA unity govt., but Psaki denies the comments. Meanwhile in Gaza, Hamas PM Ismail Haniyeh says that the final disputes about the formation of the unity cabinet are “under control” and there is “no turning back.” (JP, MNA 5/30; JP 5/31)

Obama signs into law the U.S.-Israel Enhanced Security Cooperation Act, which calls for an unprecedented strengthening of military, intelligence, and technology cooperation intended to preserve Israel’s qualitative military edge. Weekly Palestinian protests against the separation wall, land confiscations, and settlement expansion this week coincide with Land Day, the annual event to protest Israel’s discriminatory land policies. Israel seals the Erez crossing for 2 days (3/30–31), citing security concerns. Palestinians (accompanied by Israeli and international activists) hold their weekly nonviolent demonstrations in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin (with protests in Bil’in and Ni’lin also calling for reconciliation between Fatah and Hamas). IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 11 Palestinians (including a child) and 1 international (4 Palestinians are wounded by live fire in Nabi Salih; the rest are hit by tear-gas canisters in Kafr Qaddum). Palestinians hold at least 5 other Land Day rallies in the West Bank (outside Rachel’s Tomb in Bethlehem, outside Ofer Prison and at 2 points along the separation wall nr. Ramallah, and at the Qalandia crossing n. of Jerusalem). IDF soldiers fire live ammunition (Ofer and Qalandia only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 19 (including 2 children; at least 7 are hit by live fire and 1 is seriously injured by a tear-gas canister to the head). In Gaza, Hamas authorities allow 1,000s of Palestinians to conduct a nonviolent demonstration nearly a mile from the Erez crossing, deploying police to prevent the protesters from marching to the border. Nonetheless, IDF troops on the Gaza border fire on the demonstration, killing 1 Palestinian and wounding 37 (1 seriously; including 16 children). Nonviolent Land Day protests are also held in Jordan and Lebanon. In Lebanon, 100s of Palestinians and Lebanese gather at Beaufort castle, 9 miles fr. the Israeli border, where Lebanese military forces deploy to prevent them fr. marching to the border. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians (3 in al-Ma’sara who are beaten; 1 in Kafr Qaddum who is hit by a tear-gas canister). Muslim Brotherhood officials in Egypt say they are distancing themselves a bit from Hamas and opening new channels of communication with Fatah in hopes of pressing Hamas to compromise with Fatah on national unity issues so as to increase pressure on Israel. The officials argue that if the 2 Palestinian factions create a untied front with a “newly assertive” Egypt, Egypt will have a better chance of pressuring Israel to make concessions over Palestinian statehood. The Muslim Brotherhood was the top vote-getter in Egyptian recent parliamentary elections after the 2/2011 ouster of fmr. pres. Husni Mubarak. (WP 3/24)

Hamas leader Mishal and PA pres. and Fatah head Abbas meet for 2 hrs. in Cairo to hold the 1st detailed talks since 8/2011 on implementing their 5/2011 national unity deal (see QU in JPS 161). They approve a 2-page document (leaked to AFP on 11/24, which publishes excerpts, but not released publicly) reiterating their commitment to the main elements of the 5/2011 accord, agreeing to observe a truce in the West Bank and Gaza Strip (including halting political arrests), vowing to increase “popular resistance” to oppose Israel’s settlement expansion and construction of the separation wall, and pledging that the factions would agree on the “style” of popular resistance and form “a framework to direct it.” In an interview with AFP later in the day, Mishal clarifies that Hamas believes in both armed and popular resistance, stating “armed struggle is our right. How we use it, and when we use it, is something different.” Mishal and Abbas fail, however, to resolve key issues regarding composition of an interim unity government and elections. Though both call the meeting positive, sources say (e.g., WP 11/25) that the meeting “raised new questions about whether the rivals are serious about working together or just going through the motions.” (AFP 11/24; NHR, NYT, WP, WT 11/25; WP 12/22)

The PLO and Fatah leaderships meet jointly in Ramallah and formally agree “to approach the UN this coming September to obtain recognition of the State of Palestine on the 1967 borders and Palestinian membership in the international community,” given that there are “no new incentives to return to negotiations.” (AP 6/26; JTA, Telegraph 6/27; HA 6/28)

Israel’s Government Press Office sends a letter to accredited foreign correspondents stating that Israel will ban entry for 10 yrs. to any foreign journalist who rides along with the Freedom Flotilla II; the Foreign Press Association denounces the decision. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF begins dismantling part of the separation wall nr. Bil‘in in keeping with a 2007 Israeli High Court ruling that the path of the wall was illegal. OCHA reports that the IDF has also begun rerouting a section of the separation wall nr. Khirbat Jabara village nr. Tulkarm in keeping with another 2007 Israeli High Court decision. The IDF also patrols in 3 villages nr. Qalqilya (holding 1 Palestinian teenager for questioning); enters Issawiyya nr. U.S. special envoy Mitchell ends a 2-day visit to the region aimed at securing Israeli and Palestinian agreement to resume direct peace talks by 9/1 based on a letter of assurances fr. the Quartet. After separate talks with Abbas in Ramallah and Netanyahu in Jerusalem he is unusually upbeat and says he is optimistic that direct talks will resume soon, but gives no details. He leaves Dep. Asst. Secy. of State for Near Eastern Affairs David Hale in the region to continue discussions and finalize details of a Quartet statement. (State Dept. daily press briefing, WT 8/11; see also WP 8/10)

The IDF announces that for the month of Ramadan (8/10–9/10) it is extending operating hours at some checkpoints along the separation wall in the Bethlehem, Jenin, and Ramallah to facilitate travel to Jerusalem; removing earthen mounds along 3 routes in Nablus, Ramallah, Hebron to improve traffic flow; and issuing an additional 200 visitor permits for nationals of select Arab countries to enter the West Bank. Israel has also, however, limited Palestinian access to Jerusalem during Ramadan to men over 50 and women over 45 years of age. Meanwhile, the IDF conducts late-night arrest raids, house searches in Hebron, nr. Ramallah. Hamas accuses Fatah of links to the 1/20/10 assassination of Izzeddin al-Qassam Brigades founder Mahmud al-Mabhuh, saying that 2 Palestinian suspects in custody in Dubai in connection with the assassination, Anwar Shhaybar and Ahmad Hassanayn, were former Fatah security officers and current employees of a senior Fatah official. Israel announces it will lift restrictions on the import of foodstuffs to Gaza, “provided that the source of the shipments is approved by the Israeli authority” (not further clarified). IDF troops enter s. Gaza nr. Abasan to bulldoze land along the border fence. Israeli warplanes repeatedly break the sound barrier over Gaza City. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, damaging several and forcing them to return to shore, but causing no injuries. In the West Bank, IDF troops demand that a Palestinian move his car, parked nr. the Beit Shalom outpost site evacuated last quarter; when the man refuses, troops scuffle with him, prompting Palestinians nearby to come to his aid; the situation escalates, with IDF troops beating 6 Palestinians and storming and damaging a nearby Palestinian grocery. The IDF also conducts late-night arrest raids, house searches nr. Hebron. The Israeli High Court approves the confiscation of 30 d. of land in Shu‘fat r.c. northeast of Jerusalem for construction expansion of an existing IDF checkpoint and extension of the separation wall to create a new permanent crossing point into Jerusalem; 30 Palestinian shops are expected to be demolished and at least 45,000 Palestinians are expected to lose direct access to Jerusalem. The local council of Har Adar settlement in East Jerusalem issues instructions that Palestinian “laborers are strictly forbidden to move around the community on foot, between the construction sites,” and must be accompanied at all times by their employer or the employer’s representative, stating “this instruction is meant to protect the community’s residents”; the IDF says it will enforce the order, which the Association for Civil Rights in Israel denounces as “a racist instruction based on a general fear of Arabs.” Alleging corruption by Fatah-affiliated employees, Hamas authorities in Gaza take control of the PA Referrals Abroad Dept. which assesses medical cases for specialized treatment in hospitals in the West Bank, Egypt, and Jordan. In response, the PA Health Min. in Ramallah and the Egyptian government say they will no longer finance the transportation or treatment of medical patients referred by the office and Israel says it will not grant travel permits for referrals to exit Gaza. Palestinians fire 2 rockets into Israel, causing no damage or injuries. The IDF responds with 10 air strikes on tunnels on the Rafah border, also destroying an evacuated house and a farm, killing many animals. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, wounding 1 Palestinian. UNRWA halts aid transfers to Gaza, accusing Hamas of confiscating UN stocks for a 2d time, commandeering 10 truckloads of rice, flour. UN Secy. Gen. Ban Ki-moon warns Hamas that the suspension will remain in place until the stolen goods are returned and UNRWA is given credible assurances that thefts would not be repeated. Some Fatah-affiliated charities in Gaza also accuse Hamas of confiscating their supplies. Israel allows 82 truckloads of humanitarian aid and commercial goods into Gaza today. In the West Bank, the IDF fires live ammunition, tear gas to disperse Palestinians holding a nonviolent demonstration against OCL in Hebron, wounding 1 Palestinian; fires rubber-coated steel bullets at Palestinian and international activists taking part in nonviolent demonstrations against the separation wall in Jayyus (injuring 3 Palestinians); fires tear gas at a similar demonstration in al-Ma‘sara s. of Bethlehem (injuring 5 Palestinians); conducts latenight arrest raids, house searches in Bil‘in and nr. Jenin, Nablus; makes a late-night incursion into Dayr Abu Da’if nr. Jenin, rousts 3 shop owners fr. their homes and has them open their stores, photographing and confiscating some goods. Jewish settlers fr. Ramat Yishai in Hebron vandalize nearby Palestinian houses. Separately, the IDF tells Palestinians in the Ramat Yishai vicinity that they may not receive visitors to their homes without IDF permission. (MM, NYT, WP, YA 2/7; WP, WT 2/8; PCHR 2/12)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

As the quarter opens, a 6-mo. Hamas-Israel cease-fire in the Hamascontrolled Gaza Strip, which began on 6/19/08, remains in effect, with occasional cross-border incidents reported (see Quarterly Update in JPS 149 for background). Israel, however, maintains a tight closure on Gaza Strip (imposed since 1/08), allowing only the minimum amount of food, fuel, and basic humanitarian aid to enter and permitting no exports or individuals to leave. During the day, Israeli naval vessels pursue Palestinian fishing boats off the Gaza coast, confiscating 1, temporarily detaining 2 fishermen. Kiryat Arba and the nearby Beit HaShalom outpost in Hebron’s Wadi al-Nassara neighborhood (comprising the al-Rajabi building seized in 4/08 and surrounding land seized last quarter; see Quarterly Update in JPS 149) attack Palestinians and their property in Wadi al-Nassara, wounding 1 Palestinian. Jewish settlers with a bulldozer occupy and level a plot of Palestinian land s. of Bethlehem; the IDF removes the settlers. Jewish settlers fr. Yitzhar nr. Nablus throw a large rock at a passing Palestinian car, seriously injuring a Palestinian woman and lightly injuring her child; the IDF evacuates the mother to a hospital in Israel. In Gaza, Hamas-affiliated police detain several senior Fatah officials in what Hamas calls a response to Fatah’s detention of West Bank Hamas loyalists on 7/28. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Jenin town and r.c., Nablus; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation; 1 Israeli journalist is injured) and Ni‘lin (5 are injured, including a French journalist). In Gaza, 3 bombs explode next to a car used by the IQB parked near a busy Gaza City beach (killing 3 Hamas mbrs. and 2 bystanders, including a 6-yr.old girl; wounding 17), the Gaza City home of Hamas official Marwan Abu Ras (no injuries), and a caf´e (killing 1 bystander), marking one of the most serious upsurges of intra-Palestinian violence since Hamas seized control of Gaza in 6/07; Fatah denies responsibility for the bombings. In Gaza, IDF conducts arrest raids, house searches in Dayr al-Balah, exchanging fire with local gunmen, killing 2 armed Palestinians, wounding a 3d, arresting 14 Palestinians; helicopter gunships fire on agricultural areas nr. Khuza; later, the IDF sends bulldozers into the area to level 193 d. of cropland, also destroying an irrigation network, 200 beehives. The UN reports that in 3/08, at least 4 ailing Palestinians died as a direct result of Israel’s closure on Gaza barring access to adequate medical treatment.
